The state of Illinois is committed to direct support of the Illinois coal industry. The Illinois Department of Commerce and Community Affairs’(DCCA) Office of Coal Development (OCD) provides incentive programs for coal and energy development. Illinois coal programs include tax and financing incentives for new coal-fired generation, infrastructure grants to expand coal mining and transportation systems, research and development grants to initiate and advance clean-coal technologies and demonstration grants to bring advanced coal utilization technologies to commercial-scale readiness. As a result of these efforts, the Illinois coal industry is reinventing itself and is now more productive and competitive than ever before.

The paper summarizes the current state of development of simulation models for SAG and FAG mills, and gives the results of recent investigations of the physical processes occurring in autogenous grinding. The breakage process is treated as the sum of three regions of breakage actions: normal breakage caused by nipping of particles between media (steel balls or pebbles); abnormal breakage caused when the particle or lump is too big in relation to the media to be readily nipped; self-breakage resulting from the chipping fracture and abrasion of the tumbling action of rock lumps. Each region of breakage action has associated specific rates of breakage and primary progeny fragment distributions.

In March, 1988, a fire occurred in a large underground coal mine. Coal Mine Safety and Health of the Mine Safety and Health Administration was immediately notified of the situation. They requested the assistance of the Pittsburgh Health Technology Center (PHTC) to provide monitoring and analysis of the mine atmosphere in and around the fire area to insure the safety of the miners escaping from the mine and for the miners involved in extinguishing the fire. The capability to provide this type assistance is maintained by the PHTC Offices located at 4800 Forbes Avenue, Pittsburgh, Pennsylvania. The equipment used is maintained field ready and can be mobilized almost immediately. This paper will discuss the response to this recent major mine fire.

This paper will review several projects completed during the period from 1976 through 1984 which have been carried out utilizing big hole drilling concepts. The projects discussed will be from various industries to demonstrate the extent that big hole drilling methods are being used along with the current state of development. There will be a discussion of projects planned for the future where big hole drilling methods are the only technology being considered. Also included in the discussions will be an overview of the most recently completed heavy oil recovery project. During the next decade, big hole drilling methods will be used more and more in all industries where underground access is required. The safety, speed and economics associated with shaft sinking using drilling methods are becoming more and more recognized and the technology is rapidly becoming an accepted shaft sinking method.

In April 1964 the Bureau of Reclamation awarded the first contract for rapid machine excavation of a water conveyance tunnel . Since then the Bureau has excavated seven tunnels with a total length of over 190,000 feet utilizing rapid excavation tunneling machines. Tunnel bored diameters have varied from 9' 0" to 20' 10" (See Table #1) and tunnel lengths from 5,000 feet to 67,000 feet. Driver and cutter units varied from 43 rolling teeth and eight rolling discs mounted on a rotating head driven by five 200 HP 23,000 volt electric motors to 20 discs and one tricone unit mounted on a rotating head driven by two 100 HP 440 volt motors. All tunnels were driven with a laser beam guidance system governing both line and grade. Trailing conveyors and rail haulage systems were used to dispose of the excavated material. Approved Bureau of Mines diesel locomotive engines for waste trains were prevalent power sources supplemented by battery units on some projects. Sandstone, conglomerates, agglomerates, siltstone, shale, and granite were the geological formations encountered, with sandstone and shale the preponderant material . Tunnel support systems utilized were structural steel ribs; rock bolts and metal plates; and shotcrete, or combinations of these. Progress varied from 51-1/2 feet to 154 feet per working day for three shifts, depending on rock material and supports required. One contractor established a record rate of advance of over 400 feet in one day, 1,905 feet in one week, and 6,848 feet in one month. Such diversified experience in underground machine excavation methods presented an excellent opportunity to observe, analyze, and evaluate associated environmental health problems. Modern mechanical raise drilling was first introduced into the United states in 1962. This method of safely, economically raising a shaft has steadily increased in popularity since that time. This steady growth has been largely enhanced by the many advantages to be gained by mechanical raise drilling, as well as by the increasing reliability of the equipment required. It is the purpose of this paper to briefly review the state of the art of raise drilling to include: the various applications and advantages; the equipment requirements, including a comparison of the various types and sizes of machines and rock cutting equipment; equipment performance; and future trends.

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. INTRODUCTION The state of the art of soft-ground tunneling was discussed in detail by the senior author at the 7th International Conference on Soil Mechanics and Foundation Engineering held in Mexico City in 1969. Little can be gained by repeating the information assembled at that time. Hence, in this report, only the briefest summary will be given of the overall state of the art and attention will be concentrated on trends and developments since 1969. A characteristic of recent developments is the continued trend toward use of shields and excavating machines. The implications of this trend with respect to design and construction, and particularly with respect to the treatment of unfavorable ground conditions, will be examined. Settlement associated with lost ground, a subject as old as tunneling itself, will be reviewed and methods will be considered for its reduction. Design of tunnel supports was discussed in detail in 1969 with respect to essentially rigid or essentially flexible types of linings. In this report, a definition of flexibility will be considered and design procedures suggested for linings of flexibility intermediate between the two extremes.

The application of geophysical technology relative to the exploration, planning, and operation of coal mines is expanding. This is due to the trend of the industry to increase the size of operations, use of mechanized equipment and mining of more difficult coals, where unforeseen conditions can affect mine profitability. Coal is a good geophysical target because of its lower density, higher electrical resistivity, lower seismic wave velocity, and lower magnetic susceptibility in comparison to typical country rock. The more important techniques are well logging, high resolution seismic reflection, seam wave velocity, and radar. These methods can be used to map coal horizons, determine the physical properties of the coal, and identify mining hazards. The methods are not a pancrea however. Their use should be based on a careful assessment of their expected success and cost benefit analysis in comparison with conventional technology, primarily drilling, which none of the techniques presented should entirely replace. In general, the level of technology developed for geophysics surpasses their current level of application to coal problems. In some cases, identifying hazards in advance of mining using seam wave seismic in particular, the state of the art has been developed in Europe and is awaiting fruitful application in the United States.

INTRODUCTION Semiautogenous (SAG) grinding technology first started to be seriously considered for comminution circuit design in the mid-1960s as an alternative to the three-stage crushing circuits and rod-ball mill circuits in vogue at the time. Since this time the application of SAG mill technology has become widespread with over 250 mills larger than 20 feet in diameter sold (Jones 2002). The vast majority of concentrators constructed over the past quarter century have utilized SAG mill technology, and a SAG-based comminution-based circuit is generally the first choice considered for new projects. Since the first generation of SAG milling technology was applied, many lessons have been learned, and new supporting technologies have emerged which make the design, installation and operation of SAG &-based grinding circuits more robust and efficient. This paper will discuss the current status of SAG and associated technologies. MILL MECHANICAL DESIGN ISSUES Table 1 summarizes the manner in which SAG design capability has evolved over the past 30 years. Increases in mill diameter came slowly as the industry took a wait-and-see attitude as the technology of larger mill diameters was advanced. The first 32-foot- diameter mill was ordered in 1969. It was not until 1979 that the technology jumped to the 34-foot-diameter mill and 1988 for the first 36-foot-diameter mill. The first 38- and 40-foot-diameter mills were both ordered in 1996. At least five 38-foot-diameter and two 40-foot-diameter mills will be in operation by mid-2004. Advances in structural analytical techniques and increased computational power, coupled with field measurements of large operating mills, have increased the confidence of the mill suppliers in their designs and the operating companies in the viability of larger diameter mills. Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

Grouting is a frequently utilized remedy in the planning and implementation of ground improvement and tunnel rehabilitation practice. The state-of-art grouting application used for Chicago’s McCook Reservoir project offers a unique alternative to the tunneling industry for pre-excavation grouting as well as tunnel rehabilitation, rescue and post-excavation ground improvements. The McCook Reservoir project included a computerized grouting control and data collection system for a precise and highly effective groundwater cutoff in fractured dolomites. By using balanced and stabilized grout mixes, the effective permeability of the rock mass was reduced over two orders of magnitude to less than 0.1 Lugeon by installing a double line grout curtain. The stable grout mix designs allowed high pressure and effective grouting at depths up to 125 m (410 ft).

Sustainable development in the mineral industry requires a paradigm shift from purely economic to multi-objective decision-making, considering economic, social, environmental and governance criteria. The commonly accepted aim is responsible stewardship of non-renewable resources. State-of-the-art 3D geological and mine modeling software technology can contribute to meet this objective as reliable and accurate geological models form the basis for an optimum management. The benefits obtained by the application of computerized modeling are illustrated at hand of three studies. The examples cover global and local producers of industrial minerals in fully developed as well as development countries. They refer to different levels of planning, from initial resource assessment over long-term planning to the generation of rolling forecast for operative planning in a running mine.

In the last decade, Meloy developed the IAC - Interfacial Area Conservation - model of liberation. His work included three conservation laws and a mathematical tool called textural transform. This paper reviews the developments and applications of the IAC model. From simple spherical two-phase locked particles with planar interfaces, the model has been developed for curved interfaces and solids with complex textures. Moreover, complex shaped particles and ores having more than two phases have been considered. The model equations give the degree of liberation of the component phases for different ore textures – platy blocky and acicular - as well as for different sue distributions. Lockedness profiles are offered for defining the middlings composition, so that from the model it is possible to predict washability curves.

December 3, 1972, James Wm. White presented the results of an instrumentation and process control survey which was sponsored by the Anaconda Company at the annual Tucson Subsection AIME meeting.(1) Twenty-six responses were obtained from questionnaires sent to 48 operating plants throughout the world. The survey results were discouraging in that there were more failures and problems than examples of success. The following quotes are taken from the text of the paper. "We run our mill by the seat of our pants." 'If these blue sky Ph.D.'s (in the instruments and controls area within research) had some operating experience they wouldn't make a lot of the suggestions they do."

By 1980, the US mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength could be estimated from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large databases of real-world pillar successes and failures. These include the analysis of retreat mining pillar stability (ARMPS), the analysis of longwall pillar stability (ALPS), the Mark-Bieniawski rectan¬gular pillar strength formula and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, the understanding of pillar mechanics has been greatly enriched. A new paradigm identifies three categories of pillars according to the types of failure that are associated with them. These categories are slender pillars (w/h < 3.0), which are subject to sudden collapse; intermediate pillars, in which pillar squeezes seem to be the most common failure mode; and squat pillars (w/h > 10), which are dominated by entry failure (rib, roof or floor) and coal bumps.

Surface mining of multiple seams by mountaintop removal and contour mining is complex in Appalachia. Arch of West Virginia, a division of Apogee Coal, has made its operations state-of-the-art to cope with this challenge. Arch of West Virginia moved into the heart of coal mining in Appalachia when Arch Mineral acquired coal reserves and coal operations in the southern West Virginia counties of Logan and Wyoming. These reserves were initially developed at the turn of the century as underground operations. Today, though, they are mined using mountaintop removal and contour mining. The steep slopes in the mountains of Appalachia generated a method of mining referred to as contour mining. During the late 1960s and early 1970s, contour mining was introduced at these operations using front-end loaders with bucket capacities of more than 7 m3 (10 cu yd) that could load 45-t (50-ton) end-dump trucks.
