The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.

In September 1855, 55-year-old Noah Spencer Kellogg and his $3 jackass named Bill discovered what was known at the time as a “blow out” of high-grade lead and silver ore. The deposit was located on the side of a North Idaho mountain high above the South Fork of the Coeur d’Alene River. The ore was later assayed at 41,141 g/t (1,200 oz/st) silver. Kellogg named his discovery the Bunker Hill Lode, after the June 17, 1775 Revolutionary War battle of Bunker Hill. A thriving pioneer settlement sprang into existence around the resulting mine’s workings and was eventually— and appropriately — named Kellogg. The peak rising hundreds of feet above the mine’s adit was named “Jack-ass Peak” after Noah Kellogg’s hairy companion.

INTRODUCTION DURING the last decade no topic has created more interest or received more thought among blast-furnace men than colic. One reason for this is, undoubtedly, the remarkable increase in the use of byproduct coke. Formerly our coke was made at a distance from the furnaces and by a distinct organization. There was little cooperation or development possible under these conditions. Today the situation is greatly changed. Much of our coke is made by the organization operating the furnaces and the coke oven is operated with the primary object of obtaining the best results in the blast furnace. The effect of changing the method of coke manufacture, even in some minor detail, is often felt almost immediately at the blast furnace. There naturally results one of the most valuable assets of the byproduct coke oven, -i.e., the possibility of increased blast-furnace efficiency clue to close observance and correct operation of the ovens. The results are evident, but it often is difficult correctly to account for them. In attacking the solution of a problem of as much importance as why one coke is better than another, there are facts which should be kept clearly in mind The author hopes, in this paper, to bring out some points relative to the use of carbon in the blast furnace which will be of value in solving this question.

The MANpower SUPport Program (MANSUPP), a part of the Mine Management Support System (MMSS), allows an underground coal mine site user to determine manpower requirements for production support work by considering ongoing operations and current mine conditions. The objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and management preferences to predict required manhours for various activities, for example, belt moves. The program is written in Quattro Pro version 3.0 (Lotus 1-2-3 compatible) utilizing the command language, macro and formula capabilities.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal slurry taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

The Eastern Magnesia Talc Company has always had the problem of adequate storage at its various mines and mills of not only crude ore and finished product but also material in process. An opportunity arose a couple of years ago with the decision to build a new mill at West Windsor, Vermont, (Figure 1) to come as close to providing adequate space for ore and the ground talc in the new plant as money and judgement would allow. Since our engineering staff did not have the time to design and engineer the new facility, an architectural firm with complete engineering staff was retained. Our original thought was to contract all phases of the construction and installation, however, and I think this is a most important point for any small firm such as ours, we found that with good supervision we, as the contractor, could do the job faster and at a lower cost than the construction firms that bid on the work. For some 50 odd years Italian talc has had a virtual monopoly in the body powder area of the cosmetic industry. Due to the purity, superior lubricity and whiteness, naturally occurring in the talc from Italy, no talc in the Western Hemisphere could capture any but a very small part of the market. When the Italian supply was cut off during World War II, the United States' largest consumer of this talc decided that it was time to develop a domestic source of a satisfactory replacement.

This paper is the second and concluding report of the results of the Bureau of Mines' twenty-second semiannual survey of motor fuel marketed in the United States. The first paper Was published as Report of Investigations 3063 and reported data relating to gravity, vapor pressure and distillation range of the samples. The present paper deals particularly with results of the determination of copper strip corrosion (method 530.22), color (method 10.11), sulphur content by the lamp method, copper dish evaporation residue (method 530.1), and "gum" content as given by the steam-oven method as developed by the Bureau of Mines. The price at the time the sample was taken and the tax are also stated for each sample. The sample numbers used throughout this report are identical with those used in Report of Investigations 3063; for example, No. 225 of this report is the same sample as No. 225 of Report of Investigations 3063. This is the first semiannual motor gasoline survey of the Bureau 6f Mines in which some data were obtained on antiknock values for samples collected in the survey. The Bureau of Mines is not provided with equipment for making these tests in its own laboratories, but composite samples were tested in the laboratories of the Bureau of Standards and the report on these samples is given as a supplement to this paper (pp. 11 to 14).

Since 1980, the Department of Mining Engineering at Kyushu University, in co-operation with the Ikeshima Colliery, Matsushima Coal Mining Co. Ltd., has been conducting a research project into longwall gateroad designs applicable to deep and poor strata conditions. During this period, the economic environment has drastically changed the situation of the domestic coal mining industry. Conventionally, the retreat longwall method, with re-use of gateroad, has been employed as it achieves higher recovery. However, from the view point of production efficiency, this method is not suitable because it requires intensive work in side packing and roadway maintenance. Therefore an interpanel-pillar system, or a two-entry gateroad system, was adopted to identify the factors responsible for excessive vertical closure in longwall gateroads. Field measurements and non-linear finite element analyses were undertaken to confirm the performance of this system. Study results indicate that the stability of the gateroad employing the rib pillar system is comparable to that of the conventional system of re-using Gateroads.

The period from 2009 to 2012 has witnessed a large rise in the number of blast-generated fume events in Eastern Australia, where highly visible oxides of nitrogen (NOx) are produced from coal mine blasting. Fume production mechanisms have been poorly understood by mine operators, and practical measures to reduce fume were initially elusive. Over time, data on fume events has been collected and analysis has pointed to a range of contributing factors associated with fume production.

Slate possesses many admirable qualities, not only as a roofing material, but for blackboards, electrical switch boards, and for various structural uses such as stair trends, floor tile, baseboards, and sanitary enclosures. The American slate industry was established manor years ago, and has made remarkable progress, particularly during the past five years. One of the chief drawbacks to more rapid expansion is the high percentage of waste which reaches 75 to 94 per cent of gross production. Much of this waste is duo to rock imperfections over which man has no control, but a careful study of tae industry by the Bureau of Mines over a period of years indicates that an undesirably large percentage of the marketable slate is wasted in the processes of quarrying and manufacture. The initial step in quarrying slate is to separate from the solid ledge masses of a size that ray be conveniently removed from the quarry. This first step entails a greater waste of material than any subsequent process, and, therefore, invites the most earnest effort toward waste reduction. Attention has consequently been directed toward possible improvements in methods of making primary cuts in the quarry floor. A study of European practice with the wire saw, together with theoretical consideration of its advantages, convinced the writer that it possessed sufficient merit to justify its use as a primary slate cutter in American quarries. No practical conclusion in this matter could be reached except by experiment. Therefore, the desirability of obtaining equipment and trying it out under actual conditions of operation was urged upon operators. While no doubt the equipment could be readily manufactured in America, it had already been developed to the point of practical use in Europe; therefore the writer urged the desirability of purchasing one completely equipped wire saw in Europe, and determining through tests whether it gave sufficient promise of success to warrant its manufacture in America.

The Bureau of Mines determined the mechanism(s) involved in observed anomalous changes in mechanical properties of vanadium-base alloys. Tensile properties of electrorefined and commercial-purity vanadium-base alloys containing up to 5 atomic percent molybdenum or titanium were measured between 77° and 673° K. Snoek oxygen and nitrogen peak heights were measured to determine the changes in dissolved interstitial content caused by increasing quantities of solute. In addition, changes in lattice parameter were followed wit: precision X-ray techniques. Softening, observed in alloys containing titanium, is explained by the formation of a second-phase titanium compound with oxygen or nitrogen. However, because of partitioning of titanium between compound formation and solid solution formation, about five times the stoichiometric amount was required for complete reaction. Addition of 1 percent titanium drastically lowered the strengthening due to strain aging, at 673° K, and 2 percent titanium essentially eliminated it. All alloys were ductile at 77° K. Variations in the tensile properties of the molybdenum-containing alloys are explained by variations in the amounts of interstitial impurities present. The molybdenum did not react with these impurities and had no effect on strengthening due to strain aging. Commercial-purity vanadium alloys containing more than 2 percent molybdenum were brittle at 77° K.

An electrochemical investigation of the dissolution of copper, nickel, and copper-nickel alloys in ammonium carbonate solutions by M. J. NICOL, Ph.D., B.Sc. (Hons.) (Wits.) (Visitor) The dissolution of copper and nickel in ammonium carbonate solution was studied by techniques involving electrohemical anodic dissolution and ring-disc electrodes. The rate of oxidation of both copper and nickel by copper (11) was shown to be controlled mainly by diffusion to the surface. Variations in rate with changes in copper (11) concentration, agitation, pH, ammonia concentration, temperature, and copper (I) concentration were investigated and rationalized in terms of their effects on the electrochemical half-reactions involved. Evidence was found for the passivation of nickel and nickel-copper alloys of more than 50 per cent nickel.

The high pressure acid leaching of laterite was modelled and simulated using a combination of two commercially available software packages, namely Aspen Plus 11.1 and the OLI Stream Analyzer. New kinetic parameters for the acid-controlled metal dissolution and precipitation reactions at temperature were first determined from previous experimental data on the leaching of limonite. A grain model with cylindrical pellets was used to model the solid-liquid dissolution reactions. Precipitation reactions were modeled via aqueous equilibrium chemistry. A dedicated thermodynamic database previously developed at the University of Toronto was used in conjunction with the OLI software to model the solution chemistry and calculate the concentration of hydrogen ions in solution at the leaching temperature. Mass balances were handled by Aspen Plus. The simulation gave good predictions of nickel dissolution under industrial and laboratory conditions, for the dissolution of limonite and limonite/saprolite blends. Computational

The chlorination of ilmenite concentrates and slags to produce Tic14 suitable for pigment or metal production was investigated by the Bureau of Mines along with the dechlorination of byproduct iron chloride to produce chlorine for recycle and iron oxide., Ilmenite concentrates or slag powders were fed into the bottom of a fluidized coke bed at 1,050º C using chlorine flow rates up to 20 l/min in a 10.2-cm-dim reactor. Tests showed that >95 percent of the various ilmenite concentrates reacted at optimum conditions, and recovery of TiC14 ranged from 95 to 100 percent of stoichiometric. Impurity dusts were removed from the vapors by cyclones and a fiberglass cloth filter. Iron chloride was condensed as a powder with less than 0.4 percent insoluble material. The TiC14 was collected in refrigerated condensers. Iron chloride was dechlorinated at 500º to 550º C by reaction with oxygen in a 16.5-cm-dim reactor using a fluidized bed of Fe2O3. Optimum processing was attained with a FeC13 feed containing 25 wt-pct Fe203 granules treated with 2 wt-pct NaCl catalyst; Under the above conditions, off gas chlorine concentrations of 62 to 90 wt-pct were obtained. During 2- and 3-day tests with technical-grade FeC13, conversion of FeC13 was 94 to 97 percent, chlorine concentrations were 76 to 90 wt-pct, and up to 92 pct of the stoichio- metric Fe203 was removed in the primary reactor discharge. Ground freezing was utilized to provide complete stability of the excavation face and complete groundwater cut-off for the jacking of the three tunnel boxes for the Interstate 90 / Interstate 93 approach to the Fort Point Channel crossing. Through a wide range of geological conditions and large buried obstructions, the freezing provided complete stability of the face so that a 11.5 m (38 ft) high free standing vertical face could be mined without the need for any additional face support. Obstructions were incorporated into the massive frozen ground matrix, and held in place so that they could be excavated with a minimum of disturbance. The freezing provided an absolute groundwater cut-off, and permitted the work to be done without disturbance to the active rail system immediately above. With the use of instrumentation such as borehole thermocouples, the effectiveness of the freezing was guaranteed and the jacking proceeded with complete confidence and assurance of the ground conditions ahead.

ABOUT five years ago the Bureau of Mines began a study, at Minneapolis, of the various methods for beneficiating the low-grade manganese deposits of the Cuyuna range. Several samples of green carbonate slate from the Cuyuna range, containing about 7 pct Mn and about 28 pct Fe, were obtained for this study. The component minerals in the carbonate slate formation were so intimately associated that mineral dressing methods were not suitable for concentrating manganese to a ferrograde product. Although upgrading of manganese and iron minerals has been effected by flotation methods, it appears that manganese cannot be separated from iron except by chemical means. Because the flotation studies at Minneapolis were carried out simultaneously with the hydrometallurgical studies, only crude slate was available for process testing. An important economic consideration in selecting any one of the several chemical methods proposed for recovering ferrograde manganese is the availability of the chemical reagent. Fortunately, large tonnages of sulfur are available on the Cuyuna range in low-grade pyrite and pyrrhotite deposits that are readily concentrated by flotation to a suitable feed for a sulfide roasting furnace as indicated by a Bureau of Mines investigation in 195 0-1951.1 The roasted residue from the sulfide concentrates is a potential source of marketable iron oxide. Therefore, if these sulfide deposits were employed in recovering manganese, utilization of two heretofore unused mineral deposits would be accomplished. Laboratory investigations of several proposed leaching processes were made as a preliminary step in the investigation of hydrometallurgical methods for the treatment of Cuyuna carbonate slate using sulfur as a chemical reagent. From results obtained in the laboratory tests, these leaching processes did not appear entirely suitable for treating Cuyuna carbonate slate. The method developed at the North Central Experiment Station and selected for a more intensive pilot-plant investigation has been termed the differential high-temperature sulfatizing process. Essentially, this sulfatizing process consists of the following steps, described in the order in which the small-scale pilot-plant investigations were made. The first and perhaps most significant step in the process consists of a sulfate roast. Carbonate slate is roasted in an atmosphere of sulfur dioxide gas and air. The overall chemical reaction for converting manganese carbonate to a sulfate at a high temperature in a sulfur dioxide atmosphere follows MnCO8 + SO2 + 1/2 0, = MnSO4 + CO2 (H077°O = —64,180 cal per g mol) .' The need for concentrated sulfuric acid is avoided. Fine grinding is not essential. Removal of carbon dioxide from the slate during roasting produces a more porous structure and permits easier permeation by the sulfatizing gas mixture. The temperature limits for this conversion of manganese have been established as 600" and 850°C. Iron sulfate is unstable and is not formed at these temperatures; phosphorus is not converted to a water-soluble form; and polythionates are not formed. The second step in the process consists simply of a water leach of the sulfatized product. Manganese sulfate in the sulfatized product is dissolved in water. Iron, phosphorus, and calcium remain in the leach residue as water-insoluble products. The third and final step consists of the recovery of ferrograde manganese oxide from manganese sulfate leach solution. Water is evaporated from the leach solution, and impure monohydrate crystals of manganese sulfate are recovered. Laboratory tests were performed to obtain a quantitative description of the effectiveness of sodium sulfate (Na2SO4) for removing copper from molten iron and to determine the effectiveness of Na2SO4 on actual auto scrap. The tests were conducted on induction melted heats of iron averaging 0.58 and 1.50 percent initial copper and on cupola-melted auto scrap containing 0.45 percent initial copper. The Na2SO4 was added in powder form in amounts ranging from 2.9 to 43.8 percent of the weight of iron being treated. The data showed that copper removal for the various Na2SO4 treatments followed a similar trend, regardless of the iron composition that was tested. The equation Y = 1 - e-3.23x approximately reflects the relationship between copper removal and amount of Na2SO4 added, where Y is the fraction of copper removed and x is the ratio of the weight of Na2SO4 added to the weight of metal treated. Copper removals ranged from 3.3 to 74.5 percent and reductions down to less than 0.10 percent final copper were achieved in the auto scrap. Copper removals were generally accompanied by sulfur removal, and initial sulfur contents ranging from 0.10 to 0.20 percent were reduced to as low as 0.02 percent. High temperatures and long slag reaction times tended to induce copper and sulfur reversion from the slag, but, generally, the Na2SO4 treat¬ments were effective up to approximately 2,820° F with reaction times not exceeding 7 minutes.

"The Vanuatu island arc and its adjacent back-arc basins form part of the southern New Hebrides subduction system in the southwestern Pacific Ocean within a triangle defined by the Solomon Islands, New Caledonia and Fiji (Meffre & Crawford 2001). The back-arc region east of the volcanic front is characterized by three structural depressions namely Vate, Erromango, and Futuna (from N to S), also known as the Coriolis Troughs. Earlier studies of lava compositions reveal the occurrence of highly evolved alkali-rich dacites as well as ankaramite basalts within the individual troughs (McConachy et al. 2005).Here we present the first mineralogical and geochemical analyses of hydrothermal fluids and precipitates (sulfides, sulfates, Fe-oxyhydroxides), sediments, and volcanic rocks, sampled during the "Coriolis Volcanism and Vents" (COVOLVE) cruise SO229 in July 2013 aboard the German R/V Sonne. The samples were retrieved during several ROV Kiel 6000 dives directly from the newly discovered active vent sites at the neovolcanic Nifonea Ridge, and from multiple sites at water depths ranging between 200 to 2800 m within the Vate and Futuna Troughs as well as from the shallow water Epi Caldera NNE of the Coriolis Troughs (Fig. 1)."
