Industry and Government is littered with computer systems which suffered massive cost overruns in their production and which do not fully meet the expectations and needs of their users. There are many in the computing business who caution that cost overruns of 100% are to be expected and who counsel seriously against accepting an implementation date as being realistic. System development methodologies and "Spectrum" is an example, have been designed to control systems development so the cost and time overruns are prevented. While some success has been claimed, our experience and information from other users indicates that this control is illusory, the first estimates of cost and time are inflated by the control system methodology, and the methodology itself can bury the original system.

The oxygen demand of the complex lead-zinc-iron feed at the Cyprus Anvil concentrator was determined dependent on the cyanide ion concentration of the pulp. By redistribution of the cyanide added to the grinding circuit in direct proportion to the amount of surface area created, a more activated flotation feed is obtained. Monitoring the oxygen demand of the flotation feed and grinding mill discharges has proved useful in diagnosing metallurgical problems in day-to-day operation.

Regional structural adjustments in early Tertiary time resulted in the development of the Republic graben, a major down-dropped block that is from 6 to 10 miles in width and more than fifty miles in length. The graben became the center of extensive volcanic activity during Eocene and Oligocene time, resulting in a thick sequence of water-laid tuffaceous sediments, volcanic flows, and associated intrusives. A younger series of sediments, pyroclastics, and flows were deposited in structural depressions within the graben following the period of widespread volcanic activity. The Republic mining district is located along one of the major intragraben structural zones, where continuing subsidence during the period of volcanic activity resulted in an increased thickness of flows and associated flow breccias and pyroclastics. Intrusive masses in part healed early graben-forming faults, but later subsidence reopened old faults and created new fracture zones which later became the control for the gold-quartz veins. Considerable block adjustment along the subsidence area is evidenced by the structural pattern in the mines, and telescoped vein structures indicate north-south compressional stresses and east-west graben-forming tensional stresses prior to and during the emplacement of the veins. The veins, varying from a few feet to more than 50 feet in width, are filled primarily by fine-grained quartz, commonly chalcedonic or porcelain-like in appearance. Finely laminated dark-gray to black concentric banding within the veins generally distinguishes the better-grade ore zones, which contain finely disseminated sulfides and ore minerals that include principally electrum, stephanite, naumannite, and native silver.

Five years ago, Phillips Coal Company decided replacing mainframe/workstation programs with a new package of PC software was clearly the best solution for computer reserve modelling. The system chosen was actually three programs distinguished by their power, cost, flexibility and integration, and ease of learning and use. Phase I involves the use of the "StratiFact" program for borehole data management and seam correlation. This phase is probably the most neglected, yet critical aspect of reserve evaluation. Phase II employs the "PC/Cores" package for modelling and volumetrics. Phase m is "PC-Cut" which provides mine planning tools including an automated cut generator.

Dynamic pressures during blasting can affect performances of both electronic and non-electronic detonators. Boreholes can develop tremendous amount of pressures during blasting. The effect of such elevated pressure especially during electronic delay countdown is probably more acute in electronic detonators. Measuring the pressures during blasting can aid to understand the relationship between magnitude of the pressure developed and the multitude of blasting conditions.

"This paper reviews tailings management at Highland Valley Copper, and outlines main features of its tailings storage facility enclosed between the H-H and L-L dams. Key management focusses are: energy efficiency, cost effectiveness, safety and integrity of the tailings impoundment, environmental protection, and reclamation after decommissioning. Main features of the tailings facility include: high international standards for seismic and flood design criteria, water management and water quality monitoring, operations and construction optimization, reclamation and decommissioning plan, and geotechnical challenges associated with the complex geology of the L-L tailings dam foundation.IntroductionHighland Valley Copper stores its tailings mainly in the Highland Valley tailings facility (ultimate capacity: 1.8 billion tonnes). Smaller tailings storage facilities were operated by predecessor companies: the Number One Pond, the Trojan Pond at Bethlehem and the Highmont Pond at the Highmont operation as well as backfilling the Heustis and Jersey lona Pits at Bethlehem. These areas are currently not in use, and are in the reclamation phase prior to decommissioning. This paper focusses on tailings management in the main facility. As indicated in Figure I, the facility includes three tailings dams: these are, going from east to west, the H-H, J-J and L-L Dam, named after the alignment alternatives in the initial feasibility studies. From 1970 to 1977 Canadian Bechtel Ltd. advised Highland Valley Copper's predecessor company Lornex, on tailings storage at the H-H and J-J Dams and on the L-L Dam. Since the completion of the L-L Starter Dam in 1977, Klohn Leonoff Ltd. has provided ongoing consultation and construction monitoring of the raising of the L-L and the H-H Dams. The J-J Dams is currently buried by deposited tailings. This paper reviews key tailings management focusses and main features of the tailings facility."

"Spodumene, feldspar and quartz possess similar surface properties, which make the difficult to separate spodumene from other silicate minerals by flotation. The differences of crystal structure, surface property and floatability of three minerals were studied by various technical means. The results show that Li-O and Al-O bonds in spodumene structure are not strong and easy to be broken. However, Al-O and Si-O bonds in feldspar and Si-O bond in quartz are very strong and not easy to be broken. High contents of Al and Li on spodumene surface were found by XPS measurements, which is benefit for the adsorption of anionic collector. The surface energies of main cleavage planes of spodumene (110), feldspar (001) and quartz (001) are 1.88 J/m2, 2.97J/m2 and 2.68J/m2, respectively. Hence, the exposed surfaces of feldspar and quartz are not saturated and easy to adsorb OH- ions from solution and cause the lower IEP than spodumene. The contact angles of three minerals in water are lower than 16º, suggesting that the hydrophilicity of three minerals is high, and the order of hydrophilicity is quartz > feldspar >spodumene. Correspondingly, contact angles and flotation recoveries of spodumene are bigger than that of feldspar and quartz in presence of a combined anionic and cationic collector named YOA.INTRODUCTION Flotation technology plays most important role for the recovery of spodumene from pegmatite ore. Generally, spodumene with fresh surface is easy to be floated using soap and oleic acid as collector, and the best flotation pH range is 4.0 to 9.0. However, the flotability of spodumene will become worse when its surface was polluted by slime which produced by the weathering of spodumene and other silicates (Dresler et al. 1998; Moon and Fuerstenau 2003; Menéndez et al. 2004; Yu et al. 2015). In addition, the species of Ca2+, Fe3+, Mg2+ and other metal ions in pulp can not only activate the flotation of spodumene, but also the activation of gangue minerals, and then the flotation selectivity of spodumene from gangue minerals became wores (Wang and Yu 2007; Yu et al. 2014). In order to eliminate the negative effects of slime and metal ions on the flotation of spoddumene, the desliming and long time scrubbing with the addition of NaOH and Na2CO3 were adopted. Usually, NaOH shows the activation for spodumene flotation, and the recovery of spodumene increases with the increase of NaOH dosage. Na2CO3 can eliminate the non selective activation of Ca2+, Fe3+, Mg2+ ions in the pulp, and the concentrate grade of spodumene increases with the increase of Na2CO3 dosage. Anionic collectors such as chelants, hydroxamic acid, oxidized paraffin soap, naphthenic acid and oleic acid were widely used for the flotation of spodumene (Dresler et al. 1998; Moon and Fuerstenau 2003; Menéndez et al. 2004; Yu et al. 2015)."

Many of the parts of motor cars, aircraft, etc., that require strong light construction, hence must be made of high-quality steel, are stressed to the maximum limit only in a very small volume. In parts subject to bending stress a line or even a point may take the maximum stress. A series of endurance tests under repeated bending in progress in the U. S. Bureau of Mines laboratories, like similar tests by other investigators, has shown the great difference in life of sister bars of the same stecl, handled in the same way and tested at the same nominal stress. It is known that a surface notch or scratch greatly increases the local stress over the nominal calculated stress; internal notches, such as those formed by inclusions or sonims, probably have a similar effect. From the tetss made by the Bureau of Mines, the cleanliness of the steel at the dangerous section, or point of maximum stress, seems to be one of the most important factors in determining the life of the piece. The more localized the stress, the more does chance, rather than the average properties, dctermine the life of the steel. The usual test, a tension test of a bar taken longitudinally, is not sensitive to the local drop in strength (or tendency to increase the true local stress over the nominal) because of inclusions, which probably have a more injurious effect in hard heat-treated steels, such as must be used when great strength is sought, than in softer steels. Users of steel who make transverse tests find surprisingly low ductility on transverse bars of dirty steel, though the longitudinal tests may be good. For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

"In the Blind River area Proterozoic clastic and sedimentary rocks and minor volcanic rocks (The Huronian Supergroup) uncomformably overlie and trangress northwards over dominantly granitic Archean terrane (2500 + Ma) and are intruded by Nipissing Diabase (2ll5 Ma). Later deformation and metamorphic events are recognized. The developing depositional basin was controlled by the incipient Great Lakes Tectonic Zone marginal to the Algoman Craton.The Matinenda Formation (basal Huronian) comprises northwards-derived fluvial arkose, quartzite, and pyritic, uraniferous oligomictic conglomerate which contained in 1981 some two-thirds of Canada's uranium resources. Production to December 1981 from Elliot Lake totalled 98.3 thousand tonnes U for an average recovered grade of 0.1% U with an additional 671 tonnes U recovered by leaching at Agnew Lake. The remaining resources are at lower grades. Some thorium and yttrium have been produced. Minor amounts of gold reflect the paucity in the source area. Gold is better-developed in the Huronian north of Sudbury reflecting the local source area.The conglomerate beds lie in southeasterly-striking zones controlled by basement topography down sedimentation from uraniferous Archean granite. Uraninite textures, the distribution of monazite, and local enrichment by reworking indicate a syngenetic, probably placer, origin of the mineralization. ""Brannerite"" has formed by solution of uranium from the margins of the uraninite grains and redeposition on the original titaniferous minerals. Penecontemporaneous volcanics may have been a source for sulphur in some of the pyrite and of trace amounts of Co, Ni and Au. Some pyrite may be detrital, some may be authigenic and some introduced.Drab coloured rocks, uranium and sulphide mineralization, the presence of hydrocarbon (thucholite) and a post-Archean regolith formed under reducing conditions have been cited as evidence of an early Precambrian reducing environment extended to the atmosphere. Sedimentary features indicating fast-flowing water and possibly a cold climate imply that the uraninite would be exposed to whatever oxygen was present in the atmosphere under conditions which would inhibit complete solution. In the upper Huronian, red beds and in the Lorrain Formation a monazite - iron oxide assemblage and copper mineralization indicate more oxidizing conditions. . Similar uranium deposits occur at Agnew Lake and in the basal Huronian north of Sudbury there are minor uranium and gold values.Provenance, lack of complete oxidation, transportation and depositional processes, redistribution during diagenesis and possibly low grade metamorphism, and the lack of post-depositional destructive processes are the dominant factors in the formation and preservation of the ores. The modified placer theory of genesis is well entrenched and an exploration model for such deposits throughout the world is well-documented.Research continues on mineralogy and textures of the ores, detailed sedimentology of the ores and their host rocks, with particular emphasis on: provenance area, the influence of early Precambrian mineralization patterns on the mineralization present in the Huronian both in space and in time, fluvial sedimentation and diagenesis. Expansion and reopening of the mines of the Elliot Lake camp should facilitate further studies."

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,400. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Members shall be not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute's financial year in which the attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate. As major urban areas begin to run out of "good-terrain" for their expansion, they begin to claim high water-table areas within or adjacent to water fronts or swamps. Similarly, major infrastructure projects encroach on or cross high organic content areas. The associated major structures often require deep foundations located in soils investigated through core samples removed at a discrete number of locations. The investigation is nearly always preoccupied with soil mechanical properties, sometimes with soil non-organic chemistry for concrete and metal corrosion, seldom, if ever, for organic-chemistry and bio-conditions as related to concrete longevity. Not surprisingly so, bio-corrosion of concrete is one of the least understood phenomena by practicing civil engineers. This paper shows how low-iron, organic-rich sediments may trigger sulfate degradation of concrete, even when standard pre-construction chemical analyses indicate only a moderate sulfate level. The discussion is illustrated with a case of a pile foundation in the United States driven into marine channel sediments and sediment-derived fill material. The concrete piles lost their structural integrity due to secondary ettringite formation and depletion of iron in the cement paste. Disintegration of concrete occurred only where it contacted superficial marine sediments and sediment-derived fill material. Concrete in direct contact with seawater or native sand and silt materials appeared to be sound. Sediments in contact with the degraded concrete were highly anoxic and had a history of sewage contamination, contained low concentrations of total iron (<2%), Fe(III) (<0.3%) and moderate levels of sulfate (1500ppm), and exhibited high bacterial activity. This environment resulted in the microbial dissolution of Fe(lll)-rich ferrite in hardened cement paste. Iron depletion in the cement paste had made the concrete vulnerable to degradation by sulfate, even at moderate levels of sulfate concentrations in the sediments.

Discussion of the paper of Woolsey McA. Johnson, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 79, July, 1913, pp. 1137 to 1145. F. L. GRAMMER, Leesburg, Va. (communication to the Secretary *):-Mr. Johnson&apos;s paper must interest by suggestion those connected with the " burning " of lime, the production of cement, and the smelting of iron. All iron men know how quickly the impalpable purple ore of wet origin reduces compared to finely ground red hematites of approximately identical composition obtained from Lake lump ores. Most housekeepers appreciate that the several forms of carbon-charcoal, coke, and anthracite, not to include graphite and diamond -have different temperatures of ignition. The temperature usually rises with the density and hardness. Some of the scientific bureaus of the government might appropriately conduct some tests along lines suggested by Mr. Johnson&apos;s article. We are unable to say whether the topic lies within the spheres of activity of the Bureau of Mines, the Bureau of Soils (Agricultural Department), the Geological Survey, or the Bureau of Standards. The calcining qualities of limestone is a topic too wide for individual effort and is of wide enough interest to merit government or State activity. It is of interest, as aforesaid, to burners of lime, cement manufacturers, and smelters. The chemical composition of a limestone does not tell all the story -if over 1-in. size lumps. The limestones of Annville and Myerstown, Pa., break at a tap; those on the Hudson above Poughkeepsie .act like "nigger heads." The manager of lime kilns near Lake Champlain told me his fuel consumption was high compared to that at other points. Yet the Hudson and Annville stones were both of greatest purity, being rivaled by only the marble at Rutland, Vt., or some stones near Martinsburg, W. Va. A local kiln operator says the conglomerate or pudding limestones of Loudoun county, Va., act very differently in the kiln from the more normal limestone deposits nearby. The tilted and twisted bedding in the anthracite region tells the story of hard coal origin. We might therefore expect that the limestones of greater geological age or depth or metamorphism

Equipment has been designed and fabricated for study of the vaporization of oil during gas-cycling operations, A sand-packed steel tube, which can be rotated to minimize gravity drainage, is used as a model oil reservoir. A minute windowed cell at the discharge end of the tube through which the liquid-gas interface may be observed, makes possible the separate removal of produced free gas and gas-saturated oil. The operation of the model oil reservoir, and auxiliary equipment, are described by use of a schmatic flow diagram. Details of the specially designed equipment are illustrated by isometric and pictorial drawings, and a description of the experimental procedure is given.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore, and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement, and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risk, the effectiveness of caps and covers, and provide information to aid in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs), and lysimeters. Many of the monitoring devices can be linked to a datalogger and telemetry systems, enabling monitoring data to be downloaded from the office.

A relatively simple and effective technique is proposed to deal with the failure of geologic masses containing weakness planes. This technique, termed irextended" rupture envelope, provides a means to clearly distinguish rock and soil from fractured rock and, on a theoretical level, considers a matrix-inclusion system. It may also constitute the link between Mohr&apos;s and Griffith&apos;s failure theories. Included in the article are five sample problems concerning site location, structural design, strengthening the plane of weakness, changing the magnitudes of major and minor principal stresses and changing the orientations of major and minor principal stresses. Engineers trying to solve design problems in rock and soil mechanics have often assumed an iso-tropic and homogeneous medium. For naturally occurring geologic masses this assumption has always been viewed with regret. The following analysis which deals with the effects of plane anisotropy on failure presents a solution to this. The planes of weakness are joints, faults, bedding planes, fracture and cleavage (natural and induced), foliation and schistosity. The physical properties of these weakness planes include an undulating surface, frictional resistance, discontinuous extent, filling material, tightness and presence of water to cause a hydrostatic pore pressure. All of these properties relating to failure can be summarized in Mohr&apos;s rupture envelope for the plane of weakness. This, along with the geometrical orientation, strike and dip, of the plane of weakness produces what is termed an irextended" rupture envelope. The Nevada Moly Operation of Anaconda Minerals Co., (a molybdenum/copper ore body) was initiated in 1978, with a contract to Bechtel Civil and Minerals Inc. for construction of a mining and milling facility near Tonopah, NV. Ground was broken on the concentrator portion of the project in August 1979$ with a multi-phased startup of the mill beginning in June 1981. Processing design tonnage of 20 000 t/d (22,000 STPD) was reached in early 1982. Major pitfalls of rapid design and implementation of engineering, construction, and startup are considered. The operation of the concentrator including SAG milling, ball milling, bulk rougher flotation, copper/moly separation, moly regrinding and cleaning, thickening, and product loadout are discussed.

"Surface IR (infrared) modes of crystalline and fumed (amorphous) silica particles, calcined at temperatures up to 1095°C, have been studied by Fourier transform infrared spectroscopy. The ability of these same particles to lyse cells has been measured by a hemolysis protocol. The untreated crystalline and amorphous materials differ by a factor of 40 in specific surface area, and the intensity per unit mass of the sharp surface silanol band near 3745 cm-1 in the amorphous material is an order of magnitude larger than in the crystalline material. A similar difference is observed in the lysing potential of the two materials. The intensity of the silanol band increases after calcination for both materials, reaching peak values near 500°C, followed by a dramatic drop at higher calcination temperatures, and reaching negligible values for materials calcined near 1100°C. The lysing potential data follow essentially the same pattern for both crystalline and fumed silica. These results are consistent with the hypothesis that the surface silanol groups are involved in cell lysis. Further experiments are suggested to evaluate the relationship between the surface structure of ailica particles and their potential cytotoxicity. IntroductionThe characterization of the surface structure of various allotropic forms of silica is of interest because the cytotoxicity of silica particles of respirable size has been commonly related to the chemical interaction of functional groups on the surface of such particles with the lipoproteins contained in cell membranes (1-3). It has been found that the cytotoxic potential of silica particles varies greatly with their crystalline structure (4,5), particle size (6-8), surface composition (9), and molecular surface configuration (1,10). Studies of the infrared (IR) modes of various forms of silica have been reported by a number of researchers (3 ,11-19). Several books and reviews (20-24) have dealt with the identification of functional groups on silica surfaces and the effect of heat treatment on the surface structure. The nature of the surface is said to be critical in determining the biological activity of silica dusts (3).Fourier transform infrared (FTIR) spectroscopy is a highly sensitive ·technique for identifying IR surface modes of tine particulates, and it was deemed of interest to examine the surface structure and its relation to lysing potential of two widely different types of respirable silica dust. The lysing potential of respirable dust particles has been considered a first-level test for potential cytotoxicity."

Ecuador had limited mineral output, al-though the Government attempted to stimulate metallic mineral exploration and also evaluated a gypsum and a phosphate deposit. A pilot plant to exploit gold deposits was established, and there was extensive gold exploration activity in southern Ecuador. Domestic output of iron and steel declined sharply. Among all minerals, petroleum output was the dominant factor with both exports and production increasing significantly over that of 1988. Crude oil exports contributed 63% of total export earnings and about 70% of the central Government&apos;s revenue.
