Agapito Associates (AAI) provides consulting services in geo-engineering, mining engineering and related disciplines. Founded in 1978, the firm operates out of offices in Grand Junction, CO, Golden, CO and Lombard, IL. Members of the staff include mining, civil and geological engineers, physicists, geologists, numerical analysts, computer specialists, instrumentation specialists, plus administration and technical support personnel. AAI has provided consulting and engineering services to mining companies producing base metals, precious metals, coal, potash, trona, limestone, oil shale and salt, and to defense and nuclear-waste disposal industries. AAI also provides services for measuring in situ horizontal stresses using an advanced biaxial overcore stress downhole measurement system developed by Sigra of Australia. Since 1978, AAI has measured in situ stress in copper, oil shale, molybdenum, trona, limestone and coal mines, and in tunnels and concrete structures. Since 1994, the staff has completed 527 overcore stress determinations. AAI has the equipment and personnel for overcoring, sample coring and instrumentation installation in limited access, surface and underground mines. Portable Longyear CP-65 drills, borehole deformation gauges and strain indicators are used for difficult-access overcoring and are permissible for use in gassy mines.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. In June 1998, the world's largest grinding mill, the 40 ft (12.2 m) diameter 20 MW Cadia gearless SAG mill, was commissioned. This was a leap of over40% above the largest operating SAG mill. A significant saving in capital cost gave the incentive necessary for a single mill line at Cadia, resulting in the selection of the 40 ft (12.2 m) diameter mill. Now, after 18 months of operation, this paper will review the significant items involved in the development, design, manufacture, installation, and operation of this mill.

Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

Hydraulic powered supports have been employed in the U. S. longwall mining for the last two' decades. Yet the sciences of roof control at the powered supported faces remain largely unknown. Many questions remain unanswered. To address the problems, field investigations were conducted from 1980 to 1984 in seven longwall faces (1-10)(Table 1). Some of the findings have been reported by Peng and Chiang (11). The basic geological conditions of these panels are listed in Table 2. The mining equipment used in these longwall panels are listed in Table 3. Instrumentation and Observation Programs Two events were generally instrumented: one was the hydraulic leg pressures of the powered supports, and the other was the canopy and base plate load distributions.

The work reported herein compares the support characteristics of two different types of roof truss subjected to the same force in the horizontal tension member. The major differences between the two trusses are in the sequence of tensioning the horizontal and inclined members and in the design of the loading brackets. A photoelastic model was used to compare stresses at points along the roof of the mine opening and at the junction of the roof surface and the rib. The effects of simulated subsidence on stress in the roof and on tension in the horizontal member were analyzed. Results indicate that there are significant differences in the overall support characteristics of the two trusses. Conclusions are drawn relative to which type of roof truss provides the most favorable support if the horizontal members are tensioned equally.

As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

The need for ground support research in underground excavation has been well identified in recent years by many studies in the subject area (1, 2, 3, 4, 5). A typical conclusion from these reports (1, 2) is that the drill-and-blast (D & B) mining or the mechanical tunnel boring machine (TBM) methods are expected to be continued in use for the needs of tunneling in the immediate future. The Organization for Economic Co-operation and Development (OECD) sponsored in June, 1970 advisory conferences on Hardrock and Soft Ground Tunneling (3,4). These two reports were based on the combined response received from approximately six hundred inquiries from 17 nations in the summer of 1969 and which concerned all aspects of present-day inadequacies of, and the needed improvements in the technology of tunneling. Some specific problem areas in ground support and tunnel linings were: 1) the ability to successfully predict rock loads that must be carried by the support system; and 2) inadequate methods for determining the load-carrying capacity of the various support systems. Therefore, the problem area is clearly defined by these two objectives: 1) To find means of predicting rock loads; and 2) To develop methodology for determining safe, efficient, and economical ground support design practices. Noting these research needs from a great number of sources, the United States Bureau of Mines, Spokane Mining Research Center (SMRC), acting as agent for the Advanced Research Projects Agency (ARPA), undertook contract research effort in these problem areas. Work by Jacobs Associates has studied a methodology for specification of temporary artificial support based on the dependent sequence of mining operations and prediction of various rock conditions in the pre-excavation stage. First Majestic Silver Corp’s La Encantada Silver Mine is a producing mine with a capacity of 3,000 tonnes per day. The La Encantada team is currently constructing two small-scale caving mines, including the San Javier breccia caving mine. The new mine is constructed within a mineralized breccia body composed of clasts of varying sizes and with very poor rock quality. Due to this poor rock quality, primary and secondary supports are required to support both the development and production stages. Since the proximity of the new mining levels to existing old workings, correct selection of the support system and proper production controls, instrumentation, and monitoring are very critical to maintain the stability of the pillars and fortification elements. An increased ground deformation due to the load transfer during the production stage is expected. This report reviews the primary and secondary support elements used in the different stages of mining, the monitoring of ground deformation, and the steps taken to analyze and visualize the collected data in order to enable the geotechnical team to manage caving stress and maintain pillar stability. INTRODUCTION First Majestic Silver Corp. (“First Majestic”) is a Canadian mining company focused on silver production in Mexico that operates six producing silver mines, including La Encantada Silver Mine (“La Encantada”). First Majestic acquired La Encantada in 2006. La Encantada is located in the northwestern portion of the state of Coahuila, in northern Mexico, in the municipality of Villa de Ocampo. The mine lies in the northern part of the Sierra Madre Oriental physiographic province. The mine location is shown in Figure 1. La Encantada is a producing mine, with a mill processing capacity of 3,000 tpd, and a 4,000 tpd capacity cyanidation leaching circuit equipped to process fresh underground ore and old tailings amenable to be reprocessed. The mine is currently employing several mining methods, including overhand cut and fill for narrow veins, small mantos, and other minor deposits. A subset of caving methods are applied on the larger, but weak, mineral deposits, such as at the San Javier breccia and La Prieta breccia. La Encantada consists of vein, manto, breccia pipe, and chimney deposits with concentrations of silver, lead, iron, and zinc in oxidized mineralization enclosed by calcareous sedimentary formations of Cretaceous age. At deeper levels, there is sulphide mineralization in skarn with zinc and silver concentrations associated with a granodiorite intrusion.

The extension of the commuter railway system (S-Bahn) in Leipzig, Germany willrequire the construction of an underground line crossing the downtown area of thecity to tie the Bavarian Station in the South to the Main-Station in the North. The City-Tunnel-Leipzig is currently one of the largest infrastructure projects in Europe. This system extension will have a length of approximately five kilometers. 3.9 kilometers of that length are currently being constructed using either cut & cover construction or tunnelingmethods. The design and construction of this project currently is and will continue facing very significant challenging urban and demanding geotechnical conditions.

The extensive use of rubber-tired support vehicles as a complement to a fleet of load-haul-dump and drill jumbo units has proved invaluable in maintaining scheduled multilevel/multiheading development drifting advances at the Henderson Mine. Support equipment, whether self-powered or towed, releases primary drill-blast-muck equipment from the supportive functions of ground control, utilities installation, steel and concrete construction and supply handling, thus providing both balance and increased flexibility to an underground, rubber-tired mining system. Experience has indicated that increases in man productivity and improved safety and working conditions coupled with decreases in overall costs and mining cycle times are realized with the inclusion of support vehicles in the mining fleet.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

Surface subsidence caused by underground longwall mining is a very complicated process in time and space, influencing building and structures on the surface of the mining area, including houses, pipelines, and highway. The field monitoring data of surface subsidence are essential for protecting them. This study investigated the dynamic and residual subsidence characteristics of both the surface and the highway over a 730-day monitoring period on a longwall panel. Three monitoring lines (Lines 1–3) were established to monitor the subsidence process, and three stages were identified: initial stage of surface subsidence, active period of surface subsidence, and residual subsidence deformation stage. The maximum subsidence value on the highway (1,786 mm) was smaller than that on the surface (2,094 mm), and the maximum subsidence velocity on the highway (41.7–50.8 mm/day) was also lower than that on the surface (66.7 mm/day). During the residual subsidence deformation stage, both the surface and highway subsidence velocities decreased to below 0.6 mm/day. Furthermore, differences in subsidence characteristics between the surface and the highway were analyzed, with the subsidence value on the highway always being less than that on the surface, while the subsidence velocity during the residual deformation stage was not always lower. This could be attributed to the influence of dynamic loads from vehicles, which could induce additional residual subsidence on the highway. Further investigation into this phenomenon will be conducted in future research.

Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix.
