This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

For many steel parts it is desired to obtain the maximum toughness consistent with the strength required by the mechanical design. It is generally recognized that the greatest toughness at any given strength is found in steels having a tempered martensitic structure.' and is virtually independent of the composition of the steel2 (except for carbon). The choice of the composition of a steel for the parts in question should be based, therefore, on hardenability considerations and on manufacturing facility and economy. In a recent paper3 the concept of hardenability was discussed and a somewhat new approach to the problem was suggested. The hardenability was defined in terms of the cooling conditions (speed of cooling) required to avoid the pearlite and the bainite reactions. Since all the alloying elements do not have the same effects on the two reactions, the bainitic and pearl-itic hardenabilities must be considered separately. In order to design a steel for a given part, it is necessary to design a composition that has both sufficient pearlitic and sufficient bainitic hardenability. However, this requirement does not fix the combination of alloying elements to be used; an infinite number of steels would have the required hardenabilities. Other considerations limit the choice. For example, decreasing the carbon content increases the toughness at a given hardness, and for this reason low-carbon steels are often desired. Limitations or requirements of refining, casting, or forming practices often affect the level of some of the alloying elements. Price considerations enter. Frequently, however, it is very desirable to minimize the tendency toward quench-cracking while maintaining the necessary hardenability. This paper is concerned with suggesting a method for choosing compositions that will have the required hardenability together with minimum tendency toward quench-cracking. Quench Cracking Since only the case in which the entire part will transform to martensite in the particular quench employed is being considered, the analysis of the quench-cracking problem is somewhat simplified. Quench-cracking arises from the temperature gradients existing throughout the piece during cooling. Because of these temperature gradients, the contraction arising from the decreasing temperature and the expansion arising from the austenite-martensite reaction do not occur uniformly over the parts, and stresses are set up that tend to cause cracking. The temperature gradients can be reduced by decreasing the severity of quench. This, however, requires that the hardenability be correspondingly increased by increasing the carbon or alloy content. ONE of the main criteria used to rate the heat-resisting properties of alloys is stress rupture.1 During a stress-rupture test a tensile specimen is held under a constant load at a constant temperature until it fractures. The chief measurement made during this test is the time required for rupture at the specific test stress and temperature. It was found empirically from a series of stress-rupture tests at a constant temperature that when the logarithm of the time for rupture is plotted against the logarithm of stress a straight line is obtained within experimental error.2~3 This method of showing stress-rupture data has been adopted by many investigators and the KACA.4 By interpolation and extrapolation from these plots, values of the stresses required to rupture the specimens (the rupture strengths) in 10, 100, and 1000 hr are obtained for specific temperatures. Alloys are then rated for a particular application on the basis of their rupture strengths at the rupture life that most nearly represents the application. Inasmuch as stress rupture is an important criterion in rating heat-resisting alloys, it would be advantageous to know the quantitative dependence of the time for rupture on stress, temperature, com- position, and structure. In order to obtain this information, an investigation was made at the KACA Cleveland laboratory during the spring of 1945. The theory of rate processes was used because it has been found to apply to certain processes such as chemical reactions, viscous flow, and creep that occur at a definite rate for given conditions. It was thought that stress rupture was such a process. An equation was derived that gives, for a given com- position and structure, the dependence of the time for rupture on stress and temperature. The investigation is part of a general program to provide information that will lead ultimately to the development of better alloys in order that the efficiency and power output of gas turbines used in aircraft propulsion can be increased. THEORY The theory of rate processes will first be discussed as a general theory. It will then be shown that if stress rupture of heat-resisting alloys can be treated as a rate process, certain equations must be satisfied. Later sections will then show that these equations are satisfied. General Theory of Rate Processes The theory of rate processes5 eveloped by Eyring and others has been applied to chemical reactions as well as to other processes such as viscosity of liquids and diffusion. In every case in which rate- process theory can be applied, there is a small subdivision, so that the macroscopic process is the net effect of all the small processes. "Hat Creek coal was treated by the liquid solvent extraction process in a continuous plant at the U.K. National Coal Board Coal Research Establishment.Extraction levels of over 80 per cent dry-mineral-matter-free (dmmf) coal were achieved.Total light oil yield was around 47 per cent of the dmmf coal. The light oil was shown to be a good feedstock for secondary refining into gasoline, jet fuel and diesel fuel.In spite of the high mineral matter content of the coal the solid residue was successfully removed from the coal extract by filtration.IntroductionBritish Columbia Hydro (BCH) and the National Coal Board of Great Britain (NCB) undertook a joint project to test the Hat Creek coal from British Columbia in the NCB's coal liquefaction process designed to produce transport fuels and feedstocks for the chemical industry by the liquid solvent extraction of coal(1), In this process most of the coal is dissolved in an aromatic solvent and the residual solids consisting of mineral matter and undissolved coal are removed by filtration. The resultant coal extract solution is fed to a hydrocracker for conversion to light liquid products and a fraction suitable for recycling as solvent. The light liquid products can be converted to gasoline and diesel fuel in a secondary refining stage.The dissolution of the coal is effected by heat-treating a slurry at a temperature in the region of 400°C which causes some bonds in the coal to rupture with the formation of radicals(2,3). These radicals are stabilized by hydrogen transfer from the hydroaromatic groups in the solvent, resulting in a reduction in the molecular weight of the coal. In the absence of donor groups the radicals combine to form an insoluble high molecular weight product(4). From studies of the kinetics of these reactions it has been shown that the formation and stabilization of the radicals is rapid at temperatures around 400°C(2,3). The dissolution of the depolymerizing coal is, however, relatively slow and the need to ensure complete dissolution in order to achieve a high extraction restricts the selection of digestion time(5). Further, it is important that digests do not contain depolymerizing coal as it may re-form under the applied stress in the filter cake inhibiting flow through the bed and resulting in low filtration rates(6).Thus, in practice relatively long digestion times are generally required in order to ensure complete dissolution of the depolymerizing coal, while it is also important to avoid depletion of the hydrogen donor groups in the solvent which would lower the rate of hydrogen donation to the coal and thus reduce the extraction yield and adversely affect the filtration(7). Clearly it is desirable to optimize the digestion time and temperature with regard to the extraction yield and filtration properties.The precise control of the distribution of products from the hydro-cracker is important for the composition of the recycle process solvent. The principal functions of the solvent are to provide a source of donatable hydrogen and a vehicle for the dissolution of the depolymerizing coal. Hydrogen transfer from the solvent, achieved by the conversion of hydroaromatic to aromatic groups, stabilizes the radicals formed by thermal cleavage of some of the bonds in the coal resulting in a progressive reduction in the size of the coal molecules(8,9) and dissolution in the solvent. The combination of radicals would result in the formation of insoluble material and a reduced extraction yield of the coal(4). Thus to achieve a high extraction yield the solvent should contain sufficient hydrogen donor groups to prevent extensive radical combination. The composition of the solvent should also be controlled to allow dissolution of the depolymerizing coal and to prevent precipitation of this material during the subsequent processing of the coal digest and extract solution. "Louvicourt Mine's concentrator, located near Val d'Or, Quebec, treats an average of 4,300 tonnes of ore per day composed mainly of copper, zinc, gold and silver. An analysis of concentrator revenues and metallurgical losses shows a potential for additional gain, particularly in regards to precious metals (kustelite) where recovery is usually around 67 -70 %. The planning, installation and trial operational period of two Outokumpu SK-240 flash cells at the underflow of the primary cyclones took two years. The use of (( flash flotation )) technology has made it possible to exploit the favourable conditions at the underflow of the primary cyclones such as precious metal concentration and the presence of liberated coarse chalcopyrite. These conditions permit early flotation (fresh surfaces) of the kustelite and the liberated copper. Since the start-up of the flash cells, the metallurgical gains have turned out to be very positive with increases in metal recovery reflected in appreciable NSR gains. Also, significant savings in reagent consumption and a coarser copper concentrate have made it possible to reduce the drying cycle of the Larox filter presses since the cells were put into operation.BACKGROUNDLouvicourt Mine is operated by Aur Resources Inc. (30% ownership) on behalf of its partners Novicourt Inc. (45%, subsidiary of Noranda Inc.) and Teck Corp. (25%). The mine is located in northwestern Quebec about 600 km north of Montreal and about 25 km east of the mining town of Val d'Or. The mine commenced commercial production in July 1994.The massive sulphide ore deposit lies at depths varying between 450 m and 900 m. Mining reserves (2% Cu equi. cut-off) as of Jan. Is', 2000 are estimated at 7.5 million tonnes of ore averaging 3.4% Cu, 1.8% Zn, 28.0 g/t Ag and 0.9 g/t Au. Delineated ore reserves permit the use of a mechanized transverse blasthole mining method. The extraction order is a typical 1.3.5 mining sequence. Primary and secondary stopes are 15 m wide, 15 to 70 m long (25 m long average) and 30 m high. Backfilling for pillar recovery and regional stability is required."

In continuing its long range studies of methods of treating low-grade iron ores, the Bureau of Mines has developed a new selective flocculation, desliming, and flotation procedure that enables effective beneficiation of the finely disseminated ferruginous jaspers of the Marquette range, Mich. The process, developed on a bench scale and later confirmed in the 800-lb/hr pilot plant, comprises dispersion, selective flocculation, desliming to reject fine silica and clay, and flotation of silica from the remainder of minus 400-mesh pulps. Pilot plant flotation of two Marquette range ores, using the selective flocculation procedure on feeds containing 36 percent Fe, yielded iron recoveries of about 84 percent in concentrates containing 65 to 66 percent Fe and 4 to 5 percent silica. These results were metallurgically superior to those obtained when selective flocculation was not used. Also operating characteristics were better, and reagent costs were lower.

The Colowyo mine is a unique surface coal mining operation because it is a multiple seam pit. Using a combination of a shovel-truck and dragline operation, Colowyo mines 8 seams of coal to a depth of 400 ft. Over the past 3 years a number of operational changes have occurred, one of which is the implementation of blast casting. Through this implementation Colowyo has been able to eliminate over one million cubic yards a year, which would have had to be removed by the shovel-truck operation. This has also brought about a significant decrease in the stripping cost per ton within the dragline operation.

Many inquiries are received by the United States Bureau of Mines for the names of elementary books on geology, mineralogy, methods of identifying minerals, prospecting, and similar subjects. In response to this demand the following brief bibliography has been prepared. As many of the inquiries are received from those who have limited technical knowledge of the subjects involved, the bibliography includes the simpler texts which present the subjects in nontechnical language. Other texts contain glossaries which define the technical terms used. A short note following the title indicates the character of each book, the number of pages, and the price. Thus, elementary mineralogists or geologists, prospectors, mineral collectors, nature students, or travellers may select the texts that best suit their requirements and their capabilities. To supply the needs of more advanced students, quite a number of the standard texts used in schools and colleges are included in a second group. A short list of books on economic geology and mineralogy has also been added.

Anglo Platinum commenced commercial underground borehole radar (BHR) surveys during 2006 following a series of trial surveys using both the ?slimline? Geomole and Aardwolf systems. Current borehole radar systems comprise radio frequency transmitter ? receiver antennae operating at 30 -100MHz that measure the time taken for a transmitted pulse to traverse a rock volume and be received (Fig 1). The time taken can be converted to distance if the transmission speed of the pulse through the rock volume is known. The transmitted pulse may be reflected off a suitably orientated geological reflector (in reflection mode) or may be recorded in receivers located in other boreholes (cross-hole tomographic mode). In the Bushveld Complex lithologies, these radar systems have ranges of 30-50 metres in reflection mode depending on the electrical properties of local stratigraphic units. Both the Merensky Reef (MR) and the underlying UG2 have been shown to act as reflectors, which offer the opportunity of using BHR as an imaging or mapping tool. Reflection of the radar signal occurs wherever a strong contrast in dielectric constants occurs such as between norite and harzburgite or where chromitite stringers are present. [ ] Fig 1 Main elements of a borehole radar system Much experience has been gained in the practical application of BHR surveys in platinum mining. The value of a BHR survey is that it provides a continuous line of information to ?connect the dots? rather than a few discrete pierce points. BHR surveys can be used to mitigate risk in three crucial areas: ? Mine planning at the strategic as well as tactical level ? geotechnical evaluation of proposed shaft sites, detailed profiling or mapping of reef and disruptions of the reef such as faults, rolls and potholes; ? Mineral resource classification ? identification of structural discontinuities in orebodies affecting resource classification e.g. potholes and reef facies; ? Safety ? identifying areas with poor ground conditions that are often associated with faults, dykes and potholes.

Abstract The demand for pure zirconium and titanium metals in Germany increased considerably during the war. Pure zirconium was used in flash bulbs, in vacuum tubes, and in time fuses for bombs, where it has a decided advantage because it gives no gas in burning. Under the form of alloy, it was used with other rare elements for making substitutes for platinum; it was also used as a scavenging agent in high-grade steels. Metallic titanium was mainly used in connection with the manufacturing of special alloys. The authors were sent to Germany by the Department of Reconstruction and have investigated the German process developed for producing these rare metals. They describe the procedure and special equipment used for their commercial production in Germany during the war. General Metallic zirconium and titanium were .produced on a commercial scale in Germany by the thermal reduction, with metallic sodium, of potassium fluozirconate and titanium chloride, respectively, using a mixed potassium and sodium chloride flux. According to the information gathered, the sole German producer of these rare metals in pure form was the Deutsche Gold und Silber Scheideanstalt (commonly called Degussa), at their Werk II, 215 Gutleutstrasse, Frankfurt/Main, which was visited by the authors on September 18th, 1945. As far back as 1934, Degussa was carrying on active research on the manufacture of zirconium, and nearly one ton of the pure metal had been produced before September, 1939. Concurrently, a quite similar process was worked out for the recovery of titanium and it was in commercial operation in the year 1938, during which the production totalled about half a ton (metric). The demand, especially for pure zirconium, increased considerably during the war, attaining a total of about 48 tons during the period October, 1939, to the end of 1944, and reaching a peak of more than 15 tons in 1943. In 1944, the plant was slowed down due to the frequent and disastrous bombing by the Allies, especially in March and September.

An ongoing research program at the Colorado School of Mines is investigating the application of low to moderate pressure water jets to assist the cutting performance of drag type cutter bits commonly used on coal mine cutting machinery. The results to date indicate that a water jet directed to impinge the rock in the immediate vicinity of cutter tip can provide significant benefits in terms of reduced cutting forces, prolonged bit life and less airborne dust, as well as reduced tendency of sparking during cutting. This paper describes the findings of this research effort designed to fully evaluate and optimize the parameters affecting the performance of a combined water jet assisted drag bit cutting system for coal mine applications.

Autogenous (AG) and Semi Autogenous (SAG) grinding mills are the conventional selection for large-scale grinding circuits. It is accepted that these forms of comminution are not the most energy efficient available. This efficiency combined with escalating energy prices, steel prices and the requirement to process larger, lower grade deposits has necessitated that better comminution techniques are found to challenge the dominant position of AG/SAG mills in the grinding circuit. Recent advances in high pressure grinding rolls (HPGR), particularly in terms of roll surface protection have meant that, depending on the application, an economic alternative is available to the large diameter AG/SAG mills. Mining companies now recognise the potential benefits of HPGR and so they need proper assessment in the design of new or upgrade of existing grinding processes. Of course, the answer to the question AG/SAG or HPGR is not straightforward and the impact of the grinding process on the whole metallurgical process needs to be evaluated. Clearly this is a complex decision to make and requires substantial metallurgical knowledge, test work, and objective analysis. The perceived downstream processing benefits will differ between different plants depending on the ore type and processing conditions. The optimal design of the comminution circuit requires that a robust methodology is followed to objectively characterise the ore, size the equipment and determine the downstream processing benefits. The paper gives a brief comparison of the capital and operating costs for both grinding systems, and then outlines the appropriate test work that is required to make an informed decision.

Efficacy of Enhanced Gravity Separator in Processing Indian Iron Ore Slime The slime sample was subjected to concentration using Falcon concentrator for their enrichment. The effects of three important variables, eg bowl rotation frequency, back water flow rate and per cent solid were studied on the process performance. Increasing the rotation of the Falcon bowl, enable more material to the underflow by increasing the yield, whereas, the iron content decreases steadily with increasing the rotation of the bowl. The increase in the back water flow effectively removes the clay materials from the underflow at the expense of the yield. Similarly, increasing the per cent solid concentration in the feed produces a better product both in terms of yield and Fe content. Results show that EGS/Falcon can be used for processing Indian iron ore slime and producing pellet grade concentrate.

Diesel-powered haulage equipment has recently been tested and approved for permissibility by the Bureau of Mines for use in mining in the United States. Achievement of this advance in safety involved extensive studies, both in the testing station (2, 3, 20, 21, 22, 23, 24, 25, 26, 27)3/ and in the field 1, 4, 13, 30), of the operating characteristics of diesel engines in relation to the toe of such engines underground. The results of these studies formed the basis for establishing the requirements that should be met by diesel-powered haulage equipment approved for permissibility. Considerable interest has been manifested in the development of diesel-powered haulage equipment fur mines. The purpose of this paper is to retrace briefly the course of this development and to answer such questions as: What is the history of the use of diesel engines underground? Why has the Bureau of Mines been interested in the development of diesel-powered haulage equipment for use in mines?

This paper explains the methodology for assessing the efficiency of rockmass fragmentation by explosive blasting, from ground vibration frequency spectrum analysis of the blast event. Explosives are used in the mining, quarrying and construction industries for fragmenting rockmass to a suitable size. When an explosive charge is detonated, in addition to fragmenting the rockmass, it will also generate ground vibration and air vibrations. Efficiency of a blast depend upon percentage of blast energy wasted in generating ground vibrations and air vibrations.

"Test work was carried out using copper gold-bearing flotation concentrate with 6.85%Cu, 14.30%Fe, 20.70%S and 2.34%As. Gold and silver grade in the concentrate is 54.6 g/t and 92 g/t, respectively. Gold and copper are valuable components in the concentrate. Gold is partially associated with pyrite and fahlores. Copper in the concentrate can be found as tennantite (Cu12As4S13). The 71% of gold from the flotation concentrate is recoverable by cyanidation with simultaneous cyanide consumption in the amount of 96 kg/t. The major reason of refractoriness is that gold is fine encapsulated into sulfides and the presence of cyanicide-copper. The concentrate ground as much as 95% minus 10 µm was treated using low-temperature POX at the temperature of 100±5°C, L:S ratio of 5:1 and the process time of 1-5 hours. Residual sulfide sulfur in the cake is 2.28% which is 89% sulfide oxidation. The highest copper recovery to POX solution is 91%. It was found that gold recovery to cyanide solution is 85-94% during alkaline pre-treatment of POX cakes followed by cyanidation. In this case, cyanide and lime consumption is 75-90 kg/t and 120 kg/t, respectively. In order to recover precious metals from POX cakes leaching using sodium sulfite was carried out. Test work was conducted at varied reagent concentration, L:S ratio and leaching time. Gold and silver recovery achieved was 85-95% and 59-63%, respectively."

INTRODUCTION NUMEROUS examples of troubled zones, interfering with the normal development of coal seams, have been cited in the literature. From a geological point of view they can be subdivided into structural and sedimentary troubles. Of the latter type, wash-outs are usually the most bothersome. Some years ago, A. A. Thiadens and the author arrived at the conclusion that they represent fossil river-beds. A method of predicting the course of these rivers was developed, which has been successfully applied in the Netherlands coal measures, and more recently by P. Stassen in some of the Belgian coalfields and by the author in the Sydney coalfield. The Sydney coalfield has long .drawn the attention of geologists, and three main periods of systematic geological research may be distinguished. The first period, 1872-1900, is covered by the studies of Ch. Robb and H. Fletcher (32, 10-13) (1). Their detailed sections of the cliffs have lost nothing in value, and are frequently consulted today.

While we are all aware of the need for reclamation of mine sites, few managers and engineers seem to be aware that good reclamation begins with the earliest plans for mining and processing of ores. Far too often the attitude that reclamation is an add-on to worry about at the end of the mining process dominates the thinking of mine engineers and management, A common result is that the reclamationist can be faced with mining and waste disposal designs that are nearly impossible to deal with effectively from an ecological perspective. Everyone of us has been victimized by the down time and maintainence cost that resulted from the purchase of an outwardly attractive, but poorly designed piece of equipment. When confronted by design defects in equipment, a distraught owner can always trade it in, call a consumer advocate, or follow up one of the "lemon laws" at either the federal or state level. A poorly designed mine for reclamation purposes usually cannot be treated either with ease or cost effectiveness. Good reclamation can be effectively prevented by the designs used when the mine was planned. The purpose of this paper is to share some of the experiences our firm has had with reclamation projects at mines in the Upper Midwest as these were influenced or controlled by mine design decisions. My aim is to sensitize mine planners and managers to planning processes they should consider, and hopefully use, early in the mining process to assure successful reclamation during and after mining. Many of the examples I will cite are from experience gained at the recently closed Jackson County Iron Company taconite operation at Black River Falls, Wisconsin. I am particularly grateful to Mr. Vern Metzger, mine manager at JCIC, for his unflagging support of good reclamation practices, employee training programs (which have included reclamation techniques), and his forebearance to put up with our group of ecologists. I realize that this was a time when there were significant internal and external pressures to cut all costs including reclamation efforts. The collaboration has been successful as you will soon see.
