Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

The need for on-line sensors is outlined and it is demonstrated that the control of many processes is prevented by the availability of these devices. The use of solid electrolytes is described for the sensing of elements in molten pyrometallurgical phases. In the cases where there is no suitable electrolyte, the addition of a second phase of a compound containing both the element to be measured and the element whose ion is mobile in the electrolyte can be used. For the measurement of high concentrations of an element a method based on current measurement is proposed.

The underground mining of a narrow vein hard rock orebody is a capital and labour intensive method of extraction. Due to the nature of underground mining it is difficult for higher level managers to physically see the efficiencies and inefficiencies of a particular method. Extraction methods and sequencing often need to be altered from the original planned methods as a result of mine developent, providing more in depth information as it progresses. As a result of these issues contract mining of these orebodies is common practice. There are several types of contract structures for the purpose of underground contract mining with many complex permutations of them that reflect the different needs of each individual company and orebody. The different contracts are arranged dependent on the mining companyÆs desire to transfer or, alternatively, embrace risk. This presentation gives a brief overview on these different methods and their various advantages and limitations with regard to small scale and narrow vein underground mining. With respect to these different contracting methods, the presenter reviews the mutual growth benefits of emerging partnering opportunities, specifically with regard to smaller explorers exploring and developing prospective mining tenements. The specific advantages to small explorers include the resource flexibility and speed of project development that private mining contractors can provide. Given the contracting methods that are available, there is potential for small private mining companies to gain minor stakes in major projects and major stakes in medium sized projects by employing innovative contracting solutions to provide mutual benefits to the parties. "It is now possible to use 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. This is quite a significant advance in X-ray tomography technology and should be useful for plant-site coarse particle characterization (size, shape, composition, density, texture, grain exposure, mineral liberation) with a response time of minutes after receiving the sample. Applications in the mineral industries are discussed including the coal industry, aggregate industry, metal mining and the processing of industrial minerals. INTRODUCTION Plant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants, and mineral processing plants is needed to improve plant capacity, product quality, and/or process efficiency. Not much on-line coarse particle characterization is done at these plants. Some limited information regarding particle size is obtained on-line from reflected light images using systems such as the OPSA, Split, and WipFrag analyzers. Even laboratory analysis of coarse particles has been difficult because of the large amount of sample required to insure statistical significance of the results. During the past decades laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage [1, 2]. 3D X-ray tomographic analysis had its origin in the medical services industry; it is used to provide internal images of the human body and now has also been developed for non-medical applications [3]. Figure 1 shows a schematic diagram for the cone-beam geometry micro-CT system. In our case X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a three-dimensional image is reconstructed from the collected set of projection images. With the availability of automated high speed X-ray tomography [4] it now seems possible to do plant-site particle characterization at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. Planning for a circular economy allows for previously untapped market opportunities to be explored, resulting in new, innovative revenue generating opportunities, while also reducing environmental impacts. In particular, rare earth elements (REE) are in rising demand as they are key components of over 200 products across a wide range of applications (Xie et al, 2023) including renewable energy technologies. There is a geographical disparity in deposits, with China being the top producer, generating 70 per cent of global production in 2022 (Laboure, 2023). This single dominating source has created supply chain concentration and hence supply risks for other nations, providing a driver for finding alternative sources, such as mine-influenced water (MIW) and tailings. In this study, Isle presents a robust due diligence methodology for undertaking a global horizon scan into REE recovery technology, for a large mining company, from tailings decant water on a specific site. Previous studies of the tailings decant water at this site had shown potentially significant concentrations of both heavy and light REE, but challenges such as high flow, very low pH and high concentrations of iron had previously made recovery unfeasible. Due to these challenges, the horizon scan focused on technologies that had the potential for selective recovery, despite the challenges with water quality, and considered a range of Technology Readiness Levels (TRLs). This included an adsorption-based process that has the potential to selectively separate individual REE, and a polymer based selective flocculation technology.

Aluminum has experienced significant growth in automotive applications over the last decade as a result of its properties and performance attributes. Looking to the future, the opportunities for continued growth in powertrain and suspension applications plus light weighting of body structures offer the potential for considerable further growth. This represents a growing "energy bank" of aluminum that will become available for recycling at the end of these vehicles' lives. Today, around 90% of the aluminum is recovered and recycled from scrapped vehicles because of its high value relative to other materials. The future growth offers opportunity for new technology and practices, to maximize scrap quality and recycling application. This paper will review the demand for these new technologies and practices and will discuss industry activities being pursued in this area.

Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

The mining and minerals processing industry is gradually being digitalised to improve efficiency and reduce waste. One aspect of this transition is to ensure that relevant process-data in sufficient quality and quantity is given to the operator in the right format and at the right time to improve decision-making. Augmented reality (AR) can serve as a potential ICT-based support tool for human operators to achieve this goal. With AR, virtual information is combined with the real world in real-time. Therefore, AR technology has the potential to fulfil the need for improved data visualisation in Industry 4.0. This article is the result of a collaborative effort of Chalmers University of Technology and RWTH Aachen University to identify selected state-of-the-art applications of AR that are currently being applied in the mining and minerals industry or selected related industries. This paper aims to show opportunities for the application of AR in the mining and mineral processing industry with selected conceptual applications. This paper concludes with several requirements identified as necessary to implement the conceptual applications of AR in the mining and minerals industry. The less developed nations maintaining a free enterprise economy (to which this chapter is addressed) have real and substantial opportunities to lay a foundation for general economic progress by using their mineral resources. Most of these nations have mineral resources which could be developed. By seizing these opportunities, nations seeking rapid economic development can secure a source of foreign exchange earnings to finance the imports needed for growth and, at the same time, increase the technical knowledge and well-being of an important part of their population. History clearly shows the manner in which most of the currently industrialized nations have used mineral resources to support their development. Indeed, few nations have managed to achieve a high level of income without a firm base of mineral resource development. The main exceptions appear to be the Netherlands, Switzerland, Denmark, and New Zealand, and the last two have based their prosperity on a highly efficient agriculture. Economic growth in the United States, the United Kingdom, Canada, France, Germany, and Russia was importantly based on the use of indigenous mineral resources. Despite this record of accomplishment through mineral development, many of the currently less developed nations are not taking advantage of the opportunities available in the mineral field. Restrictive laws or practices in many such nations operate effectively to prevent development of mineral resources. This failure to grasp real opportunities for development is based on a series of arguments that the mineral field offers few substantial and attainable advantages. To the average mine operator, the implementation of environmental regulations are viewed as a drain on the profitability of the mine. Since the birth of environmental awareness in the late 1960's, which led to the passage of the National Environmental Policy Act (NEPA) in 1969, and through the publicity brought about by the discovery of Love Canal in 1978, the public are clamoring for increased environmental protection. It should be emphasized that the concern regarding the issues of the handling and disposal of nuclear and toxic wastes is not limited to a few overzealous environmental advocates. Toxic waste issues have "grass roots" interest and support. A reflection of this support has been the passage of key pieces of federal legislation. . Of particular interest are the following acts: Clean Water, Toxic Substances Control, Surface Mine Land Reclamation, the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The last act is often referred to as "Superfund". Both RCRA and CERCLA have been re-authorized and amended, and in their re-authorization they have been substantially strengthened. Of the last two pieces of legislation, RCRA is the most powerful in that it governs the handling of hazardous wastes from "birth to grave". CERCLA was established to cleanup abandoned waste sites which are threatening human health or the environment. These cleanups can be undertaken by the government and then billed back to the previous owners or to the disposers at the sites.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

As hydrometallurgy matures as a technology, more of its existing process knowledge will continue to be summarized in the form of detailed mathematical models. This development is happening at a time when major improvements in computer hardware have reduced the cost of computing. The opportunity then exists, through the solution of these process models, to design, control, and optimize hydrometallurgical plants on the basis of the physics and chemistry of its processes and less on empiricism. In this paper, a review of the current capabilities of sensors and phenomenological models for selected hydrometallurgical processes is presented. Future trends, in terms of the control and optimization of hydrometallurgical plants, are then explored. The possibility of simultaneously optimizing plant design and associated process control system performance is discussed.

The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

The current status of battery collection and recycling schemes in Australia are explored in light of current developments in product stewardship and increasing pressure to decrease materials going to landfill by originating equipment manufacturers. Used consumer batteries, both single cycle and rechargeable contain a mixture of valuable metals and potentially toxic materials that may become a resource/revenue stream to offset the cost of disposal/recycling. Although the volume of batteries discarded in Australia is modest compared to other global population centres, the expected increase in battery use with increasing equipment portability and future developments in the automotive industry, provide an opportunity to recycle. The requirements for a battery recycling facility in Australia and the most promising processing platforms that may exploit the resource with enough flexibility to cope with battery developments and market trends, are explored.

AS If see it, then, the engineering advances of which yob have studied here at Golden, the continued growth of. industry that you see about you here in Colorado, and the country-wide progress that I have not time to discuss-these illuminating facts should clear away any doubts as to your future. You have little license to ask, "Where is the call for engineering or what the need? Yankee fashion I might ask you by way of reply, "Have all the mines been opened? Have all the power-houses and transmission lines been built? Have the last improvements in. mill and smelter been in-stalled?" We know that the general answer is No, and the rest of the answer, which tells where are those mines and power plants and what are the new methods and processes in mining and metallurgy, must be sup-plied by you engineers of the future. And anyone who has even casually observed what recent years have brought forth in our profes- sion cannot but envy you your job. Our reconnaissance excur-sion into your future should not be much longer extended, but before turning back there are four landmarks that I would like to point out-not lofty peaks but useful tie points that are worthy of your attention as you traverse the territory of your future work. Two of these are in fact low spots or depressed areas which call for engineering activity; these are commonly called "waste" and "average." The other two are of larger significance and are rather extensive regions in the domain you are to enter and occupy. These larger tracts bear the suggestive place names "fact-finding" and "human engineering" and perhaps will prove to be the heights from which the broadest outlook is to be had in this "pilgrim's progress:" In the first place, waste deserves your attention, al-though I realize that it is possibly the most unpopular word anyone hailing from Washington can publicly utter. Its unpopularity naturally follows from its overuse in the somewhat strong charges made against the industrial and business world some years ago, when the doctrine of conservation was first preached in the land. But waste is a word to be used in an engineering sense as well as for political effect. Properly used, waste is not a word to shy at-rather it is a challenge to the engineer. For example, at present, the loss of 1 kilowatt-hour to every 5 sold is a clarion call to the electrical engineer. Waste is your target to shoot at, the obstacle for you to surmount, the giant for you to slay.

1. PURPOSE The objective of this paper is to summarize a study undertaken by the EPRI Center for Metals Production (CMP). The overall purpose of the study was to identify electrolytic opportunities that might merit consideration for joint development by industry and EPRI. 2. SCOPE The electrolytic technologies of interest to this study include: Electrorefining, Electrowinning, and Fused-salt electrolysis. Recovery from primary, secondary, and waste materials were included in this effort; however, we excluded from consideration: Plating and coating operations, such as electrogalvanizing; Mining and milling operations in which electric energy is predominantly used for comminution; Electrothermal processes in which submerged-arc, open electric-arc, and plasma-based smelting processes use electric energy largely to provide a melting or refining ("heating") capability; and Aluminum electrotechnologies since these were the subject of a separate study (CMP 86-2). We recognize that there may be some "gray areas" between these excluded areas and the electrolytic sectors of interest. Thank you for the opportunity to speak at this important conference attended by aspiring mining professionals, some of whom will become the leaders of the mineral resources industry that forms the solid foundation of AustraliaÆs past and that will fuel the exciting growth of AustraliaÆs future.I want to briefly touch on the history of our business, then look at the opportunities that exist in the contract mining industry and finally comment on what the educators need to consider in their curriculum to meet the needs of our business. Byrnecut started out as an idea in early-1987 developed by a group of four mining people. At the time the industry was on the high end of a mining boom, the era of the Bonds, Connels, Skases and so on. Riding on this wave of euphoria we borrowed $600 000 from the National Australia Bank and, without having enough knowledge to lose sleep over the potential risks, started business in mid-1987. The euphoria quickly evaporated with the 1987 October stock market crash. The bank pulled our overdraft, equipment finance rates increased to over 20 per cent per annum and my house was mortgagedseveral times over. The business learning curve was extreme for a young mining engineer who had developed his trade in the relatively sheltered environment of a large public mining house, namely WMC. We were somewhat bitter that the banks had done a runner. We were a private company, backing the business with personal assets with our shoulders to the wheel, whilst the Bonds of the world had theirnoses in the trough ripping off mum and dad shareholders. All of this had a sobering effect, namely keep your feet on the ground, stick to the knitting, work hard and worship cash flow. Since that stressful but adrenaline pumping beginning the company now employs over 600 people and is now working for major mining houses at over a dozen locations in Australia, east Africa and WesternEurope and the National bank is again our banker. On this basis I consider myself qualified for the subject of this speech.

The concept of underground grinding is not new, but to a metallurgist and a mining engineer this could be considered unconventional. The idea of pumping a ground slurry several hundred metres from underground in a single lift could also be considered to present a daunting engineering challenge. Using a practical example of a mine in Australia where the owners have requested not to be identified, this paper challenges the conventional thoughts on these concepts and shows that with basic sound engineering practices the production of a ground slurry from underground could potentially provide significant operating cost savings. The supply of ore from the underground mine is currently drawn from depths approaching 800 m below the surface. The cost of hauling the ore to the existing underground crushing station located 500 m below surface has been steadily increasing. A number of alternatives to reduce the mining and processing unit operating costs were examined by Sinclair Knight Merz (SKM) and the mining company. The most radical of these is the use of hydraulic hoisting of ore at an increased production rate. Numerous questions were asked, such as: How does one get a SAG mill or an HPGR crusher underground? Where does one locate a grinding mill underground? Does the technology exist to pump the slurry to surface in a single lift? What will be the cost benefits? What are the risks involved? The study covered the two main technical issues underlying the potential benefits. Firstly, technical evaluations were undertaken on the pumping technology currently available for single and multiple lifts to surface. Secondly, the issues relating to the feasibility of delivering and locating a SAG mill underground were reviewed. Although the capital costs for this project are significant, the operating cost savings showed a potential payback period of less than two years, and furthermore provide the basis for an increased mine life, especially at lower metal prices.
