The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

Crystallography. - The subject of Crystallography includes the description of the characters of crystals in general; of the various forms of crystals and their division into classes and systems; of the methods of studying crystals, including the determination of the mathematical relations of their faces, and the measurement of the angles between them; finally, a description of compound or twin crystals, of irregularities in crystals, of crystal- line aggregates, and of pseudomorphous crystals. 6. Definition of a Crystal.- A crystal * is the regular polyhedral form, bounded by smooth surfaces, which is assumed by a chemical compound, under the action of its intermolecular forces, when passing, under suitable conditions, from the state of a liquid or gas to that of a solid. As expressed in the foregoing definition, a crystal is characterized, first, by its definite internal molecular structure, and, second, by its external form. A crystal is the normal form of a mineral species, as of all solid chemical com- pounds; but the conditions suitable for the formation of a crystal of ideal perfection in symmetry of form and smoothness of surface are never fully realized. Further, many species usually occur not in distinct crystals, but in massive form, and in some exceptional cases the definite molecular structure is absent. 7. Molecular Structure in General.- By definite molecular structure is meant the special arrangement which the physical units, called molecules, assume under the action of the forces exerted between them during the formation of the solid. Some remarks are given in a later article (p. 22 et seq.) in regard to the kinds of molecular arrangement theoretically possible, and their relation to the symmetry of the different systems and classes of crystals.

The usefulness of simulation as a technique for metallurgical process design and optimization studies has been greatly extended over the last few years by the development of a number of general purpose simulation packages. The packages, or simulators, all have the common objective of presenting the mathematical models and simulation methods in a form which is readily usable by plant engineers and metallurgists. To date, most simulators have been concerned with steady state simulation, but packages capable of dynamic simulation are now becoming available. The paper outlines the essential features of versatile steady state and dynamic simulators. Typical applications are presented by considering examples of design and optimization studies. Limitation on the use of simulators are also presented.

X. Huang (1997) recently suggested a poroelastic model for simulating the hydraulic fracturing breakdown pressure. His paper began with a discussion questioning Haimson and Fairhurst's (H&F) model. He claimed that the H&F model failed to lead to the Hubbert and Willis (H&W) model as[ a --> 0.] Huang also tried to explain why the H&F model could only work for special types of rock conditions. He pointed out that one possible reason could be that the Terzaghi's effective-stress concept had been adopted. The H&F model (Haimson and Fairhurst, 1969) was derived under the conditions that the borehole wall is fully penetrated (pp = pi) and a drained state is realized (steady pore-pressure field). Cui et al. (1997a) demonstrated that, under drained conditions, the total stresses in the penetrating poroelastic model (identical to the H&F model) degenerate into their counterparts in the elastic model (identical to the H&W model) as [a -- 0.] However, the effective-stress conditions are different for both of these models, because different pore-pressure conditions at the borehole wall were adopted. In the H&W model, p = po was assumed, i.e., the pore pressure field is not disturbed; but pp = pi was assumed in the H&F model. Assuming that Terzaghi's effective-stress controls tensile failure (that was the hypothesis adopted in both the H&F and the H&W models), only the following two special drained poroelastic cases may degenerate into the H&W model for very small a: • when the pore pressure at the borehole wall remains at the same level as the virgin pore pressure for a penetrating model and when the borehole wall is simply impermeable (i.e., the nonpenetrating model, Cui et al., 1997b). Therefore, simply setting a = 0 in the H&F model generally does not lead to the same problem described by the H&W model. On the other hand, when the porepressure boundary conditions do not correspond to the ones in the H&W model, a degeneration of the poroelastic model to the H&W model as [a – 0] should be questionable. The pore pressure at the borehole wall is generally dependent on the injection-fluid pressure and the penetrating conditions at the borehole wall, such as the existence of a filter-cake. For an impermeable wall, pp is independent of Pi, and it is basically an unknown [(how¬ever, pp -- po as t --oo).] For a fully permeable wall, pp is the same as Pi. Between these two extremes, pp should be a function of p; and the permeable condition of the borehole wall, which may be dependent of the leak-off coefficient cf. (the range of cf is from 0 to 1). Theoretically, for a rock with low permeability, a penetrating borehole wall is still possible. For saturated porous materials with very low values of a, poroelasticity shows that a pore pressure will be built up due to the stress concentration subjected to a nonhydrostatic in situ stress field (Cheng et al., 1993). This phenomenon is known as the Skempton effect. The variation of the pore pressure may be evaluated by [AP = 3 B(A rr + 06ee + A (Y,,)] (1) where B is the Skempton pore pressure coefficient. This pore pressure variation dissipates as time increases (it is totally gone as the drained state is approached). The rate of the dissipation mainly rely on the permeability of the formation. The dissipation is very slow for tight formations because their permeability is very low, and it is fast for rocks of high permeability. According to our analyses, the time period for this process could be from seconds (for sandstone's) to a couple of days (for stales). One possible reason that the H&C model did not agree well with the experimental results for rocks with low permeability might be that the time interval between the application of the loading and the fluid injection had not been long enough for the dissipation of the Skempton effect. The effective-stress law basically defines how much pore pressure contributes to the total stress. The difference between Terzaghi's effective stress and Biot's effective stress is that 100% of the pore pressure contributes to the total stress in Terzaghi's definition, while only a certain portion of the pore pressure ((ap) goes to the total stress in Biot's definition. Therefore, when the pore pressure at the boretole wall (pp) is determined according to Biot's effective-stress law, app in the total tangential stress is attributed to the pore pressure. A general form of pore pressure in a saturated porous medium, which is subject to external forces it has the pressurization of a borehole in hydraulic fracturing, is derived. The pore pressure consists of two parts: the preexisting initial pore pressure and the pressure induced by fluid flow due to the pressure difference caused by pressurizing the borehole The initial pore pressure associates with the effective stresses in the stress, fields of crustal stresses and a thick hollow cylinder subjected to internal and external pressures. The pure pressure weaned by fluid flow is implied in Biot's (1941) constitutive equation for three-dimensional consolidation and proved to be the exact effective pore pressure (Nur and Byerlee, 1971). Using this general form of pore pressure, a general poroelastic model for hydraulic-fracturing breakdown (fracture-initiation) pressure was derived. This model was validated by laboratory experimental results on Indiana limestone. Three sets of tests were conducted under the conditions of preexisting pore pressures of 6, 21 and 28 MPa, respectively. The equal horizontal (confining) pressures applied in the tests ranged from 6 to 60 MPa. Hainison and Fairhurst's (1967) model appear to be applicable to rocks having microcracks or flows. Experimental results of fracture reopening pressures on Indiana limestone supported this assertion. The test results also demonstrated that, when the pressure difference between the confining and the initial pore pressure grows larger than 14 to 21 MPa, the breakdown pressures agree well with the general poroelastic model developed in this paper. This indicates that the developed model will be superior when hydrofacturing stress measurements are conducted at great depth.

It has been stated, by Sir James M. Barrie, that "the man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it". The friendly jibe of the novelist contains enough exaggeration to make it humorous to the followers of Huxley and Spencer; but could any litterateur poke similar fun at the exponents of the avowedly utilitarian branches of science-the men of technology-without suggesting an unpleasant truth? Indeed the engineer does bungle language deplorably. He makes a fetish of efficiency, yet he shows no regard for the effective use of one of his most important tools-the pen; he believes devoutly in accuracy, yet he employs an instrument of precision as carelessly as a small boy handles a gun. This inconsistency may be due to causes such as were indicated by the Academic Senate when it undertook to explain the defective writing of the; students in this university.* The Senate suggested that the student is "constantly subjected by his environment to the unedifying influence of myriad examples of poor English", and that he is also affected by "a certain public prejudice against correctness of expression ". With these statements most of us will agree. Our local newspapers, for instance, tend to spoil the student's taste for good English; later in life, as an engineer, his daily contact with illiterate men inclines him to careless speech and slovenly writing. This paper discusses general principles of underground opening design based on the concept that with the necessary input data regarding the geology of a site, the physical properties of the rocks, the in situ stress field in the rock and the general geometry of the underground openings, the rock formation can be classified into six major categories which are useful for design purposes. Using simple theories for the criteria of failure for rock In compression and tension, general elastic theory for stress concentration around openings and In structures, beam theory for stability of roof rock, and elementary inelastic theory for creep phenomena, basic design techniques are outlined for the various rock classifications. The need for field evaluation of the theoretical design is stressed and some general techniques that should be used in these field evaluations are discussed. Where appropriate, the need for additional studies and research is noted.

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth's crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

Bennie, General Manager of the Shannon Copper Co., Clifton, Ariz., 'it has been my valued privilege to cooperate in the elaboration of a hydrometallurgical process aiming at the recovery of copper in mill tailing resulting from a gravity concentration of a low-grade semi-oxidized sulphide ore occurring in a porphyritic gangue. The experimental work which has been carried on with a 25-ton plant is completed, and the company is building at present a leaching plant on a larger scale, the first unit consisting of a 150-ton roasting furnace and accessories for leaching the calcine.

INTRODUCTION It has been impossible for the student, the practicing engineer, and the geologist to find all of the essential elements of mineral appraisal and mineral economic analysis in a single text. Indeed, the most recent texts on mine evaluation are over 20 years old. Many of the basic principles of mine sampling and evaluation have not changed over the ensuing years, but with the advent of the digital computer the entire scope of mineral evaluation has been expanded to encompass superior techniques that heretofore were not possible when using manual methods. The old manual methods for ore reserve computations and the techniques for assignment of area of influence to drill-hole samples are now as antiquated as the Model-T Ford. With the computer making possible solutions that had not been practicable in terms of time and effort, it is important for the practicing explorationist and mining engineer to understand many of the new concepts and principles that can be applied with the resolving power of the computer. Many practicing mineral industry professionals have been disappointed by certain computer programs and thus have some reservations about computers being able to solve their very real problems. Often the gap between the practicing engineer and the ivory tower theoretician applying modern computer techniques is too broad to be bridged with scattered, fragmented publications. PURPOSE AND SCOPE OF TEXT It is the intent of this book to update and to unify a great many scattered reference works used in the mineral industry today. The ensuing pages are addressed both to the professional already working in the mineral industry who needs information on computerized methods as well as to the serious student seeking to grasp the fundamentals and modern techniques of mineral appraisal and feasibility. These techniques are based on sound mathematical principles and theory, with the computer as a tool-but a very essential tool-for the solution of the problems involved. The computer can be of value only if it is programmed by those having sufficient expertise to use its inherent problem-solving capability, and the output is interpreted by those who are sufficiently acquainted with its operation to understand the data it produces. THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,1 presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental, work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a super-cooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer,3 is not consistent with the observed length of an individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. Equations for power draft, capacity and work input for predicting the performance of industrial grinding mills are derived based on torque measurements using a laboratory instrumented mill. These derivations are based on mechanical principles and on the first-order kinetics of the grinding process. Rittinger's, Kick's and Bond's laws express work input as work index (Wi) times a particle size function. It is proposed that these laws are only particular cases of more general expressions having the particle size function raised to an exponent, i.e., the work exponent (We). Case studies illustrate the excellent prediction of the Wi - We models compared to the three mentioned laws, and, from the data, the corresponding general mill-sizing equation is derived.
