While the general public has little knowledge or appreciation of either the mining or explosives industries, modern civilization could not exist without them. They are to-day the key industries of the world. In common with many other industries the demands of the war greatly stimulated the production of explosives and the research necessary for such increased production. Production, supplies of all kinds, munitions of all sorts and then again production, practically regardless of cost, were the first reactions to the imperative war demands of the governments of the world. Following the war there was a momentary lull, then first gradually but with quickening acceleration, particularly in a recent slump, the situation was reversed - cost and not production was the dominant factor. Some industries readjusted themselves very rapidly and completely. Others were but partially re-adjusted and others again only carried out the process of deflation in certain departments. The explosives industry in Canada has not only thoroughly deflated itself, but has learned to apply to commercial disruptive explosives, the best, most efficient and most economical methods of manufacturing developed during the war. As a consequence, miners have at their disposal to-day better and more different kinds of compressed energy than ever before in all the long history of mining.

Explosives have been important to the oil and gas industries since the very earliest days. The first wells of Pennsylvania and New York in the 1860’s were able to be brought back to productivity by the use of nitroglycerin after their porosity was lowered by the high para& content of their oil. Success in the use of seismic waves to locate enemy artillery in the First World War led to the use of explosives in the 1920’s for generating ground vibrations to locate geological structures favorable for the entrapment of oil. Explosives also find widespread use in the more conventional applications of well site preparation and pipeline construction. Explosives applications unique to the oil and gas industries include the jet perforating of casings and formations, fighting well fires, and cutting casing during well shut-in.

For the past 150 years, drilling and blasting has been an integral part of the underground mining industry in Australia. Ever since Busby's Bore was developed using black powder to supply Sydney with water, miners have been drilling holes, filling them with explosives and blasting the rock into a manageable size. The drilling was fairly straight forward but the explosives were always a mysterious commodity. It worked, but how and why? The explosives industry is now working much closer to the mining industry to dispel these mysteries and also to aid the advancement of explosive technology. This paper looks at the results of these advances in the form of explosives, accessories and blasting systems.

India is a large and growth market for explosives and accessories, which has dramatically changed from complete import dependence to self sufficiency, and now has an exportable surplus. The largest single user is coal mining which is continuing to show a healthy growth with opencast mining becoming increasingly dominant. The explosives industry has kept pace with mining and today all the well renowned explosives technologies of the world are available in the country. While slurry explosives are popular in large diameter, NG based explosives continue to be preferrred in small diameter usage. Emulsion explosives have had a good market response. ANFO usage is limited due to local reasons. As the mine size is increasing, the demand for bulk-on-site explosives is growing. Prices of explosives and accessories are cheap compared to international levels. The user industry is mainly Government owned mines whose profitability is not satisfactory. Explosives industry is over licensed in terms of manufacturing capacity, which is likely to put pressure on the viability of some of the explosives manufacturing units. Scope exists for optimization of blasting parameters through the use of computerized blasting models. The explosives industry is faced with new challenges and opportunities.

INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. The time domain during which an explosive detonates and causes rock to fragment and displace is on the order of tens of milliseconds. Because of this, the dynamic processes that occur during this time frame often become a source of confusion when trying to analyze the performance of explosive products in decked blast designs. As an illustration, the authors have experimentally examined explosives malfunction in decked blasts through state-of-the-art measurement techniques. The interaction of explosive products and blast geometry was examined in detail using the analysis of a series of decked blastholes. Explosive and initiator malfunction in decked blasts is often considered to be entirely the result of insufficient inert decking material, however, it is shown that rock properties and dynamic burden conditions may have a significant impact on decking performance. The successful application of deck-blasting technique for control of ground vibration amplitude relies on an understanding of the true dynamic performance of the blasthole.

According to the Directive 93/15/EEC, given on 5th of April 1993, all the commercial explosives placed on the market and transfered in European Union and EFTA countries have to be certified and contain the CE-marking. Before the products can be awarded by the CE-marking they have to fulfil the Essential Safety Requirements (ESR) of Appendix 1 of the Directive. From the beginning of last year the commercial explosives could not have been be sold in Europian Union countries without the CE-marking. The legitimacy of the Directive 93/15/EEC encompasses High Explosives, Detonating Cords, Safety Fuses, Gun Propellants and Detonators. At the moment in Europe, there are seven Notified Bodies (NB) working in the field of commercial explosives. They are in Spain (LOM), Germany (BAM), France (INERES), England (HSL), Netherlands (TNO-PML), Sweden (SP) and in Finland (PvTT). The Swedish SP has qualifications only for the detonators and the Finnish PvTT for High explosives, Detonating cords, Safety Fuses and Gun Propellants, but not for the detonators. The role of the NB is to work as a third independent body between the client and the manufacturer testing, studying and certifying explosives by the commission of the manufacturer. The Notified Bodies are operating independently competing the clients, the explosives manufactures.

The underwater test is now being used routinely to characterise explosives and initiators. However, several outstanding issues regarding the role of confinement and the usefulness of the test results in predicting expected blasting performance require further elucidation. This paper reviews the underlying principles governing the test, and highlights its relative advantages and disadvantages in product development and applications. It deals with topics of energy release, energy partitioning, confinement and efficiency, supported by illustrative examples from tests with various products and geometries. The results are analysed in terms of both the detonation parameters measured and their extension to predicting blasting performance in the field. It is emphasised, that just as with other performance tests, the results and conclusions are only valid under the particular test conditions employed, and over-generalisation of these results can lead to erroneous conclusions.

The Australian bulk explosives industry has matured significantly over the last five years and it would appear that the rest of the world is following suit. This maturity is characterised by the technical sophistication of modem bulk explosives, an increase in the technical competence of the explosives consumer and a greater openness in the debate on the quality and performance of explosives. The principal mechanism by which these advances have been made is undoubtedly commercial competition in the market place although a new element, technical competition between manufacturers and independent professionals, has and will continue to play an important role in the development of the industry. The relationship between the explosives manufacturer and consumer is necessarily both complementary and competitive. This paper identifies the need for the consumer to take a more prominent role in the critical analysis of the performance of explosives and to use his commercial influence to direct explosives manufacturers at least in the direction required for the future technical development of the industry.

NYC has always been a high-profile target for both foreign and domestic terrorists. Explosives have always been the go-to tool for terrorists to bring about serious physical injury, death, and property damage in our society. Today with the anti-police movement gaining traction in the United States and anarchists groups using homemade explosives against law enforcement and municipalities, it is the responsibility of the explosives industry to ensure that every explosive product on a blasting site is secure. We must prevent the theft of these energetic materials used on projects and sold by vendors so they are not used by these terrorists. We have learned many lessons here in NYC which began with the theft of explosives used for blasting projects in NYC to supply the IRA (Irish Republican Army) 50 years ago. The liability is too significant to take short cuts in securing energetic materials. Over the years through cooperation with all agencies and the industry we in NYC have developed certain proven protocol and procedures we would like to share with the industry. An efficient and effective security plan for the logistic movement of explosives, as well as for the blast site is imperative to keeping the good name of the industry from negative repercussions and possible additional bureaucratic oversight of an industry that is highly regulated and still recovering from the pandemic. Communication, security assessments and transparency with all stakeholders and the Authority Having Jurisdiction (AHJ) will greatly improve the overall security for the blasting project. This SOP (standard operating procedure) will allow the AHJ to become a proactive partner in the security of the blasting project. If the AHJ is not a law enforcement agency, the law enforcement agency specialty unit must be notified and included in all phases of the project. The security for a blasting project with AHJ and law enforcement input starts at the inception of the project when the memorandum of understanding (MOU) is obtained, and involves the AHJ through all steps of the approval process. This includes threat assessments on new and existing structures. SME’s (Subject Matter Experts) must be present at all stages. The blasting industry and regulators must work collaboratively to improve safety, security, and create a dialogue with law enforcement and the AHJ. Relationships are built through trust, teamwork, transparency, and communication and greatly improve the safety of our great country.

Scrutiny of the whole explosives industry has increased as a result of the terrorist attacks on the World Trade Centre and the Pentagon on 11 September 2001 and the bombings in Indonesia, including the Bali bombings last year. This has been highlighted in specific press releases from governing bodies, like the Department of Mineral and Petroleum Resources û Western Australia, on the necessity of being in compliance with regulations for storage of explosives. As a result, audits by inspectors to assess compliance are to be expected. In a proactive move, DynoConsult has assisted several customers through benchmarking current practices, in order to identify any areas of non-compliance to the statutory requirements for explosive storage and security. This paper discusses the outcomes of supplier discussions and customer audits and highlights the implications for the industry.

Dust explosions in underground sulphide and oil shale mines result from the detonation of explosives in the blasting operations. Explosive composition, oxygen balance, priming and ideality of detonation were examined theoretically and experimentally in the presence of reactive sulphide dust. It was found that the temperature as well as the chemical composition of the gaseous products of detonation are the controlling parameters related to the explosive. Non aluminized, oxygen balanced emulsion explosives were proven to be relatively safe, while explosives creating combustible products were proven to be extremely dangerous due to the secondary flame they generate. Since a large number of dusty orebodies are often very friable, low density emulsion explosives are also examined for application in production blasting.

The use of explosives in deep rock mining carries conventional blasting technology into a relatively new and unexplored realm. Although bill ions of pounds of explosives are used fairly routinely in mining, quarrying, and construction, almost all of these uses are surface blasting. Most of the in sib processes that are proposed for recovery of mineral or energy resources require the creation of high permeability to provide well defined flow paths in the resource bed. At present there is very little information on the fracturing produced by explosives deep in the earth, and the technology for using explosives in deep rock mining is just evolving. A qualitative understanding of the applicable mechanisms in deep rock fracture leads to some key parameters in the selection of explosives for deep rock mining. The selection and characterization process involves a careful analysis of the field environment and the establishment of tests to determine candidate explosives response to planned and accidental stimuli. The details of this selection and characterization process are given for a few candidate explosives. The use of explosives in deep rock mining must be considered as one of the possible tools for recovery of yet untrapped energy and mineral resources. A basic understanding of explosive deep rock fracture will allow optimum selection of explosive processes or other more appropriate methods for recovery of energy or minerals from a particular resource area. The results of some experimental studies are discussed.
