The mining sector is a major economic driver for Canadian, and British Columbian communities. In parallel strong commitments have been made by industry to the well-being and sustainability of associated communities. However, these dimensions are the least understood. Especially lacking are focused regional investigations that compare the well-being and sustainability of communities dependent on different resources sectors. It is hypothesized that this type of comparative analysis will help to foster a greater understanding of what makes a resource or mining community healthy and sustainable. This paper describes research that examined community-level indicators associated with well-being (e.g. education, income and employment) and sustainability (e.g. economic diversity). The indicators were derived from Canadian Census data for 31 British Columbia resource-based communities (with a focus on mining) during a period of time (1991 to 2001) when resource sectors experienced an economic downturn. Our findings identify that during this decade, mining communities differed significantly from other resource-based communities, and comparative analysis of census derived indictors illuminate challenges that mining communities in British Columbia face with respect to wellbeing and sustainability (such as economic diversity, unemployment, and population loss). To contribute to the mining sector?s efforts towards meeting their commitments to communities, this paper concludes by proposing strategic opportunities aimed at the enhancement of mining community sustainability for policy-makers, communities, and the mining industry to consider.

The End of the Line for Roadway Development By Michael Kelly, CSIRO Exploration & Mining Michael Kelly highlighted that roadway development performance remains one of the threats to expansion of Australia underground coal exports to the growing Asian market. In a recent industry study, automation was highlighted as one of seven strategies for roadway development improvement. Growing Asian markets The expansion of the Asian coal market is a long term driver for expansion of the underground coal industry in Australia - if significant productivity improvements are made. Imports of steaming coal by Asian APEC members are predicted to rise by from 150 MT to 190 MT. Australia is one of the few countries which has a potential capacity larger than predicted internal needs. Predictions are for exports of black steaming coal from Australia to increase from 50.3 MT in 1992 to 106.3 MT in 2010. To meet this prediction, an investment of $10.7 billion (in 1992 dollars) will have to be made in mining and transport facilities. This is equivalent to the opening of a major new mine each year until 2010. Many of these mines will be underground operations. However, much of Australia's capacity to respond to increased Asian demand will depend on its ability to develop underground technologies and improve productivity. The inability to make sustained improvements in roadway development rates has to date been one of the main reasons why new underground projects have failed to deliver the expected returns.

WORLD WAR II has developed a use for the nonmetal mineral quartz crystal that was unknown in World War I. During the interim period of peace, experimental work in the radio field with the piezoelectric properties of quartz crystal resulted in the almost universal adoption of quartz-crystal radio oscillator plates to control frequency in radio broadcasting, police, commercial and amateur communications equipment. Telephone resonators and filters made from quartz crystal also were developed, which vastly improved the frequency control of long distance telephone circuits. EXPANSION OF THE INDUSTRY The sudden war demands of the armed services for radio equipment using quartz crystal for frequency control led to an unprecedented expansion of the manufacturing industry. It is estimated that the 1940 peacetime volume amounted to approximately $1,500,000, while today a vast new quartz-crystal industry supplies more than $150,000,000 worth of quartz oscillator plates to the Army and Navy each year. This demand has caused an enormous expansion not only of American manufacturing facilities but also of Brazilian mining output, virtually our only source of raw quartz crystal. Actual figures of imports and consumption cannot be cited, for security reasons, but certain comparisons have been made, which indicate the transformation of quartz crystal from a minor to a major nonmetal. Lends has shown that the value of quartz-crystal exports from Brazil is now about equal to that of phosphate rock produced domestically in 1941 and actually exceeds the combined value of crude feldspar, gypsum and fluorspar production in the United States in the same year. This great expansion under wartime pressure was not accomplished without some anxious moments, but all the demands of industry have been met and the Government has been able also to accumulate a substantial stock pile of material against future contingencies. INSPECTION AND GRADING OF QUARTZ CRYSTAL The swift growth of the quartz-oscillator industry necessitated the simultaneous evolution of methods and criteria for inspecting and grading quartz crystal. It has been found that, generally speaking, it is economically feasible to cut only crystals that are at least 30 per cent by volume free from major defects such as optical and electrical twinning, cracks and fractures. Blue needles, bubbles, "chuva" and other minor imperfections can be tolerated in the usable portion unless present in great excess. The present marketing system in use in both Brazil and the United States, as far as quality is concerned, depends solely on the "usability" of a crystal, which is defined in the Brazilian-American agreement2

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

INCLUSIONS of nonmetallic matter have long been recognized as objectionable in steel. A complete theory of the effect of inclusions, which is consistent with that held today, was outlined in Howe's early work on the metallurgy of iron and steel. This, by analogy with wrought iron, assumes that the observed difference in properties between specimens with and across the direction of rolling is due to slag enclosures. The fact that wrought iron shatters in ballistic test is taken as an indica-tion of the effect of inclusions on the resistance to shock. Since that time, the development of the metallurgical microscope has shown the discrete nonmetallic inclusions in the iron matrix. Better resolution has, brought out the great number of inclusions, and the availability of good microscopes in steel mills and laboratories has constantly drawn more attention to these inclusions. This recent emphasis on inclusions has resulted in studies as to their nature, mode of formation and methods of elimination, such as the work of Wohrman, Dickenson, Herty, and Schenk. In addition to the published works; many investigations which have not been published' have been carried out by private laboratories and have resulted in the application of specifications intended to limit inclusions in many qualities of steel. Nevertheless, a clear understanding of the quantitative effect of inclusions on the physical properties of steel has been lacking. It is the specific purpose of this study to determine the quantitative effect of inclusions on the physical properties of steel that determine its behavior under dynamic stress. The study has shown that a quantitative relation between counted inclusions and impact strength does exist in normalized steels, but 'that factors other than readily visible inclusions are equally important. Furthermore, the present commercial rating of inclusions is unreliable with respect to counted inclusions or dynamic tests, and this study indicates that the tensile-impact test is more reliable as a measure of quality.

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

The Bureau of Mines developed a zircon sand molding process for static casting of small titanium or zirconium shapes. Castings with unfinished weights up to 3.5 kg (7.7 lb) were produced in an inductoslag furnace and castings up to 7 kg (15.4 lb) were poured in a consumable electrode skull-casting furnace. Molds and cores were made by ram-molding, foundry-grade zircon sand (AFS gfn 93 to 95) bonded by grade D waterglass and tempered with water. Molds and cores were cured either at 250° C (482° F) or 900° C (1,652° F). Castings from the higher temperature molds broke cleanly from the sand while the lower temperature molds produced castings that had to be cleaned by sand-blasting. However, low-temperature cured molds and cores have a number of advantages as follows: (1) A faster, less energy-consuming curing cycle is used; (2) expended cores are water soluble which greatly facilitates core removal; and (3) enough of the binder in crushed expended molds is reactivated by temper water so that the molding mix can be reused five times without any fresh binder additions and up to twenty times without exceeding a total cumulative binder addition of 52 ml/kg dry sand. Crushed used molds that had been cured at 900° C had no detectable binding strength when mixed only with temper water. A large number of oxide and silicate mold washes were studied for improved casting integrity. The most effective wash found for zirconium or titanium casting was monoclinic zirconia (325 mesh).

A new electrical logging method called Laterolog is described which provides for better recording of formation resistivity. In this method a current, preferably of constant intensity, is forced into the formation perpendicularly to the wall of the hole as a sheet of predetermined thickness by means of a special electrode arrangement and of an autonlatic control system. The essential advantages of the Laterolog over the regular resistivity logs are explained. With the Laterolog, the mud column has much less influence than with conventional methods. The Laterolog is, therefore. particularly useful in wells drilled with highly conductive mud. Moreover. when the electrode system is located opposite a bed of moderate or small thickness, the disturbing effect of the adjacent formations becomes practically eliminated, provided the bed is thicker than the sheet of current. which itself is usually a few inches to a few feet thick. The sequences of beds are. therefore, much more sharply differentiated, and, in many cases, it is possible to read directly from the logs values close to the true resistivities of the formations without further corrections. Field examples are shown to illustrate the results of the method in various types of formations. INTRODUCTION As soon as it was introduced into the petroleum industry, electrical logging roved to be a powerful instrument for the delineation of the strata traversed by bore holes and for correlation of such strata." Research and engineering efforts were mostly devoted at this early time to the design of the techniqurs which could provide the best data for these purpoes. Later, attention was directed toward the quantitative analy5i.s of electrical logs, in order to obtain information on. reservoir characteristics, and, in particular, on oil and water saturation.3,4 Efforts have been made, accordingly, with a view to improving the already existing methods, or to finding new methods which could satisfy these new requirements." Quantitative analysis implies a determination as accurate as possible of the true resistivity of the formations. In fact, however; the "apparent resistivity" recorded in front of a given bed by a conventional electrical logging method is frequently quite different from the true resistivity of this bed. This is due to the combined influence of the mud column, of the adjacent formations both above and below the bed, and of the invaded zone, in which the original fluid has been more or less replaced by mud filtrate. When the beds are thick enough, and, as is frequently the case in sand and shale formations, when their resistivity is not much greater than that of the mud, it is generally possible to obtain their true resistivity directly on the electric log, or at least to obtain an approximate value which can be corrected without undue difficulty by means of recently published charts known as "departure curves."" When the beds are thin, and particularly when, in addition. their resistivity is substantially greater than that of the mud column, the apparent resistivities recorded on conventional logs are seriously affected, and it is generally very difficult, if at all possible, to estimate their true resistivity with a good enough accuracy. In the most severe cases, such as are encountered in holes drilled through hard formations with muds of high salinity, the conventional logs are so distorted and rounded that they do not even show clearly the houndaries of the different beds. In order to overcome the effect of the mud column and of the adjacent formations, it is possible to make use of appro. priate systems whereby the measurements involve a comp3ratjvelv thin slice of space at the level of the measuring device. "INTRODUCTIONOnce again deep-sea mining has been receiving a lot of attention in recent years. Industrial and political advancements also call for environmental baseline studies and analyses to aid the development of standards and monitoring protocols. As part of the EU research project “JPI Oceans: Ecological Aspects of Deep-Sea Mining”, the RV Sonne cruise SO242 to the Peru Basin revisited the DISCOL area that had been artificially disturbed in 1989. This offered the unique opportunity to study a deep-sea site 26 years after a disturbance similar to manganese nodule mining had been carried out (Figure 1). A comparison of a variety of undisturbed and disturbed sites shed light on the re-establishment of a geochemical equilibrium and a range of baseline values. This information can help to inform standard development for monitoring and mining purposes.Heavy metal data and its applicationResearch findingsDuring the cruise, disturbed and undisturbed surface sediment was sampled. The pore water analyses show that the 26 years old disturbance is not visible in the metal profiles and that the pore water reaches equilibrium through diffusive fluxes relatively quickly. The sediment, however, shows some differences between disturbed and undisturbed sites in the upper 20 cm, even after 26 years. Lower concentrations in the usually manganese-oxide rich top layer, variations and “unnatural” peaks in the manganese profiles, for example, suggest removal or mixing of the top layer (Figure 2)."

I DESIRE to call the attention of the Institute to a novel system of dredging, which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at least of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circumstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges ; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action ; and, so long as holes could be bored and fired in solid rock, this process was effective enough. "The wet grinding of asbestos has attracted the attention of engineers for many years as a means of improving fibre liberation from the ore. Today, added impetus for wet grinding has resulted from a need to minimize worker exposure to asbestos dust in conventional dry mills using air, as well as a need to provide a cleaner, technically superior fibre for use by product manufacturers. However, high viscosities of asbestos slurries create transport and grinding difficulties which have been a factor impeding use of a wet grinding process.Laboratory evaluation of reagents to reduce viscosities of asbestos slurries found that one reagent, XFS-4272.00, reduced the viscosity of a 35% (by weight) slurry by 75%. The impact of XFS-4272.00 on actual grinding parameters were evaluated using a pilot plant rod mill. Slurries containing 78% solids and XFS-4272.00 were successfully milled and asbestos fibres from that milling compared favourably in liberation and relative surface area to asbestos fibres obtained from milling a 4% slurry without additives. IntroductionAlthough the use of asbestos has been declining over the last few years, the large deposits of chrysotile in eastern Canada (Quebec in particular) remain very important. Asbestos production in Canada stands ninth in volume for mineral production with over 740 000 tonnes produced in 1985. Of this quantity, 722000 tonnes were exported with a value of $446 million. Canada is second in world production of asbestos behind the U.S.S.R. The milling of asbestos ore has been done primarily by a series of steps involving crushing, dry-grinding and aspiration using large quantities of air to release the fibres. Contrast this process to those practiced in the purification of virtually every other mineral. Ores other than asbestos are crushed and milled using an aqueous slurry in rod, ball or pebble mills. The finely ground mineral, still as a slurry, undergoes beneficiation by froth flotation, heavy media separation, hydrocyclones or any of the other aqueous techniques currently employed in mineral processing.One of the driving forces behind the use of air instead of water as a means of separating asbestos is the nature of the aqueous asbestos slurry. While most slurries of minerals contain as much as 80070 solids and can still be pumped and transported, asbestos slurries become highly viscous with as little as 10070 solids. These high viscosities reduce the pumpability of the slurry and create severe handling problems. Mills become prohibitively large and uneconomical due to having to handle slurries containing only 10% rock and 90% water.Health-related issues have affected the use of asbestos in many countries. In Canada, the asbestos-producing provinces have introduced stricter occupational legislation to improve safety in the workplace. This primarily means strict control minimizing release of air-borne asbestos fibres . Quebec and Ontario have set limitations of airborne asbestos at 2 (2) and 1(3) fibre per cubic centimetre of air. With present milling technology, maintaining these low levels in the workplace requires constant vigilance."

The significance and role of industrial minerals in Canada differ from those in the United States, The smaller Canadian industry has recently become well diversified and self-sufficient in most commodities, However, it depends on exports, principally to the United States, for much of its market, Imports are small, but imports of several basic products manufactured from industrial minerals are large. This nation is a leading world producer of asbestos, gypsum, sulphur, nepheline syenite, titania slag, potash and barite. It has reserves in asbestos for at least 30 years enough potash to supply the current world's needs for 2,000 years and sulphur reserves for 40 years of current world demand, One of the ilmenite deposits contains enough titania to supply the current world demand for at least, 25 years.
