SlamaThis session was devoted to the economic aspects of planning and scheduling. After Dr F. H. Deist had introduced the paper Aids to planning production in coal mines, Dr T. V. Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

The selective flotation of semi-soluble salts with fatty acids is often negatively affected by the interaction of the potential determining cation with the ionic surfactant in bulk solution. This problem can be avoided by floating at low pH which involves the emulsification of the collector. The research presented here focuses on the influence of the Ca2+ ion on the flotation of fluorite with palmitic acid at low pH. Our results show that the surfaces of collector emulsions are dominated by precipitation phenomena similar to those encountered in bulk. In turn, fluorite in palmitic solution at intermediate pH displays surface properties similar to those of the collector by itself. This may be due to two alternative mechanisms (i) adsorption of bulk precipitate on the fluorite surface or (ii) the formation of a bilayer of surfactant ions on fluorite. Possibly, both mechanisms occur simultaneously.

INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. To assist in these tasks, a suggested rating system and case studies, respectively, follow a brief review of recent writings on the subject

INTERGRANULAR corrosion in corrosion-resistant chromium-nickel steels has been widely discussed in the last few years. So far as the author knows, nothing has been published which definitely shows that this tendency can be eliminated, although suggestions have been made that a remedy is possible if certain specifications are satisfied. Strauss, Schottky and Hinueber1 suggested an increase in chromium content to an extent that would prevent the impoverishment of chromium on carbide precipitation sufficient to cause impaired corrosion resistance in the matrix. Pilling2 suggested an increase in nickel, so that the stability of the austenite matrix would be increased. Aborn and Bain,3 say that "intergranular attack-may be eliminated by preventing carbide precipitation (e. g., by lowering the carbon content or somehow raising its solubility) or by precipitating it permanently under conditions which will not remove chromium from solid solution so drastically at any points." In a later paper Aborn and Bain4 state that many different metallic elements, tungsten, vanadium, copper, aluminum, molybdenum, titanium and zirconium, have been added in small per-centages to increase the stability of these alloys, but that it has been reported that according to the copper sulfate test these added elements act only to retard the intergranular corrosion, and that increased nickel and chromium contents have similar effects. Newell5 showed that the lower the quenching temperature before reheating, the less severe was the intergranular attack.

"I. IntroductionThe alveolar surface of the lung is covered by two populations of pneumocytes, type I and type II epithelium. The type I cell, which accounts for most of the alveolar surface area and provides a highly specialized barrier for gas exchange (Rannels et al., 1991), is poorly understood. Although approaches to type I cell purification have been discussed, they have not been applied widely because of the lack of phenotypic markers to monitor isolation procedures (Dobbs et al., 1988; Danto et al., 1992). In contrast, the type II cell has been studied extensively, largely because of the development of reliable procedures for its isolation and primary culture. Investigations based on the use of purified populations of cultured type II cells have provided convincing evidence to support a role for the pneumocytes both in the maintenance of normal lung function and in the response of the lung to injury (for review, see Rannels and Rannels, 1989).While type II cells can be isolated by a variety of approaches, the protocols used most commonly are modifications of the gradient method of Dobbs and Mason (1979) or of the panning method of Dobbs et al. (1986). Purification of the cells based on density gradient centrifugation is reliable and consistent, with yields of 30 to 40 X 106 type II cells per rat of 230 g body weight. Isolation procedures applied to a minimum of three to four rats provide the best results, as lower cell yields are common with the use of fewer animals. "A gratifying decrease is noticeable in the number of men killed in the coal minas of the United States during the past six months as compared to the quantity of coal produced.During July last year, when 221 men lost their lives, the production of coal was over 50 million tons. In January, 1920, the production had increased to 56 million tons, or 11 per cent, while the fatalities, instead of increasing proportionately, actually decreased to 166, or nearly 15 per cent. Nor is this decrease a mere accident or coincidence peculiar to the month of January, as may be seen from the following table.From the figures shown above it may be observed that the average monthly production for January and the five months immediately preceding, was 49,500,000, or only 2 per cent below that for July, while the average number of men killed was 183, or a decrease of over 17 per cent."

In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

MOCCA is a Multivariable Optimal Constrained Control Algorithm developed specifically for non-square industrial control applications with practical difficulties such as interactions, time delays, constraints, modelling development, etc. MOCCA consists of an off-line simulation/translation module, for tuning the control parameters, and an on-line module that implements the designed control law. This paper describes an evaluation of MOCCA on the Hemlo grinding circuit which comprises one open circuit ball mill and two closed circuit ball mills in series. In this case a 4x4 unconstrained control problem was considered. The manipulated variables included the fresh ore feed rate and three pump box water additions. The controlled variables were the grinding circuit product particle size and three pump box levels. In this application soft constraints were implemented through control action and control error weighting. The feedforward capability of MOCCA was used to compensate for a measured water flow disturbance to one of the pump boxes. MOCCA performed very well during plant evaluations when compared to the original classical multi-loop control strategy and proved to be quite robust. Perhaps most importantly, the process engineers and plant operators have a high level of comfort both in understanding MOCCA's general operating principles, and with its demonstrated performance.

Keywords: Pyrometallurgy, ferrochrome, smelting, investment, Zimbabwe Four smelting plants currently make up the ferrochrome smelting capacity in Zimbabwe. Zimbabwe Alloys and Zimasco represent more then ninety per cent of Zimbabwe?s ferrochrome smelting capacity, while Maranatha and Oliken contribute the difference. Very limited investment in the sector (even for the expansion of existing smelters) has been experienced over many years, despite the fact that about 95% of the world?s chrome ore resources are in the Bushveld Igneous Complex of South Africa and the Great Dyke of Zimbabwe. The Bushveld has a greater quantity but a lower grade than the Great Dyke. A ten per cent increase in Zimbabwean ferrochromium production has been recorded in the past ten years, showing an almost stagnant capacity investment.

The bibliography of mining methods in the past few years has contained many articles dealing with the use of the diamond drill for blasthole drilling. In the Canadian mines, this method has been used with great success in stoping at Noranda, Aldermac, Waite Amulet, East Malartic and Sladen Malartic mines in the Province of Quebec. It has also been used at the Dorchester and Beattie gold mines in Duparquet, Quebec. The method has found useful application at Copper Mountain mine, British Colombia, and at Flin Flon mine in Manitoba. In the United States, the diamond drill blasthole method has been used at Cornwall Iron Ore Mines in Pennsylvania and at the Republic Steel Corporation magnetite properties in the Port Henry district of northern New York. In the Lake Superior iron district, the method has been used at the Anvil-Palms mine of Pickands, Mather and Co. at Bessemer, Mich., and is also used at the Book mine of the North Range Mining Co. at Alpha, Mich. Other companies in the district have also experimented in some degree with the method at some of their properties. This Paper is being offered as a prelimi- nary report on the use of the diamond drill method of stoping at the Book mine. Sufficient work has been done with it to prove its worth and it is the purpose of the article to present some results, operational details, equipment ideas and recommendstions which we have found in its use at our mine. Location and Description The Book mine is situated about a mile north of the village of Alpha, in the NE-NE1/4 and the SE-NE1/4 of set 12-42-33, between the Dunn mine and the Balkan-~~d~~~ mine, and about four miles southwest of the village of Crystal Falls, on the menominee Range of Michigan, The property was found to have ore near surface in sufficient quantities for open-pit operations and stripping was begun in the latter part of 1942 to prepare it for ore production in 1943. During 1943, 288,447 tons of direct shipping ore were produced from the open pit and 382,933 tons in 1944 While the mine was being operated as an open pit some 350,000 tons of lean ore were stockpiled for later treatment. This material is beilng treated in a washing and jig plant and concentrates are produced during the shipping season. The ore bodies at the Book mine are characteristic of the Menominee Range. They are found on the flanks of sharply folded anticlines which have a fairly steep pitch to the northwest. The open-pit operatiOns in 1943 and 1944 revealed two of these anticlinal structures. Geochemical studies were under- taken in the Breckenridge mining district to test the effectiveness of soil and rock-chip samples in high- lighting known mineralization in the district, and in locating sites of possible porphyry-type mineralization, if such mineralization is present in the area. Soil sampling can be done more quickly and more cheaply, but it does not provide a direct site- specific sample of mineralized rock. In well-developed soils, supergene effects may mask and/or displace primary hypogene effects; and even in places where the soils are poorly- developed, as in the Breckenridge district, the masking effects may be felt. Soil anomalies, if present, likely will be of lower amplitude and more diffuse (widespread) than corresponding rock-chip anomalies. On the other hand, detailed rock-chip surveys are more time-consuming and expensive, even though they yield direct geologic information in addition to the chemical data. The goals of the combined soil and rock-chip programs were (1) to com- pare the data from the two; and (2) test the effectiveness in identifying significant chemical anomalies with respect to the geology of the district, as it is presently understood.

"Gold cyanidation rates are known to be limited by the rate of oxygen dissolution in the cyanidation tanks. The effect of solids loading on the oxygen dissolution rates is not obvious and the results of previous studies are ambiguous. The present paper presents an analysis of oxygen dissolution rates using a ""spent"" commercial gold slurry diluted to various levels of solids loading. It was found, in an 170 litre stirred tank reactor using an inverted cone sparger, that under certain high loading conditions, there was a decrease of as much as 50 %, i.e., there was a halving of the rate of oxygen dissolution as compared to that in clean water. In particular, it was observed that, due to gas flooding of the impeller, there was a drop in kLa even with an increase of gas velocity. Gas holdup reached a maximum value of only 1.7 %. The total power consumption was between 0.06- 0 .10 kw/m3 within the range of gas velocity before flooding occurred. The decrease in oxygen dissolution rate with increased solids loadings is believed to be mainly due to the increase in the apparent viscosity which reduced the turbulence and shearing effect and resulted in larger bubbles and hence reduced the reaction area a. The interrelations between solids loading, gas holdup, flow pattern, power consumption, and liquid mass transfer coefficient are discussed.IntroductionThe reactors generally used in gold cyanidation are Stirred Tank Reactors (STR). Compared with other types of reactors like fluidized bed reactor and column reactor, STR is of particular importance due to its wide application in industry. It is reported that the stirred tank reactor is used for more than 50 % of the world's chemical production (Xu and McGrath, 1996)."

Canister-type gas masks Pave become an essential part of the equipment of many industries, not only for use in .emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres. Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices, and this bureau bas become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investigations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.

Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.

The figures herein presented show that during the year 1938 drilling in the Texas Gulf Coast continued at a slightly lower rate than during 1937. In 1938 there were 21 new oil fields added to the Texas Gulf Coast; also numerous extensions and new sands in old fields. This report for 1938 cannot be compared with the report for 1937 in Volume 127 of the Transactions, because the area covered by this report is less than that covered last year. The cross-hatched area on Fig. 1 shows the limits of this report. Of the new fields, Cordele, in Jackson County, Eureka Heights and Fairbanks, in Harris County, Francitas, in Jackson County, LaRosa, in Refugio County, and League City, in Galveston County, have the greatest promise of prolific production. The 1938 production for the Gulf Coast area was 92,530,467 bbl. as compared to 94,019,355 bbl. for the same area in 1937. This shows a decrease of 1,488,888 bbl. during 1938, regardless of the increase due to the 21 new oil fields. This decrease was caused mainly by the Saturday and Sunday shutdowns (68 days during 1938) and by cut in allowables. The 68 shut-down days amount to approximately 18.6 per cent of the 365 days possible for production. The decrease in the 1938 production amounted to approximately 1.58 per cent. Therefore there was actually a potential increase in the year's production. During the past year, 1637 wells were completed as oil wells, 68 as gas wells and approximately 461 dry holes, as compared to 1672 oil wells, 83 gas wells and 448 dry holes in 1937 on the Texas Gulf Coast. Total wells drilled were 2166 in 1938 and 2203 in 1937. Condensate. sands in old fields and new fields are continuing to increase in importance from the standpoint of retrograde condensation and pressure maintenance. The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.
