FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." "He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Coal is the nation's most abundant fossil energy resource and serves as the primary fuel for the U.S. electric-power industry. However, its continued and expanded use is often challenged by the nature and amount of its associated impurities, such as mineral matter, sulfur, and trace elements. The moderate- to high-sulfur content of many U.S. coals is of particular concern today as potentially more stringent regulations requiring further reductions in sulfur dioxide emissions are being considered. The most prevalent method currently employed to control SO2 emissions from coal-burning facilities is post-combustion flue-gas desulfurization. However, physical coal cleaning (a.k.a. beneficiation, preparation) methods can also be effective in removing sulfur and ash impurities from coal prior to combustion. In a typical physical cleaning operation, raw coal is crushed to about 50-mm (2-inch) topsize, and then screened into coarse, intermediate, and fine size fractions. Crushing liberates some of the ash-forming minerals, including the portion of inorganic sulfur (pyritic) not chemically bound to the coal matrix. The percentage of impurities liberated generally increases as the coal particle size is reduced. Coarse- and intermediate-sized coal particles are typically subjected to specific gravity-based cleaning methods, while fine-sized (less than 0.5-mm) coal particles are beneficiated using froth flotation, a technique based on surface property differences. Greater cleaning potential exists at finer sizes because of increased liberation of impurities, but this potential is not fully realized because of inefficiencies associated with fine particle separation using state-of-the-art coal cleaning technologies.

The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.

Sonora Mining Corporation (SMC) operates the 6,000 tonne per day Jamestown open pit gold mine in the Mother Lode district of California. The mine has been in operation since January, 1987, and has produced approximately 7,800 kilograms of gold since start-up. The property consists of five ore bodies lying along a five kilometer stretch of the famous Mother Lode vein system. At present, only the Harvard ore body is being mined. The Harvard pit is centered around a historic underground mine of the same name that was operated from 1896 to 1916. The present ore body averages 2.5 grams gold per tonne as free milling gold and auriferous pyrite. The project consists of the open pit mine and concentrator complex in Tuolumne County, California, and a carbon-in-pulp leach plant located near Yerington, Nevada.

Introduction Metallurgical accounting practices have been revolutionized over the past 15 years by the introduction of low cost personal computers and easy- to-use spreadsheet software. The Chimney Creek metallurgical accounting system takes full advantage of these advances. Data is provided by a PLC-based process control system, IBM data logging, operator logsheets and assay results from an automatatic plant sampling system. The data is organized and stored in an IBM PS/2 system using Lotus 123 and customized accounting programs to provide a comprehensive information management system. Metallurgical accounting for gold plants should ideally provide information for the following: a) Gold production accounting b) Day-to-day process control and operation c) Metallurgical evaluation and process optimization The Chimney Creek system provides all of these while overcoming specific accounting problems presented by SAG milling a coarse feed, grinding in cyanide and dump leaching run-of-mine material. Process description Gold Fields' Chimney Creek mine is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. Ore is processed by a combination of dump leaching and milling processes. The dump leach operation treats approximately 2.0 million tons per year of low grade ore (0.030 oz/ton). Run-of-mine ore is top dumped in 40 foot high pads. The use of three solution ponds for leaching enables an intermediate solution to be recirculated to the leach pad to reduce the pregnant solution flowrate and increase gold tenor of solution to the carbon-in-column (CIC) recovery circuit. Gold recovery is approximately 65% by this method. The milling process employs a SAG mill-ball mill grinding circuit to treat 900,000 tons per year at an average grade of 0.19 oz/ton. The ore is crushed to minus 12" in a jaw crusher prior to feeding the SAG mill. Cyanide is added to the grinding circuit to start gold dissolution as early as possible. After grinding, leaching of the ore is continued in a unique two-stage counter current decantation circuit 1 with 12 hours of leaching between stages . 85% of the soluble gold is recovered from the first stage thickener overflow in carbon columns (CIC). The second stage underflow is treated in a scavenger carbon-in-pulp (CIP) plant. Ultimate gold recovery is over 95%. Loaded carbon from both the dump leaching and milling processes is pressure stripped by hot cyanide solution and gold is recovered from the resulting solution by zinc precipitation. The precipitate is retorted for mercury removal and smelted into bullion. The plant flowsheet appears in Figure 1. Data collection Data for daily metallurgical accounting is obtained from three sources: a) Plant sampling b) Process control system c) Operator logsheets All of the data collection for metallurgical accounting is based around the 12-hour shift operating schedule. Sampling All critical sampling for gold production accounting is performed by automatic samplers (Figure 2). Heath & Sherwood two-stage sampling systems are used for sampling all slurry streams (cyclone overflow, CIP feed and CIP tails). The automatic sampler consists of a pneumatically operated primary sample cutter and a continuous rotary secondary splitter. The cyclone overflow and CIP tails are the most critical samples since these are used to calculate gold into and out of the plant on a shiftly basis. The CIP feed sample gives additional information concerning intermediate dissolution and recovery

The fluidized bed was invented by Fritz Winkler of Germany in 1921. The first application in the U.S. was in the development of the fluidized bed catalytic cracking of petroleum in 1942. Today, fluid bed cracking reactors are an integral part of every oil refinery. When fluid bed technology was first considered for applications outside the petroleum industry it was recognized to have uniform temperature, close control of the gaseous atmosphere and excellent mixing between solids and gases. Roasting of sulfide ores and concentrates was an obvious match. The first application was a single stage roaster for gold refining in 1947. There have been over four hundred commercial fluid bed roasters built and operated successfully in the four decades since the fluid bed was invented. There are three general categories of roasting applications. The largest number of roasters fall into the dead roasting category which includes gold ore roasters. The other categories are sulfating roasters and partial roasters (Reference 1).

The use of an integrated software package to simulate and optimize the performance of mineral processing circuits is illustrated by three examples. Each represents application of the software and associated techniques to optimization of an existing plant. In the first example, a South-western U. S. copper company employs the method to simulate and improve performance in crushing, screening and SAG milling. A second copper producer evaluates equipment changes and flowsheet alternatives in a closed-circuit ball mill-cyclone operation. A Southeastern U. S. aluminum refinery optimizes performance of a dry milling and classification circuit for production of carbon particles used in anode casting. Graphical and tabular data describe the circuits simulated and the results achieved in each example.

EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

Miami Copper Company began a block-caving operation in 1911 using a gravity mill to separate copper minerals from the Pinal Schist host rock. The tailing was deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill until 1932. In 1928 the larger and more distant Solitude tailing pile was developed which by 1932 was receiving all tailing except for upsets. In 1925 Miami Copper converted its gravity mill to flotation which began to produce higher sulfide copper recoveries.

The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

Scarcely a month goes by that I or someone else at Newmont Mining or Newmont Gold isn't asked to give a talk on the topic I was asked to discuss today. Investors, financial analysts, geologists, metallurgists, even our government--everybody wants to know what the future holds for gold mining. Well, you're not going to get exactly what you asked for. Today, I'm prepared to focus primarily not on what the future will bring to us, but rather on what the future will demand from us. More than that, I cannot undertake because it isn't within my scope to predict how wise and resourceful everyone in our industry will be in the future. What our future will hold, as I see it, will depend on our--and our colleagues'-- responses to these very real demands. Three critical issues stand out in my mind as to what the future will demand of us in the gold mining industry. And these demands will be for: 1. The very greatest of technical expertise and innovation. 2. The highest order of environmental sensitivity and timely accommodation. 3. Planning, planning and more planning. All of these flow inexorably today from the traditional objective of any mining company--or any company in any business, and that is, to make money. Nothing as I see it, should be undertaken by a geologist, metallurgist or even an environmental department, unless the exercises will enhance profits; and nothing may be ignored which can have consequent damage to the bottom line. Thus, the three issues I've listed for you subordinate themselves to the objective of making money, although at least in the environmental area, it might seem to some that we can only incur additional costs without even a dollar-for-dollar return. I hope to disabuse you today of any such out-of-date notion. Let's tackle the first issue-- Technical Expertise and Innovation. Newmont Gold Company this year is celebrating its 25th anniversary of successful and profitable operations on the Carlin Trend. Carlin in 1961, which is when exploration began on the "Trend" by Newmont, actually may share a lot of similarities with Carlin today. They didn't then know where the gold was and, if they found it, they had one hell of a challenge mining and processing ore at a profit because gold was selling at only $35 an ounce. Today, we know where the current reserves are. But we don't know where our future reserves lie. Furthermore, we don't know exactly how we're going to mine them, and, as everyone here knows too well, we don't know what the optimum metallurgical treatment is, even if we can find and mine them. And all that despite the abundant level of modern experience and skills within the current generation of mining companies, and the fact that, even taking inflation into account, gold sells at a higher price today than in 1965 when Carlin began operations. But, of course, I'm telling you what you already know.

Kerr-McGee Coal Corporation has used diesel face haulage and support equipment at its dual-seam Galatia Mine in Southern Illinois since production activities commenced in 1983. The mine began production from its lower seam, the Harrisburg No. 5 coal seam, in October 1983 and from the upper Herrin No.6 coal seam in April 1985. Before production began, the company developed a program designed to make use of the flexibility offered by diesel equipment. While productivity was an important goal, the top priority of the program was to provide a safe and healthy work environment for the miners. Management believed that high productivity would naturally follow. History has proven this belief to be true.

Introduction Asamera Minerals (US) Inc. and its joint venture partner, Breakwater Resources Ltd., discovered ore grade gold mineralization on their 20 km2 (5000 acre) Wenatchee, WA land position in February 1983. Due to the high grade nature of the discovery ore and the known reserves of ore in the "B Reef' and "B West" zones previously outlined by other companies, a decision was made to construct a mine/mill operation near the known ore occurrences. Further drilling in the discovery area quickly expanded known gold occurrences to more than 3.6 Mt (4 million st) with tentative in-place ore grade of 7 g/t (0.25 oz per st) and minor silver values. Based on existing knowledge of the ore body and the rapidly increasing ore reserve, a decision to build a 1.8-kt/d (2000-stpd) mine and mill complex was made in the second quarter of 1983. A schedule was devised to begin immediate mine development, shaft sinking, environmental and land use permitting, and mill and tailings dam construction (Fig. 1). Meeting the scheduled startup date, April 1, 1985, required a fast track schedule in all areas. To this end, Asamera purchased the Oracle Ridge Partners concentrator. This was an assemblage of new equipment designed for use as a copper concentrator in southern Arizona. The purchase contained all of the major mineral dressing equipment - crushers, screens, rod and ball mills, etc. and an engineering package. It did not include most of the other required items, such as buildings, conveyors, pipelines, tanks, and pumps. At the same time, core samples were sent to two independent process development laboratories for initial flowsheet development. Due to the refractory nature of the carbonaceous ore, cyanide leaching was not feasible. Flotation was selected as the concentration process. Further testing showed that autoclaving of the flotation concentrate followed by cyanidation would result in overall recovery of about 85% gold. A mine manager was hired to begin assembling an operations staff, hire an environmental consulting firm, and begin mine development. Environmental and land use concerns were major obstacles due to the mine's close proximity to a city of 20,000 people. These concerns had to be rapidly defined so as to mitigate any adverse impacts from and mining processing operations. Baseline data dealing with weather, air and water quality, and sound were measured before start of mine construction. Concentrator and flowsheet development remained static until October 1983 while definition drilling and mine development proceeded. In late October, a process engineer was hired to coordinate development of a process flowsheet, purchase the remainder of the concentrator equipment, prepare a concentrator construction contract, finalize concentrator detail engineering, and combine environmental and process requirements with a tailings dam design. Process development There were only 17 months remaining to mill start up from the hiring date of the process engineer. Therefore, the process flowsheet had to be finalized rapidly. To accomplish this, samples of drill core from the highest grade (and therefore potentially the most commercial) ore zones were sent to an outside metallurgical laboratory to confirm beneficiation tests on the flotation process. Test results again showed that flotation would provide about an 86% gold recovery. Therefore, all further testing was concentrated on flotation and autoclave/cyanidation of flotation concentrates. Focusing on a well known process such as flotation was important in accomplishing the rapid design and construction of the concentrator. If, during these next phases, we were continually changing design concepts, layout, and process flow, the mill startup would have been delayed many months. Once a process flowsheet is selected the process engineer must obtain the process criteria needed to design the beneficiation system. For example, it was known in early December that the Oracle Ridge rod and ball mills were too small to grind 1.8 kt/d (2000 stpd) of Wenatchee ore. A decision had to be made to purchase a large, used ball mill and convert the Oracle Ridge ball mill to a rod mill. The process engineer must be cognizant of the process criteria needed to size and select equipment. If not, the process engineer must use the professional services of the equipment manufacturing companies to review the requirements that the equipment is asked to perform. For the Wenatchee system, this resulted in the adaptation of a ball mill to a rod mill with a weight limit of grinding rods to protect the mill bearings and drive trains. When a decision is required, the process engineer has to present the facts and options in a manner that allows a rapid decision. This information must include costs, equipment availability, and effect on the construction schedule. At the Cannon mine, there were process development details that resulted in decisions similar to the ball mill purchase. These included an increased flotation residence time from eight to 25 minutes, an increased thickener area requirement, a high pressure tailings pumping system, and area constraints in plant layout. All of these decisions had to be timely and required assistance from manufacturers' service engineers, and knowledge of the alternate costs and effects on construction completion. H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

In three recent publications, Klimpel et al (1988) and Klimpel and Hansen (1988, 89), the theory and invention process behind the identification of two new classes of sulfide mineral collectors were summarized. These two new families can be represented by the 111 generalized formulate: R1-S-R1 -NRI III (denoted as the F-series chelation family) and R-S-R or R -CHSCH-R (denoted as the S-series redox family). The influence of systematic changes in the various R groupings on laboratory batch flotation cell tests has been covered in the above references and will not be repeated in this paper. In particular, the recent article by Klimpel and Hansen (1989) should be studied as a research introduction to this paper.

Exploration programs for mineral resources often involve analysis of soils or stream sediments for the mineral being sought or its pathfinders. Because many metals are toxic to microorganisms, patterns of metal resistance in soil or aquatic populations may provide additional useful information at a reasonable coat. These patterns in some cases have been more effective than the soil geo-chemistry and may be easier to obtain. Elevated levels of resistance to silver and its path-finders have been demonstrated in stream populations from an area of known silver deposits, and resistance to gold pathfinders has been demonstrated for gold-bearing areas. Uranium has also been located by this method.
