Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

Perlite is a generic term for naturally occurring siliceous rock. It is a form of natural volcanic glass the main constituent of which is amorphous silica (70-76%). Perlite, when heated rapidly to its softening temperature range, expands from four to twenty times its original volume, due to the presence of 2-6% ?combined? water, in a manner similar to popcorn as the H2O molecules vaporize and create countless tiny bubbles, which account for its exceptional physical properties: light weight (30-150 kg/m3), low thermal conductivity, cellular structure, in general. These properties make perlite adaptable for numerous end-uses, which can be distinguished into 2 categories: Expanded perlite applications in: a) Construction Materials market (e.g. Acoustical Tiles, light-weight insulating Mortars, self-levelling Concrete), b) Agriculture (e.g. Hydroponics), c) Food and Chemical industry (e.g. Filtration Media, Filler, etc.), d) Insulation and Heat resistance technology (e.g. Cryogenic vessels, Refractory Bricks, etc.). Unexpanded Graded perlite applications in: a) Phosphoric Fertilizers industry (additive in H3PO4 production), b) Foundry technology (slag-aid, insulating and heat resistance agent).

Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.

Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. The Bureau of Mines is glad to have this opportunity to discuss its present Coal Research Program and its significance to the industry with a group which has for many years been representative of the coal producing community. We believe we have a dynamic program that will help our vast coal resources to find their proper place in the U. S, economy. The present coal research activities of the Bureau are conducted in three organizational subdivisions: Minerals Research, Mineral Resource Development, and Health and Safety. All investigations are carried out in Bureau research facilities located in different sections of the country, Since its creation by the Organic Act of 1910 and subsequent amendments, the Bureau has worked closely with the coal industry--first by providing assistance in mine safety for anthracite and bituminous coal mining, and since that time, in providing information on conservation, safety, mining, preparation, and utilization.

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal's expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world's seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. In 1995 Peru was the 12th largest producer of gold in the world: 56,499 kg, or 18 million ounces. Much of this production comes from Yanacocha, operated by Newmont Mining Co, and owned jointly by Newmont; Buenaventura Mines, a Peruvian-listed company; and the International Finance Corp.

During the decade of the eighties, the mining industry was able to take advantage of numerous advancements in computing technology. The development of the desktop workstation and the tremendous increase in power of minicomputers have cause many of the technical computing applications to be taken out of the "glass house", or central computing facility, and distributed to where the work is actually performed. This trend, combined with the significant price/performance improvement being experienced, has resulted in computers becoming more readily available at a reasonable cost for research and development activities, thus increasing the amount of new development taking place. Recent publication of United States Bureau of Mines figures showed that the sand and gravel (3) industry is the largest single mining industry in the United States in term of yearly tonnage produced. The yearly production of over 500,000,000 tons per year now exceed bituminous coal production. This disclosure caught unawares many observers who have not been following closely the rapid-growth of this phase of mining. Along with this steady growth in production, the sand and gravel industry has gone through an accelerated and varied program of beneficiation in a period of the last ten years.

Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

Curved pulp lifters can provide improved discharge performance from SAG mills, especially for the coarser fraction of rocks in the discharge. They also can provide improved wear life of the pulp lifter, especially the base of the pulp lifter and diversion cone, over comparable straight radial pulp lifters. Current experience with curved pulp lifters and associated grates is covered including design issues and discharge performance for both the slurry and rock components of the discharge.

"Great effort has been expended for more than 40 years to improve the workplace safety and health of surface and underground miners across the United States. When looking at the past decade, withstanding the 2010, Upper Big Branch (UBB) disaster that took the lives of 29 miners, this effort has resulted in a generally decreasing trend from 57 fatalities (22 coal; 35 metal/non-metal) in 2005, to 45 (16 coal; 29 m/ nm) in 2014. Through August of this year, there have been 23 mining-related deaths (eight coal; 15 m/nm). These results reflect continued diligence and perseverance on the part of miners that stay true to our legacy; and demonstrate significant investments from mine-site leadership, mining corporations, and state and federal regulators. However, over the past five years there have been an average of 32 fatalities per year, with a low of 36 (2011 and 2012) to a high of 45 (2014). If we know that there will be somewhere between 30 and 50 mining related deaths next year, which of us will volunteer to be counted as one of the numbered? Clearly, we all agree that one fatality is too many; and as evidenced by changes following UBB, deaths in any sector are deaths reflective of all mining across all sectors.The impact of each miner death touches us all. Miner’s deaths are felt deeply by family and friends, most significantly the children; their communities in which they served, supported, and worshiped; and by society that has lost a hardworking, dependable contributor. Further, to take a slightly cynical, but realistic view, miner fatality events impact the financial vitality of mining and contracting companies and broadly diminish investor confidence. Just as important, these events significantly impact our communities and result in negative public perceptions, which ultimately drive regulatory policy and related compliance pressures. This resulting pressure forces operations to broadly address safety and health gaps in very specific ways (i.e., see U.S. Mine Safety and Health Administration (MSHA) regulations regarding lids for trash cans) minimizing a mine site’s opportunities for operational flexibility. To break this cycle that is the operational reality, mining companies are focusing tremendous efforts on fatality prevention and specifically on dedicated investment to prevent multiple fatality events."

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

The discovery that triggered the current gold rush in southeastern Peru was made in about 1975 along the Rio Madre de Dios in Madre de Dios Department (Fig. 1). About 5000 to 10,000 miners (called chichiqueros) were working in the area as of 1990. Placer mining is the principal source of revenue for people living along the Rio Inambari and west of Puerto Maldonado. As in past gold rushes, working and living condition are harsh. Supplies are expensive, and the area has poor access compared with other areas in Peru. Food, fuel and all mining supplies are trucked over dirt roads from Cuzco, a three-to-five-day trip (Fig. 1). Some material also comes from Brazil. Many placers have a similar life cycle, beginning with small-volume mining (surface or underground). At the end of this small-scale mining, the placer is exhausted or it has a sufficient volume of gravel high enough in gold grade to be worked by large-volume methods, which lead to exhaustion of the resource. The level of maturity of a placer can be determined from its gold grade. The amount of gold production from large-volume mining can be predicted, given detailed, cumulative gold-production data on placer deposits during small-scale mining (Bliss et al., 1987). Using this general model, the authors analyzed the placers in the Rio Madre de Dios area. Small-volume mining Most placer mining in the Rio Madre de Dios area is in alluvial deposits either in or bordering the major rivers. Locally, some placer mining is in terrace deposits above the rivers. All minerals (including the subsoil) in Peru belong to the state. However, a mining claim (denuncia) is easily obtained for mineral exploitation. It is separate from property ownership.

Spray-on ground support membranes (GSM) or thin support liners hold today perhaps as much potential to impact underground (u/g) ground support operations as dry and later wet-mix shotcrete when introduced to mining in the latter part of the 20th century. This emerging technology has come a long way from the time the first single component experimental coatings were tested in the mid-1980s. Due to a number of factors, including occupational health risk and mine safety regulations, it has taken quite some time for the development of non-hazardous membrane products. However, at this junction most existing u/g mines that employ more conventional forms of ground support could benefit from evaluating GSM technology as a means of improving safety and the bottom line. The same is especially true for future mine developments. This paper describes Master Builders Inc.’s CS1251 GSM product and its implementation. It discusses the situations in which GSM may replace other forms of ground support. Furthermore, it evaluates GSM costs & safety issues and looks at present applications and the potentially bright future of this technology.

The Mine Safety and Health Administration (MSHA) advanced several initiatives last year to further protect miners' health. Regulatory efforts included the implementation of a Hazard Communication rule for all mines, work on the Single Sample rule for all coal mines, and the Plan Verification rule for underground coalmines. Development and application of new technologies are actively encouraged in preventing miners' hearing loss and respirable dust overexposures. MSHA's successful x-ray program for screening of black lung among coal miners completed its third year. Compliance Assistance efforts are focused on Best Practices, outreach, and technical support for operators' specific challenges.
