Although lifetime estimates for sulfate reduction based on total substrate carbon typically range from 20 to 30 years, field and laboratory experiments showed that rates of sulfate reduction decreased over time as readily available organic material was consumed. When the rate of acid input exceeded the rate of sulfate reduction, alkalinity was removed from the substrate, the pH decreased and metals increased. Output pH increased from 4 to more than 6 after the system was shut down for several weeks and the rate of acid input was reduced. Successful long-term treatment requires a design based on the input pH and the long-term organic decomposition rate.

Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

There are hundreds of passive treatment systems accepting mining influenced water (MIW) throughout the world. Some systems do not perform to design expectations while others, including volunteer systems, have successfully operated relatively unattended for decades. The primary reasons for this situation include the common misconceptions that (1) a “cookbook” approach to design is valid for a wide array of MIW chemistries and site conditions, and (2) low maintenance means “no maintenance.” Passive treatment systems for MIW are typically manmade ecosystems that are designed to handle a specific range of metal loading conditions and MIW geochemistry. Thus, when design conditions are exceeded, the suite of microbial to macroscopic ecosystems may be slow to recover or mature. This should be no surprise to designers. But when a particular system fails, it may be inappropriately attributed to the technology, not the design. This paper presents a standard “phased” design protocol that appears to work and provides examples of sub-par performance of selected passive treatment systems.

The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.

In 1997, Sveciala began a program to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed shortcomings that were process related or mechanical related, while some of the approaches emphasized he production of low-value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot-plant development and commercial plant design of such a process.

Discussion by F.W. DeVries Comments on natural cyanide attenuation. The paper by Botz and Mudder in the November 2000 issue of Minerals and Metallurgical Processing had one disappointing aspect. Table 1 (p. 229) failed to include a significant species - neutral copper cyanide (CuCN). This compound has been most trouble-some in many plant-scale cyanide cleanup processes, includ- ing acidification-volatilization- reneutralization (AVR), hy- drogen peroxide cleanup and air/SO2 cleanup. It has also plagued many pilot efforts to use ion-exchange (IX) resin technology. This author elucidated the concept that, under some conditions, copper cyanide failed to precipitate out of treated effluents and appeared to exist as a filterable colloid that reported as copper and cyanide, with the latter measured as WAD (weak-acid-dissociable) cyanide in that analytical method. The concentrations measured were very near the levels of 0.2 ppm, often the regulatory limit for WAD cyanide. The copper concentration, using the 1 : 1 ratio for this com- pound, would then be more than 0.4 ppm, which could also be unacceptable. We discovered that it was unsafe to assume that the Cu(CN),- would surrender both cyanide ions simultaneously and allow cupric copper to be removed subsequently as, say, cupric ferrocyanide (Hatchett's Brown). This compound could be ignored as safely as the "iron blues," as essentially an inert solid, stable in geologic time if not exposed to sunlight. Under poorly controlled oxidation of the cyanocuprite ions (copper with four, three or two cyanides complexed to the copper), CuCN could well be formed and could not be assumed to precipitate out as a solid. The authors of the paper, by failing to include the CuCN species in their model, may have left users of the model prone to ignore the possible occurrence of the colloidal(?) form in the discharge, thus finding an effluent that failed to meet regulatory limits. (See addendum below.) This somewhat ephemeral material may well have been responsible for some large-scale failures of cyanide destruction technology to succeed at sites in North America and elsewhere. Two specific references alluding to this occurrence may be found: Griffiths et al., 1987, "The detoxification of gold-mill tailings with hydrogen peroxide," Journal of the South African Institute of Mining and Metallurgy, September, p. 282. DeVries, 1989, "Improved understanding in detoxification of cyanide leach liquors using peroxide" Rand01 Gold Conference, Sacramento CA, p. 15 1. It is advisable for workers in this area of cyanide removal or recycle to avoid assuming that CuCN will, with certainty, precipitate out of solution, or that the dicyanocuprite ion will part simultaneously with both cyanide ions and allow cupric copper to be dealt with by other reactions. One further piece of work may be incomplete. That is, a definitive study of the long-term behavior of CuCN that does precipitate when exposed to other compounds present in neutralized tailings. Addendum. The extremely complex reaction of cupric ion on cyanide- which, of course, results in oxidation of cyanide to cyanate, probably through the intermediate stage of forming cyanogen [(CN)2] from oxidation of HCN with its hydrolysis to cyanate and cyanide ion - involves two cyanide moieties and the reduction of the cupric ion back again to the cuprous state. This, then, can form the CuCN potential "solid" that was already the undesirable species. In cyanide cleanup, with either air/SO2 or hydrogen peroxide, copper is generally employed as the catalyst, so it is unclear what happens when the CU(CN)2-1 is ultimately exhausted. With regards to the cost and profitability of a mining operation, the performance of the equipment employed is one of the key issues. Cost and profitability depend on, among other factors, the reliability and availability of the equipment. In an attempt to reduce equipment downtime, it is indispensable to collect and analyze reliable data and information on failures and maintenance actions. This paper reviews common problems encountered in this respect, with particular emphasis on the lack of uniform terminology and methodology. Recommendations concerning the standardiztion of reliability and maintainability concepts and measures are given. Regarding the benefits that the latter may bring, the paper concludes with a proposal for an industry-wide initiative in this respect.

A novel impedance probe was commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mudline, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mudline information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are reviewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of a new 3-yr research program with three primary goals: 1) understanding controls on metal concentrations in the lakes; 2) using mesocosms to test a variety of remediation strategies; and 3) verifying and improving an existing coupled physical-geochemical model with the goal of improving predictions of pit lake water quality. Initial data from two summer surveys in the Main Zone pit lake reveal elevated dissolved metal concentrations (e.g. [Zn] as high as 800 µg/L) present in a two-meter-deep mixed layer, and elevated particulate metal concentrations towards the bottom of the water column. Hydroxide sludge, a byproduct of ARD treatment, is being discharged to the surface waters of the Main Zone pit lake. The sludge sinks rapidly to the lake bottom, leading to deep waters with elevated levels of dissolved O2 and total metals. By contrast, the deep waters of the proximal Waterline pit lake are mildly reducing, manifested by depletion of O2 and elevated levels of dissolved Fe. These reducing conditions have led to elevated levels of As (up to 1500 µg/L) in Waterline pit deep waters. The contrasting behavior of these two pit lakes, as well as the processes controlling metal concentrations in the lakes, will be discussed.

Sodium sulfate is one of the larger tonnage industrial minerals. A little more than half of this tonnage — 3 Mt/a (3.3 million stpy) of natural product— is recovered from ore deposits. Most of the rest is produced as a byproduct from other manufacturing operations. Sodium sulfate is mined in a variety of ways. These include conventional room-and-pillar mining, strip mining, in situ leaching of thick ore beds, solar evaporation and cooling-crystallization of lake brine, and the pumping of brine from complex salt deposits. There is also a variety of commercial sodium sulfate ore sources. They include thenardite (the mineral form of sodium sulfate, or Na2SO4), mirabilite (glauber salt,Na2SO4•10H2O), glauberite (Na2SO4•CaSO4), astra-kanite (bloedite; Na2SO4•MgSO4•4H2O), burkeite(2Na2SO4•Na2CO3), sodium sulfate-containing caliche and various brines.

In the flotation of Zn-Pb ores, sphalerite is floated following copper sulfide activation. In this type of sulfide ore, pyrite is commonly treated as a gangue, and poor selectivity between sphalerite and pyrite/quartz is often reported. But pyrite may also appear in association with gold, and flotation of such auriferous sulfides is of great importance in many countries (e.g. South Africa, Australia). In the cationic flotation of sulfide ores with dodecyl amine, sphalerite can be floated while depressing quartz and pyrite. While in a well-aerated pulp in the presence of lime (especially after oxidation with H2O2) the cationic flotation of pyrite is depressed, oxidation of pyrite in the presence of Na2S makes it floatable with amines even in very alkaline environment.

During the SME Board of Directors’ midyear meeting in Monterey, CA Aug. 25, I discussed trends in the construction aggregates industry. Many construction-material suppliers may not have yet fully internalized the changes that are taking place. But the changes are significant. And they have shifted the focus in the aggregates industry from “assets” to “people and innovation.” Construction-material suppliers serve many customers. A typical quarrying operation at Graniterock would have more than 1,000 customers, mostly civil engineering contractors. Along with the push toward people and innovation, there is increased emphasis on vertical integration from aggregates to ready-mix concrete and hot mix asphalt, to final construction. If a company is not vertically integrated, it will at least have strong partnerships with other firms, to deliver a high-quality finished project on time.

It has been discovered that water insoluble alcoholic solutions of alkyl hydroxamic acids serve as selective collectors for the flotation of phosphate mineral resources (Miller et al., 2000). The effectiveness of the new collector chemistry has been demonstrated by the results from single stage bench scale flotation experiments for feed material from plants in Florida, North Carolina, and Utah. In the best case, from experiments with low grade (5% P20,) coarse feed (16 x 35 mesh), a single stage phosphate recovery of 95% was achieved with a concentrate grade of 31% P20,. Such a separation efficiency could not be achieved using the traditional fatty acid/fuel oil collectors as is evident from a comparison of the respective grade/recovery curves.

This work describes the effect of process parameters on the acidulation of Moroccan phosphate rock using nitric acid, i.e., the nitro-phosphate process. A series of bench scale experiments were conducted, using a stirred tank reactor (STR) system, to investigate the chemical reactions involved and optimum conditions for the formation of nitro-phosphate fertilizer. The effect of reaction time, temperature, mixing speed, acidulation ratio, and acid concentration were investigated, and were found to have an effect on the dissolution of P2O5 from the phosphate rock, using nitric acid. An increase in nitric acid concentration resulted in an increase in P2O5 dissolution, however, the dissolution was also found to be a function of acidulation ratio. A nitric acid phosphate rock ratio of 4:l ensured 90% dissolution for nitric acid concentration > 30%.

A suite of ore and waste rock materials was selected for the interlaboratory testing of combustion-infrared ("Leco") methods used to estimate carbonate and sulfide minerals present in test materials. The objective of the study is to develop ASTM standard methods to be used for metallurgical characterization of ore, acid drainage prediction for ore and waste during ore body evaluation, and for ore and waste control during the active mining of ore deposits. The results may be interpreted for classification of the materials according to their carbonate-sulfide or acid-base characteristics based on net carbonate value (NCV). The test materials were processed by x-ray diffraction and x-ray fluorescence (XRD-XRF) at Newmont Metallurgical Services (NMS) to obtain a semiquantitative mineralogical composition. Results of the interlaboratory testing for total carbon-sulfur, pyrolysis loss carbon-sulfur and hydrochloric acid residual carbon¬sulfur are compared with the mineralogical composition to aid in interpretation of the NCV classifications of the samples.

Geotechnical solutions were developed for closure of two historic, remote underground mines in the deserts of southern California. Closure criteria included access closure, minimal site impact, and optimum use of native materials. The closure designs and construction activities incorporated techniques for protecting sensitive biota, particularly bats and desert tortoise. The types of mine openings that were closed include adits, declines, shafts, daylighted stopes, and dugout dwellings. The desert locations permitted implementation of cost-effective closure techniques that relied upon the use of native materials. The strategies and techniques developed for these desert closures are adaptable to other climates.

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

The Office for Mine Safety and Health Research, National Institute for Occupational Safety and Health is responsible for providing research leadership in the prevention of mining work-related illness, injury and death. Planning of the NIOSH FY99 research program focused on the comprehensive collection and risk analysis of fatality, injury and illness data according to commodity and mine type. This data, coupled with the mapping of information obtained from stakeholder meetings over several years, provided the basis for prioritizing research needs. Results of the combined analysis were compared to the FY98 program to identify surveillance and research gap areas. The FY98 research program was then assessed according to commodity and mine type and compared with exposure assessments, traumatic fatality rates, injury rates and employment trends in each commodity-mine type combination to gain insight into the potential balance of the future research program. This paper presents the methods, data and results of this planning process.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

The industrial vision system provides on-line 2D particle size analysis for aggregate slurries in both the overflow and underflow of hydrocyclones. This paper covers required vision system features allowing CCD cameras to function in the harsh environment of a mine milling area. The study conducted demonstrates the system’s capacity to obtain particle size distributions for controlling hydrocyclonic separators. The particle size distribution is obtained within seconds and immediately updated to allow for process adjustments. Results are then provided as a graphical computer generated display or output as a 4-20mA current loop for process control. The primary use of the vision system is in classifying particles in cyclone overflows which are often a few microns in size. Typical size information for actual mine slurry samples are presented and possible control schemes discussed.
