A Mark IV surface force apparatus (SFA) was used to conduct direct force measurements between mica surfaces in dodecylamine hydrogen chloride collector solutions at varying pH levels. It was found that long-range hydrophobic forces reach a maximum at pH 9.5, which also corresponds to the maxima attained by the contact angle and flotation recovery of quartz. The charge densities are comparable on both mica and quartz surfaces (0.40 to 0.48 nm2), making it possible to draw conclusions on the flotation of quartz from the direct force measurements conducted on mica. Therefore, it may be suggested that, in the pH range of 8.0 to 10.3, the maximum flotation recovery of quartz may be attributed to the appearance of a long-range hydrophobic force, which, in turn, can be related to the formation of a close-packed monolayer (or hemimicelle) in the presence of neutral amines formed as a result of hydrolysis.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. Experience has shown that, since the passage of the Surface Mining Control and Reclamation Act, over-compaction of spoil during the reclamation process has severely limited tree growth on reclaimed land. Researchers at the University of Kentucky have conducted a ten-year investigation at a surface mine in eastern Kentucky that monitored the changes in selected spoil physical characteristics for various reclamation and compaction alleviation methods. More specifically, research plots were developed for reforestation that employed three different levels of compaction and two different methods of ripping for overly compacted spoil. Each year measurements were made in the field of dry bulk density, using a nuclear density gage, and maximum penetration depth, using a recording cone penetrometer. In addition to good correlation between tree growth and selected spoil characteristics, the data demonstrated a gradual convergence of the measured spoil characteristic data over the study period.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures to the equipment operators. As part of this effort, the National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study which determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system which was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, being a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels comparing outside to inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system?s efficiency. Testing using particle count instruments performed during non-production time periods on both pieces of equipment indicated Protection Factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The present study highlights the planning and design aspects of a well-known openpit copper deposit in India. The mine has been operational since 1982 and presently reaches a depth of 168 m below the surface. The present planning effort has been given due consideration in view of the recent upsurge of copper prices in the global market. The prime focus of the study has been directed towards examining the possible extent of final pit beyond the current pit outline and generating an extraction sequence of future mining operations. To this end, an orebody model of the deposit has been developed and the optimized pit has been derived using L-G 3D algorithm. A sensitivity analysis has also been performed to scrutinize the possible effects of the changing economic scenarios on the ultimate pit configuration. It has been observed that with the current production rate, mine life can be extended another 40 years. With a five-year production plan, these materials can be extracted in eight push-back schemes. The extraction sequence of these push-backs has been outlined in this paper.

The Bureau of Land Management (BLM) has constructed two biochemical reactor systems (BCRs) to treat mining influenced water from the Forest Queen Mine near Silverton, CO. The bioreactors coupled with a natural wetland provide treatment to the Forest Queen Mine drainage. The central objective of this paper is to review the performance of the bioreactors and wetland treatment system. The bioreactors have been in operation for nine years and along with the natural wetland are still removing a high percentage of the influent metals.

This project evaluated the performance of nine passive treatment methods by studying 137 treatment units in eight eastern states. Performance was normalized according to construction cost, projected service life and tons of acid load treated. Results were dimensioned as $/tons of acid load treated/year. These costs were then compared to those of chemical treatment. Sites that achieved acid load reductions at costs below those of chemical treatment were considered successful. In addition to evaluating the performance of the treatment methods, this paper describes the various passive treatment systems, their applications and performance data for individual treatment units.

The problem of long-term production scheduling in an underground coal mine is approached through the concepts of sequencing theory. Based on a typical layout of mining sections, the principles for the approach are: 1. The definition of mining sections as jobs, and mining methods as machines. 2. The reduction of the overall mining activity to the general problem of nonpreemptive scheduling of precedence related jobs on parallel machines. 3. The simplification of the layout to a general type directed network with the nodes representing jobs and the arcs representing precedence relations. 4. The determination of a feasible and near-optimal job schedule given the objective of maximizing the total net present value of the jobs. A general scheduling heuristic is being developed for implementation on an IBM personal computer (PC) as part of an interactive computer system for long-term production planning.

A computer model for long-term production scheduling is presented. By combination of different operations research algorithms it has been possible to design a system which is able to solve difficult long-term planning problems. The practical application of the model by a west-german hard coal mine is shown. It is proven that the EDP-model provides substantial support to the planning engineer by solving complex optimization problems.

Alaska's Arctic Slope lies between the Brooks Range and Beaufort Sea and is a region about the size of Nebraska. It has some of Alaska's richest hydrocarbon deposits. In addition to containing petroleum and natural gas. Much of the area west from the Colville River has low-sulfur coal deposits which are shallow enough for surface mining. Developing those resources will require a firm and realistic' commitment to protecting and rehabilitating the natural habitats. Balancing such a commitment with economic constraints in a practical sense requires knowledge of the environment and its associated biological components, i.e. the soil/water-plant-animal relationships.

Two flat-lying trona seams 3-to 3.5-m thick, approximately 10 m apart, and at depths of 250 m are mined by room-and-pillar at OCI's Big Island Mine in Wyoming. Continuous miners and a yielding pillar system have contributed to improvements in resource recovery and productivity. Long-term stability with minimal subsidence is needed for a large portion of the mine beneath the Green River channel. This was investigated by computer modeling in 1990. Although results of the study indicated good long-term stability, recommendations were made for stress determinations to verify the model. Stress determinations made in 1997 showed pillar stresses 10% to 20% higher than the model stresses, and barrier pillar stresses 10% to 15% lower. This implies that higher panel stresses will be transmitted from the upper to the lower seam. A stability evaluation of the lower seam is planned before two-seam mining to assess entry widths and support requirements.

Compressed air energy storage (CAES) has been initiated recently in West Germany with a 290 MW peaking-power facility utilizing twin cavities with volumes of 150,000 m3 each in the Huntorf salt dome (1). The implementation of CAES in several geologic media is being studied carefully in the United States (2); however, the use of cavities for CAES in salt domes or salt anticlines and the associated long-term stability of these cavities is the specific topic of this paper (3). The cavities represent an essential element in a CAES plant, and thus should be designed and operated to perform with "stability" over the planned life of the overall facility. As employed herein, cavity stability implies the extent to which an acceptable amount of cavity storage volume can be utilized with economic maintenance over the planned life of the overall facility. In this sense stability is relative to the planned use of a storage cavity. Figure 1. depicts the salt deposits of the United States (U.S.) (4). The Gulf Coast region includes the only confirmed salt dome basin in the U.S., although salt structures also exist as anticlines in the Paradox Basin of Utah and Colorado. Because of the relatively small amount of elevation change within the Gulf Coast, CAES in salt dome cavities appears to hold considerably more potential for energy storage in this region than more traditional "pumped hydro" systems.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

Predictive geochemical and limnologic modeling of pit lakes is an important aspect of modern permitting. One of the key assumptions of many predictive pit-lake models is that highwalls and pit backfill become unreactive once submerged by the filling pit lake. Existing pit lakes provide useful data to test this assumption. The Sleeper pit lake (northwestern Nevada) is near hydrologic equilibrium and contains good-quality water that generally meets regulatory requirements for pit lakes. Despite the overall stable geochemical composition, seasonal trends in the hypolimnion indicate the generation of solutes and fluctuations in pH. This work applies mass balance, analysis of subaqueous pyrite oxidation, and trends in solute concentrations to evaluate the potential causes of long-term solute generation in the hypolimnion of the Sleeper pit lake. Results will aid in refining the effect that inundation of highwalls and waste rock has on ultimate pit lake chemistry and long-term closure planning. In the case of the Sleeper pit lake, ongoing solute loading does not substantially change the closure plan at this time as influent groundwater contains abundant alkalinity. INTRODUCTION As mine pit lakes become more widespread, regulatory agencies are increasingly requiring advanced predictive modeling of pit-lake geochemistry during permitting. The end goal of all those involved in these permitting actions (i.e., the mining company, the regulatory agencies, and the public) is to have pit lakes become geochemically and hydrologically stable for the long term, which may then allow mining permits to be relinquished. The modeling endeavors therefore are important to inform long-term closure of pit lakes. The conceptual models and numerical methods used to predict pit-lake water quality are complex and require substantial amounts of data and a variety of assumptions (Castendyk et al., 2015). One of the common modeling assumptions is that solute generation via acid mine drainage is eliminated (or at least decreased) by the filling of the pit lake and inundation of highwalls and any in-pit waste rock. However, few studies have reported on observations that support or refute this assumption. The water-quality record of the Sleeper pit lake is an ideal dataset with which to test these assumptions. The former Sleeper mine is located in northwestern Nevada (Fig. 1), and has been inactive (in terms of ore extraction) since 1996. The mine extracted Au and Ag from the famous high-grade Sleeper vein and associated widespread stockwork mineralization (Nash et al., 1995). Water quality in the pit lake has been monitored since the cessation of dewatering in 1996. The current pit lake actually occupies three separate sub-pits, the Sleeper, Wood, and Office pits (Fig. 1). The Sleeper and Wood pits undergo regular water-column monitoring using a conductivity-temperature-depth (CTD) probe, and sampling for dissolved inorganic constituents at several depths (~10, ~130, and ~330 ft. below lake surface). Groundwater quality is also monitored using a series of wells (Fig. 1).

Although the long-term subsidence for most longwall operations is insignificant, it does exist in some cases. In the cases that showed significant long-term subsidence, it was found that the development process could be expressed by an exponential decaying function. The stability factor of the chain pillar system and the potential for long-term subsidence are the two most important factors that control the magnitude and development characteristics of the long-term subsidence process.
