The economic success and growth of any metropolitan region depends on mobility. Today, mobility between New Jersey and New York is threatened by a transportation system that cannot meet 21st century travel demands. The transportation bottleneck created by the Hudson River threatens the viability of one of the world?s great centers of commerce and culture. Fortunately, there is a solution: The Access to the Region?s Core Mass Transit Tunnel. The US$8.7-billion Mass Tran-sit Tunnel?s (MTT) new two-track line will double commuter rail capacity under the Hudson and create a new, state-of-the-art cavern station in Midtown Manhattan, with wide platforms, high-speed escalators and other features to improve riders? travel experience. The capacity and other benefits of the MTT project will launch a new era of prosperity for the region, just as the Pennsylvania Railroad did almost 100 years ago when it built the existing two, single-track rail tunnels that now form the sole commuter rail link between New Jersey and New York. The existing tunnels run from North Bergen, NJ, under the Hudson River to Pennsylvania Station at 33rd Street in Manhattan. Construction on the MTT, the largest public works project in the United States, is scheduled to start this year and continue through 2017. The MTT is ready to go to construction thanks to a major commitment of financial, engineering, project management and other resources from NJ TRAN-SIT, New Jersey?s statewide mass transit agency, and the Port Authority of New York and New Jersey, a bistate agency that operates the Holland and Lincoln tunnels, the George Washington Bridge and other major transportation facilities in New York and New Jersey. The project is also strongly supported by the state governments of New York and New Jersey, as well as that of New York City. The MTT is New Jersey Governor Jon Corzine?s number one transportation priority.

Regional Tertiary formations and basins of local sedimentation which contain uranium deposits west of the Rocky Mountains are mainly of Oligocene, Miocene, and Pliocene age (fig. 1). The host rocks have been derived mainly from intrusive and extrusive igneous rock. The major host formations which cover broad geographic areas include the Esmeralda, Truckee, Humboldt, Thousand Creeks, Payette, Panaca, Cedarville, Coso, and San Joaquin Formations. Local areas of Tertiary sedimentation containing uranium deposits occur near Yuma, Safford and Artillery Peak, Arizona; Dillon and Canyon Ferry, Montana; Spokane Indian Reservation and Pend Orielle River, Washington; Topaz Mountain, Utah; Stanley Basin, Idaho; and Sonora Pass, California. Uranium deposits in these sediments have been classified into five categories based on environment (fig. 2). They are: (1) Deposits in lake sediments consisting mainly of water-laid tuffs; (2) Deposits in lake sediments intruded by volcanic plugs; (3) Deposits in lake sediments interbedded with arkoses near batholiths; (4) Deposits in coarse volcanic sediments in local sedimentary basins; (5) Deposits in arkosic conglomerates in local sedimentary basins.

Published information discussing uranium mine radon daughter controls and related costs was examined and used to develop an estimated (projected) cost per ton for any level of control. Results show a clear power function increase of cost for conventional dilution ventilation as the annual exposure limit is lowered. Projections can be made using any assumed changes in consumer price index (CPI) and radon daughter working level months exposure limit. Bounds on the estimated costs are provided, and applicability of the final equation is discussed.

A detailed study of carrier flotation of kaolin clay using calcite showed the major beneficiation mechanism to be enhanced aggregation between anatase and calcite under intense agitation conditions. In order to develop an understanding of this selective aggregation, surface charge characteristics of kaolinite, anatase and calcite were studied under simulated flotation conditions. Zeta potential of all these minerals tended towards a constant negative value in ole- ate solutions under certain conditions possibly due to adsorption or precipitation of oleate on them. However, whereas the zeta potential of anatase in the oleate solutions was not influenced by the agitation level, that of kaolinite was found to be strongly dependent on the agitation intensity. The effect of oleate on zeta potential of kaolinite was reduced by an increase in agitation intensity. It is suggested that oleate is much more firmly bound to the surface of the anatase and that this preferential attachment is responsible for the enhanced selective aggregation of the anatase with calcite. Agitation level plays a major role in carrier flotation since intense agitation is considered to en- hance both the chemisorption of oleate on anatase and preferential detachment of calcium oleate precipitate from the kaolinite surface, all of this producing a large difference in the surface properties of anatase and kaolinite, and hence in their tendency to aggregate with calcite.

Tracer gas sampling methods are useful for monitoring ventilation systems, especially in remote or inaccessible areas, and can be utilized for analysis of the ventilation system immediately following a mine emergency. However, the success of this technique is largely dependent on the accuracy of release and sampling methods. Analysis of sampling methods is crucial for rapid response and dependable results during emergencies. For the purpose of this study, four well-accepted sampling techniques currently used in the mining industry were compared using solid-phase microextraction (SPMe) fibers with sulfur hexafluoride (SF6), an industry standard, as the tracer gas. Current sample collection techniques include plastic syringes, glass syringes, Tedlar bags and vacutainers. SPMe fibers are used in a variety of industries, from forensics to environmental sampling, and are a solventless method of sampling analytes. To analyze these sampling methods, samples were taken from a 0.01 % standard mixture of SF6 and nitrogen and analyzed using electron capture gas chromatography. A relative standard error of less than 10% validated results to compare the accuracy of various methods. The technical and practical issues surrounding each sampling method were also observed and discussed.

Bentonite represents one of the main players in the stability of the drilling mud. Its particle size and particle size distribution affect the physical properties of the drilling mud especially the rheological properties. Therefore, a specific particle size distribution was recommended by American Petroleum Institute (API) for use in drilling mud. To clarify the effect of individual size and size distribution, in this study, the bentonite sample was classified into different size fractions. Each size fraction was tested separately in terms of controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness, and packing density. The effect of each size fraction on the rheological properties of the suspension was correlated to the behavior of the whole particle size distribution in the bentonite sample. The results indicate that the coarser the particles, the higher the rheological properties; in this case, the API mixture is the highest. The filtration loss and cake thickness for the API mixture are lower than that of the individual size fractions due to its wider size distribution due to the filling of voids between larger particles with smaller ones, which lead to bed compaction and consequently lower fluid loss and cake thickness.

From the MAP3S Precipitation Chemistry Network data bank five years of data from January 1, 1977 to December 31, 1981 have been analyzed. No definite trend has been observed in the concentrations and the total depositions in the analyzed period. Comparison between the weekly and event samples show that the weekly samples could underestimate the total deposition. Preliminary results show that there is a reasonably good correlation between the precipitation composition and the emissions feeding the air in which the precipitation is formed.

To allow recovery of gold values from ore which cannot be economically processed by the mill, Pinson Mining Company has developed a run-of-mine heap leaching facility. In order to estimate production scale recovery rates, reagent consumption and percolation problems, a series of pilot scale tests were performed. These tests typically consisted of 3,630 metric tons (mt) (4,000 tons) leach ore at a grade of .94 to 1.56 grams per metric ton (g/mt) (.03 to .05 oz.) Au/Ton. Test heaps were loader stacked to approximately 4.3 meters (14 feet) high. Information from these pilot scale tests was employed in the design and construction of the production scale facility. Parameters such as spray rate, leach cycle, sprinkler placement, and barren solution chemistry were determined by the pilot tests.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. "Corrosion of ground support can lead to falls of ground that pose a significant risk to miner safety. To address this problem, the National Institute for Occupational Safety and Health (NIOSH) is investigating corrosion at the Hecla Mining Company’s Greens Creek Mine, located near Juneau, Alaska, USA. Field studies have used photogrammetry surveys to document welded-wire mesh corrosion, and laboratory studies at NIOSH’s Spokane Mining Research Division (SMRD) have investigated the effects of corrosion on ground support integrity. Findings show that (1) corrosion monitoring through photogrammetric methods may be effective for qualitative measurements of welded-wire mesh corrosion, and (2) there is a relationship between loss of load-bearing capacity and the diameter loss due to corrosion in welded-wire mesh. Photogrammetry results thus far have measured an apparent bulking of the corroded welded-wire mesh, and preliminary laboratory tests have investigated the relationship between the larger bulked and effective wire diameter. If this relationship is verified, these results may indicate that photogrammetry, when combined with the models produced in laboratory tests, could offer a means of monitoring corrosion levels, as well as rock rib deformation. INTRODUCTION Reducing the number of rock fall injuries and fatalities is an important part of the mission of the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD). Ground control using support systems to protect miners from rock falls is one of the oldest mining sciences, and considerable research has led to a variety of modern tools and methods in use today. Among these tools are rock bolts and welded-wire mesh, which are made from increasingly higher-strength steel grades to meet the increasingly demanding requirements of underground mines [1]. However, the benefits of these higher-quality support elements may be negated in corrosive mining environments. A better understanding of how corrosion affects the support capacity of ground support systems will assist engineers in determining when an opening is at a greater risk of falls of ground. Accelerated corrosion has been occurring in some areas of the Hecla Mining Company’s Greens Creek Mine near Juneau, Alaska, USA. Corrosion of ground support has resulted in two falls of ground occurring between April 2015 and March 2016. While these falls of ground did not injure any personnel, mine management recognized the high risk to miner safety and responded by actively undertaking a ground support rehabilitation program. Rehabilitation measures include the installation of both galvanized and coated, corrosion-resistant bolts and welded-wire mesh, depending on local conditions."

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

Iron transfer from the pregnant leach solution (PLS) to the electrolyte can have a major economic impact on solvent extraction (SX) operations. High iron transfer will lead to greater operational costs, due to increased reagent consumption through electrolyte bleed and make up, or increased power costs due to decreased electrowinning current efficiency. Bioleaching of low-grade copper sulfide ore from the Kennecott Utah Copper Mine was investigated in a large scale piloting program including SX and electrowinning. Plant data and lab test work conducted throughout the course of operation, show that the unique containing PLS high ferric iron with high pH can lead to lower Cu: Fe selectivity than is typically seen in traditional copper SX operations. The impact of high ferric iron on the plant operation, and methods to reduce iron transfer will be discussed. Special considerations need to be taken for plant operating conditions and selection of SX reagents (including both extractant and aromatic content of diluent) based on the feed PLS characteristics.

The World Bank Group (WBG) believes that extractive industries can make significant contribution to sustainable development and poverty reduction, providing that environmental, social, and corporate governance issues are properly managed. The WBG recognizes that stakeholders have legitimate concerns about the impact of extractive industries, and management proposals are built around the central theme that investments and policy advice in the extractive industries should lead to poverty reduction. To help governments create appropriate policy and regulatory frameworks, this paper focuses on the linkages between overarching policies and laws and the management / governance of extractive industries at the local communities. It encourages the use of new instruments designed to help ensure that local communities benefit from extractive industries.

This paper presents a framework for analyzing the theory and industrial practice of coal flotation and gives some examples of its use for understanding flotation phenomena and optimizing/controlling flotation circuit performance. It is based on extensive laboratory and in plant test work conducted over the past several years by researchers at MTU as well as an analysis of the literature. Previous researchers have usually considered either the surface chemistry or the kinetics of coal flotation behavior, only rarely have these factors been considered together. However, these factors must be considered together in order to gain a clear understanding of the theory underlying coal flotation such that its practical application can be optimized. Fortunately, this complex objective can be achieved by considering the recovery and rate of recovery of the different types of particles present in the feed to coal flotation circuits and the fundamental mechanisms responsible for these recovery phenomena. The influence of three major groups of variables must be considered: control variables (reagent additions, aeration rate, etc.); disturbance variables (feed pH, percent solids, etc.); and circuit design variables (number of cells, circuit arrangement, etc.). Each of these groups of variables affects process kinetics in a clearly understandable manner, which, once determined, is extremely useful in circuit design and optimization. This paper includes a discussion of the use of the proposed framework to explain the effects of some coal characteristics on flotation performance. In addition, an example of using this analysis to optimize the performance of a coal flotation circuit using frother and collector addition levels is included.

Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. The authors are indebted to many people within Humble Oil & Refining Company and Esso Production Research Company for their assistance and guidance. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.

Problems with gravimetric sampling have led to the establishing of a computer linked tyndallometer dust measuring system. Preliminary tests conducted with the system indicate that the system can be used to do correlative exercises between mining activities and dust levels. The system also allows occurrence characteristics of dust levels to be determined. Use of this equipment will enable dust allaying methods to be tailored to the specific underground situation.

Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. Continuous casting accounted for about 43% of steel production in the US last year, compared to 9% a decade earlier. And, Japan and Korea are producing more

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. INTRODUCTION The estimation of ore reserves is a process that begins with the earliest exploration stages on a property and continues throughout any subsequent evaluation and exploitation of the deposit. During exploration and preliminary evaluation, the results of these reserve estimates constitute the basic data for prefeasibility studies and economic analysis. The decision to continue exploration and development or to abandon a prospect is often based upon these studies. During the active life of a mine, reserve computations are continuously revised to assist in development planning, cost and efficiency analyses, quality control, and improvement of extraction and processing methods. Accurate reserve estimates are also required when financing a project, purchasing or selling a property, and for accounting purposes such as depletion and tax calculation. It is important to remember that the reliability of ore reserve estimates varies progressively through time as more and more information becomes available. The lowest order of reliability of estimation of reserves exists at the time of discovery. The maximum level of certainty concerning the ore reserves within a deposit is reached when the deposit is completely mined out. Between these two extremes are variable levels of certainty as to the tonnage and grade of the resource. This is particularly true of that portion of the mineral resource that constitutes the "minable reserve," as this portion is dependent upon economic as well as geological and technological factors. In the following discussion, several of the factors affecting ore reserve computation and some of the commonly used methods of calculation are presented. The first part of the discussion is confined to classical methods of hand calculation utilizing level maps and sections. The second part of the discussion presents an overview of somewhat more sophisticated methods of geostatistics which have been developed within recent Years. Geostatistical methods frequently provide the best ore re- serve estimates for many deposits. However, a digital computer is required for such geostatistically derived estimates due to the number and complexity of the cornputations involved. For many properties the classical nongeostatistical methods are adequate, particularly in the early exploration stages. In fact, it is the author's contention that even at those properties where the geostatistical approach is employed for reserve estimation, the geological and engineering staffs should prepare an estimate by traditional means. This provides an internal audit for the reserves and at the same time requires a continuing close appraisal of geologic problems that influence the presently known geostatistically estimated reserves and production at the mine.
