Cliffs views the process as extending from mine planning to cargo loading including auxiliary systems such as material handling and plant utilities. Process automation is recognized as an area that can provide significant improvement opportunities with less capital requirement than major flowsheet modifications. This paper discusses the development and results of a strategy to allow and promote implementation of process automation improvements at individual mines based on their economic priorities taking advantage of common systems and concepts for use at multiple mines where practical. Specific process control upgrade projects a Hibbing Taconite Company and the Empire Mine are reviewed in detail.

El Teniente Mine of Codelco-Chile, located at Los Andes Range of Mountains, 90 kilometers South far from Santiago, the capital city, has been exploited for more than 90 years, with over 1000 million tonnes of copper ore extraction. No doubt, this particular record, has been possible to achieve due to an efficient combination of human and technological efforts in the exploitation of one of the biggest ore deposits of the world. Throughout times, the exploitation has evolved from a mainly manual one to a highly mechanized exploitation. Notwithstanding, different and several geomechanical problems that occurred in one of its areas, increased the risks to personnel that should normally operate large equipments in its working face. This last condition, forced El Teniente mine to design and develop systems and technologies that would allow the use of tele-operated LHD, picking hammers and drilling equipment (jumbos) from a safe zone. Currently, El Teniente Mine is using in its extractive works equipment such as LHD, picking hammers, and drilling Jumbos, that can be manually or teleoperated commanded from a Central Control Room located one kilometer away from the production area. In general, a new technological era has been opened in the mining exploitation at El Teniente: the exploitation era with telecommanded robots.

The Sandvik Group (Sandvik AB), headquartered in Sandviken, Sweden, continues to expand its worldwide operations growth. After recent acquisitions, including Tamrock, headquartered in Tampere, Finland, the company now has annual sales of more than US$5 billion (SEK 40 billion). With the acquisition of Tamrock, Sandvik has further increased its interests in the mining industry. Sandvik Rock Tools, a familiar name in the mining industry, is one of the world's leading suppliers of rock-drilling tools. And Tamrock is one of the world's leading suppliers of drilling machinery, loaders and equipment for rock-excavation operations. Sandvik believes that the two companies combined offer customers "maximum productivity through total system solutions, including machinery, service and tools." In 1997, Tamrock posted sales of US$940 million (SEK 7.5 billion). In addition to its expertise in drilling tools and equipment, Sandvik is supported by its collective resources in specialty steel and cemented carbide. These resources include extensive research and development capabilities, with annual investments in R&D now at about US$150 million. As a result of the R&D programs, internal expansion and acquisitions, the company has nearly doubled in size during the past four years. From 1994 to 1997, nearly US$1 billion was invested in internal growth and another US$825 million has gone towards acquisitions. Return on net assets is now 22% annually. In addition to Tamrock, acquisitions of interest to the mining community include Drillmaster Inc., Houston, TX. The acquisition of Drillmaster (by Sandvik Rock Tools) has further strengthened Sandvik's position in down-the-hole drilling tools. Other major recent acquisitions by Sandvik include Kanthal, a Swedish manu¬facturer of metal and ceramic-resistant materials for electric heating furnaces, household appliances and elec¬tronics, and Precision Twist Drill, Crystal Lake, IL, one of the leading producers of high-speed cutting tools. With more than 38,000 employees worldwide, the Sandvik Group is divided into six separate business areas. Each area is responsible for its own R&D, production and sales: ? Sandvik Mining and Construction. Including Tamrock and Sandvik Rock Tools, this business area boasts of offering the most comprehensive range of "rock-working" products. These include drilling rigs, loaders, rock-excavation equipment and rock drilling tools. ? Sandvik Specialty Steel. Because of a shortage of diamonds for the drilling industry in the 1970s, efforts were made to develop synthetic diamonds. The resulting development of polycrystalline diamond compacts (PDC) enabled the evolution of a new generation of rotary-drilling drag bits. Bits based on PDC cutters were very successful in drilling soft, abrasive and medium strength rocks. However, because of their thermal instability, they failed rapidly when drilling hard rocks. Thermally stable diamond (TSD) was then developed for hard-rock drilling. The rate of penetration (ROP) and bit life significantly influence the drilling cost. The ROP and the life of the TSD bits or cutters are affected by a number of complex factors. However, in laboratory testing and infield operations, the principal factors that need to be considered in predicting drilling and wear rates are bit design characteristics, bit operating parameters and the characteristics of the penetrated rock. These characteristics are comprehensively reviewed for both laboratory and field drilling results using TSD bits. Optimization of these parameters increases the drilling rate, prolongs the bit life and reduces the drilling cost.

A microbial survey of Jamnagar bauxite mines in Gujarat, India, revealed the indigenous presence of a variety of autotrophic and heterotrophic bacteria and fungi associated with the ore body and water ponds in the vicinity. Among these, bacteria belonging to the genera Thiobacillus, Bacillus and Pseudomonas are implicated in the weathering of aluminosilicates; the precipitation of iron oxyhydroxides; the dissolution and conversion of alkaline metal species; and the formation of alumina, silica and calcite minerals. Fungi belonging to the genus Cladosporium can reduce ferric iron and dissolve alumina silicates. Biogenesis thus plays a significant role in bauxite mineralization. Various types of bacteria and fungi, such as Bacillus polymyxa, Bacillus coagulans and Aspergillus niger, were found to be efficient in significant calcium solubilization and partial iron removal from bauxite ore. Probable mechanisms in the biobeneficiation process are analyzed. Biobeneficiation is shown to be an effective technique for the removal of iron and calcium from bauxite ores for use in refractories and ceramics.

With the price of precious metals at an 18-year low, every ounce of metal produced is important. The theft of metals from mining and refining sites can mean the diffrence between profit and loss for many mining companies. Low metal prices do not reduce the potential for the theft of precious metals. History has shown that the price of gold has little to do with the desire for employees to steal precious or base metals. There is actually evidence that the theft of precious metals increases when the price of this commodity goes down. Several of the major precious metal thefts in the past year took place at silver mines when the price of silver was less than 16 cents/g ($5/oz). How does the lowest gold price in 18 years affect the need for security at precious metals properties? There is no short answer to this question. One reason is because the exposure to theft of precious metals is unique to each property. This makes it important that each property be evaluated individually. More than 95% of all precious metals thefts can be attributed to those working at the mine site. So preventing employee theft is the primary concern. One consideration is the location of the property. Gold selling at any price is still an attractive commodity in countries where the employees are making between US$400 and US$600 a month. It is not uncommon for employees at mines in countries where low wages are the norm to consider the value of a gram or two of gold to be a significant amount of money. A gram or two of gold a day may not seem like much. But if 15 employees steal two grams a day, that equates to a significant amount of money during a year. The type of property where the precious metals product is being recovered is also important. For example, a property with a gravity circuit is more likely to suffer from the theft of gold product than a property where all gold is finely disseminated and the only gold seen in the ore body is through a microscope. Gravity circuits increase an operation's exposure to theft because the grinding circuit that is associated with a gravity circuit often becomes a giant concentrator. Areas such as the bottom of grinding-mill pump boxes, cyclone-feed-pump clean out traps and the sumps often become locations where precious metals concentrate (Figs. 1 and 2). Muck concentrations in these locations can be as high as 25% to 40% of gold or silver. Not long ago, muck was removed from a barren-solution sump at a Merrill Crowe circuit that had concentrated to more than 40% gold. At a milling site in the Pacific Rim, residents of the community adjacent to the mine learned about the value of the concentrates in the sump under the ball mill and committed an armed rob¬bery. While several of their co-conspirators held the em¬ployees at bay with machetes, the others emptied the contents of the sump into buckets and removed it from the site. Armed robbery is not as common as employee theft. However, while this article was being written, an armed robbery occurred at a gold property in Central America. Armed perpetrators took as hostages the night shift employees at a process plant and used cutting torches that were on site to cut into the high-security and gold-storage areas. The perpetrators then stole a company vehicle to remove the stolen gold buttons and sludge from the site. Unfortunately, this type of activity goes on regularly. But managements of most mining companies are reluctant to discuss theft scenarios. So information pertaining to the theft of precious metals seldom becomes a newsworthy item. An audit conducted at a mine site with a gravity circuit recommended that the gravity recovery area be shut down until adequate protection could be provided. Although it was not connected with the audit, it was necessary to shut down the gravity area for a pro¬longed period because of problems with the gravity table. In the two months that followed, gold production at the site increased by about 31 kg/month (1,000 oz/month). It is difficult to attribute all of this increase to the theft of concentrates. But there was a good chance that at least part of the increase was due to the fact that concentrates were being stolen from the gravity area.

The importance of factoring mining dilution into the estimation of ore reserves in an open pit mine is discussed. An example that relates the issue of mining dilution to the size of the smallest volumes that can be mined selectively is given. The relationship between the size of the selective mining units (SMUs) and the variance of their average grade is presented. The concept of variance reduction and its use in factoring mining dilution into geostatistical ore reserve estimation is described. An approach to estimate a variance reduction factor by way of conditional simulation is introduced.

The mineralogical and chemical compositions of various waste materials undergo different reactions when treated thermally The heavy metal contents can be bound to stable phases. These minerals are called reservoir minerals. The main property of these minerals is the stability in their geochemical surrounding containing the heavy metal cations and anions. Examples for these minerals are apatites, spinels, garnets, perovskites and also water containing minerals like ettringites, metal-metal-hydroxi salts, jarosites and zeolites. When the chemical compositions of different wastes are mixed according to the compositions of the new formed minerals, a probable reuse of these wastes can be obtained. The use of waste incineration ashes for the production of cementitious binders and the use of flue gas desulfurization products for cement additives are shown. Also the transformation of highly contaminated materials into stable reservoir mineral assemblages are shown including the study of stabilization and immobilization techniques.

An important issue in the use of high pressure grinding rolls when grinding ores is wear of the rolls. Due to the abrasive nature of the ores, significant wear rates have typically occurred. Attempts to address the wear problem require a better understanding of the wear mechanisms. A probable wear mechanism is the abrasion of the rolls surface due to extrusion of the compacted material as it leaves the rolls. This paper presents the results of a study on a number of ores to examine the extent of extrusion that occurs. The study involved laboratory, pilot and full-scale high pressure grinding rolls. The effect of variations in parameters such as grinding pressure, rolls speed, initial gap settings, feed topsize and moisture was investigated. The results indicate that extrusion increases with increasing grinding pressure and rolls diameter, while the use of studded or profiled rolls significantly reduces the extrusion effect compared to smooth rolls. It was also found that rolls speed and feed moisture can have significant effect on extrusion, depending on the material.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The SPRB is divided into three geographic clusters based on coal quality. Five coals blended at a Midwestern United States power station were subjected to detailed analysis of their Hardgrove grindability. The coals, representing four distinct coal beds, are a low-sulfur, high-volatile A bituminous Upper Elkhorn No. 3 coal (Pike County, Kentucky); a medium-sulfur, high-volatile A bituminous Pittsburgh coal (southwestern Pennsylvania); a low-sulfur, subbituminous coal from the northern Powder River Basin (Montana); and two low-sulfur, subbituminous Wyodak coals from two different mines located in the eastern Powder River Basin (Campbell County, Wyoming). All samples that were processed in the Hardgrove grindability tests were also analyzed for their maceral and microlithotype content. The high-vitrinite Pittsburgh coal and the relatively petrographically complex Upper Elkhorn No. 3 coal exhibited different grindability behavior. The petrographic compositions of the Pittsburgh raw feed, the 16 x 30-mesh fraction (HG! test fraction) and the -30-mesh fraction (HGI test reject) are similar, suggesting that the HGI test fraction typifies the whole feed. The eastern Kentucky test sample is not as representative of the whole feed, with the HGI test fraction having lower vitrinite amounts than the rejected -30-mesh fraction. The Powder River Basin coals are high in vitrinite content and show behavior similar to the Pittsburgh coal.

In 1986, the US Bureau of Mines (USBM) embarked on a major research effort to develop technology that could substantially reduce worker exposure to face hazards by simply relocating the equipment operators to an area of relative safety. This reduced-exposure mining system (REMS) research effort enhances the USBM's ongoing health and safety efforts aimed at reducing and controlling dust and noise and reducing accidents through training and better mining practices. This paper reports on the progress made on the developing research and demonstrates the technologies required for the computer-assisted teleremote operation of continuous mining machines, haulage systems and roof bolting machines.

The activities are described starting with the driving of ramps/research levels, their dimensional parameters and positioning, driving of production sublevels with the same parameters plus those concerned with the stability of the rock mass during the development and the mining itself. Then, the detailing of the ore body is described together with the stopes planning, the openings stability analysis, and the drilling patterns and explosive types are discussed.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. In addition to classifying bulk material, vibration screens are commonly used in dewatering. However, the lack of a comprehensive physical theory of dewatering often leads to difficulties in the design and operation of the vibration screens. First, in this report, the dewatering of bulk material are shown based on a physical model. Because of tile oscillatory motion of the liquid in the bulk, the inertial force of the accelerated liquid and the dripping of water out of the bulk or screen must be taken into special consideration. The physical model put forward shows the effect of the various operations parameters of dewatering screens. A comparison between dewatering theory and practice are shown by measurements using coal, limestone, etc. Dewatering measurements conducted on a vibration screen demonstrated that different vibration frequencies and rates of acceleration lead to different residual moistures. Finally, the possibility of improving vibration dewatering is described.

Strip mining with draglines and other surface equipment has traditionally been the method of choice for mining shallow deposits. This is particularly true for soft deposits that require little or no blasting. High rates of productivity and low operating costs have set this standard. However, these methods can be improved. Strip mining methods are batch processes and difficult to accommodate in processing. Moreover, they are encumbered with overburden removal, reclamation expense, and human inefficiencies. This paper describes the invention of a novel shallow earth mining technique called the Softwall Mining Method. Softwall Mining is an adaptation of longwall mining for loose earth conditions. The method was specifically invented for recovering phosphatic clay ore from beds in North Central Florida, but is likely to be suitable for a number of other minerals as well. Potential deposits for which the method may be well suited include placers, disseminated deposits in soft host rocks, bauxite, soft coals and lignite deposits, and other deposits where overburden will subside readily and where the ore can be hydraulically broken and slurried. Unit operating cost advantages are expected over the current dragline systems used. The Softwall mining advantages are its high rates of productivity, control and automation of the mining process, reduction of dilution and waste, and elimination of the majority of stripping and reclamation.

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.
