Both Canada and the United States are endowed with significant reserves of mineral resources. Mining industries in these two countries have a strong safety and health culture; skilled, dedicated and well-paid workforce; applications of state-of-the art technologies and high productivity, strict environmental requirements and social responsibility. Both countries are global leaders in safe, economic, productive, environmentally responsible and sustainable mining practices. Mining schools/ departments in Canada and the United States provide a strong and comprehensive education and training, hands-on learning experience, with support for internships and co-op opportunities to prepare graduates for careers not only nationally but also in the global mining industry. While there are many similarities in their industries and mining schools, there are also some differences. This article examines the contribution of mining to the economy, the political climate, the regulatory framework, the investment climate, environmental regulations, the language, the perception of mining, news and press coverage, and the academic landscape in both countries. Opinions, observations and perspectives shared in this article are of the author, and do not necessarily reflect the views, policies or positions of any organization, employer or affiliated group.

In a major milestone for geoscience, the U.S. Geological Survey (USGS) has unveiled the Cooperative National Geologic Map, the most detailed national-scale geologic map of the country to date. The project offers a fresh, layered look at the rocks and sediments that make up the United States. For geologists, engineers and mining professionals, it provides both a technical achievement and a practical tool that will help shape future exploration and landuse decisions across the country. The new map provides a regional view of geology both on and beneath the Earth’s surface. Using different colors to represent rock types and sediments, it allows users to toggle through multiple layers, revealing for the first time the surficial and quaternary deposits that lie above the bedrock. “This is the first national map to include multiple layers of mapped geology, the first built to be easily updated as new maps are published, and the first to be delivered in a user-friendly online interface,” said Joseph Colgan, a USGS research geologist who led the development team. The Cooperative National Geologic Map is a culmination of more than a century of collaborative mapping between the USGS and the nation’s state geological surveys. More than 100 existing maps produced by state geological surveys and the USGS over the past 40 to 50 years were combined and standardized to create the national data set. During its three-year creation, the USGS prepared digital data, built the system to bring the maps together, developed the web interface and underwent a review and approval process. Through this process, decades of fieldwork, analysis and digital cartography were brought together to provide both national and local expertise.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

Many industries, including mining, are experiencing an increase in the use of robotic and other artificial intelligence (AI) systems to improve efficiency, productivity and precision. For example, a 2023 survey showed that mining industry executives wanted to integrate more autonomous equipment to improve productivity and alleviate workforce shortages (Haas, 2024). This feedback was coupled with an increased appetite to advance the types and uses of automation and AI in the workplace. However, there is also an increasing concern about the ways that robotic applications may unintentionally affect worker safety. Humanmachine interaction poses potential risks, especially when industrial robots operate near workers in specific environments (such as drilling, handling and transporting materials, equipment inspection and lifting heavy loads). Research has explored the unintended consequences of introducing new technologies or processes in the workplace to include incidents such as being struck by equipment and challenges around data privacy (Lööw et al., 2019; Khurram et al., 2025; Haas and DuCarme, 2015; Almeaibed et al., 2021; Zio and Miqueles, 2024). More recently, the use of digital twin technologies and simulations (hereafter referred to as digital twin systems) has been boasted as a tool that can help prevent unintended consequences around worker safety by identifying and mitigating risks before a worker completes a task in tandem with a robot or other new technology. Digital twin systems produce a virtual replica of a physical environment or process (Almeaibed et al., 2021; Zio and Miqueles, 2024; Saes, 2024). To this end, this article explores the potential role of digital twin systems in enhancing safety within mining and other similar environments. It will primarily focus on environments where robots and human workers may interact, although digital twin systems can be useful with other technology applications. First, we define digital twins and digital simulation as components of a system. Then, we highlight possible applications of digital twin systems in mining to replicate real-world processes, followed by potential benefits of their use and where more research may be needed.

From Nov. 16-20, the Extraction 2025 Conference will be presented in Phoenix, AZ. The unique conference brings together the 12th International Copper Conference, the 6th International Symposium on Nickel and Cobalt as well as cross-cutting symposia. Extraction 2025 is co-organized by The Metallurgy and Materials Society (MetSoc) of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy & Exploration (SME) and The Minerals, Metals & Materials Society (TMS). The previous, and first Extraction meeting (Extraction 2018) was held jointly by these three societies seven years ago in Ottawa and was a huge success with more than 90 percent of respondents indicating interest in attending a future event. Kimberly Mills, senior process engineer at Samuel Engineering, is the lead for SME. “This installment of Extraction is featuring Copper 2025, Nickel-Cobalt 2025 as well as crosscutting symposia,” said Mills. “All three societies participate on the International Organizing Committee for the Copper Conference Series and are well situated to host this event together. TMS is also hosting the Ni-Co conference this year and agreed to include it as part of Extraction. There are many aspects that can be shared between these commodities to share information on processing technologies and to learn from each other.” SME is the overall conference chair and running the logistical aspects of the event, which includes managing all aspects of the venue and the registration system as well as tours and short courses, Mills said. “SME has many dedicated members serving in various capacities on organizing and programming committees, including Nick Gow serving as Technical Committee Co-Chair for Copper and Adam House assisting on the Copper IOC.” When Extraction 2025 kicks off, it will be focused on the metals needed for the global energy transition with a special focus on copper and nickel-cobalt. “With as rapidly as the industry is changing and the huge demands for these metals we have some serious challenges ahead of us,” Mills explained. “These challenges require collaboration, creative solutions and engaging experts, both inside and outside of our fields, with a push for sustainable sourcing, ethical supply chains, environmental and social responsibility.” The International Copper Conference was started in 1987 as a collaboration between the Institute of Mining Engineers of Chile (IIMCH) and MetSoc of the CIM. The event is typically held every four years and has always been held as a standalone or headlining event at a society annual meeting, said Mills. “Over the years, this conference series alone has brought together members of IIMCH, MetSoc, TMS, SME, the Society for Metallurgists and Miners from Germany (GDMB), the Mining and Materials Processing Institute of Japan (MMIJ), the South African Institute of Mining and Metallurgy (SAIMM) and the Nonferrous Metals Society of China (NFSOC),” she added. “Being a part of Extraction allows for even more sharing of ideas and expansion of networking. Flotation has long served as the foundation for sulfide mineral recovery. As ore grades decline, however, this traditional approach is being pushed to the limit. Nowhere is this more evident than in the challenge of recovering coarse, partially liberated particles — an area where conventional flotation systems typically underperform due to excessive turbulence. As a result, valuable coarse minerals are often lost to tailings. Fine grinding has become the default solution, although with the added burden of higher operating costs and more challenging tailings disposal. To address the challenge of coarse particle recovery, Eriez developed the HydroFloat, a technology that uses a novel fluidized-bed approach to extend the upper particle size range of flotation significantly. The HydroFloat can recover particles exceeding 0.5 mm in diameter with a sulfide surface expression as little as 2 percent. Coarse particle recovery allows for optimization of comminution circuits for coarse gangue rejection before fine grinding. A substantial increase in overall tailings particle size provides higher water recovery due to improved drainage and allows for consideration of a dry, stacked tailings option instead of a tailings dam/impoundment. The technology’s transformative potential has not gone unnoticed. In recognition of its impact, Eriez was honored with the 2024 Robert E. Murray Innovation Award, commonly referred to as the Murray Award, by the Society for Mining, Metallurgy & Exploration. This prestigious award was established in 2017 to recognize organizations that advance the mining industry through the implementation of technical innovation. The HydroFloat stands as a fitting example of how creative thinking and industry collaboration can solve long-standing technical challenges.

This fall, the Society for Mining, Metallurgy & Exploration (SME) will begin a new chapter by welcoming its new executive director and chief executive officer (CEO). Melissa Russell, a successful nonprofit executive with more than 30 years of experience in global association management, officially stepped into the role on Sept. 29, 2025. She succeeds longtime CEO Dave Kanagy, CAE, who is retiring in March 2026 after more than two decades of transformative leadership. “I am honored to begin this new chapter with SME and inspired by the vital role this community plays in shaping our world,” said Russell. “I look forward to listening, learning and working alongside this remarkable group of professionals to advance innovation, champion sustainability and create a brilliant future together.” Russell brings a deep portfolio of leadership experience in technical and industrial associations to SME. Most recently, she served as executive director of the Institute of Electrical and Electronics Engineers (IEEE) Computer Society, the largest of the IEEE’s 39 societies, with more than 50,000 members across 150 countries. During her tenure, she strengthened global engagement, advanced financial sustainability and launched strategic humanitarian initiatives.

Crucial information about safety, design and operation from ground movement data can be utilized in underground mines. Communicating the information and exploring new findings can be a challenge, however, in a decade where there is an ever-increasing volume and velocity of data due to advancements in mining technologies. This challenge escalates for geotechnical data as they are multidimensional, depending on the space and the rate at which they take place. To tackle this challenge, geotechnical engineers should focus on using simple yet compelling visualization of rock mass data in 3D. Competent visualizations of ground conditions as a trigger action and response plan (TARP) could ease the communication of safety concerns and the exploration of rock mass displacement and strain surrounding an opening at an underground mine. Therefore, this study focuses on using scientific visualization methods by rendering geotechnical data over the surface of a 3D mesh model to display TARP levels. The study was conducted at the East Decline of the San Xavier (SX) Underground Mine, a laboratory mine operated by the University of Arizona. The project aims to produce visualizations that optimize the use of geotechnical data in near-real time.

Thanks to strong industry support and longstanding partnerships, the University of Arizona has provided extensive pre-college mining education and outreach for more than a decade. These efforts to promote mining-related degree programs and the wide variety of indemand career opportunities reach thousands of middle and high school students and hundreds of teachers every year. The School of Mining Engineering & Mineral Resources is constantly looking at ways to help students overcome barriers into degree programs. But competition among degree programs for talent is fierce, and outreach has not made a big enough difference in the number of students pursuing mining engineering degrees. With workforce shortages threatening to undermine the industry, more is needed. The Bureau of Labor Statistics estimates 500 new mining engineering jobs each year, and according to a study by Deloitte (2023) nearly 50 percent of skilled engineers will reach retirement age in the next decade. At the same time, the 14 accredited mining or mineral engineering degree programs in the United States are producing fewer than 200 graduates annually (Society of Mining Professors and Society for Mining, Metallurgy & Exploration, 2021). To better understand mining’s competitive position, the School of Mining Engineering & Mineral Resources conducted a comprehensive study to determine (1) how prospective college students, parents and educators perceive the industry, related careers and the mining engineering degree, (2) factors affecting students’ choices of degrees and career plans and (3) the roles parents and educators play and how they influence students. This article is the first of two installments to discuss the results. This installment focuses on what students, parents and educators think about mining and where they get those impressions, as well as the role parents and educators play in influencing students’ choices of careers and degrees. The second installment, scheduled for publication in a later issue of Mining Engineering, looks at what students are seeking in their degrees and careers, and how mining compares with other degrees and industries.

During the 14 years since the last update to National Instrument 43-101 (NI 43-101), there have been many discussions between Canadian regulators and mining companies about mining disclosure deficiencies that arise from regulatory reviews. These discussions are not made public, and as a result, there has been some drift in how NI 43-101 is interpreted by the regulators, which in turn creates uncertainty for the mining companies trying to comply with the instrument. To reduce uncertainty in mining disclosure requirements, the Canadian Securities Administrators (CSA) has issued a notice to update the current NI 43-101 with a streamlined instrument and form. Changes and benefits are listed in the “CSA Notice and Request for Comment — Proposed Repeal and Replacement of National Instrument 43-101 Standards of Disclosure for Mineral Projects,” which is available on the Ontario, Quebec, Alberta and British Columbia Securities Commission websites. The public has been invited to comment, with the comment period ending on Oct. 10, 2025. The 43-101 Companion Policy (43-101 CP) provides an update to the views of the regulators on how the CSA staff interpret and apply certain provisions of the instrument. Collectively, some of the changes to NI 43-101, the form and 43-101 CP are likely to increase the financial and other burdens on the mining companies responsible for the disclosure, and the qualified persons (QPs) who create the disclosure. In other instances, there are missed opportunities to reduce the burden on mining companies and QPs without impacting the markets.

Seabed polymetallic nodules, which contain significant quantities of metals key to electrification such as nickel (Ni), cobalt (Co), copper (Cu) and manganese (Mn) can be processed using several different metallurgical processing options, including direct smelting and subsequent hydrometallurgical refining of the copper/nickel matte; ammoniacal leaching (gas reduction or Cuprion); and acid leaching (often reductive). Many of these approaches suffer from reduced cobalt extraction, difficult physical performance, or overall circuit complexity in general, leading to increased risk to the overall project. SGS has considered the pressure acid leaching of nodules for further investigation, as publicly shared data on this processing route stem from the 1970s and 1980s, and are not always easily accessible. This article details the series of tests conducted and provides updated results obtained — high Ni/Co/Cu recovery with limited manganese/iron (Mn/Fe) — as well as comments on the potential treatment options on the product solution and residue.

Mining has historically been one of the most male-dominated industries in the world. From underground operations to executive boardrooms, the presence of women has often been slim. Women had often been excluded from operational, leadership and decision-making roles, both by cultural norms and systemic barriers. According to PwC’s Global Mine Report (2023), women represent around 14 percent of the global mining workforce. Leadership representation, however, remains sparse, with S&P Global’s 2023 report showing women holding approximately 12 percent of C-suite positions and only 3 percent of senior leadership roles globally. These figures reflect persistent gaps, but they also highlight the progress driven by a new generation of women transforming the industry. Despite the gender imbalance among mining workers, women have continuously made grand strides within the industry, resulting in pivotal changes. At the forefront of this transformation is Kimberly Morrison, one of several women who have played pivotal roles in shaping the mining sector.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill-and-blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at 345 kt/a (380,000 stpy) generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This article presents how data were collected and design standards reviewed, and the opportunities that were found to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71 percent on the mine’s highwalls.

The 43rd Annual American Mining Hall of Fame Awards Banquet and Fundraiser, sponsored by the Mining and Minerals Education Foundation (MMEF), will be held Dec. 6 in Tucson, AZ. Each year, the MMEF honors a slate of individuals and companies who have made notable contributions to the advancement of the mining industry. This year’s distinguished nominees are: Kathleen L. Quirk, president and chief executive officer and a member of the board of directors of Freeport-McMoRan Inc. is the 2025 Hall of Fame Inductee. Quirk joined Freeport in 1989 and had responsibility for a broad range of corporate functions, including tax, investor relations, corporate development and treasury before being named chief financial officer in 2003. She was named president of Freeport in 2021 and became a member of the board of directors in 2023. As a senior member of the company’s executive team for more than 20 years, she has been instrumental in Freeport’s strategic planning and execution of company goals. During that period, Quirk was named Best CFO in Metals and Mining by Institutional Investor Research magazine on numerous occasions. She holds a bachelor of science in accounting from Louisiana State University.

According to the U.S. Geological Survey (USGS), a critical mineral is one that is essential to the economic well -being of a nation and whose supply may be disrupted due to geological, geopolitical or environmental factors (Nassar et al., 2020). For example, REEs are critical to the production of electricvehicle motors as well as wind turbines, yet China’s share of their global production rose to more than 95 percent in 2010 (IEA, 2021). China’s share has since declined, with production quotas dropping to nearly 70 percent by 2023 (Statista, 2023). This and similar situations with many of the critical minerals raise deep global concerns about supply-chain vulnerabilities (Bauer et al., 2011). Critical minerals are used in the production of renewable energy, electronics, agricultural products and common household items (McLemore, 2020). As the global demand for these minerals continues to grow, it is not sufficient to rely solely on scaling up production from existing operations. While increasing production from known deposits can provide short-term relief, long-term resource security requires discovering new, economically viable mineral resources. One of the most effective ways to secure future supply is through mineral exploration, which increases the global inventory of critical minerals and also minimizes risks posed by market monopolies and political instability. The major challenge of mineral exploration lies not only in identifying mineralized deposits but also in determining whether discovered concentrations are sufficient to warrant further investigation and development. A fundamental concept in this decision-making process is using cut-off grade. In this article, cut-off grade refers to the minimum concentration of minerals required to justify further exploration efforts based on factors such as type and size of mineral deposit, mining and processing technologies, associated byproducts/coproducts and the market price of these minerals. Typically, economic cut-off grades are used to determine whether a mineral deposit can be mined profitably. However, this article focuses on preliminary cut-off grades needed to establish whether the amounts of critical minerals within a deposit are high enough to justify further exploration and detailed evaluations. By comparing mineral deposit grades, size, production and extraction technology, and other economic factors with established and active mines, exploration teams can estimate cut-off grades that justify further exploration.

There is no doubt, if any existed, that the commercial minerals world has now moved into a new era of unprecedented challenges in the sourcing, mining, processing, trade and use of industrial minerals. Industrial (nonmetallic) minerals remain the often unsung workhorse of mineral commodities and specialist raw materials that frankly keep the world’s manufacturing industries ticking over, and everyday products we use in sound availability. They are also very much present among the so-called “critical minerals” necessary to advance cutting-edge developments in growing high-tech markets such as in energy transition: for example, lithium, rare earths, graphite and fluorspar. Indeed, in the United States during 2024, industrial minerals again accounted for the majority share of total sourcing, and, yes, geopolitics. The last few years have witnessed a series of geopolitical issues that have impacted and continue to impact international trade in industrial minerals. Above all, it has been the threat and implementation of recent trade tariffs between countries that have been most damaging in creating a potential trade war. mine production by value at $72.1 billion, or 54 percent, followed by metals, 25 percent, and coal, 21 percent, according to the latest data from the U.S. Geological Survey (USGS). This case study presents successful conversions of two conventional slurry tailings storage facilities (TSFs) to filtered tailings storage facilities in Durango, Mexico, for two mining operations with production rates ranging from 1,200 to 4,500 t/d (1,320 to 4,960 stpd). In both cases, the decision to make the conversion was driven by: • Ability to increase the storage capacity via stacking of filtered tailings. • Reduction of the tailings’ impacted footprint. • Mitigation of long-term geotechnical stability risks. • Alleviation of environmental risks by reducing tailings water as a source of pollutants, and a net reduction in process make-up water demand. The case studies can be divided in two classes: class 1 facilities, where slurry tailings are loaded almost immediately with filtered tailings because of storage area limitations; and class 2 facilities, where the conversion is immediate but the available area allows gradual or eventual loading of the previously stored slurry tailings. The condition where slurry tailings must be loaded almost immediately represents the greatest engineering challenge because of the geotechnical risks of instability and liquefaction (under both static and dynamic loads). Regardless of whether these facilities are converted immediately or eventually, they all require monitoring of pore water pressure conditions within the slurry tailings being loaded as the depth of placement of the filtered tailings above the slurry tailings increases. Additionally, where loading rate exceeds the pore pressure dissipation rate, tailings dewatering may be required to increase the rate of consolidation and strength and mitigate the risks of foundation failure.

Cameco Corp. operates uranium mills and tailings management facilities at its Key Lake and Rabbit Lake operations in Northern Saskatchewan, Canada. Development at both mine sites began in the 1970s, with initial tailings deposition occurring within above-ground impoundments, which was common for these facilities at the time. As open pits became available at each site, and mining continued at other orebodies in the area, tailings management shifted to in-pit facilities to meet stakeholder expectations and improve the long-term security and environmental performance of tailings management at these facilities. The in-pit facility at Rabbit Lake (receiving tailings since 1984; Fig. 1), was one of the first (if not the first) engineered in-pit tailings facilities in the world and adopted a full pervious surround design concept with subaerial deposition. Under this concept, permeable sand and coarse rock are placed at the base of the pit, around its perimeter, as well as overlying the tailings at closure to promote regional groundwater flow bypassing the lower-permeability tailings. In contrast, at Key Lake, the in-pit facility (receiving tailings since 1996) adopted a partial pervious surround design concept. Under this concept, permeable materials were again placed at the base of the pit, and partway up the side walls; although for the upper portion of the tailings, the material is placed directly against the natural geologic materials. In the Key Lake case, the natural geologic environment provided the required bypassing of the tailings deposit to achieve the desired environmental performance while the base drain again facilitated pumping during operations to achieve consolidation objectives (Fig. 2). In both the initial design of the facilities, and through more than several decades of operation, it is clear that although in-pit tailings facilities provide common benefits with respect to long-term geotechnical stability, it is critical that their design approach take into consideration site-specific conditions

For many decades, a potash operation in Saskatchewan, Canada, has maintained storage impoundments for mine tailings and process-related mine water. The mine water is a concentrated aqueous solution, with most of the total dissolved solids (TDS) consisting of sodium and chloride. Although the facility has a system of slurry walls and collection/ diversion ditches, the mines monitor the surface water and groundwater around the tailings storage facilities (TSFs) for releases. Groundwater on the western side of the facility has been measured as having concentrations of TDS, magnesium, sodium, chloride and sulfate above provincial drinking water quality objectives. In addition, electromagnetic surveys have shown high electrical conductivity in that area. For these reasons, studies were undertaken to investigate the extent of the high TDS concentrations in groundwater and whether the elevated concentrations were related to the TSF. Chloride and TDS concentrations in groundwater monitoring wells were used to interpret the transport of high-TDS mine water moving along three interpreted zones of elevated TDS west from the facility (Fig. 1). The zones of elevated TDS concentrations corresponded to the areas of high conductivity identified by the geophysical surveys. These results suggested that mine water could be emanating from the TSF and potentially require remediation. However, the interpreted orientation of the high-TDS groundwater and apparent flow paths were perpendicular to the direction of groundwater flow in the area. The fundamental conflicts in these interpretations led to a reexamination of the conceptual site model for the distribution of potential mine water releases. Although the data examination and visualization made it clear that TDS concentration alone was not a reliable indicator of mine water release, there was still concern about elevated chloride concentrations. To further evaluate high TDS and chloride concentrations, several background area wells were installed northwest of the facility, beyond where mine water impacts could occur (Fig, 2). The background wells had highly variable chemical compositions. One of the wells had an elevated TDS concentration with magnesium and sulfate as the dominant ions with chloride concentrations above drinking water objectives, similar to the high-TDS wells west of the facility. The results of the background groundwater investigation (major ion chemistry) were supported by the scientific literature on prairie sloughs throughout the North American Great Plains. These sloughs are small, shallow and sometimes seasonal wetlands found throughout the region. Seasonal cycling in precipitation/ runoff and evapotranspiration result in accumulation and mobilization of salts, especially sulfate-bearing phases such as gypsum. The long-term dynamics of these features, which are common on the property west of the facility, likely control the TDS concentrations and compositions in shallow groundwater rather than mine water migration from the site. The conclusions from this investigation led to a better understanding of the lateral distribution of potential TSF-related impacts versus background groundwater chemistry. Presentation of the data, including the visualizations of different water compositions, to the provincial regulatory agency representative allowed the facility to propose an optimized annual groundwater monitoring plan with reduced sampling frequency and annual sample count. This study underscores the importance of critical evaluation and comparison of various data types, including background levels, from a particular site and the iterative approach to developing and supporting robust conceptual site models for optimizing project outcomes.

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.
