"This first chapter of the SPOC Manual 1s intended as a general introduction to all the other chapters in which the mineral process evaluation and optimization methodology is presented. This chapter also provides a brief description of available software for mainframe and m1crocomputers and provides information on its distribution by the Technology Information Division. Substantial efforts to develop application software based on years of research on process modelling are being pursued in many countries ( 1 .2,3,4.5). The late BO's should see a flurry of success stones about significant leaps of productivity achieved in several plants through systematic process evaluation and computer simulation studies.In Canada. the SPOC project (Simulated Processrng of Ore and Coal) was initiated at CAN MET in 1980 with the obJective of developing and transferrrng to the mineral rndustry a computer-based methodology for process evaluation and optimization. The proiect deliverables include:- an engineering manual covering most aspects of off-line computer simulation:- a bank of FORTRAN software accessible through data communication lines for user familiarization and distributed at a nominal cost in source form by CANMETThe yearly progress reports of the project contain detailed information on the project elements since 1980 16). The context of SPOC can be summed up by quoting Gordon Agar""s 1975 statement during a workshop on research needs in the mineral industry: ""What is needed is a joint effort between the academic community and one or more enliglitened industrial concerns. The effort will have to be an iterative one with data collection followed by testing the model modification of the model (s), more testing prediction, modification. data collection and so on (7). A few parallel in1- t1atives had been reported in papers or research contract reports (8, 9) but there was an obvious need for CANMET to bridge the gap between the R&D and the production sectors by undertaking a project that would document past applications and induce a new generation of initiatives through the consol1dat1on and transfer of suitable manuals and software. The effort took shape as the CANMET SPOC pro1ect in which methodology transfer was to play a key role (10)."

"The Tanco pegmatite is located in the Bird River greenstone belt of southeastern Manitoba approximately 160 km northeast of Winnipeg (Figure 1). This pegmatite body was discovered in 1929 and subsequently attempts were made to exploit it for tin by Jack Nutt Mines Ltd. and later in the middle 1950's by Montgary Oil Ltd., who extensively developed but did not produce from, its lithium deposits. In 1966 systematic investigation of the pegmatite as a potential source of tantalum led to the founding of Tantalum Mining Corporation of Canada Ltd. (TANGO) in 1967 and production of tantalum concentrates from the Bernie Lake mine commenced in 1969. Tanco is currently jointly owned by Hudson Bay Mining and Smelting Co., Cabot Beryl co Inc. of Boston, and the Province of Manitoba. (Williams and others 1978, Burt 1979, Burt and others 1982), continued until the end of 1982, when, due to falling demand and prices, operations were suspended.During the 1970's Tanco had investigated the potential of the lithium orebody; carrying our research into both the concentration of the ore and into the production of lithium chemicals. However lithium chemicals were in an over-supply situation, due in part to the production from Chilean brine deposits (Buckley, 1983), and Tanco' s own plans were put into abeyance. The potential alternative market, the direct use of concentrates in the glass and ceramics industry, did not at the time justify the cost of constructing a new plant."

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

"More than 800 million tons of material will be excavated during large underground projects such as tunnels, undergrounds and power plants by 2030 in Europe only. The raw material excavated is often classified as waste, which involves environmental impact and transport issues: landfill areas, CO2 emissions and noise. But how can such massive amounts of material be transported, processed and deposited? Using the example of the AlpTransit Ceneri Base Tunnel (15.4 km), we show that suitable excavated materials can be used sustainably as a primary resource for tunnel concrete. This requires careful planning of the installations and storage areas by the client, timely building of the processing plants and other handling facilities outside the tunnel and a continuous evaluation of the raw material quality. 1. INTRODUCTION Spoil management is a central element of large construction projects. The systematic reuse of suitable excavated material not only saves natural resources, reduces transport distances and landfill volume, but can also decrease overall construction costs. Ideally, all of the concrete needed for tunnel lining can be produced with this on-site material. Such a natural resource management concept was applied for the construction of the new Gotthard Base Tunnel (L = 57 km). Spoil management concepts are, how-ever, difficult to implement and call for innovative techniques, sophisticated logistics and organization. In the context of large projects, environmentally friendly transport, processing and storage of millions of tons of excavated loose material represent another logistics challenge (Simmen & Lieb, 2010). This paper shows key factors that led to the successful completion of spoil management at the Ceneri Base Tunnel, which constitutes a part of the AlpTransit Gotthard Project (Figure 1)."

Design of reshaped spoil surfaces is an important pan of rehabilitation of spoil piles resulting from open-cut coal mining. To achieve the optimum design, it is necessary to make accurate predictions of soil losses from spoil piles. Predictions can be based on data gathered using laboratory and field rainfall simulators and field plots. These data are used to derive input parameters for erosion prediction models. Model input parameters include rainfall erosivity, spoil erodibility, sediment size distribution, runoff, soil loss and peak runoff rate. Model outputs can be used in design and include predicted sediment size distribution and predicted soil loss.The traditional method of gathering input data is monitoring field plots. This method is very expensive, must be done on a long-term basis and is affected by irregular rainfall. Long-term field plots are necessary to obtain data that can be applied to empirical prediction models such as the Universal Soil Loss Equation (USLE).

Spoil instability has been a problem at a coal mine in interior Alaska. Parameters such as original site topography, groundwater conditions, material properties, spoil-pile geometry, geology, permafrost, natural slope instability, changing weather conditions, and dense, near-surface vegetation have interacted to produce unstable slopes. Several failure modes have been identified including deep seated earth block slides, bimodal earth flows, and solifluction. Thawing of permafrost also created conditions where sliding of spoil along the interface separating the spoil and the natural ground surface occurred when the cohesion and the friction angle of that zone was reduced to zero and below 15?respectively.

The characteristics and causes of the spoil pile failures at the Goonyella Mine are described, and research results from investigations of spoil pile instability are discussed. Some effects on spoil stability of the development of deep strip mining projects are considered and recommendations are made for relevant research.

Overburden removal, mining and reclamation are now accepted as the basic operational steps involved in the winning of coal by open cut methods. To attain the lowest operational cost, the recontouring and revegetation of spoilpiles must be planned concurrently with the planning of overburden removal and mining. The earthworks associated with reclamation work on spoilpiles often account for 75 - 90 per cent of total reclamation costs. Experience at Callide Mine has shown that the way that spoilpiles are contoured does influence water retention and can reduce erosion from rainfall run-off. However, provided the recontoured slopes meet'Mines Department specifications, the quality of reclamation work is judged not by the quality of the earthworks but by the plant regrowth on the reshaped surface. Thus it is the quality of the revegetation which is of prime importance. For vegetation to be successful, time must be spent on planned research into methods of overcoming plant nutrient deficiencies and selection of suitable grass and tree species. Armstrong, Secretary of the Columbia Section of the Institute, we have received information as to the activities and plan of the Spokane Engineering and Technical Association, which was recently organized under the joint auspices of the local sections of the American Institute of Electrical Engineers, the American Society of Civil Engineers, and our own Institute. The first meeting was held on September 20, at which a program for the following year was adopted. The, meeting was then conducted by the Civil Engineers., the principal business being the reading of a report by Mr. Flinn, Secretary of the United Engineering Society. The second meeting was held on October 18, of which the Columbia, Section of our Institute took charge. According to the program adopted, meetings will be held regularly on the third Friday of each month, except June, July and August. It is understood that these meetings shall not interfere with nor abridge the independent activity of the participating societies. The proposed work of the Association is to be conducted by a large number of committees, whose attention will be devoted to such subjects as the following: Municipal, Highways, Resources, Manufacture and Industries, Legislative, Educational, National and State, Patents and Inventions, Americanization, Safety and Rehabilitation, Research, Emergency. When all of these committees shall have been filled, and their work begun, it is expected that the engineers of Spokane and vicinity may take a more active part in things affecting human welfare in that vicinity.

T'HE Columbia Section of the A. 1. M. E. took charge of the Western Mining Convention on Oct. 3, and the meeting was held under their auspices. W. L. Zeigler, chairman of the Section, called the session to order. The first paper on the program, "Lead Refining Practice at Bunker Hill Smelter," was presented in per-son by the author, A. F. Beasley, superintendent of the smelter. He pointed out the differences in the refining practice at Bunker Hill from other American refineries. The Bunker Hill plant was the first to adopt the liquation process for silver skims as developed in Australia. Details were given of operating practice with results. F. F. Colcord questioned the author in regard to the kind of metal best suited for kettles, which was said to be cast iron.

W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation. Frequently in using a thermo-electric pyrorneter for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrorneter, I designed an adjustable stand, to hold the clay or quartz tube inclosing the platinum and platinum-rhodium leads that constitute the couple of the Le Chate-lier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading, This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in. water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal" be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that past and existing methods and customs shall not be over-ridden rough-

The various methods of treating pulp in air-agitation tanks offer problems for experiment and study which are fascinating as well as practical. The usual method heretofore has been to fill each tank in turn, agitate the mixture the required period and then discharge the treated pulp into a storage-tank, from which it is drawn to the filter as required. A later method is to run the pulp from the tube-mill, classifier, thickener, or settler into the first of a set of tanks, and thence continuously or in series through the remaining tanks, finally drawing off the pulp to a continuous filter, or to a pulp-storage tank if the filter is of the intermittent type. It is this method which I propose to discuss here in a preliminary way, with the idea of going exhaustively into the examination of the results of a series of experiments in a later paper. It may be of interest to note that the design of a cyanide-plant has recently been completed in which the estimated cost of the agitation-tanks, storage-tanks, and pumps was 30 per cent. higher for the charge-agitation arrangement than for the series plan. The first question in studying the series method is, " What is the actual period of treatment undergone by the pulp ?" One first supposes that by chance some of the pulp may get through with little or no treatment, while other portions may stay in the tanks a needlessly long period. There seems to be in the public mind, and even in the minds of some coal-operators not experienced in mines subject to dust-explosions, a feeling that there has been somet-hing mysterious at the bottom of a number of recent American colliery-exploaions. It has been declared in cases of accidents in mines regarded as particularly well equipped, in which every preventive precaution was said to have been taken, that the explosions were incomprehensible, and resulted from causes beyond the present knowledge of the practical coal-operator. But it is safe to say that no explosion has taken place which could not be explained by reasons well understood by most operators. The U. S. Geological Survey Testing Laboratory, recently inaugurated at Pittsburg for the reported purpose of investigating scientifically the matter of explosions in mines, will discover no new explanation of explosions. It can, however, co-ordinate the previous investigations of similar boards in England and on the Continent; and it may do a vast amount of good by promulgating widely, and in a form comprehensible to the most unlettered miner, certain facts and obvious deductions that cannot but have an effect in reducing the number and extent of the mine-disasters which, in the last few years, have been so terrible in frequency and magnitude.

In making a glass model of mine-workings, each mine will present some little individualities, to meet which will call for the exercise of special ingenuity. Having made several models, I offer the following details of the model of the Montana-Tonopah mine-workings, believing that with small changes for different conditions the method described can be successfully used in making a glass model of the workings of any mine. The model, Fig. 1, has the top, one end, and the front removed. The case is made of kiln-dried pine, painted with several coats of dead-white paint. It is made to take sheets of glass 24 by 42 in. in size, and is 18 in. high, the workings shown being on a scale of 1 in. = 40 ft., or 4800 : 1 scale. The base is made of four pieces of 2-in. material, well pinned and glued together. The back, of material 1 in. thick, is secured rigidly to the base by screws and countersinking. The four posts, 1.5 in. square, are so cut that the front and two ends of the model fit in flush with the outside edges of the posts. The top rails, 1 in. square, are fastened rigidly to the front and back posts by means of small iron braces. The ends, front, and top of the case are of 0.5-in. material; the ends and front are held in place at the bottom by pegs fitting into the base ; at the top the ends are held by buttons and the front by cupboard-hooks on the inside. Hinged hasps on the cover, fitting over staples in the end-pieces, make it easy to lock the entire case. Before the back is fastened to the base, it is cut with horizontal and vertical grooves to receive the horizontal and vertical sheets of glass, shown clearly in Figs. 1 and 2. The horizontal grooves, spaced to scale, represent the vertical distances between the levels at the shaft. The vertical grooves are placed wherever cross-sections of the workings are desired.

In my original paper, Piping and Segregation in Steel Ingots, I pointed out1 among other things that, in view of the slighter stretching (virtual expansion) of the crust, and greater opportunity for sagging, there should be less piping in broad than in narrow ingots, and less in slowly-cooled ingots, e.g., those cast in pre-heated sand molds, than in those which cool quickly, e.g., those cast in iron molds. A. A. Stevenson said that neither of these predictions agreed with his own experience. In particular, in a picture which he showed of a wide and of a narrow ingot cast from the same ladleful of steel: the wide ingot had certainly piped much more deeply than the narrow one. At the time I did not see the explanation of these discrepancies, but further reflection makes it evident. One of the most important elements in determining the depth of the pipe is the degree of " top-lag," that is, the degree to which the solidification of the top of the ingot lags behind that of the bottom. Through this lagging the steel of the upper part of the ingot is able to run down and fill the pipe below as fast as it forms. To the importance of this lagging I called attention in my original paper.' Sand us. Iron Molds.—If we compare two like ingots, one cast in an iron and the other in a sand mold, we see that the top-lag is much greater in the former than in the latter, because in the former the lower part of the ingot is cooling off fast while the metal is running into the upper part. From the old-fashioned " grab-sample " to the modern timing-device, which takes a machine-sample with mathematical precision, there is a wide gap, which was only crossed by many years of toil and unremitting endeavor. Even to-day, notwithstanding the advancement in the art, " grab-sampling " is still practiced—sometimes to afford the unscrupulous mine-promoter a basis for fairy-tales with which to entrap the too-gullible investor, and often by milling and smelting companies to determine the amount of moisture in custom-ores. The latter practice is almost as reprehensible as the former, and it causes more trouble and ill-feeling between seller and buyer than all other factors put together. -NO reputable concern to-day would think of attempting to determine by grab-sampling the amount of gold, silver, lead, or copper contained in an ore, and yet many buyers expect the miner to accept the results of grab-sampling in the determination of the amount of water contained in the ore, forgetting that accurate results are just as necessary here as in the determination of the metals, because the result determines the percentage of weight of the ore which shall be excluded and considered to have no value whatever. Samples for the determination of moisture should be taken with as great care as samples for the determination of metallic content, and in order to avoid the extra expense of a separate operation moisture-samples should be taken from the sample-safe. As the sample reaches the sample-bin in a smaller stream and by a more circuitous route than the " reject" travels in its path to the outgoing car, it loses more moisture en route, and a constant should be added to compensate for this difference.
