Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.

The objective of this study was to evaluate the circumstances leading to fall from equipment injuries in the mining industry. Method: The 2006 and 2007 Mine Safety and Health Administration annual injury databases were utilized for this study whereby the injury narrative, nature of injury, body part injured, mine type, age at injury, and days lost were evaluated for each injury. Results: The majority of injuries occurred at surface mining facilities (~60%) with fractures and sprains/strains being the most common injuries occurring to the major joints of the body. Nearly 50% of injuries occurred during ingress/egress, predominately during egress, and approximately 25% of injuries occurred during maintenance tasks. The majority of injuries occurred in relation to large trucks, wheel loaders, dozers, and conveyors/belts. The severity of injury was independent of age and the median days lost was seven days; however, there was a large range in severity. Impact on industry: From the data obtained in this study, several different research areas have been identified for future work, which include balance and stability control when descending ladders and equipment design for maintenance tasks.

SECOND only to the February Annual Meeting of the Institute are the Regional and Divisional meetings held in the fall of each year. Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.

The fall meeting of the. Institute of Metals Division will be held in Philadelphia on Sept. 30 to Oct. 2. All meetings will be held in the Ritz-Carlton Hotel, Broad and Walnut Streets, which is also the hotel headquarters. As this meeting is being held in conjunction with the meeting of the American Foundrymen's Association, the members of the Institute will have the privileges of the exhibit of the Foundrymen's Association. This, it is expected, will be one of the largest exhibits made in this country. On Monday evening, Sept. 29, there will be a meeting, in the Ritz-Carlton Hotel, of former officers and members of the Executive Committee of the Institute. It is requested that all officers and Committee members, the present as well as the past, will arrange to be present.

TULSA, the host of the Petroleum Division this year, is the oil metropolis of the Mid- Continent and gateway of the Southwest. It has risen in less than three decades from a dusty cattle town of less than 1000 population to its present-day status of a modern, wide-awake and prosperous city of close to 150,000, with an assessed realty valuation of approximately $100,000,000. Oil was discovered near Tulsa in 1901, and with it came th.2 development of the Mid-Continent field, one of the richest in the world. Tulsa from the start has been the center of operations, and its location on foul- and aggressive application of the airplane to oil-field requirements tends to fix this status as production is developed farther and farther afield. That Tulsa is far more than an ephemeral oil town is punched into the newcomer's- especially the Easterner's-mind, as he is whisked by taxi from the railroad station to the Hotel Mayo. The cicadalike pounding of the riveters on the steel skeletons of many skyscrapers, mounting upward to fill the gaps in an already well-developed skyline, dispels the feeling of a new atmosphere and puts him back on Forty-second Street, Michigan Boulevard or whatever his own particular "Main Street" may be along which an American city is being remade. A THOROUGHLY satisfactory crowd turned out at the fall meeting of the Industrial Minerals Division and took an active part in the entire program. On Thursday afternoon, Sept. 24, a limestone plant was inspected, technical sessions occupying the attention of the visitors all day Friday and Saturday morning. Headquarters were at the Nittany Lion Inn, an attractive hostel on the Penn State campus, at State College, right in the center of Pennsylvania. We are still in the dark, despite inquiries, as to just what breed of lions Nittany lions are. As nearly as we could find out, Nittany is not a Biblical name, as it sounded to us, but a corruption of the name of an Indian princess, or maiden, or maybe just girl that haunted those parts in bygone times and after whom a near-by mountain was named. Penn State athletes are "lions" and there you are. The meeting was supposed to be a joint one with the American Ceramic Society's Materials and Equipment Division; but it was quite evident that the Institute had a much better publicity agent than the Society, which bothered Ross. Purdy, the aggressive secretary of the ceramic people, no end. However, Secretary Purdy saw to it that everyone present fully understood that the Ceramic Society was present, so that that contingent all but stole the show, its representatives presiding at every meeting. The Pittsburgh Section of the American Ceramic Society was also supposed to be holding its fall meeting there at the same time, but made no trouble at all for anybody, as one of the speakers remarked.

OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

The greatest single obstacle in the path of constructive action in making conservation a reality is the inherent discord in the hearts of men. A perfect society doubtless is many millenniums removed from the present generation, but it must be admitted that progress toward a conservative use of our natural heritage with the altruistic concept of the greatest good for the greatest number for the greatest time can be attained only by a society in which discord is reduced to a minimum compatible with the limitations of human nature. Daily industrial discord is witnessed between management and labor which passes the bounds of arbitration and results in stoppages of production, waste of productive capacity, idle capital, idle labor, and the complete loss of the most unrecoverable element of all-time. The conservation of material things cannot progress independently of the conservation of the efforts of the human worker, and the results of these efforts are proportional to life itself as measured in hours and years. The flow of gases, particularly radon and methane, into the mine atmosphere is a problem traditionally controlled by ventilation-dilution techniques. More recently, a preventative approach has been to seal underground surfaces with a polymeric coating to act as a barrier against the influx of dangerous gases. H However, a study by the Israel Government Research Station indicates that unless the rock surface is perfectly sealed, much of the labor to reduce interstitial gas flow is lost to the effects of barometric "breathing" from the rock pores. Previous research has reported the increased frequency of coal mine explosions during periods of barometric pressure minima,1 and the phenomena has been explained through correlation of the observed increase in mine gas concentrations during periods of low barometric pressure with the connective flow of interstitial gases from rock pores into the arsine atmosphere when pressure was actually falling.234 While changes ill barometric pressure arc rapidly transmitted to the mine atmosphere, response in the rock interstices is sluggish, momentarily creating a pressure differential between the mine atmosphere and the interstitial gases. Responding to the pressure gradient, this interstitial gas flows until pressures are equalized.

The limited contrast range of conventional black and white imaging does not enable full use to be made of the dynamic range of the video signal obtained from a scanning electron microscope or microprobe. The use of false colour substantially increases the information that can be derived from such images enabling relationships to be displayed that cannot be observed in black and white. This capability is now used extensively in combination with quantitative electron microprobe analysis as a research tool for ore characterization and host rocks studies related to minerals exploration in the CSIRO Division of Exploration Geoscience.

The old De Beers mine, which lies northwest of Dutoitspan mine at Kimberley, was the mine which launched Cecil Rhodes (In his historical career. It was the nucleus of the De Beers Mining Co. Ltd., formed in 1880, which later became De Beers Consolidated Mines Ltd. Inactive for more than a half century, the De Beers Mine is being rejuvenated for a new era of operations. Both mines were on the Vooruitzicht farm owned by the De Beers brothers, who had bought it from the Orange Free State Government ten years previously for £50. Although the brothers sold it soon after the discovery of diamonds at Dutoitspan, they are remembered for having given their name to the foremost diamond mining company in the world. Diamonds worth nearly R180,000,000 have come from this ground, and more will be recovered when the mine is re-opened.

"The inlet air velocity profile of any surface mine ventilation fan is an important factor when designing the connecting ductwork from the mine shaft collar to the fan. Deficient fan performance can be the result of ductwork that adds unnecessary pressure loss and/or adversely influences the fan inlet air conditions (velocity profile). The need for optimized inlet air conditions begins with discussing the process of performance testing during the development of the fan performance curve. Additional discussions include design of the shaft collar connection and the connecting ductwork. A preferred design of ductwork for parallel fan installations will be illustrated.INTRODUCTIONThe inlet air velocity profile of any surface installed mine ventilation fan is one of the most important factors to consider when designing the connecting ductwork from the mine shaft collar to the fan. "There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

This paper describes the results from computer runs simulating 24 different mine ventilation configurations with the main fan situated first at the top of the upcast shaft and then at the top of the downcast shaft. Real air was used, with evaporation, condensation and heat exchange. The results showed that power requirements for the forcing fan were up to 20% less than for the exhausting fan for equal mass flow rates.

The Missouri University of Science and Technology?s (Missouri S&T) Experimental Mine is a teaching and research facility which has been excavated in limestone by mining engineering students over almost 100 years. The mine is currently being extended to a second level. Available fans for ventilation are two surface fans of 24 kW and two underground booster fans of 12 kW. The design of a ventilation network in conjunction with multi surface fans and booster fans entails a complex procedure. Ventsim Visual software modeling has been used for network analysis to determine the optimum surface and booster fans locations, blade settings, and speeds. Both natural and mechanical induced ventilation pressures have been taken into account. Three working faces on each level have been designated as target points that minimum air quantities are required. The model has been calibrated against a pressure and quantity survey. Design of ductwork, door/stopping positions and different fans characteristics have been examined. The optimum flow rate at identified working faces, efficiency and minimum energy losses and annual network power cost determine the best scenario. The optimum design has been determined for the ventilation network for the next 100 years. The optimum flow rate across working faces is the key criterion selected.

The National Institute for Occupational Safety and Health (NIOSH) has investigated the unique ventilation requirements of large-opening mines to help identify and evaluate the effectiveness of various fan types to improve the ventilation and air quality in the underground workplace. Large-opening mines, with their low airflow resistance factors, can be ventilated with free-standing auxiliary fans because airflow pat-terns in these mines are primarily controlled by airflow momentum. The flow characteristics of both vane-axial and propeller fans were investigated and tested at four large-opening mines to assess the effects of fan location on recirculation and entrainment. Each fan type has its own airflow, entrainment and penetrating air-flow characteristics, and operating costs that are advantageous for specific applications. Either fan type can be used for most auxiliary applications. However, this research has shown that the optimum placement and use criteria for propeller fans differ from those promulgated by the U.S. Bureau of Mines (USBM) for vane-axial fans Brechtel et al. (1985)

MUCH has been published on the general subject of metal mine ventilation but, so far as I can discover, few specific data on selection of fan equipment to meet the requirements of a given mine ventilation problem are available. This article is intended to point out some of the more important considerations which influence the selection of such equipment. It will be assumed that the mine operator is able to determine the quantity of air which is necessary in the various parts of his mine to produce the required results and the pressure in inches water gage needed to circulate this quantity of air through the mine. There may be instances in which this assumption is not justified, but the fact remains that, with proper engineering talent, these data can be approximated sufficiently close for practical purposes.
