There exists a wide array of industrial byproducts that produce beneficial responses in the soil/ plant environment. These materials range from clean-coal-technology residues produced during the generation of electric power (particularly those high in gypsum) to mineral fines produced by the aggregates industry (i.e., sand, gravel and crushed stone). A number of these materials are examined in relation to potential nutritional interactions in soils and crops with emphasis on trace elements. The significance of utilizing these materials in agriculture as a component of sustainable agricultural systems are discussed.

The major cost in comminution is energy consumption, which can be as high as 50% of the operating cost. Improvements in plant operations have resulted in up to a 15% reduction in energy usage (kw-hr/t). These improvements have been made through the optimization of grinding efficiency and the use of expert model-based control systems. Optimization involves the determination of the levels of the critical-operating conditions that result in the most efficient breakage of ore in the mill. These optimal levels are identified through plant/laboratory test work and through computer simulation using advanced process models. Model-based expert control achieves the maximum performance from the grinding circuit by identifying the characteristics of the ore in the mill with an optimal on-line estimator. Using this information, the control system dynamically determines the operating point that will yield the optimal performance. Two industrial applications of grinding-circuit optimization and model-based control are presented to demonstrate the power of this new technology.

In a country richly endowed in mineral wealth, Climax Arimco Mining Corporation's (CAMC) Dinkidi porphyry Au?Cu deposit in Nueva Vizcaya province, Philippines, represents the most significant mineral discovery in the country in recent times. The deposit is located within a belt of young intrusive and volcanic rocks in the Sierra Madre mountain chain of north Luzon a region previously unassociated with porphyry-style mineralization. Since 1989, drilling of the Dinkidi deposit has outlined a resource of 124 million tonnes of 1.0 g/t gold and 0.41 % copper. Regional exploration throughout CAMC's 37,000 hectare FTAA has identified a further sixteen potential porphyry-related deposits. A new mining law was passed in March 1995 but prior to that CAMC had the first Financial and Technical Assistance Agreement (FTAA) granted by the Philippine government allowing 100% foreign ownership of mining projects.

ISO 14000 series are voluntary international standards that address environmental management system standards, environmental auditing, environmental labeling, environmental performance evaluation, and life-cycle assessment. An environmental management system (EMS) is a facet of an organization's structure that addresses the immediate and long-term impact of a company's products, services, and processes on the environment. Many companies in the United States are taking a cautious wait-and-see approach before embracing ISO 14000. A few mining companies are reviewing the standards and using them as guidelines. The paper outlines the status, possible benefits to the mining industry, and options available to a company wanting to become involved in the ISO 14000 standards.

Dramatic economic and political reform is under way in the transitional economies of the world. Transition extends beyond the restructuring of a nation's economy and political thinking. It also affects social, cultural and even religious aspects of society. Transition is a long-term process and generally unstable as the pace of reform is rarely the same across the many spheres of society. As nations modify their economies, industrial activities - including minerals exploration, extraction, processing and trade - are also being affected, according to a Financial Times of London management report. Mining policies are being revised to encourage greater foreign involvement, while legal regimes are being rewritten to protect foreign investments. From India to Peru, and South Africa to Russia, countries have been preparing, improving and expanding foreign investment laws, mining codes and economic stimulus measures to accelerate their minerals development. Privatization of mining is proceeding in many nations. Meanwhile, corporatization of former ministries and government agencies responsible for mining is also occurring. According to Minerals and Mining in the Transitional Economies: Poised For the Future, common objectives in the restructuring of a mining industry are to enhance overall economic and industrial growth, improve efficiencies in mineral recovery and use, acquire newer, advanced technologies, reduce environmental repurcussions of mining and improve safety conditions. The nature of mining is changing noticeably within the transitional economies. The industry is becoming more re¬sponsive to market forces and private sector concerns. The new report examines the changing characteristics of mining in the transitional economies. These include nations moving from centrally planned to market economies, as well as countries in the midst of economic and political reform, including the liberalization of industry. Information is presented to help business planners understand the impacts of transition on mining activities and re-evaluate their longterm strategies and market development policies. The document is divided into 10 chapters. Five of them are devoted to the evolving mining industries of Russia, South Africa, India, Peru and China. These countries were highlighted because their minerals sectors are undergoing changes. These include the opening up of their resources to foreign mining companies. According to the report's author, mining in the transitional economies during the next decade will be characterized by: ? Continued rewriting of national mining policies to create more favorable investment climates. ? Increased exploration for gold and selected base metals in newly opened regions. ? Innovative project financing schemes involving multiple partners and international lending institutions, such as the European Bank for Reconstruction and Development (EBRD). ? Increased gold and copper ore production capacity resulting from new investment and expansion of existing operations. ? Continued geographical shifting of metallurgical processing facilities from developed to other mineral-producing nations. ? Privatization of state-owned mining and processing assets requiring advanced technologies for improvement or expansion. ? Increased awareness of environmental concerns in business decisions related to mining and metallurgy.

Blasting is commonly viewed separately from mechanical handling and crushing. This view is misleading because the degree of fragmentation achieved by blasting can have a significant effect on the efficiency of these processes and, hence, on the overall cost of the mining operation. The use of stone in building construction predates written history. From the time that stone was first used, builders have constructed stone buildings predominately from local or regional materials. However, since World War II, the stone business has become increasingly global. For example, French limestone is now sold to builders in the United States, and American granite is shipped to Japan. The internationalization of architectural and construction firms has encouraged this trend. Differences among nations in trade practices, environmental demands and the level of knowledge of dimension-stone characteristics make international trading in stone a risky and potentially disastrous business for unwary participants.

The occurrence of underground fires in narrow tabular ore- bodies where high density timber support is used is a dangerous and disruptive occurrence. The containment and extinguishing of the fire remains a very important consideration in reducing not only the loss in production time but also in limiting the extent of the area damaged by the fire. Mindful of this, Gold Fields have adopted and developed the inert gas generator system from its origins in Poland for use in Group precious metal mines. The system generates an oxygen- deficient atmosphere which is introduced in the fire area after this has been sealed. A number of problems had to be overcome to operate this system successfully within the infrastructure of these mines. Of particular significance is the operation of a jet engine, the prime component of the system, at air pressures encountered below sea level. The modifications have been found to be satisfactory to the point where, since 1992, ten underground fires have been extinguished using this system. Invariably, the areas affected by these fires were extensive (over 1 000 000 m3) and required continuous operation of these units over extended periods of time (in some cases in excess of 400 hours).

Surface subsidence process due to underground coal mining often has the potential to cause problems to buried pipelines. In this paper, a technique for assessing the stress level on a subsidence-affected pipeline is introduced. The main contributors for the stresses on the pipelines are identified. Mitigation techniques for reducing the stress on the pipeline have been proposed and successfully tested.

Eight Mine Weather Stations (MWS) installed at the Waste Isolation Pilot Plant (WIPP) to monitor the underground ventilation system me helping to simulate real-time ventilation scenarios. Seasonal weather extremes can result in variations of Natural Ventilation Pressure (NVP) which can significantly affect the ventilation system. The eight MWS(s) (which previously collected and stored temperature, barometric pressure and relative humidity data for subsequent NVP calculations) were upgraded to provide continuous real-time data to the site wide Central Monitoring System. This data can now be utilized by the ventilation engineer to create real-time ventilation simulations and trends which assist in the prediction and mitigation of NVP and psychrometric related events.

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. In these equations: ? W is the total weight; ? A, B and C are the fractional proportions of each potential blend stocks; ? Sa, Sb and Sc represent the percent sulfur content of the blend stocks; ? Polymer utilization has increased steadily over the past several decades; however, their usefulness is sometimes limited by natural forces. For example, polymers tend to degrade when subjected to elevated temperatures. This degradation can release toxic fumes, create excess smoke, and aid in the spread of fire. For these reasons, many polymers are filled with various compounds which impart flame retardancy (FR) properties. These fillers do not make polymers non-combustible; rather, they increase resistance to ignition and reduce bum rate. Also, they suppress smoke generation, which is important as up to 80% of fire-related deaths are due to smoke inhalation [1]. Therefore, methods to impart flame retardancy in polymers are industrially important. The early flame retardants used in polymers were halogen-based, working on the principle of inhibiting free radical formation in the vapour phase thus impeding combustion propagation [2]. Usually these were combined with antimony compounds such as Sb203 to decrease loading, yet provide the same FR qualities. However, questions have arisen recently concerning toxicity of halogenated flame retardants. Possible release of toxic compounds (such as dioxins) upon combustion has been reported [3]. Fear of future regulations concerning halogen addition has led to the search for different FR fillers. Two of the more common replacements for halogen-based systems are alumina trihydrate (Al(OH)3 or ATH), and magnesium hydroxide (Mg(OH)2)&apos; These systems impart flame retardancy through heat absorption and by release of water of hydration upon their decomposition. ATH has a low decomposition temperature (230°C), limiting its use to unsaturated polymers, epoxies, urethanes, and some wire and cable formulations. However, some advantages of ATH over halogenated FR are that it is relatively cheap, doesn&apos;t generate toxic gases, is non-volatile, and is impervious to moisture [2].

INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock. The manganese removal from aqueous solution containing high Mn2+ concentration by adsorption and oxidation was studied using manganese oxide particles as the adsorbent. The operating parameters including pH, flow rate, initial manganese concentrations, and oxidant dosage affect the performance of Mn2+ removal were evaluated in a laboratory packed column. In the multi-column adsorption tests, each additional column doubled the time for complete manganese removal. No further decrease of pH was also observed once it was lowered to pH 4.5 to 5. This finding implied the possibility of complete high manganese removal without further pH adjustment during adsorption. Oxidation of Mn2+ by dissolved oxygen was found to be insignificant for manganese removal for high Mn2+ concentration. Adsorption was the predominated mechanism involved with manganese removal. Extremely low H+/Mn2+ stoichiometry compared to the reported values was measured. These low values suggested that different adsorption mechanisms such as chemisorption other than H+/Mn2+ ion exchange might play an important role at low pH. This paper presents the quantity and explanation of the results obtained for the mechanism of adsorption and oxidation of high concentration manganese on the manganese ore particles.

[The mechanical status of a mine ventilation fan can be monitored effectively through vibration analysis. An expert system can be an effective tool in fault diagnosis for a variety of equipment. Computers have made it possible to implement an expert system to analyze the data for correct and appropriate diagnosis. In addition, vibration analysis can provide important information oil the condition of the machine. This paper discusses an approach for an expert system to determine on vibration analysis, practical problems that can occur with a fan. The frequency of the vibration is the only characteristics considered in the analysis, although other variables are discussed in the paper. Finally, a simple computer program, written in Turbo Prolog, is presented. A friendly query system, menu operation and a disk-resident separate knowledge base are a few of the salient features of this system.]

This paper focuses on the results and the performance of the grouting program as a means to control groundwater infiltration during the excavation of the 7.7 km (25,160 lf.), 3.5m (11 ft. - 7 in.) diameter Inter-Island Tunnel beneath Boston Harbor in Massachusetts. Two major operations of grouting were performed - water cutoff grouting behind the tunnel heading after excavation and face grouting ahead of the Tunnel Boring Machine (TBM) operation. An array of products from cementitious to chemical grouts and various grouting procedures and equipment were employed to evaluate their effectiveness in controlling the water in-flows. Evaluation of the overall performance of each of the grouting rations, overall costs and comparison of face grouting versus post excavation grouting is made.

To address the problem of grade estimation in a general three-dimensional shape and the uncertainty associated with the estimate, the technique of jackknifing/ block-kriging shortcut is proposed. A new estimator called jackknife kriging is introduced first. Through the jackknife variance, a confidence limit for the reserve-grade estimate can be calculated. Unlike the kriging variance, which is more a measure of data configuration and which is independent of data values, the jackknife variance reflects the true variability of the data. This approach provides a simple way to set a confidence level for global estimation of resources.

Toronto as a geographical area provides an exceptionally wide variety of subsoil stratiphication. Tunneling consequently required a very wide range of adaptabilities to meet its changing conditions. This discussion will provide a summary of work performed in both earth and rock formation using three of our recent works to describe a Contractor&apos;s experience. The general subsoil stratigraphy is known to consist of deposits laid down during the Illionian Glaciation followed by the Samgamon Interglacial Stage and finally the Wisconsin Glaciation. All these deposits are underlain by shale bedrock of the Dundas formation. As a whole the Dundas formation is predominantly a greyish blue, thinly bedded shale. The engineering characteristics of the shale vary considerably, however, between a blue clay (argillaceous) shale and a much lighter (in colour) silty and sometimes sandy (arenaceous) shale, and occasional limestone layers. The Illionian deposits are usually found to be layers of pebbly clay till and an overlaying layer of contorted varved-clay. These glacial deposits can be overlain by a thick layer of sandy silt to silty sand which is identified as the Samgamon Interglacial sediments. Because of the action of erosion the Wisconsin till sheets, many times separated by interstadial sands, can vary greatly in their number of layers from zero to three or more.

Since 1984, nitrogen-species catalyzed pressure leaching has been utilized at Sunshine Mining and Refining Company for the recovery of precious metals from a refractory sulfide concentrate. The process operates without the use of cyanide. The plant is now the only industrial-scale commercial application of this technology. Since the inception of the process, changes have been implemented to improve efficiencies and throughputs. Two of these changes, the replacement of nitric acid by sodium nitrite and a concentrate regrind, have recently been implemented. This paper discusses the development and potential mechanisms involved in these recently patented plant-process changes. A companion publication (Anderson et al., 1996) covers the plant integration and potential applicability of the technology.

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America&apos;s society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government&apos;s policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. These "frontier codes" of groups of individual miners took the form
