"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

During this period, Arizona generally assisted EPA in the implementation of federal programs and enacted environmental laws patterned closely after their federal counterparts. A growing public concern about protecting water quality, particularly groundwater quality, eventually caused the State to depart from this pattern.

In this paper the activation behavior of quartz using Ca(OH)2 as an activator in quartz reverse flotation with anionic collector was evaluated and their adsorption behavior was investigated using a variety of techniques. The adsorption of the collector KS-I on the surface of quartz with and without Ca2+ was primarily characterized using Quartz Crystal Microbalance with Dissipation technique (QCM-D), which is a high sensitivity in-situ surface characterization technique. The flotation performance was evaluated using a laboratory mechanical flotation cell at different process parameters such as pH, collector dosage, and Ca(OH)2 dosage. The anionic collector evaluated was a commercial fatty acid KS-I. The QCM-D data showed that the collector adsorbed on quartz more readily with Ca2+ as activator. The mass and structural property of the collector layer adsorbed on quartz surface at 2.16×10-3 mol/L of Ca2+, 0.3 g/L of collector and pH 12.0 have been studied using the technique of QCM-D. The chemisorption of the collector KS-I on the surface of quartz in presence of Ca2+ were also demonstrated by means of zeta potential, QCM-D and FTIR analysis.

The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

In this paper, the precise definitions for a number of commonly used subsidence parameters are given. The subsidence parameters have been determined using an integrated approach for 110 subsidence cases collected in the major US coal fields. Attempts have been made to establish empirical formulae for the parameters. The results of this study indicate that some traditionally-held concepts should be changed.

Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

The conventional rare earth element (REE) industry has historically sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive REE concentrations. These deposits are extremely uncommon, particularly in the USA. Given the criticality of these materials and the need for sustainable domestic supply, the current research seeks to leverage other autogenous processes that lead to concentrated REE resources. One such process is the generation of acid mine drainage (AMD). AMD is very common in many coal mining districts and results from the exposure and oxidation of pyrite during mining. During the generation and migration of AMD, liberated sulfuric acid mobilizes several metal ions including REEs. Treatment of AMD is required under U.S.C §1251, the Clean Water Act, and often consists of neutralization, oxidation, and metal hydroxide precipitation. To investigate the deportment of REEs during this process, a field sampling campaign was undertaken, whereby the concentration of REEs in AMD and AMD precipitates was measured directly. In the nine sites evaluated in this study, the REE concentrations of the precipitates varied from 29 to 1286 ppm with an average of 517 ppm among the sampled sites. The individual elements were enriched compared with the associated bulk Northern Appalachian (NAPP) coal material by factors ranging from 3 to 15. Furthermore, the distribution of REEs in all precipitate samples favored the heavy REEs (HREEs) when compared with traditional REE ores. This research represents the first part of multi-part research endeavor to characterize, classify, and determine the practicality of refining REEs from AMD and its by-products.

If one considers that prehistoric man's first house may have been a limestone cave, calcium carbonate may be the most timeless of all building materials. Fanciful history aside, CaCO3 has been used for countless applications in human habitats. After all, tine marble block and tiles have always been the hallmark of eloquents and style. Mortars and cements derived from limestone have held together the very blocks of our civilization. In modem times, synthetic polymers are blended with ground limestone to produce everything from pipe, floor tile, cultured marble and house siding. All of these miracles of our technology contain CacO3 of various sizes and in varying amounts. This paper will discuss some of the critical attributes of CaCO3 which make it suitable for the new building products that have helped increase our standard of living. The vehicle of discussion will be a residential, single family house.

Extensive investigation has been conducted to determine the causes of a series of roof falls occurring in a room-and-pillar working located in southern West Virginia. Underground observation, along with laboratory testings and finite element analyses were conducted to search for possible mechanisms for the roof falls. Results of the investigation have led to a better understanding of the mechanisms involved in the roof falls. Necessary modifications of mine layout and roof support plan are proposed for improving safety and profitability at the mine.

The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. Salt dome hosted metallic sulfide deposits are the product of a complex evolutionary system involving halokinesis, cap rock development and diagenesis, and the generation, migration, and accumulation of basinal brines and hydrocarbons. Hydrocarbons play an important role in: (1) the production of calcite cap rock which hosts some of the metallic sulfide and sulfur concentrations, and (2) the generation of the reduced sulfur available for metallic sulfide precipitation and sulfur formation. Hydrocarbons and related fluids also are involved in the transporta¬tion and remobilization of the metals. Hydrocarbon consumption, in the course of cap rock development and sulfide mineralization at Hockley dome, is estimated to have been 6.4 million barrels of oil or 114 million cubic feet of methane. Mineral textures, including cap-rock banding, sulfide bands in anhydrite, and fine sulfide mineral banding indicate both episodic fluid influx and fluid compositional differences through time. Features such as pyrite "shells" and sphalerite and marcasite hemispheres may have been localized by hydrocarbon droplets and /or bacterial colonies. Marcasite mineralization in shallow strata above and flanking Hockley dome is best developed over the western and southern parts of the dome. This pattern mimics the known distribution of sulfide mineralization, which is dominantly marcasite, in the underlying cap rock. The iron sulfide paragenetic sequence in the sediments is pyritohedral and cubic + pyrithohedral pyrite followed by marcasite which is encrusted by cubic pyrite. Sulfur isotopic averages for the three stages are +20.8, -20.2, and +6.4 per mil, respectively. These values generally coincide with cap rock sulfate (+20 per mil), cap rock hosted metallic sulfides (-20 to +4 per mil), and sulfur in hydrocarbons (+5.8 per mil). Hydrocarbon compositions indicate provincial variations in oil composition and generation history. Long Point and Boling domes, which have an intergrown sulfide-sulfate-sulfur mineral assemblage indicative of mixed reducing-oxidizing environment, contain oils that are less mature than Hockley dome which appears to be more mineralogically segregated. Sterane biomarker compositions of the oils at Hockley, Long Point and Boling domes indicate a local, dominantly terrestrial source. An oil sample from supracap sandstones on the northeast flank of Hockley dome contained over 750 ppm combined Fe, Zn, Pb, and Co, indicating that hydrocarbons are carrying or remobilizing metals. Cap rock calcite and anhydrite also exhibit provincial variations in strontium isotopic ratios. Calcite and anhydrite cap rocks from several sulfide mineralized domes in the Houston diapir province have strontium isotopic ratios that are more radiogenic than Jurassic sea water (>0.7078). A calcite sample within massive sulfides at Winnfield dome also has a high 87Sr/86Sr ratio (0.7085). Variations in strontium isotopic ratios with strontium content indicate the mixing of at least three Sr-bearing fluids in the cap rock environment, one of which may have been the metal carrier. Anhydrite residues from diapiric salt have strontium ratios up to 0.7100, considerably more radiogenic than Jurassic seawater. These high ratios indicate either that salt and anhydrite recrystallized sometime post-Jurassic in the presence of a fluid with a high 87Sr/86Sr ratio, or that they precipitated in the Jurassic from a fluid with a higher 87Sr/86Sr ratio than Jurassic seawater. Salt domes with cap rocks containing metallic sulfides have only been found in basins that have geopressured zones. Waters from geopressured zones in the vicinity of mineralized salt domes have salinities that are two or more times higher and iron and base metal concentrations that are three to one thousand times higher, than geopressured fluids from other parts of the basin.

In mineral processing, poor froth-flotation performance translates into both an enormous loss of revenue and an unnecessary waste of the ore reserve. In this context, Bacís Mining Company developed a versatile new, high-performance flotation-cell design that can be incorporated into various flotation circuits. The main feature of this circular cell is that it is comprised of two separate sections, namely, a flotation cell that uses wash water to minimize the entrainment of fine gangue particles into the froth product and an external bubble generator that produces small bubbles of relatively uniform size at a specified aeration-rate. The air/water mixture is blended with the pulp by gentle agitation, so as to enhance particle-bubble aggregate-stability. Comparative metallurgical performance with conventional flotation cells show that the power requirements and operating costs for precious metal flotation are three times lower, while the concentrate grade is 7% higher and the recoveries of precious metals are 5% higher.

The Barrick Bullfrog underground mine was established as an afterthought to the main open pit. As open pit ore dwindles, the underground mining becomes increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines, and there is a strong move towards underground mining in the United States today. There are inherent problems in starting and operating underground mines in the shadow of any open pit operation, and at the Bullfrog there were several attempts at productive increases that were both successful and unsuccessful.

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

A physical model for the diffusion and flow of gases through porous solids, which accounts for the random nature of individual gas molecules moving through a solid of definite structure, has been formulated. The model was solved using' the Monte-Carlo technique. It was then used to evaluate specific constants related to the dusty gas model and to describe the gas-porous solid diffusion phenomena. Experimental results were used to validate the stochastic model.

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

Severe drought in the Colorado River Basin over the past 10 years has caused water levels to drop in Lake Mead by more than 113 feet. The current lake level is at elevation 1,112 feet mean sea level (msl). Lake Mead is the primary source of water supply for greater Las Vegas. Water for Las Vegas from Lake Mead is accessed through two existing submerged intake shaft and tunnel systems. If the water levels continue to drop in the lake, the Intake No. 1 will become inoperable below water level elevation of 1,050 feet msl. To sustain the current levels of water delivery to all member agen-cies in the southern Nevada region, the Southern Nevada Water Authority (SNWA) has decided to construct a third intake at a deeper depth in the lake to ensure better quality water and enhanced reliability.

This paper presents the ventilation design for an underground testing facility in a salt medium. The under-ground workings consist of two 3.6 m-diam (12 ft-diam) watertight shafts and about 1830 m (6000 ft) of drifting. These facilities are designed to provide access for an in situ testing of a salt horizon in which a variety of hazardous and nonhazardous materials could be temporarily stored or permanently deposited. The ventilation system includes a design basis for gassy mine conditions and provides for the option of bulk air cooling and heating.
