Visit to the Modderfontein factory of A. E. & C. I. Ltd 23rd November, 1972 A full programme was arranged to suit both the mining and metallurgical sections of the Institute. After refreshments were taken and visitors welcomed by the factory management we were split into two groups, viz metallurgical and mining. The problem of providing adequate thrust to manually operated rockdrills operating at air pressures of 70 lb/in2g to 80 lb/in2g with the aid of an air-leg is analyzed. It is shown that adequate thrust is provided by an air-leg or the stiff-leg if it is inclined at an angle to the floor of about 25°. However, this requires that the leg react against some support or protuberance, as the friction force between the leg and the floor is inadequate to contain the thrust. Conclusions summarizing optimum thrusts, blow frequencies, penetration rates, drill steel life and bit wear are presented.

A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

The February General Meeting of the Institute was held in Kelvin House, Johannesburg, on 19th February, 1969 at 4.30 p.m. Mr R. C. J. Goode (President) was in the Chair. Edward Frank Jud Bulman, Life Member, who joined the Institute in 1931 and passed away on 7th November, 1968. Solly Rabinowitz Rabson, Member, who joined the Institute in 1944 and passed away on 13th February, 1969. Mr. Rabson was the holder of two certificates of merit for papers presented to the Institute.

2nd CONGRESS OF THE INTERNATIONAL SOCIETY FOR ROCK MECHANICS The 2nd Congress of the International Society for Rock Mechanics will be held in Belgrade, 21-26 September, 1970. The Congress will include: working sessions, study tours, receptions, excursions introduced in the working sessions and post-congress excursions and special programme for accompanying persons. Anyone interested in rock mechanics and its applicarion may take part in the 2nd Congress. Official languages of the Congress are: English, French and German. The purpose of the Symposium is to define the role of decision making techniques within the mineral industry and to stimulate the development of specific applications. The subject of the Symposium-mathematics, operations research and computers as applied to the mineral industry-allows a complete picture of the mineral industry in its public policy, corporate, financial and technological environment to emerge. This is another of the series of symposia on this and related subjects started in the early 1960's at the University of Arizona. Sponsorship has included a number of Universities and the Society of Mining Engineers of the American Institute of Mining. This 1970 symposium is the first to be held outside of America, and is being sponsored by the Canadian Institute of Mining, McGill University and Ecole Polytechnique. A number of delegates from South Africa have participated in these symposia and several have already arranged to attend this symposium in Montreal. Optimizing the public gains from the exploitation of mineral resources By Dr A. AZIS and Dr J. ZWARTENDYK Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived.from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit. The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits. Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels. Computer simulations can be run of discounted cash flow models at various taxation levels to showthe impact of taxation changes on future tax revenues.

There is an ample supply of all the raw materials required for the future development of the industry, with the possible exception of coking coal. Improved methods of coke production are being developed. It is anticipated that steel production will reach eight million tons per annum by 1980. New techniques and equipment for refining steel will be installed, together with new processing equipment. The most serious problem now facing the industry is the acute shortage of labour.

Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

A Colloquium and General Meeting was held jointly with the Mine Ventilation Society of S.A. in Kelvin House, Johannesburg, on 17th November, 1971, the theme being "The Economics of Mine Ventilation". Professor D. Howat (President) was in the chair. CO-OPTION TO COUNCIL The President announced that at the Council meeting held on 5th October, 1971, it was agreed, in terms of Rule 3.9 to co-opt Dr T. B. Beeton to Council. COLLOQUIUM The President welcomed visitors and members. He stressed that the discussion would be informal and that any contributor requiring publication should submit his contribution in writing. He then thanked the authors for providing pre-prints of the papers. After the President had concluded his opening remarks, he asked Professor J. de V. Lambrechts to act as Colloquium Chairman for the day and he, in turn, introduced the three Session Chairmen namely, Dr A. Whillier (Chamber of Mines and President of the Mine Ventilation Society); Mr M. Barcza (Managing Director, Corner House Laboratories); and Mr L. W. P. v.d. Bosch (Chief Consulting Engineer, Union Corporation). The following papers were presented: "Fan efficiency investigation on mines of the Union Corporation, Ltd." by J. A. Drummond. Published in the Journal Feb. 1972. "The design of underground cooling towers" by A. Whilliel'. Published in the Journal, Oct. 1971. "Some aspects of the design of cooling plant installations" by R. Hemp. Published in the Journal, Nov. 1971. "The planning of ventilation and refrigeration requirements in deep mines" by D. F. H. Grave and R. M. Stroh. Published in the Journal, Dec. 1971. "Cooling power of underground environments" by D. Mitchell and A. Whillier. Published in the Journal, Oct. 1971. At the conclusion of the three technical sessions the Symposium Chairman commented as follows, indicating that he would prepare a written summing up at a later stage: "The tone of the colloquium has had a sincerely practical note about it. It would have been a pity if the ventilation experts talked only theory and little practice. This practical theme has, I am sure, made the colloquium interesting to both ventilation men and others whose daily tasks do not touch so closely on this fascinating subject. This practical theme was in evidence through all the papers and contributions. Some of you may have felt that there was not enough emphasis on the word 'economics' as advertised in the broad title of the colloquium. I do not think this was really a valid criticism because as someone said 'it all boils down to Rands in the end!' So whether it was a case of low fan efficiency, poor design of cooling towers, wrong planning or low human efficiency due to high heat stress. . . it all boils down to money saving and therefore economics, whenever improvements are forthcoming. The title of the colloquium was thus not misplaced. The views of senior mining men on the production side are appreciated. Let us say that this exchange of views between ventilation engineers and those who have to take the final decisions and spend the money, should prove to be most rewarding." Professor Lambrechts finally thanked the Session Chairmen and everybody who had helped to make the colloquium a success and the meeting closed at 4.0 p.m. In a subsequent written summing up, the Colloquium Chairman gave the following as his impressions of some of the highlights which emerged from the papers and discussion thereof: (The names indicate the authors only). Drummond: It was hinted that the time had arrived to consider the introduction of a South African fan test code which would be better suited to local conditions than the currently acknowledged B.S.S. code which, however, is seldom enforceable in practice. In this connection also, there was prominent reference to the thermodynamic approach of McPherson. Wide variations in the quality of maintenance of, and repair work on, fans were stressed. It was mooted that ventilation engineers responsible for estimating the basic duty specifications for large fans, frequently played safe by overestimating the pressure required, thus ensuring that there would not be a shortfall in air volume delivered. This usually meant reduced fan efficiency and it was suggested that decision makers seemed to lay more emphasis on volume of air delivered than on real eco-

Book reviews Fiftieth Annual Report (1971) of the Safety in Mines Research Establishment, published by H. M. Stationery Office, London on behalf of the Department of Trade and Industry. Advances in extractive metallurgy and refining. This excellent volume, published by the Institution of Mining and Metallurgy, contains all the thirty papers presented at the International Symposium held in London in October, 1971. Electric Melting Practice by A. G. E. Robiette, Charles Griffin and Co. 412 pp. In recent years the application of electric furnaces to melting processes has expanded to such an extent that it has become a topic in its own right, quite distinct from the related subject of electric smelting which is still limited, for the most part, to those areas where inexpensive electrical power is available. Optimum use of manpower by A. J. van Zyl. The sixties represented one of the longest periods of sustained economic growth South Africa has experienced. At the same time it caused a certain amount of inflation and an acute manpower shortage.

FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. ANNUAL REPORTOFTHE COUNCILAND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1970 The President: 'I now have pleasure in presenting to you, the Annual Report and Statement of Accounts for the year ended June, 1970. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year's total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute's affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. The Institute must cope with these changing needs if we are to continue to perform a useful function. The

Broken Hill Mines-1968, edited by M. Radmanovich and J. T. Woodcock, published by The Australian Institute of Mining and Metallurgy, Melbourne, 613 pages. Price $A15. This volume, containing some 65 technical papers, was produced for the 1968 annual conference of the Australasian Institute held at Broken Hill to mark the 75th Anniversary of that Institute, founded at Broken Hill in 1893. That conference also coincided with the 85th Anniversary of the discovery of the Broken Hill mining field. This closely reflects the position in this country, where the Witwatersrand gold fields were discovered in 1886, and our South African Institute of Mining and Metallurgy will in March, 1969 be celebrating the 75th Anniversary of the founding of the forerunners of our Institute. There is a comprehensive report of the geology of the Broken Hill area and the mineralogy of the ore body, and there are reports on the mining methods and the metallurgical procedures which have been developed over 85 years of operation of one of the great mining fields of the world. The value of most of the papers is enhanced by a large number of illustrations and photographs. An early section covers the academic and practical aspects of rock mechanics, prospecting, and exploration techniques are described in some detail. A third of the volume is devoted to mining, with papers on 26 aspects. The breadth of the coverage gives an indication of much specialized development, research, and consequent maturity in all departments. The detailed treatment of metallurgical aspects such as sizings of individual mineral particles throughout the milling stages and the development of an on-stream analysis system for lead will commend this volume to the specialist. The committee responsible for the production of this volume, which brings together much information previously only to be found after searching through numerous publications, are to be congratulated on a well produced comprehensive review of many aspects of the mining and metallurgical fields. The output of palladium in the U.S.S.R. greatly exceeds the internal usage. The primary purpose of this 200 page volume is therefore to record details of fundamental researches on the properties of this metal with a view to expanding its marketability. Theoretical studies have revealed a number of alloys with great promise in electrical instruments and for the chemical industry. The success of these researches in the U.S.S.R. and in the U.S.A., resulted in the industrial usage of palladium exceeding that of platinum in 1957 and increasing its lead during the next decade. This volume is divided into three parts. Section I covers the mineralogy, extraction and the physical metallurgy of the metal. It records a considerable area where the resistance to corrosion of palladium equals that of platinum. Section II deals with the preparation and the properties of palladium in alloys and contains a comprehensive metallographic treatment of the many binary alloy systems. Section III is devoted to industrial applications. The 460 references which are quoted are mainly from the U.S.S.R. but otherwise have a world-wide coverage. H.B.

The President declared the meeting open at 4.05 p.m. OBITUARIES The President: It is my sad duty to announce the death of six members of this Institute. The first of these is Dr A. J. Orenstein, Honorary Life Fellow, who joined the Institute in 1916 and died on Seventh July. Dr Orenstein became almost a legendary figure in Medicine as a result of his work in the control and elimination of malaria during the digging of the Panama Canal and I believe he was actually engaged working until four days before his death. The other members who have died are: F. Meyer, died on 8th June; S. D. Loxton, Fellow, died on 13th May; J. Innes, Fellow, died on l0th January, 1970; O. B. Prentis, a Member, died on 4th June, and J. Brits, Associate, died on 27th June. Also present with us today, is Mr R. C. J. Goode, President of the Chamber of Mines, and Honorary President of this Institute. I was going to say I welcome Mr Goode, but it is rather difficult to welcome a man to his own home, and this is the case with Mr Goode. He is a very distinguished and a very recent past president of this Institute and he remains now, as he has been for as long as I can remember, one of our most active and valuable members. This I think, ladies and gentlemen, is the second rather unique feature of this occasion this afternoon, because no one else can recollect an occasion on which the President of the Chamber of Mines was also a past president and an active member of our Institute. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year's total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. A number of illustrated papers on the genesis of ores in sediments are presented; the authors include experts such as Prof G. C. Amstutz, Dr K. C. Dunham, Prof D. Williams and W. G. GarIick. The papers deal mainly with sulphide deposits, but the late Prof J. H. Taylor's contribution concerns ores of iron and manganese. Brief references to the Witwatersrand ores represent the only discussion of South African deposits. With the notable exception of W. G. Garlick's paper on Zambian copper deposits, the Abstracts given are inadequate, necessitating thorough reading of the papers to extract the important matter.

MacGillivray Mr President and gentlemen, I would like to congratulate the authors on presenting a most interesting paper on a very important subject. After several attempts at finding suitable reserves to extend the life of Welgedacht Exploration Company's Utrecht Colliery a block of coal rights was acquired south west of the town of Utrecht. A study of these reserves showed that they would enable a satisfactory return on capital invested to be achieved. It was decided therefore to open up what is now called the Zimbutu section of Welgedacht Exploration Company, to produce 41 000 metric tons of coal per month. The decision to open this section was taken in August, 1968 and due to certain allocation requirements it was necessary to bring it into production by the 1st of January, 1970. Fortunately a fair amount of statistical data had been collected prior to August, 1968 from the old Utrecht Colliery in anticipation of opening a mine and a fairly detailed rechnical report had been prepared. As a result the dead line was only missed by four days. Main features of the Design A feasibility study was carried out on three possible shaft positions and the final position was selected from these three on economic grounds. As the coal seam at the selected shaft position was only 21 metres below the surface it was decided to sink two twin incline shafts to enable rapid establishment of through ventilation and alternative hauling arrangements for quick development. This also allowed the final vertical ventilation shaft to be placed at some distance away to avoid the nuisance of fan noise. Second outlet requirements are also very well met by these twin inclines. Again on the basis of economics and also due to the uncertainty of roof conditions it was decided to use hand loading methods underground. However, to allow for future possible conversion to mechanised loading, should this become economical through rising wages, a conveyor belt was installed in the hauling shaft. This conveyor belt is fed from an endless rope haulage in the east companion by means of tipplers, a bin and a feeder. The main development heading was left clear for the future installation of a conveyor belt which would afford easy conversion to mechanisation.

Computer control of flotation at the Ecstall concentrator By M. P. AMSDEN, C. CHAPMAN, and M. G. READING Ecstall Mining Limited, a subsidiary of Texas Gulf Sulphur Company, operates the Kidd Creek Mine, a 10000 tons per day base metal producer, near Timmins, Ontario. Two different types of ore are mined and milled: copper-zinc and silver-lead-zinc. At the highly automated Ecstall concentrator the ores are processed by selective flotation in three individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous on-stream X-ray analysis. Recently this system was automated further by the addition of computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery by 1,1 per cent, zinc recovery by 1,4 per cent, and have reduced reagent costs by 16 per cent. Although not expected, copper and zinc concentrate grades were improved slightly as well.
