After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.

During the period of 1973-79, an extensive period of research and development was undertaken by Klimpel and coworkers (1980, 1981, 1982a, 1982b, 1983. 1984, 1987) on the identification of a commercially viable chemically assisted approach to improving the efficiency of the wet grinding of coals and ores in tumbling media mills. The emphasis of the previous publications just listed was on the engineering use implications of controlling-slurry viscosity (rheology) in laboratory and plant scale grinding devices. In this paper, some discussion and results pertaining to the actual chemical screening phase will be presented.

Hydrolyzable surfactants such as fatty acids and amines undergo, in addition to micellisation and precipitation, various associative interactions in aqueous solutions to form ion molecular complexes such as acid-soap, dimers etc. depending upon the solution conditions such as pH. The interaction of these collector species with the mineral surface and with other dissolved species in solution will play a significant role in determining the interfacial processes such as adsorption and flotation. Marked differences in the hydrophobicity imparted to the mineral surface depending upon the solution conditions such as Ph can be attributed to possible differences in surface activities of the above complexes. This aspect of solution chemistry of flotation systems is discussed here for two widely used collectors namely, oleic acid and dodecylamine. Equilibrium species distribution diagrams based on the available literature .data and on estimates of energy of interactions between molecules, have been obtained for oleic acid and dodecylamine solutions.

INTRODUCTION Pyrite responds to the flotation reagents normally used in sulfide flotation systems. For example, it is well known that xanthates are good collectors for pyrite, and cyanide, sulfide and hydroxides are depressants. The particular response of pyrite to these and other reagents is used to advantage in several areas. By careful control of depressant and collector additions, pyrite can be separated from other sulfides by flotation. This is of obvious importance in base metal sulfide flotation where pyrite depression is often required to produce a marketable grade concentrate. Flotation of pyrite has long been employed in gold ore processing, and it appears that pyrite flotation from coal may become important in the future (1). It is probably a direct consequence of this relative ease of separation, plus the low economic value of pyrite, that detailed investigations on the chemistry of its flotation and depression are relatively limited. Gaudin (2,3,4) and others, in the mid-1950's published data on the flotation of pyrite, but detailed or consistent mechanisms were lacking. In 1955, Sutherland and Wark's book (5) was published, in which a large amount of empirical information, especially earlier work of Wark and Cox, was presented. More recently, in 1968, significant contributions have been made by Fuerstenau et al. (6,7) and Majima and Takeda (El. These papers introduced electrochemical explanations of the effects observed with xanthate and cyanide ions.

Dissolved Arsenic (As) is stabilised primarily as As(III) and As(V) and enters ground water streams from sources such as the increasing metallurgical processing of As - containing ores [1]. As(III) is more toxic than As(V) and is less effectively removed from solution by oxide precipitation. Even for dilute As(III) solutions, skin contact or ingestion can cause dermatitis or cancer and there are stringent effluent control standards in place for As containing effluent from mining operations [2]. Chemtronics (Perth, Australia) has manufactured a compact digital voltamme­ter, based on anodic stripping voltammetry (ASV) and suitable for use in the laboratory or field. In this paper we demonstrate the utility of this equipment for measuring As(III) concentration with a detection limit of ca. 10 ppb.

BACKGROUND OF TARP The first settlement in Chicago in the 1830's was only 0.61 m (2 ft) above the level of Lake Michigan. The area was flat and swampy with local streams and rivers generally flowing to Lake Michigan. Repeated outbreaks of cholera and typhoid fever in the middle and late 1800's led to the reversal of the river system (away from Lake Michigan to the Mississippi River). As a result of this reversal, the Chicagoland area has had to restrict water withdrawals from Lake Michigan and has had to develop and implement water management programs in compliance with orders set down by the Supreme Court of the United States. In order to comply with restricted lake diversion requirements and to compensate for a natural setting which was essentially hostile to human habitation, it has been necessary to embark on the construction of massive public works which include the world's largest water filtration plants, the world's largest wastewater treatment plants and finally the construction of TARP. The rivers and streams in the Chicago area are the headwaters of the Illinois waterway system. These headwaters are heavily polluted from combined sewer overflows of the area. Present pollution control laws require that combined sewer overflows be eliminated so that the rivers and streams can be used by the citizens of Cook, Du Page and Will Counties and other downstream communities. Fifty-three of the older most densely populated communities including the City of Chicago, covering an area of 971 sq km (375 sq miles), are served by combined sewers. The chlorination behaviors of pure iron and manganese oxides were investigated by combining a thermogravimetric analysis (TGA) technique with batch-boat roasting followed by leaching. Ferrous and manganeus oxides could be chlorinated readily, but, in the absence of a reductant, the higher oxides of both iron and manganese were difficult to chlorinate. Thermogravimetric analysis curves were drawn to illustrate the complexitites of the reactions, and the possible mechanisms were discussed. Then three manganiferous materials from the Cuyuna Range of Minnesota were treated by a process involving the selective chlorination of manganese followed by leaching. The results were interpreted in the light of the chlorination mechanisms observed on the pure iron and manganese oxides.

The choice between EPB - and Slurry Shields is influenced by the following factors: grain size distribution, cohesiveness, occurence of boulders, occurence of gas, feasibility of soil separation and muck disposal, and settlement properties of the soil. The simple equation cohesive soils = EPB Shields and non cohesive soils = Slurry Shield is very often superimposed by other facts. For example, the occurence of a large amount of boulders in weak cohesive soils, where the application of roller discs is not recommendable, may lead to the use of a Slurry Shield with a rock crusher, thus accepting the disadvantage of a sophisticated separation plant; whereas the occurence of contaminated groundwater or gas may exclude the use of a Slurry Shield. In the following examples the choice of a Slurry Shield or EPBS will be explained and justified with regard of the above factors.

Homestake Mining Company has identified a significant native sulfur resource at its Cinnabar Canyon prospect in Mono County, California. Elemental sulfur occurs as replacements, fracture coatings and breccia fillings in a thick sequence of Miocene-Pliocene intermediate volcanic rocks. The deposit extends along a northwest trending regional fault and measures approximately 900' in width, at least 1800' in length, and has a thickness in excess of 200'. The deposit lies approximately 150' below the surface and is covered by a silicified cap of volcaniclastic strata. The deposit has been delineated by rotary and core drilling. Utilizing a grade cutoff of 5% elemental sulfur, the delineated deposit has a probablelpossible resource of 16.1 million tons of ore averaging 17.9% elemental sulfur containing 2.57 million long tons sulfur. Assay grades within the resource area range up to 40% sulfur over a 40-foot intercept.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Act requires the State Geologist to classify mineral areas in the state and the State Mining and Geology Board to designate mineral deposits of regional or statewide significance. In 1981 a Zn-Ag-Pb deposit was discovered in the vicinity of Molai, Greece. Subsequently, it was determined to be of the Kuroko type. The geology of various areas in the southeast Peloponnesean Peninsula is similar to that of the Molai deposit. Since favorable geologic criteria are present, absent, or unknown in varying degrees in all areas, it was deemed necessary to classify and rank the prospective areas according to the level of information available. For each level of information, an ore discovery model based on pragmatic exploration criteria was developed, enabling the favorability of occurrence to be calculated for each area. A Monte Carlo simulation was used to calculate the probabilities, the input data consisting of quantitative and qualitative estimates of the geologic criteria for each area. Three levels of information were modeled : Level A consisted of 9 criteria, level B of 12 criteria, and level C of 20 criteria. The three levels of information were tested on the Molai area. The results exceeded expectations, showing the gen¬eral trends which control mineralization at the lowest level of information. With an increase in the level of information, geological trends become more evident and a differentiation can be made between areas containing Cu mineralization, exhibiting a low probability, and areas likely to contain Zn-Ag-Pb mineralization. The models were then applied to the neighboring areas - only level A and B were available.

This study investigated roof falls in room-and-pillar drift coal mines in eastern Kentucky and utilized geologic methods for predicting roof conditions in advance of mining. In the Highsplint mine, the roof was classified in four categories or conditions: Condition A and B (Laminated Shale), Condition C (Rolling Sandstone with Shale in Pockets) and Condition D (Zone of Major Sandstone Roll(s)). Structure contour and isopach maps of the Darby coal bed and associated immediate roof rocks were used to project axial trends of the sandstone roof. Trend mapping in the mine and on outcrop provided more detailed control for roof projections.

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

Continuous Mining Systems Limited have developed an efficient, high-capacity, in-line loading unit capable of handling shot rock in tunnel driveages at extraction rates up to 970 tonnes (1,000 tons) per hour. A smaller 408 tonnes (450 tons) per hour loader is also available These in-line loading units called "Osciloaders"® provide a continuous flow of material from the muck pile to an anciliary conveyance eliminating the cyclic or interrupted movement noramlly associated with gathering arm or bucket type loaders. The osillating lip fluidizes the material, reduces the penetration force required and facilitates and regulates the material flow onto the adjacent conveyor. The conveyor is wide and accommodates very large material with ease, transporting and elevating it to a height suitable for a waiting conveyance at the rear of the machine. The "Osciloader"® is currently being utilized for production mining by a major company in Sudbury, Ontario. Both truck and conveyor anciliary haulage are being utilized. The paper describes the development of the loader and how it may be applied in tunnelling applications.

Traditional methods for mine waste management produces two waste streams and the construction of separate disposal facilities. Tailings impoundment design is usually controlled by physical stability problems. Alternatively. the waste rock offers high stability characteristics but hydraulic properties that create ideal conditions for oxidation. The problem of oxidation is significantly reduced for tailings due to a fine texture that augments water saturation. This paper introduces concepts for the co-disposal of tailings with waste rock and evaluates the physical behaviour of an integrated waste system. 'he potential benefits of co-disposal are shown for a typical mine such as Equity Silver.

The availability of coal resources of selected 7.5-minute quadrangles of southwest Indiana was examined in this study. Resources were defined as original coal in place, remaining after mining, and currently available considering land-use and technological restrictions. The amount of coal mined from each study area varies depending on the mining practices of the companies operating within the area. Of the three quadrangle investigations, the available resources range from 50 percent to 79 percent of the original resources. Most of the coal resources under deep-minable category were not available because of technologic restrictions, such as insufficient coal thickness.

My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today's production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I'm talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

The 199O Clean Air Act Amendments specify national objectives for reducing sulfur dioxide emissions from coal fired power plants. System-wide reductions can be achieved by combining various emissions control technologies and allowances, or compliance credits, that can be purchased, sold or traded. As part of the Coal Quality Expert development project funded by the US Department of Energy and the Electric Power Research Institute (EPRI), Black & Veatch has developed an interactive computer tool, the Acid Rain Advisor (ARA). Through this program, integrated, system-wide compliance plans are generated by comparing the costs and emissions reduction benefits of emissions allowances and various SO2-control technologies (coal cleaning, fuel switching, scrubber retrofits, etc.)
