INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

The Kinross DeLamar Mine has been operated for more than 17 years producing precious metals dore' from ores, principally silver bearing with associated gold co-products. In late 1995 a new orebody was commissioned, the Stone Cabin orebody, and the site began a phased shift from silver dominance to gold dominance in terms of precious metals revenue. The Knelson Concentrator was selected to remove gold from a portion of the cyclone underflow stream in the grinding circuit. This paper describes the development of the flow sheet, specific mineralogical impacts on Knelson product and downstream materials, and impacts on mine/mill grade reconciliation.

All ores have an economic optimum particle size (Wills and Napier-Munn, 2006). This optimum value is often a compromise between the need to achieve adequate liberation for the efficient separation and recovery of valuable minerals and the energy consumed by the crushing and grinding process. It has been recognized for nearly three decades that grinding is the most expensive and least efficient stage in mineral processing (El-shall and Somasundaran, 1984). At that time it was estimated that grinding consumed between 25 and 70% of the total power required in mineral processing. This recognition drove the development of new stirred mill fine grinding technology in the 1990s (Jankovic et.al, 2003; Enderle et. al., 1997; Massey, 2008). These milling technologies have a reduced energy consumption compared to traditional fine grinding using ball mills. In the ?coarser? fine grinding applications this improvement is approximately 30%. The benefits increase to above 50% in ultrafine grinding applications (Lichter and Davey, 2006). Despite these gains, the US Department of Energy reported that an additional energy savings of up to 37% is possible in the minerals industry. They identified continuing research and development and implementing best practices in both grinding and materials handling as the primary avenues for the additional reduction (BCS, 2007).

Knife River Coal Mining Company's Beulah Mine is a multiple seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production at 450,000 metric ton and now produces 2.2 mm ton. As development progresses, operations have advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost effective manner. Additional studies are on-going to determine what changes will be implemented as we encounter deep wet sands in the reserve area.

Knife River Coal Mining Co.'s Beulah Mine is a multiple-seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production of 450 kt (496,000 st). It now produces 2.2 Mt/a (2.4 million stpy). As development progresses, operations advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost-effective manner. Additional studies are ongoing to determine what changes will be implemented as deep, wet sands are encountered in the reserve area. Knife River Coal began as an underground operation in 1924 at Beulah, 120 km (75 miles) northwest of Bismarck. In 1950, the operation converted to a combination underground and surface mine. The underground segment was closed in 1952. Development of the existing reserve area south of Beulah began in 1963. About one-fourth of the acreage under permit (Fig. 1) is sufficient for 10 years at current production rates.

INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations' information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. Teltech has been a pioneer and leader in KM, both as a practitioner and as a leading consultant to other organizations.

Mine managers need useful data to support production and maintenance decisions; for example, to evaluate the performance of replacement components. Today, managers rely solely on past experience, supervisors, opinions, and time studies. Our paper describes the concepts and algorithms we are developing for an automatic, intelligent decision support system (IDSS) that will aid managers by reducing and analyzing large amounts of, monitoring system sensor data and report only key production and maintenance information.. IDSS contains a pattern recognition, subsystem (IDSS/PRS) prototype to report graphical trends in traditional time study elements. We are designing. and prototyping a knowledge representation subsystem, using Knowledge Craft Tools, that will learn and adapt to the dynamic mine environment and reason about the recognized patterns using representations of manager's knowledge, equipment, capabilities, and mine layout and operating procedures. This subsystem will reduce, large quantities of time study type information to key issues that interest different managers.

Engineering design involves, in addition to numerical calculations, considerable amount of expertise and judgement. The expertise and judgement is required to conceptualize and idealize the problem, select a suitable mathematical model for the problem and to interpret the model results in terms of stipulated design constraints. In recent years, knowledge based systems (KBS) have provided the capability to integrate the qualitative experiential and expert knowledge with the quantitative knowledge for improved analysis and design of systems. A possible KBS architecture for mine ventilation system design was discussed by Ramani and Prasad (1987). The expert system (ES) component of the KBS supports the analysis and interpretation phases of the ventilation design process with an algorithmic program used for the solution of alternate designs. The purpose of this paper is to discuss the data and knowledge needs for developing such a system and a formal means of their representation on the computer. A number of ES shells were evaluated to explore possible development and delivery environments for the system. A brief summary of this evaluation is also provided.

Knowledge based applications are becoming important to Associated Manganese for efficiently dispatching ore of appropriate grades to customers on time. The G2 expert system shell has been used to develop blending and scheduling applications using a combination of object-oriented rule based, procedural, and heuristic approaches. The blending application, for example uses a heuristic approach for creating blends from thousands of small stacks of manganese ore of various grades and sizes, to meet customer specifications while fully exploiting the available inventory. Data capture and data warehousing have become important issues, and the Internet shows strong potential for distribution of pre-processed information.

It is the task of this portion of today's session on the new meaning of regional tectonics in the search for ore districts to discuss known interactions of tectonics and ore deposition in the 'new global tectonics' context. I will speak particularly about known applications of the recent tectonic advances to ore finding. Stated yet another way, it's getting on in time toward the "put up or shut up" stage-¬and I would not be here if I thought that the new tectonics were not an effective present matrix for ore finding. Before delving into specific geologic relationships--and I propose to discuss mainly the evolution of an idea which may reveal the presence of a major copper deposit on mainland Mexico--I must note that there have been no published accounts that I know of which assert that a particular discovery has been made soley and specifically because of an interpretation based upon mechanisms directly linked to sea floor spreading or plate tectonics. It is nonetheless true" that several major exploration efforts are based upon such interpretations, and, as is normal when exploration ideas are involved, one does not wish to call attention to an advantageous position in a highly competitive business. Little might be expected to have been announced in so fast-moving and potentially lucrative an area. Another point which needs to be made is that people such as B. S. Butler (1933), Billingsley and Locke (1935 and 1941), Harrison Schmitt (1935), and more recently Mayo (1958) have been working for decades with the tectonic expressions of the emergent tectonics without recog¬nition of the driving forces or the unifying tectonic concepts

The plate-glass windows in the bus were cracked and mud-coated. Nevertheless, they afforded an excellent view of the many head-on collisions we narrowly avoided along the route from the Magadan airport to town. Apparently the driver thought the left side of the road was smoother than the right side, for he drove in the wrong lane at all possible times, even in the face of oncoming traffic. As far as we could tell, neither side of the road was any better than the other. Either way, we had to hang on just to stay in our seats. We careened past trucks and pedestrians, nearly always in the face of impending disaster. When the bus finally pulled into the parking lot of the Okean Hotel in Magadan, we had to thank the driver, not only for safely delivering his passengers, but also for the lasting first impression he gave us of the Russian Far East.

To accommodate the immediate and long term growth of the Hunter Valley, one of Australia's major coal producing regions, a third coal terminal was required in the Port of Newcastle, N.S.W. The initial capacity required was 15 million tons per annum, made up of 40 different blends, to be expanded to 50 million tons of 100 different blends, made up from 70 grades. Coal arrives in 3,200 ton unit trains, a total of 16,000 trains in a year.

This paper presents the details of the Kramer tunnel project in the Federal State of Bavaria, Germany. This road tunnel, which has been under construction since December 2019, is the key component of the western bypass of the town of GarmischPartenkirchen. Once completed, it will relieve the town’s central district from enormous volumes of traffic. The contractor is the joint venture named ARGE Kramertunnel consisting of BeMo Tunnelling and Subterra. The whole project will be completed and handed over to the project owner, Staatliches Bauamt Weilheim, in 2023. The opening of the entire bypass section including the tunnel to traffic is planned for 2024. The tunnel, with a total length of 3,609 m (2.24 miles) and an estimated cost of EUR 178 million (incl. VAT), is designed as a single-tube, double-lane structure with one traffic lane for each direction of travel. The safety issue that exists for single-tube tunnels is solved by a parallel escape tunnel passable for vehicles. All tunnels and ducts are excavated according to the principles of the New Austrian Tunnelling Method (NATM). In order to reduce the geological risk for the owner, the escape tunnel was supposed to be completed before the design process for the main tunnel ever began. The exploratory tunnel was awarded to a competitor with an separate contract.

This paper presents the construction of the ventilation shaft for the single-tube, doublelane Kramer tunnel. The project is located in the Federal State of Bavaria, Germany. The opening of the entire bypass section including the tunnel to traffic is planned for 2024. The tunnel, with a total length of 3,609 m (2.24 miles) and an estimated cost of EUR 178 million incl. VAT (US-Dollar 201 million), is designed as a single-tube, double-lane structure with one traffic lane for each direction of travel. The safety issue that exists for singletube tunnels is solved by a parallel escape tunnel passable for vehicles. For tunnel ventilation, an intermediate shaft has been designed with a depth of approximately 90 m (295 feet) and an inner diameter of 4.5 m (14.8 feet). All tunnels and ducts are excavated according to the principles of the New Austrian Tunnelling Method (NATM). The geological and hydrogeological conditions, the change in the profile (from round to square geometry), and also the shaft being located at a high elevation presented a demanding technical and logistical challenge. The site arrangement with the pit bank was located in a cut, the slopes of which had to be stabilized with shotcrete and soil nails. This excavation was carried out from the fall of 2020 to the beginning of 2021 because construction operations had to be completed outside the nesting period of protected birds.

According to statistical theory, the geostatistical methods of ore reserves estimation are greatly superior to any other method. However acceptance of geostatistics by the mining industry has been slow and not as wide spread as one would expect. One of the reasons for this cautious approach is that it is often questioned whether the geo- statistical assumptions are satisfied in real world situations. When blocks of ore are estimated in a mineral deposit, geostatistical theory can be used to determine which method of estimation should give the best results. Using this theory, the relationship between estimated value and true block value can be quantified. There is a need to verify that this theoretical relationship is actually observed in practice, and that the block estimates ' obtained using the theoretical ly best method of estimation, are actually most similar to the true block values. In this paper the results expected according to the theory are compared with the results actually obtained. Sample values from a large bedded gold deposit have been used. Blocks of ore have been estimated by a number of methods, including the polygone, inverse power of the distance, kriging, logarithmic kriging and other geostatistical methods. The block estimates have been calculated from samples on a large grid, and compared with the true block values obtained from additional samples on a much smaller grid. The results of this comparison show extremely good agreement between theory and actual results.

Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

This paper discusses the mineralogy and metallurgy of the Kuroko-style volcanogenic massive sulfide ores mined at Formosa Exploration Inc. I s Silver Butte Mine located in southwest Oregon. The principle ore type is pyrite + chalcopyrite + sphalerite, while subsidiary pyrite + bornite + sphalerite ore is also mined. The two styles of mineralization have distinctly different metallurgical behaviors and must be treated separately. Selective flotation methods are used to produce copper and zinc concentrates from the first ore type, while bulk concentrates are produced from the bornite ore. Careful mine planning and coordination between the mine and mill are utilized to achieve optimal recoveries.
