The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

WESTERN CAN ADA'S coal industry has experienced a serious set-back since 1949, following a pattern well known to its counterpart in the United States. The loss in coal markets in Western Canada has been particularly severe as the discovery of large reserves of oil and natural gas and the subsequent construction of re-fineries and pipelines roughly coincided with the dieselization of both main railways. While the coal industry will have to face a further decline in markets of long standing, others with a large growth potential can be se-cured if present marketing methods are changed where needed and if fundamental and applied research programmes are actively pursued. The energy and chemical potential of Western Canada's coals will eventually find their place in the ever-growing needs of industry and electric power producers. Electric power generation would appear to offer the largest and most immediate market for coal. If the coal industry is to serve this market adequately and gain as much of it as possible, coal operators ? must have a good knowledge of certain characteristics -of the electric utility industry and its fuel requirements. This paper is prepared primarily to set out some of these characteristics, but also discusses other probable markets for coal.

"Nova Scotia Department of Mines and Energy Throughout the history of Nova Scotia, trends in the production and use of its coal resources have resulted in major impacts on the economy and society of the province. Current trends in coal demand locally, nationally and internationally are having and will have an increasing positive effect on Nova Scotia over the next twenty years-in terms of energy supply, job creation and general economic development. Coal for electrical generation is an immediate and key objective of Nova Scotia's energy plan; and, in the long term, coal-derived fuels will meet the province's needs for transportation fuels. Demand for metallurgical coal is also expected to increase, especially if the merchant coke plant currently under investigation becomes a reality.Meeting these coal supply and utilization objectives in the face of increasing environmental, social and economic constraints poses a tremendous technical challenge. Work has begun on projects to expand coal production capacity and to adapt new technologies for coal preparation and utilization to the specific needs of Nova Scotia; much more work will be required in the coming decade in order to succesfully tap this resource.IntroductionThe energy problem facing Atlantic Canada has a few unique features not found in the rest of the country. Canada, as a whole, has access to a diverse mix of energy resources, including crude oil, natural gas, coal, hydro and uranium, with the result that crude oil supplies only about 40 per cent of Canada's primary demand. In contrast, foreign crude oil dominates Atlantic Canada's energy mix, supplying over 70 per cent of the primary energy demand.This results in important differences in various sectors. Nationally, about 5 per cent of the electricity is generated from oil whereas last year in Nova Scotia approximately 40 per cent of the electricity generated was from imported oil. Residential, commercial and industrial space heating, and industrial process heating in Atlantic Canada was almost 100 percent dependent on foreign oil. This is in sharp contrast to the situation in central and western Canada, which have access to secure domestic natural gas, oil and hydro electricity."

Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. The State of New South Wales is highly favoured in having vast deposits of coal adjacent to and within easy reach of the coastal Ports. Not only is the quality of the fuel generally superior to any found in the other States, but it is greater in extent than in any other part of the Continent. For interesting and reliable details of the history of the discovery of coal, the geology of the coal bearing strata, analysis of the various coals and other valuable data, the readers are referred to the book recently issued by the New South Wales Government, entitled The Mineral Resources of New South Wales, by Edward F. Pittman, A.R.S.M., etc., by the direction of the Hon. T. L. Fegan, Minister for Mines. The mining community is indebted to the Minister for having had published the most valuable condensed record of the mineral resources of the State extant.For the purposes of this paper we will only give such a general description of the coal fields as will make it intelligible in connection with the subject of the coal mining in the State of New South Wales.

The design and operation of coal preparation plants are governed by the inherent quality of the raw coal to be processed, market specifications and the saleable tonnage requirements. Topography influences the layout of the plant but does not affect the process design. The coal market comprises many sectors, each having specific requirements with respect to both size and quality. In turn, these have led to different levels of preparation and the development of specific types of coal preparation plant design. Developments in processing techniques and processing equipment have also influenced the design and now give the preparation engineer numerous permutations in process and equipment selection. This paper gives an overview of the coal industry in general and summarizes some of the developments in the design of plants and technical developments in the areas of dense medium processing, fine coal treatment and equipment design.

It is interesting to note that during the period that has elapsed since the Institute's formation, wood charcoal, anthracite and bituminous coal, as well as beehive and by-product coke, have been used as blast-furnace fuels, that the reign of supremacy of each fuel was associated with specific periods, and that each successive era was marked by a production of pig iron greater in quantity than the one it followed (Fig 1). The transition of the manufacture of blast-furnace iron from charcoal to anthracite and then to beehive coke, and ultimately to by-product coke, is a reflection of the economic limitations of each fuel coupled with availability sufficient to meet the increased demands of each succeeding decade. It is a pattern that has been followed almost without exception in the history of pig iron in every country. CHARCOAL Colonial production of iron relied exclusively on wood char- coal as a fuel, and the iron industry of this count recognizes the important role played by this fuel. Charcoal iron has been available to consumers since the beginning of the organized iron industry in America in 1645, by John Winthrop at Saugus, Mass.,1 and although its greatest use antedates the formation of the Institute, it is still used to some extent. Until about 1840 nearly all of the pig iron manufactured in the United States was made with charcoal, and it continued as a principal smelting fuel until 1855.2 After that time, more pig iron was produced with other fuels, despite the fact that

Once it was believed that anthracite or coke were the only fuels generally available and suitable for the generation of water gas, particularly so when this gas was made in the generators of standard carburetted water-gas sets such as are commonly used in the manufacture of city gas. During the past 8 years, practice has changed considerably and it is now common to find gas plants operating without anthracite or coke and using bituminous coal in the generator. This change in fuel has appreciably increased the marketability and sales of certain coal producers' products; accordingly it is of interest to coal operators and others to know the reason for this change, the present trend in practice and the adaptability of various coals for generation of water gas. This paper briefly discusses these conditions and some of the factors relating thereto. Bituminous Coal not Ideal but Cheaper than Coke In spite of many changes which have been made in both process and generating apparatus for using bituminous coal as generator fuel more efficiently, in general it is not an ideal fuel for this purpose. It is supplanting coke because it costs less; it is so much cheaper per ton delivered at the gas works that water gas made therefrom costs less per unit-volume than that made from coke, even though the quantity of generator fuel consumed per therm (100,000 B. t. u.) of gas made is greater with coal. This is the reason why so many city gas plants, as well as others, are using bituminous coal instead of coke. Conditions Favoring Change from Coke to Coal The conditions which have made it possible and feasible, as well as economical, to supplant coke with coal may be summarized as follows: (1) Changes in methods of operating and alteration in generating apparatus; (2) lowering of the calorific standards for city gas, and (3) availability

SiR Humphry Davy's epoch-making treatise delivered on Nov. 9, 1815, before the Philosophical Society of London, first announced and demonstrated a flame safety lamp for detecting methane in mine air. Coal mining was known in England as early as 1180, more than 600 years before the advent of a safe lighting and gas-detecting appliance. Mining, no doubt, took place first in outcrop coal, and danger from gas did not become apparent until the workings became deeper and more extensive. Davy's lamp did much to increase the safety of miners, and a modified Davy lamp is still widely used for detecting the presence and approximate amount of combustible gas in mine air. No factor in coal mining has improved more rapidly during the past 15 years than safety measures. This progress came about not only as a result of the workmen's compensation laws now in force in most of the states of the Union, but because the research work of the U. S. Bureau of Mines had demonstrated some dangers incident to coal mining which were not considered to be serious matters prior to that time. Electric power and explosives are necessary but potential hazards in American coal mines. A general mechanization program is now under way, while the mines are growing deeper and more extensive. Consequently ventilation problems are more complex and a demand has been created for positive detecting devices for carbon monoxide as well as methane. Scientists and manufacturers, working hand in hand during the past 10 years, have invented and developed appliances which make systematic and effective examination of mine air possible. The object of this paper is to describe briefly the approved testing devices in use today, with the hope that they may lead to the saving of life. Two Groups of Dangerous Coal Mine Gases Dangerous coal mine gases may be placed in two groups: (I) those that are dangerous because of their explosive properties, and (2) those that are dangerous because of their toxic properties. Methane (CH4) is the important gas of the first group, and in so-called gaseous mines constantly exudes from the coal and rock; it may accumulate and form an explosive mixture. One of the important hazards in coal mining is the danger of ignition of explosive mixtures of methane and air or coal dust and air, or both, by the explosives used in blasting the coal. It has long been recognized that certain explosives are more dangerous than others in this respect. ' In America and abroad, government testing stations have been established for officially passing on the suitability of explosives for use in coal mines. In this country the Federal government is given no power to enforce the use of the approved explosives but merely publishes from time to time, through the Bureau of Mines, those explosives which have passed the tests necessary to place them on the list for use in coal mines. In spite of this lack of police power, the increase in the use of permissible .explosives since the promulgation of the fist list in 1909 has been rapid. In 1912, only 8 per cent. of the explosives used in coal mines were permissible; in 1925, this figure had increased to 25 per cent. While the past record of permissible explosives has been most gratifying, it is very desirable that we pave the way for further improvement in explosives and blasting methods by learning more about the mechanism of ignition of gas and coal dust by explosives. To this end a considerable amount of investigative work already has been carried out and a large amount yet remains to be done. It is the purpose of this paper to discuss briefly the effect of the characteristics of explosives and method of loading in the borehole on the liability of a blown-out shot to ignite explosive mixtures of gas or dust. For an account of the methods by which an explosive is tested for permissibility for use in coal mines, the reader is referred to Schedule 17-A of the U. S. Bureau of Mines. The hydrotator coal-cleaning process was developed as an economic necessity to meet the ever-increasing demand for an inexpensive method of cleaning coal down to the sizes ordinarily referred to as "dust." As the most urgent demand seemed to be in the anthracite field, all experimental work has been conducted in that territory during the past two years, with the exception of a few months during the strike of 1925-26, when some experiments were performed in the Alabama bituminous fields. The first commercial plant was constructed at the Middle Creek Colliery of the Philadelphia & Reading Coal & Iron Co.,. Pottsville, Pa. This plant is now operating. Application The field of application of the process is: 1. Cleaning anthracite fines, ordinarily described as "slush" or "silt." Slush contains all sizes from 3/32 in. down to and including I(dust." (Anthracite passing a 3/32-in. mesh is also referred to as No. 2 Barley and No. 4 Buckwheat.) 2. Cleaning sizes too fine for recovery by other methods. 3. Removal of coal from sand circulated in the Chance sand-flotation process. 4. Cleaning of bituminous sizes from % in. down to "dust." 5. As equipment for the performance of the froth flotation process. 6. Other separating, extraction and washing processes which may be considered outside the realm of coal cleaning. Principle of Operation Fig. 1 shows the method of classification practiced under the Hydrotator patent.' In coal cleaning the machines are operated as "hindered settling" classifiers, the flow of solids and liquids being so controlled that the units may be combined in series.

This paper presents evidence of the general occurrence of methane in a large number of the coal fields of the United States and substantiates the apparent unnecessary differences in the ventilation requirements and codes in the various states, as was brought to the attention of the Committee on Mine Ventilation of the American Institute of Mining and Metallurgical Engineers at its Pittsburgh meeting in October, 1925, by J. A. Garcia. The data in his report have been compiled from the files of the Gas Laboratory of the Pittsburgh Experiment Station of the Bureau of Mines and represent samples collected throughout the various states and submitted for analysis by its engineers, also by mine operators and State mining departments, since 1911. Several thousand analyses were available but most of them were rejected because they represented abnormal conditions, undefined place of sampling, special investigations, or duplications in the same mine. Only those samples were included which, without reasonable doubt, were ascertained to fall within three major classes, namely, main return, air splits, and face and rooms of live workings. In the case of air splits, and face and room samples, only the one which contained the highest percentage of methane found in a given mine was taken. OCCURHENCE OF METHANE IN COAL MINES OF THE UNITED STATES Obviously it is not feasible to present the detailed analytical data here and accordingly these data have been compiled into groups in a manner which it was thought would bring out clearly their significance. These are shown in Table 1 which includes the analyses of 310 samples of return air of approximately the same number of coal mines in 19 states. Because of changes in ownership and names the exact number could not be ascertained. The table also includes 337 samples from air splits and 263 from the face and rooms of some of the same mines represented by return air samples and from other mines in these states. A total of more than 400 mines are represented by Table 1.

The Cassidy Colliery operated by the Granby Consolidated Mining Smelting & Power Co., Ltd., is situated about 9 miles in a southerly direc tion from the city of Nanaimo on Vancouver Island. The coal seam worked, which is called the Douglas bed, outcrops in the western part of the property, dipping easterly, and is opened by a slope 7 by 14 ft. in the clear, and is timbered by 12 to 14-in. framed sets of timber, 4 ft. center to center. A separate manway provides for a traveling road and at the same time forms an intake airway. The general average of the dip of the seam at Cassidy is 18º, and varies in thickness from 1 to 25 ft., averaging about 8 ft. The main slopes follow straight down the dip a distance of 4845 ft. At the bottom of the main slope two rock tunnels were driven a distance of 1500 ft. to the south, cutting through a fault, and opening up an area in the same seam which is known as No. 7 South Section. The coal is found in this section at a vertical depth of 1560 ft., and is very soft and friable. The immediate roof is a strong, sandy. shale overlain by massive sandstone while the floor is a light-colored shale, hard when freshly exposed. It does not soften materially on exposure. In the folding of the coal measures a great thrust caused a movement along the coal seam as indicated by the slickensided nature of the coal. The floor has buckled and this has rolled and squeezed the coal so that with rare exceptions it shows no normal bedding but curved slip planes, which frequently start at right angles to the floor, curving upward and then in the direction of the dip. As such planes are slickensided it is probable that there is a coating of clay which is more or less impervious to gas. Outbursts of Gas and Coal Outbursts of gas and coal have occurred in this mine previous to 1921, but not until June 14 of that year was a complete record kept of them. No outbursts occurred above the fourth levels, or, in other words, until a vertical depth of about 900 ft. was reached. Since that time quite a

The data contained in this paper were collected during the course of an investigation which covered 15 representative coal mines in six coalmining states. The purpose of the investigation was to determine by atmospheric sampling how much dust was raised into the air during the various operations of coal mining, such as undercutting with machines, loading coal by hand and transporting it from the working face to the surface. The data thus obtained were considered from two angles; namely, the possible physiological effect of inhalation and the explosion hazard of the dust. No attempt will be made to discuss the former factor in this paper. ConDitions of Mining The mines in which this investigation was conducted were considered representative, and it is believed that the results obtained will suffice for the average dustiness encountered in most coal mines. All of the coal mined was bituminous, from beds 30 to 120 in. thick. Only the ordinary room-and-pillar system of mining was employed. Daily production ranged from approximately 700 to 1500 tons and the men employed from 150 to 450. Coal was undercut by shortwall mining machines in all mines, with the exception of one in which pick mining was employed. Loading at the face wets done by miners; none of the mines used mechanical loaders. Electric drills, both for brushing roof and for shooting coal were commonly used, although some roof work was done with jack-hammers and a little of both with augers. Coal was hauled by motor, mule, or rope power in end-gate cars with capacities ranging from 1800 to 3600lb. With few exceptions, coal was won at the face by dry methods, that is to say, no water was employed for wetting down the dust either during undercutting, loading or transportation. The technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe there is accord, I will distinguish between booster and auxiliary fans. Definition of Booster and Auxiliary Fans In discussing underground fans G. S. DATA in this report enable comparisons to be made within the bituminous coal industry and comparison as well with copper and steel in respect to capacity and overdevelopment. The conclusions reached from the data will tend to correct numerous current misconceptions. The data have been prepared by various members of the Coal and Coke Committee of the A.I.M.E., from the most authentic sources avail¬able, and cover the period 1913-1924 wherever possible. CAPACITY AND OVERDEVELOPMENT Table 1 shows statistics for the industry, mainly from the U. S. Geological Survey sources, but partly from the U. S. Coal Commission reports. The mine capacity with equipment and labor as of given date is calculated for each state by obtaining the total man days worked as reported by the operators, and dividing this figure into the total production, getting the production per man day; this figure times the number of men employed times 308 (a theoretical full working year) equals estimated full-time capacity. Two major objections are made to this method-one that the total number of men employed is used instead of the number actually working, and the other that the number of days used only deducts Sundays and five holidays. Covering the first, the same number of men is used in estimating capacity as is used in actual production, and this condition exists at all times. Regarding the second, the opinion is general among coal men that 280 days is as great a figure as should be used, as it is practically impossible to keep any mine working full time at the same daily rate as when it is working part time. The capacity, as estimated on this basis, is much more nearly the true capacity, although even with present railroad efficiency this amount of coal could not be moved.

This paper is a study of the application of the science of coal petrology to the use of coal in the iron and steel industry. The petrography of coal is given the most attention, with some mention of coal palynology. The history of the petrographical analysis of coal is first out-lined, with a description of the various coal entities, and then the apparatus and experimental techniques employed for coal evaluation are discussed. The coke stability factor and the relation of coke strength to petrographical data are also covered, and some space is given to the new science of coke microscopy, in particular its use in following the oxidation of coals.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.
