New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.

The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery/throughput target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer -plant management system in the concentrator. The overall philosophy of keeping the implementation simple but not simpler was used.

Just what is happening in the preparation and mineral separation stages are questions frequently asked about most processing plants. It is unusual to find the answers readily available in the operating metallurgical data. Knowledge is nominally available from metallurgical balances about the head ore grade, grade and recovery of the concentrates, and the plant tailings. However, the mechanisms which control grade recovery and losses are seldom monitored in such a way as to permit specific analysis: Thus, when questions about the effectiveness of the process are asked, the answers are based frequently upon intuitive professional judgments and local expertise. Detailed investigations of process functions are extensive in terms of manpower, time, and interference with production. An investigation method in which process operating conditions could be provided in a cost effective manner would assist in local process assessment and control. Such a collection of process operating data is defined as a process audit and the development of the necessary techniques forms the subject of this paper. A typical application to a lead-zinc concentrator highlights both the manner of implementing a process and the plant data made available for local use.

Sharper separation and improved control of the top size increases the fine particle product yield. As the milling circuit recycle stream is reduced, the overall capacity is increased. In some cases, a doubling of throughput is realized, although 25 to 30% increase is more typical. Alternatively, the energy demand may be reduced, although the best economic improvement results from higher capacity. A comparison with a high-pressure roller mill circuit shows that an optimized ball mill circuit retrofitted with the new air classifier has lower energy consumption. The new air classifier features low energy demand and substantially lower maintenance compared to similar equipment. Design and operation of this recently patented classifier are discussed. Several industrial installations will be described.

IN a recent technical paper of the Central Committee of the French Coal Mines (Note technique No. 198, by L. Lahoussay) the author points out that continuous in¬crease in depth of mine shafts makes it more and more necessary to look for appropriate means to reduce the weights and dimensions of the hoisting ropes. Increasing depth demands a larger section and weight for the cable if the useful load is not to be cut down at the same time. This naturally leads to increased cost per ton, and at the same time creates serious mechanical difficulties. The dimensions of the hoisting engine must be increased, acceleration at the start must be decreased so as to avoid periods of excessive peak power loads, and a longer time be allowed to slow down the speed of the hoist when applying brakes. The hoisting rope, upon which depend the dimensions and hence the mass of the hoisting engine, presents the greatest obstacle to the development of hoisting from greater depths. Evidently, for a given depth, the total weight of the rope can be notably reduced by utilizing a wire rope of decreasing section, approaching the theoretical logarithmic form. This is a solution frequently adopted for great depths. Of course, the weight of the rope could be easily' diminished by reducing the useful load, but it is certain that with increasing depth of mining, more effort must be made to confine the hoisting to a small number of shafts, and increase the load hoisted per trip.

The paper discusses design and construction of a 1.8 meter (6 ft.) diameter tunnel installed under complex geology of Staten Island, New York. Contract T-13 is a section of the Oakwood Beach Water Pollution Control Project constructed for New York City Department of Environmental Protection. A knowledge of the subsurface conditions and difficulties experienced on the adjacent contracts called for an innovative approach to handle tunneling under 12 to 17 meters (40-55 ft.) of water in the variable subsurface conditions. This paper describes tunnel design and construction utilizing continuous grouting during advancement of tunnel boring machine and installation of liner plates.

It is possible that Airborne Induced Polarization, one of the stillelusive systems, will make its debut in the next few years. In this sense, the paper point out are the most recent and important improvements in geophysical technologies for mineral exploration. Airborne techniques are followed by the systems used on the ground and in boreholes. New equipment and data processing and modeling software are referred to. Brief remarks are made about developments that can be expected in the years to come, these will be mainly focussing on deep search in rugged and conductive terrains. "

New and emerging, as well as proven technologies for the smelting of copper, nickel, lead and zinc are briefly reviewed. The number of new technologies available today is greater than at any time in the past, and interest and development activities remain high despite the economic dif-ficulties faced by the non-ferrous metallurgical industry. Part of the impetus is provided by the realization that only the most cost effective producers will remain competitive, and that new technology is one key to cost effectiveness. The commercially proven "new" copper smelting processes can now be considered to be conventional- technology, and are expected to dominate copper smelting for acme time. There is a growing. interest in continuous copper converting, although direct smelting and converting to copper in one vessel remains the- ideal. There is little activity in nickel smelting. After many years. of development, it appears that several new direct lead smelting processes will soon be a commercial reality. The electrolytic zinc process is expected to continue its dominance, although there is a renewed interest in pyrometallurgical approaches. One of the new zinc processes, and a molybdenum smelting process, illustrate the possibilities of using plasma technology in non-ferrous metallurgy. In the area of complex sulphides, there is perhaps less interest in the treatment of bulk con¬centrate, and more in the treatment of so-called dirty copper concentrates. Much of the technology ancillary to smelting has remained relatively unchanged, and more effort must be made to advance the technology in areas such as materials handling, gas cleaning and sulphur fixation, and energy recovery. More attention to engineering design is also needed. Escalating capital costs may make mini-smelters attractive, but imaginative technology and innovative engineering will be required to make them cost effective. Finally, a glimpse is offered of the smelter of the future.

CURRENT widespread applications of aluminum in such industries as transportation, mining, and construction would have amazed the early proponents of its use, including Napoleon III, French Emperor Batik ill the middle nineteenth century, when aluminum was a precious metal, Napoleon had visions of making his army light and mobile through the use of aluminum for gun carriages, helmets, canteens, sabers, and similar articles. Whereas the emperor failed in his objectives, the modern Napoleons of industry have .been successful, and today aluminum finds its greatest applications wherever there is mass ill motion. Its lightness has made possible such modern marvels as the Union Pacific streamline trains, the Boeing and Douglas giant airships, and up-to-date mining equipment such as the new Calumet and Hecla mine skips.

At the 1990 Symposium of the Society of Explosives Engineering, D.T. Froedge, President of GeoSonics Inc., presented a paper entitled "Differential Topographic Vibration Isomapping", which detailed the capabilities of GeoSonics' new Iso-Seismic Service. In this paper Mr. Froedge described how one hundred or &ore free-standing miniature seismographs called Micro-Seis Units, randomly positioned around a blast, could accurately reveal the effects of sub-strata geology on surface ground vibrations. The paper went on to note the "regression analysis of scaled distance versus recorded particle velocity" as being an inadequate predictor of peak particle velocity. This is due to the fact that the calculated "regression analysis" formula for any site is predicted on the wars; case assumption because of a homogeneous and symmetrical sub-strata geology, a condition that rarely, if ever, exists.

With environmental regulations continuing to restrict the discharge of phosphorus from wastewater treatment facilities, traditional methods of phosphorus removal are proving inadequate. To achieve the phosphorus control necessary, a new coagulant used for phosphorus removal, cerium chloride, has been studied in several municipal and industrial wastewater treatment facilities that must meet a phosphorus discharge limit of 0.5 mg/L or lower. These studies demonstrated the high phosphorus removal capabilities of cerium chloride, with the results illustrating the ability for cerium chloride to reduce phosphorus to low concentrations in the effluent using a lower volume of product as compared to traditional coagulants, such as ferric chloride. This reduction is due to the unique ability of cerium chloride to remove phosphorus as cerium phosphate, whereas iron- and aluminum-based coagulants rely on adsorption and co-precipitation.

In Europe, novel low-cost excavator-mounted Multi Tool Miner (MTM) systems, consisting of cutter head, hammer, bucket and drill attachments permit one unit to perform multiple tasks replacing several purpose-built machines. At the Weser Tunnel in Germany, cross-passages between the twin tubes were excavated in frozen ground with a remote-controlled mini-excavator equipped with a quick-change cutter head, ripper tooth and bucket. In Switzerland at the N2 interstate near Basel, W. Dietrich AG enlarged a 2-lane tunnel to three lanes with a cutter head mounted on a special excavator. Blasting and heavy hammers were not permitted due to the closeness of the “live” twin tube. At the N20 Zurich bypass, the Joint Venture of Jaeger, Frutingerand AHB excavates highway tunnels, some with extremely large cross sections, conventionally. A cutter head mounted on an excavator removes the rock shattered by blasting precisely to the pay line, thus preserving the rock’s self-supporting capacity preventing subsidence and damages to water resources and buildings on the surface under low overburden.

ONE of the heaviest burdens uselessly cast by our mineral land laws upon the holder of the title conveyed by a patent from the United States is due to the provision excepting known veins from land patented as placer. In many instances the expense of defending such titles from the assaults of the owners of lode locations made upon the theory that the veins so located were known to exist at the date of the placer application for patent has exceeded many times the value of the land in question. Neither the lapse of time, however long after the issuance of the patent nor repeated adjudications by the courts serve to quiet such titles or to prevent them from being questioned. In the passage of laws providing for the acquisition of title to the mineral lands of the United States, Congress provided that the title to known veins should not pass from the United States by a patent based upon a placer location. As construed by the courts, the law (Sec. 2333 R.S.U.S.) provides that the applicant for a patent upon a placer claim may, if any vein of sufficient value to justify the expenditure of money in its development is known by him to exist within the boundaries thereof, include in his patent application an application for patent upon the vein as a lode claim; and failure to do so is to be deemed a conclusive declaration that the applicant makes no claim to the vein nor to an area of surface ground extending for 25 ft. (7.6 m.) on each side of its middle or center. As to such vein and, such area of enclosing surface ground under the circumstances stated, the title remains in, the United States notwithstanding the issuance of a patent that purports to convey the entire surface of a described area and everything beneath it, excepting only the segments of veins the apices of which lie outside of such area. Such known veins with such area of enclosing surface ground are, of course, at any time, so long as they remain unlocated, subject to location and appropriation in the same manner as other veins upon the public domain. The history of the operation of this law in one district will serve to illustrate its effect generally throughout the mining regions of the United States. Polymorphism of BaR2F8 compounds is analyzed, and some peculiarities of obtaining monoclinic low-temperature (3-BaR2F8 crystals (R=Y, Ho-Yb) and orthorhombic high¬temperature a-ßaR2F8 crystals (R=Yb, Lu) by the Bridgman-Stockbarger growth technique are discussed. We pay a special attention to BaYb2F8:Er3+ crystals, which are able to generate both 2:µm SE using the new four-level operating scheme (4F9/2?4I11/2 laser channel) and 2- and 3-µm SE by means of the cascade scheme (4F92?+4I11/2?+4I31/2). This 2-µm generation of Er3+ ions has an advantage over similar SE of Ho3+ and Tm3+ ions (especially under diode laser pumping), that is important in designing the medicine and ecology laser. We report on orthorhombic BaR2F8 crystals with the ordered structure, a new crystalline materials for generating Ln3+ ions. The growth conditions are determined and orthorhombic BaLu2F8 crystals of several cm3 in volume doped with Ce3+, Nd3+, Ho3+, Er3+, and Tm3+ ions are obtained for the first time. Spectroscopic and laser characteristics of these crystals are discussed for Nd3+-and Era+-doped samples serving as representative examples. In particular, low-threshold stimulated emission was excited in 4F3/2?+4I11/2 channel of Nd3+ ions in the BaLu2F8. Room-temperature generation was obtained also at -1.317 µm wavelength for Nd3+ and at ~2.8 µm (several lines) for Era+ ions in this new laser crystalline host with a threshold of about 20 J.

During copper electrowinning in sulphate electrolyte, intense oxygen evolution takes place at the anode. Lead alloy anodes are progressively replaced by dimensionally stable anodes in order to avoid the cathode contamination by dissolved lead. The electroactive coating of these anodes has to be as cheap as possible, adherent to the substrate, electrochemically stable and has to be efficient at high current density and high temperature. This requirement is even demanding in case of copper electrodeposition for the production of thin copper foils for the electronic industry. The production of thin (20 µm thick) copper foils for the printed circuit boards requires high purity copper electrodeposited at a current density as high as 7,000 A/m2. The choice of a long term coating composition is driven by economics. The purpose of this paper is mainly to review the anode compositions suitable for copper electrowinning and for copper electrodeposition at high current density. A short description of preliminary results obtained with a new anode coating on a titanium substrate is also presented.

One of the main difficulties in the operation of trough and runners at Arcelor Mittal Tubarão (AMT) Blast-furnace no.02 is the reduced amount of time available for repair procedures. The consequence is that the castable installation must often be performed during hot conditions and the installed castable could easily detach from the base material during the early stage of operation, exposing the previously oxidized base material to molten iron and corrosive slag attack. When events like this happen, emergency repairs must be executed, resulting in increased refractory unit consumption and an unplanned shutdown of unit operation. Considering these targets, Nippon Crucible Co. and Saint-Gobain HPR Brazil have developed a high-performance Al2O3-SiC-C composition based on an entirely novel anti-oxidation technology. Oxidizing reactions could be attenuated by adding an oxidant inhibitor and a water reducing agent. As a result, the open porosity was significantly reduced, resulting in an improvement of campaign life in terms of pig iron throughput when compared with the regular castable. An analysis of this life improvement showed successful results for the material after 250 days of campaign. The main reason for such successful results was that the deterioration caused by the oxidation was significantly less and that this change made on the high cohesive structure of the base material was maintained for a long time. The attained results allowed Arcelor Mittal Tubarão to achieve longer trough campaigns, and avoid any unplanned stoppages with zero breakdown risks.

"According to the Office of Surface Mining Reclamation and Enforcement Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires burning in 9 states. This is considered by experts to be an underestimate for the actual number of fires nationwide. Abandoned mine fires, if left uncontrolled can burn for years and in fact, one of the most well-known mine fires in the US, the mine fire in Centralia, PA, which began in 1962 has been burning for over 55 years. In Centralia, the mine fire won the battle, despite suppression and control efforts, as most of the residents were bought out by the State of Pennsylvania and moved away. However, the world record for the longest-burning coal fire, which may have been started around 6,000 years ago in New South Wales, Australia is still smoldering. Suppressing a coal mine fire requires cooling the hot zones and removing any source of oxygen. If the workings are shallow, the fire zones can be unearthed and the burning rock mass can be quenched on the surface. If the workings are too deep to excavate, then the fire must be fought remotely through boreholes using a variety of agents including water, gas-enhanced foam and grout. Access to surface areas for drilling can be problematic due to topographic and property constraints. When this occurs, large areas of burning may go unaddressed or simply left to burn. Fire Solutions, Inc. has been investigating the use of gas-enhanced foam in concert with directional drilling technology. Gas-enhanced foam has the advantage of using less water and adds inert nitrogen gas to displace oxygen to infiltrate and suppress a fire. Directional drilling has the capability to steer a borehole to a specific place underground. Directional drilling has many advantages over conventional drilling technology as it can provide the least disruption to the ground surface, minimize surface preparation and reclamation costs, multiple sites can be accessed underground from a single site and thus treated simultaneously and it offers increased efficiency because it is not constrained by difficult terrain. This paper discusses the combined use of these two technologies and it is hoped that with the use of these two technologies the efficiency and capability to address mine fires will be significantly improved. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging damage overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards [1]."

These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards (Richmond, 2017).Abandoned mine fires, if left uncontrolled, can burn for years and, in fact, one of the most wellknown mine fires in the United States is the mine fire in the Borough of Centralia, PA, that began on May 27, 1962. Reportedly, officials decided to clean up the local landfill for the upcoming Memorial Day holiday by burning the garbage on the site. Unfortunately, the landfill was located on the site of an abandoned strip-pit mine on the edge of the Borough (Dekok, 2009). The strip pit had been left open after being excavated around 1935 and was approximately 23 m (75 ft) wide and 15 m (50 ft) deep. It is believed that the lack of a properly constructed noncombustible shale barrier in the strip pit enabled the fire to spread to adjacent carbonaceous refuse material and then to nearby coal mine workings (PA DEP, 2017). As time went on, the fire grew and spread under the Borough and directly affected the residents despite various efforts to extinguish the fire by the state and federal governments (Fig.1). In 1984, a voluntary program was begun to move residents from their homes. Many accepted buyout offers for their properties and moved elsewhere and after leaving, their homes were demolished. In 1992, the state used eminent domain to take control of all the property within the Borough. In 2013, after years of litigation, the eight remaining residents were allowed to stay for as long as they lived. Today, only a few buildings remain within the Borough (Centralia, PA, 2014). This fire has been burning for more than 55 years."
