FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

A continuous on-line particle size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 microns) to 20 microns are discussed in de- tail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from a practical and theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

Establishing a robust geotechnical instrumentation and construction monitoring plan is one of the keys to the successful delivery of the world’s largest soft-ground bored tunnel in Seattle, Washington. The paper describes and provides a return of experience on current and best practice for monitoring tunnelling projects in urban areas. The owner’s contractual approach is discussed to highlight the flexibility of the design-built contract in achieving equal or better solutions by allowing for the use of innovative technics. Special attention is given to the management and involvement of third parties (building owners, utility owners), including the public, to overcome all challenges faced during the installation of the monitoring system in downtown Seattle for over 1000 instruments. "The Geometallurgical Mapping and Mine Modelling (GeM) comminution index (CI) was developed as part of the AMIRA P843 GeMIII project. Drill core geochemistry samples were passed through a Boyd Crusher with standardised settings and the resulting particle size distribution (PSD) was measured using sieves.Disadvantages of the original measurement were the relatively coarse crush size, requiring a second pass of crushing for geochemical sample preparation, and the limitation of throughput caused by the sieving step. At Antamina, the measurement has been modified to use a 2.2 mm crusher size setting, which permits a single pass. The PSD is measured using a Camsizer, an automated optical sizing instrument. The Camsizer sample is a +180 µm fraction, used to avoid passing too many fines through the instrument and slowing down the measurement. In the sieving step, the weights of the two fractions are recorded and subsequently used to normalise the distribution measured by the Camsizer. In this way, the throughput of the Camsizer can match that of the Boyd Crusher. The PSD data are therefore measured without penalising the throughput of the sample laboratory.The normalised PSD distributions are used to derive modified CI parameters, based on the slope and intercept of the breakage product size distribution, which are indirect measures of the material breakage hardness.Fifty samples were selected as a training set, each sample a composite of five or six individual assay intervals and each with its own measured CI. The average PSDs were calculated for the composites and used to calculate a composite CI. The intact half of the core, approximately 40 kg, was tested to measure the BWi, A*b and crushability. The results were used to develop predictive algorithms for these hardness parameters.A further 50 composites were chosen for lab testing, to serve as a blind test of the algorithms. Alaskan villages typically store a one-year supply of fuel to reduce significant delivery costs. Alaska Village Electric Cooperative (AVEC), an electric utility cooperative providing power to 51 Alaska villages, has made a concerted effort to upgrade and improve their undersized and aging facilities. The Village of Stebbins, located south of Nome on Norton Sound is receiving upgrades to its AVEC bulk fuel facilities. Stebbins offered unique challenges from a foundations perspective due to the nature of the soil. The geotechnical investigation found the soil below roughly a third of the footprint of the bulk fuel facility to be thawed with seasonal freezing and the remainder was found to be warm permafrost with ground temperatures of between 30°F and 32°F. This is a unique and challenging arctic engineering design issue because foundations are designed differently for frozen ground conditions. Driven piles were selected because of site constraints, such as the design flood elevation and the change from thawed to frozen ground conditions. The pile design specified that the pile embedment depths would be selected based on the results of pile driving analyzer (PDA) testing during construction in the thawed ground and maintained within the frozen ground portion of the footprint. Difficulties during pile driving in the frozen ground resulted in several piles becoming severely damaged, requiring subsequent removal. This resulted in a reevaluation of the means and methods for pile installation. Additional fieldwork was performed to further characterize the subsurface soils and their frozen nature. Options for installation of piles in difficult areas were evaluated including ground thawing, predrilling, and reducing embedment depths. Presented within this paper are the findings from the initial and subsequent field explorations, discussion of the design methodology, and the decisions that led to successful installation of piles at this challenging remote village.

In the year just past there were produced in the United States about 170,000,000 tons of sand and gravel. Much of this was pit-run material used for gravelling roads and as railroad ballast on lines that did not carry heavy traffic. But more than half of it was marketed as washed and sized, or graded, material. The methods used for preparing sand and gravel for the market have long been used in ore dressing and, as in ore dressing, depend on differences in the specific gravity of two substances or in the size or weight of particles. But many changes in the design and operation of plants and machines have been necessary. In ore dressing, the concentrate is only a small part of the feed; in sand and gravel washing, it is much the larger part of the feed. In addition, such close work as is needed when concentrating a metallic ore is not needed when washing gravel; the ability to put through a large tonnage is more important, and sizing, which is only a preliminary process in ore dressing, is an end to be attained. Rock crushers are found in most sand and gravel plants and they are used to break up the larger pieces from the deposit (known as boulders and cobbles) which are removed by a scalping screen. The crusher discharge is usually sent back to the scalping screen, the perforations in this screen setting the maximum size of the finished product. Washing Washing is to prepare sand and gravel so that they may be used as aggregates in concrete and wall plaster and in various processes in which impurities would harm the product. At one end of the scale of washed materials may stand ordinary concrete sand, which in some states may contain as much as 3 per cent, of clay and still be used in highway concrete construction. At the other end will stand the silica sand used for making plate glass, which must be washed so clean that the impurities that can be removed by washing do not exceed a few hundredths of a per cent. "The methods of heap leaching are considered to be the most promising for the low-grade copper-nickel raw materials. The article presents intensification capabilities of the process. Objects of research: the low-grade copper-nickel ores of Moncheplutone deposits (Moroshkovoye Lake, Nyud Terrasa, Nittis-Kumuzh’ya-Travyanaya (NKT), as well as the copper-nickel ore dressing tailings of the “Kola MMC” JSC. The following directions for the intensification of the low-grade copper-nickel raw materials heap leaching have been considered: preliminary electric pulse destruction (EPD) of ore; ore crushing and further sulfuric acid agglomeration. The impact of sulfuric acid concentration (1-3%) on the extraction of non-ferrous metals kinetics from the copper-nickel ore dressing tailings under various conditions of the percolation leaching has been studied. INTRODUCTION The low-grade grade sulfide ores at the abandoned and producing deposits, overburden rocks, mill tailings and non-ferrous slag are thought to be one of the large-scale sources for non-ferrous metals, on the one hand. On the other hand, they are known to be the subjects of emergency environmental danger. For this reason, the use of mine dumps and tailings, as well as the remained ores left in the ground as raw products, and at the same time decreasing the load on environment, are considered to be the pressing ecological and economic issue (Chanturia et al., 2012). Methods of heap hydrometallurgical and bacterial leaching are sure to be potentially productive for processing such low-grade and technogenic raw materials (Petersen, 2016). The early studies of hydrometallurgical method possibility to process copper-nickel ores of the Murmansk region deposits were launched in the seventies of the previous century (Golovko et al., 1978). For referencing purposes, the main types of impregnated ores from the deposits Zhdanovskoye, Kaula, Sopchinsky Plast and Lovnoozerskoye were selected. The metal content varied, as %: 0.46-1.49 of nickel, 0.01-0.62 of copper. In the first experiments, the solution containing 150g/l of H2SO4 and 135g/l of NaCl, was used in the capacity of leaching reagent. The possibility of underground metals leaching from the ores of the Lovnoozerskoye deposit was justified due to the performed laboratory and further large-sized tests."

Dissolution of chalcopyrite with acidified ferric sulfate produces a sulfur layer on the unreacted chalcopyrite surface that interferes with further dissolution. The U.S. Bureau of Mines has developed a process to improve the leaching kinetics of these types of diffusion-controlled systems. The system features the Bureau-developed turbomill, an attrition grinder that scrubs the reaction product coating away from the unreacted mineral grains during leaching. The system can be operated continuously at any temperature up to the boiling point of the leaching agent. This method is a hydrometallurgical alternative to chalcopyrite smelter technology and eliminates sulfur dioxide emission problems with its associated costs. Batch testing at 900 C with the chalcopyrite-ferric sulfate system resulted in copper extraction exceeding 99 pct. At an optimal energy consumption of 1,520 kW· hjst, 95 pct of the copper was extracted. The pregnant liquor was clarified and tested for typical solvent-extraction recovery of the copper. Two-stage extraction and two-stage stripping recovered 96 pct of the copper in an electrolyte suitable for copper electrowinning.

The productive capacity of natural-gasoline and cycling plants in the United States on January 1, 1958, was 48.8 million gallons per day, according to the Bureau of Mines biennial survey. This represented an increase of 2.4 million gallons per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 7.5 million gallons per day. The major increase in operating capacity occurred in Texas and New Mexico. In New Mexico, capacity increased 43 percent. The total number of plants decreased from 600 on January 1, 1956, to 584 on January 1, 1958. The number of operating plants decreased from 571 to 558. Five new plants were completed in Colorado, increasing the number of operating plants from 7 to 12.

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralized zones, which are less economic or uneconomic as direct shipping ore. Testwork demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and ISO tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime's shares and manages and operates the mine on Prime's behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

Statistical valuation of diamondiferous deposits By H. S. SICHEL, D.Sc The valuation of diamondiferous deposits depends on (i) the density distribution, (ii) the size distribution of stones and (iii) the selling price structure prevailing at a particular time. In the density distribution the stochastic variable is defined as the number of individual stones found per sample unit irrespective of the stone size. The density distribution is discrete and allows for barren sample units. As diamonds often occur in clusters, a Poisson mixture distribution is derived which is entirely new, as existing discrete distributions cannot represent the stone number frequencies found in nature. For the sizes of diamonds, which are measured by weight, a new compound logarithmic normal distribution is developed. Combination of (i), (il) and (iii) leads to a meaningful appraisal of diamondiferous ground expressed in monetary value per production unit of mining. Finally, confidence limits are calculated which allow for inferences from sampling to recovery.

Hydrogen sulfide generated by the anaerobic respiration of sulfate-reducing bacteria was used to treat pH 2.2 water from the abandoned Rio Tinto copper mine in Nevada. The untreated water contained 550 mg/L Fe, 140 mg/L Al, 90 mg/L Cu, 80 mg/L Mn, 60 mg/L Zn, 4 mg/L Co, and 2 mg/L Ni. The bench-scale treatment system examined consisted of a bioreactor for H2S generation and three precipitator/clarifier units for metal sulfide precipitation and recovery. The treatment system reduced the concentrations of all metals except Mn to less than 0.1 mg/L. Manganese concentrations were reduced by 96 percent to 3.3 mg/L. A CUS/SO concentrate (33 pct Cu) and a ZnS/5° concentrate (28 pct Zn) were produced that may be suitable for metal recovery at existing smelters

An experimental procedure was developed for studying magnetic roasting on a accurately-controlled laboratory scale. The loss-in-weight method was used and the course of reduction could be followed under a reducing gas atmosphere containing as many as five different components. Some important variables of the operation were checked on a marginal Mesabi iron ore containing porous and dense varieties of hematite as well as pure goethite. The conditions simulated were those for the grate roasting of a coarsely-sized ore burden. Temperature was maintained at 600°C; gas composition at 4.25% CO, 4.25% H2, 17.0% CO2, 15.0% H20, and 59.5% N2,, and gas flow rate at about 1,5 lineal feet per minute. The ore charge was composed of quarter-inch cubes. Under these conditions, the ore porosity was found to be one of the governing variables of the operation. Results showed that an ore size limitation existed as a function of this ore porosity. For efficient magnetic conversion, the size limit was 3/8 inch for very porous ores and about 65 mesh for very dense ores. An anomaly was noted in the weight losses incurred during actual magnetic conversion. For goethitic ores, these were generally about 13 per cent higher than could be accounted for theoretically. The effect was attributed to possible non-stoichiometric structures forming during the reduction process.

For bridges or buildings that may be subjected to large vertical and lateral loads, drilled shafts offer an economic foundation solution. While the current drilled shaft design practice is considered adequate, introducing a performance-based approach to designing the drilled shafts will make their design more cost-effective and produce more dependable response. This concept was examined using analysis of 41 drilled shaft load test data from several states. This process identified the challenge with the lack of information from the Osterberg (O-cell) load test method to characterize the full top load-displacement response. When a typical single O-cell is utilized in a drilled shaft test, depending on the location of the O-cell and the geomaterials present along and beneath the shaft, the load test result typically quantifies either the side resistance or end bearing reaching the ultimate load-displacement curve but not both components. This limitation hinders the determination of a suitable shaft resistance as a function of a target top displacement. To overcome this challenge, an improved procedure is proposed for establishing the full load-displacement curve based on data gathered from one O-cell. The method will be presented in the paper for three different cases (i.e., side resistance reaches the ultimate during the test, end bearing reaches the ultimate during the test, and neither components reach the ultimate values). Because it allows the characterization of the full load-displacement curve, the proposed procedure will allow performance-based design of drilled shafts with due consideration to settlement while satisfying the Load and Resistance Factor Design.

The Central and Southern Appalachians were the major sources of gold in the United States throughout the first half of the 19th century and have continued to yield gold to the present day. Small amounts of gold were probably extracted by the Indians and the Spaniards but the first documented report of gold in the region was made by Thomas Jefferson who found a four pound lump of gold ore, which yielded 0.85 troy oz., in the Rappahannock River of Virginia in 1782. Gold was subsequently discovered in North Carolina between 1793 and 1799, in Virginia in 1806, in South Carolina in 1827, in Georgia in 1829 and in Alabama about 1830 (Becker, 1894-5; Pardee and Park, 1948). The gold belts of the Central and Southern Appalachian Piedmont and Blue Ridge Provinces are shown in Figure 1. The superimposed circles indicate the mount of production from some of the more productive and well known areas. Although North Carolina produced far more gold than the other states, the most significant concentrated area of production is the Dahlonega District in Georgia which yielded more than 500,000 troy ounces. After discovery, gold production increased rapidly as shown in Figure 2. Production was at its maximum between 1830 and 1852 with combined totals generally exceeding 30,000 troy ounces per year. Production dropped sharply after the California gold rush in 1849 as experienced miners moved westward in search of bigger and easier stakes. After the Civil War briefly halted gold mining in the Appalachians, production rose to an average of about 8,000 ounces per year from 1865 until 1878 and to an average of about 13,000 ounces per year from 1881 until 1915 when it again fell to near nil (Pardee and Park, 1948). Minor resurgences occurred in the 1930's and 1940's. Although there has been no reported production in recent years, it is likely that "weekend panners" still remove hundreds of ounces from streams annually. The total reported production for the area through 1959 is in excess of 2.5 million troy ounces.

"Recycling of aluminum scrap for production of secondary alloys used for automotive applications is increasing continuously. Automotive alloys require a strict control to remove alloy impurities, inclusions and excess of magnesium. The advantage of aluminum is its recyclability with large energy and emission savings with minimal loss in material properties. The aim of this work is to study the magnesium removal from recycled aluminum by chlorine injection in a reverberatory furnace, and removal by an oxidation process at high temperature in an industrial rotary furnace.The magnesium removal by gas injection is carried out by the reaction between chlorine and magnesium, with its efficiency associated to kinetic factors. In the rotary rapid oxidation of aluminum and magnesium elements at high temperature is characterized by the formation of surface films composed of magnesium oxide. Additionally this work reviews the benefits of an efficient demagging process.IntroductionThe advantages of using light alloys for automotive applications include fuel economy improvement, greenhouse gas reductions and polluting emissions. These characteristics makes the aluminum alloys an attractive option for automotive components such as powertrain products and other critical parts like cylinder heads and blocks. [1]Aluminum alloys coming from recycled automotive components, used beverage cans (UBC) and wrought alloys have positive effects in the energy savings and current environmental trends. Producing a scrap recycled aluminum ingot consumes approximately 5% of the energy required to produce a primary aluminum ingot from bauxite ore. [2]"

A program of re-planting native mallee trees, which can be harvested on a short rotation cycle, has been initiated in Western Australia to counteract increasing soil salinity in the wheat belt region. Large volume applications for the wood products generated by these plantings are required to improve the returns to farmers. The metallurgical industry is a large-scale user of carbon, and a project was carried out through the Centre for Sustainable Resource Processing to investigate the use of mallee-derived carbons in metallurgical processes. The use of renewable carbon sources, such as charcoal, to replace fossil carbon has the additional benefit of reducing the net CO2 generated by the metallurgical industry. Experiments were undertaken to assess the performance of mallee derived charcoals as reductants for the solid state reduction of ilmenite and for iron ore bath smelting. Rotary drum reduction tests showed that the reduction rate of ilmenite with the mallee charcoal was approximately twice that of Collie coal at the same fixed carbon/ilmenite ratio in the bed. Iron bath and slag bath injection tests demonstrated that the mallee charcoals dissolved readily in molten iron carbon baths and reacted efficiently with iron making slags.
