New trends and developments in the production of ferro-silicon, ferro-manganese and ferro-chrome alloys are discussed, with emphasis on the general trend to the adoption of large production units. Problems which arise, both of a metallurgical and an electrical nature, due to the use of large electric furnaces, are outlined with specific reference to the limitations imposed by the power carrying capacity of Soderberg electrodes, the furnace resistance and the furnace reactance. The implications of combining high resistance within the furnace with good metallurgical operating conditions are illustrated by considering the production of ferro-silicon and ferro-manganese. The possibility of replacing electric furnaces used for ferro-manganese production, by large low shaft blast furnaces using oxygen enriched blast, is mentioned. The continued use of small electric arc furnaces for ferro-chrome production is also mentioned, and is ascribed to lack of ore suitable for treatment in large furnaces. Agglomeration of chromite ores appears to be a possible answer to this problem.

INTRODUCTION The shovelling of rock in stopes is still a basic and important operation in many gold mines in the removal of gold-bearing rock from the stopes. There is, however, little factual knowledge of the factors which influence the the rates of energy expenditure and work output, and of the way in which variations in these factors, individually or in combination, affect the mechanical efficiency of the mine workers. What for example is the influence of different rates of shovelling, shovel loads and distances of throw? How does stope width and dip of the stope affect the mechanical efficiency of men shovelling rock? Recently a simple physiological test was introduced into the gold mining industry for classifying Bantu recruits into those capable of hard, moderate and light work. If this test is used to select only those Bantu mine workers who are capable of hard work for the task of shovelling rock in stopes then the rate of energy expenditure which could be expected from these men is 1.5 litres/min for the entire period of the shift. With an adequate knowledge of the influence of the various factors which affect the rate of energy expenditure of men shovelling rock in stopes it would be possible to set work standards for Bantu mine workers in stopes. This should be done in terms of the rate of shovelling, the shovel load and the distance of throw for any combination of width of stope, dip of stope, condition of foot wall and grade of rock in such a way that the resultant energy expenditure would be the 'optimum' that could be expected from the men but would be within their capacities for physical work of an endurance nature (that is, 1. 5 litres/min from the 'average' Bantu mine worker). Work standards could thereby be determined for the different stopes of a mine on a sound and systematic basis. In order to supply the information required a study was carried out by the Human Sciences Laboratory in which the work output and energy expenditures (in terms of oxygen consumption in litres/min) were measured on six highly trained Bantu mine workers under the following conditions: (a) rates of shovelling of 3, 4, 5, 6, and 10 shovels per minute. (b) loads of from 9 to 18 lb on the shovel. (c) distances of throw from 8 to 20 ft. (d) stope width of 28 in., 42 in. and 72 in. (e) dip of stopes of 0°, 15° and 30°. (f) rough and smooth footwalls and various grades of rock size. This paper gives the main results of practical importance of this study. Method The experiments were designed and conducted in conjunction with the Work Study Department of one certain underground conditions such as variable stope widths, stope angle, etc., were made available in a mine Surface Training School and suitable subjects were selected from the large number of labourers being put through the training school. Subjects Bantu recruits who had returned to the mine for a new contract and who had previous underground experience on shovelling were considered to be suitable as subjects for the experiments. The particulars of the subjects are given in Table I. After the technique was mastered, the men started shovelling rock and were trained for at least four hours per day to work at the higher shovelling rates. Training was continued for three weeks to enable the subjects to achieve a reasonable degree of physical training and conditioning. Shovelling method In both the kneeling and standing positions the subjects faced the pile of rock, grasped the shovel in the accepted manner and pushed the blade of the shovel into the base of the pile of rock, sliding the blade between the rock and the concrete floor. In the standing position (72 in. wide stope) the back leg assisted in the movement by pushing the knee against the back of the hand holding the shovel handle. SYNOPSIS A technique is described for measuring the change in volume in a borehole drilled in a rock mass subjected to stress and strain. It is shown that the volumetric strain or change in volume provides a practical estimate of the the stress in the rock.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. PRESIDENTIAL ADDRESS Given by Mr J. K. E. DOUGLAS, M.Se. (Eng.) (Rand) SYNOPSIS Lime is the most widely used and the cheapest chemical alkali known to man and virtually every product we use or eat has required lime in some phase of its manufacture. Its use goes back to the earliest days of man and many ancient buildings and writings bear testimony to this. The manufacture of lime involves quarrying, crushing and screening of limestone and the burning of the sized stone in kilns of which there are several types. The earliest kilns were of very crude design and only in comparatively recent times have large capacity, automated and scientifically controlled kilns been developed. The history of the South African lime industry is largely that of the three main lime companies and their story is briefly told. No other material used in industry has a greater diversity of uses or more varied functions and lime has applications in most South African industries. The main applications are in the production of gold and uranium, iron, steel and ferrochrome, carbide, sugar and paper and for water treatment, agriculture and building. The Republic is well endowed with high quality limestone and the conclusion is drawn that many other minerals will have been exhausted before we run out of limestone with which to process them. The expansion of the lime industry has in the past kept pace with the requirements of industry and the future demand is expected to grow in parallel with the growth of these industries. Since the war this growth has been phenomenal and with our expanding populations and abundance of raw materials it should continue in the years ahead. Limiting factors are the shortage of skilled labour and the distance from export markets. Confidence is expressed that the challenges of the future will be met and that the lime industry will continue to make an important contribution to the growth and prosperity of South Africa. INTRODUCTION Lime, gentlemen, is known to all of you. Like myself, most of you have undoubtedly found it to be, on the appropriate occasion, a most pleasant flavouring for gin. But this lime, or rather its juice, was in earlier days more than just a flavouring. In the days of sail it was vital to the health of sailors as a deterrant against the scourge of all sea-going men-scurvy. It thus played a small but important role in the opening-up of trade routes around the world on which was based the original wealth of many of today's more advanced nations. I propose to address you on the subject of lime this evening, not the citrus variety I have just mentioned, but the most widely-used and cheapest alkali known to man, which, largely unsung, plays an even more vital part in modern industry than did its namesake in the development of inter-continental trade. In the time at my disposal, I propose to tell you something of the history, geology and technology of lime manufacture. Then I will briefly sketch for you the development of this industry in South Africa and indicate the role it plays in supplying the requirements of many of our important industries. Finally we will attempt to look into the future. The importance of this chemical alkali to our modern civilization is seldom fully appreciated-virtually every product we use or eat has required lime in some phase of its manufacture, either directly or indirectly. It is one of those basic materials, along with iron, coal, sulphur, salt and petroleum without which industry and, in fact, our modern way of living could not exist. Fortunately, nature has endowed the world with a plentiful supply of the limestone from which lime is derived and most countries have deposits adequate for their requirements. As a result, not only has there been little trade in lime products between countries but in the past the widespread occurrences of limestone have set a pattern of numerous small plants each serving a limited area. These plants were generally crude affairs incapable of producing a quality product. It is not surprising that, in an industry comprised of small producers with limited financial resources and in fierce competition with each other, there was little interchange of information. Technological development was therefore slow and the industry tended to be regarded as a backyard operation. Its popularity was not enhanced by the fact that lime is difficult and unpleasant to handle if proper facilities are not provided. In recent years the lime industry has undergone very radical changes to meet the more exacting requirements of today's more sophisticated consumers. Only since the war have the larger companies emerged with proper management, highly mechanized plants and a scientific approach. HISTORY Lime was one of the first chemical reagents used by man and consequently lime burning is one of the oldest of the chemical industries. The use of limestone dates back to the stone age when primitive man used limestone to build fireplaces, construct shelters and make crude tools and weapons. It is probable that lime was first discovered by him when the stone in these fireplaces disintegrated to a white powder which he could use for decorative purposes. The first recorded use of limestone was when huge blocks of limestone were used to build the pyramids of Egypt in 4,000 to 2,000 RC. It was not long after this that the beauty of marble, which is in fact a limestone, came to be appreciated and it found wide application in sculpturing and for decorative wall construction. Originally lime, mixed with sand, was used mainly as a mortar for building purposes, the earliest record of its use for chemical purposes being in 350 B.C. in a report of the wreck near Marseilles of a ship carrying a cargo of linen and lime 'for its bleaching'1. Cato mentioned the burning of lime kilns in 184 B.C. and the Romans made extensive use of both limestone and lime for highway construction. The importance of the chemical and physical properties of lime has been overlooked for years although the quality of lime plays an important role in the production of steel. With the introduction of the oxygen injection process these properties have been re-evaluated. The CaO, MgO, S, and P2O5 contents of lime are important, but so are the physical properties such as granulation, reactivity with respect to slag formation, and the degree of burning. Soft burnt lime enhances de-phosphorisation and de-sulphurisation, and facilitates the smelting process in general, mainly due to its large specific surface. Special lime, prepared as briquettes from quicklime and fluxes or as pellets from limestone and various fluxes with or without binding agents, clearly accelerates lime dissolution during the slag formation process, lowers the melting point, and enhances de-phosphorisation, de-sulphurisatlon, and de-carburisation even more than soft burnt lime. The introduction of special limes in the oxygen injection process for steel production has opened up new fields for commercial exploitation of slags as well as improved operational techniques.

The main difficulty has again been the cost of the Journal and I think most of you are aware of the changes that we propose to make. In the survey "Analysis of South African raw bullion" the distribution of trace elements within the bullion have been shown to be distinctively dependent on the extraction process. In general the amalgamation process produces the more impure bullion with respect to trace elements. Some chemical and physical explanations are given for the differences that have been observed in the raw bullion as received at the Rand Refinery. The value of the spark source mass spectrographic technique in the study of the elemental impurities in bullion is demonstrated.

Raise-boring experiences in the gold mines of the Anglo American Corporation Group by J. W. Wilson M.Sc., M.I.M.M., F.S.A.I.M.M., M.A.I.M.E. and P. C. Graham M.Sc. (Eng.) Gold mining is being carried out at ever-increasing depths in South Africa. For reasons of safety and human comfort, it is becoming imperative for raises to be developed by means other than conventional drilling and blasting. Raise-boring is an attractive alternative method. Initial raise-boring experiences in South African gold mines showed disappointingly high costs due to the abrasivity and difficulty of drilling Witwatersrand quartzites. Consequently, a research and development project was instigated with the objective of making raise-boring an economically viable technique in hard abrasive rock. A Robbins 61R raise-borer was made available to the Research and Development team and a number of raises have been drilled. During these trials two advances in cutter design were tested. This paper presents the results obtained, including drilling costs, and provides details of the equipment used.

THE THIRD INTERNATIONAL GEOCHEMICAL EXPLORATION SYMPOSIUM (Summary Account) This Symposium, co-sponsored by the Canadian Institute of Mining and Metallurgy and the Society of Economic Geologists, was held in Toronto, Canada in April, 1970. Over 700 delegates attended from 26 countries. Ninety papers were presented at the symposium and another 18 papers were read by title. The programme included: An Opening Session, Five General Sessions, a session on Remote Sensing Methods, a session on Geochemical Prospecting for Petroleum and Natural Gas, a session on Primary Halos and Lithogeochemical Methods, and a session on Statistics and Evaluation of Geochemical Data. The delegates were welcomed by Dr J. M. Harrison, President of the Canadian Institute of Mining and Metallurgy and Dr C. H. Smith, Regional Vice-President, North America of the Society of Economic Geologists. Dr D. R. Derry of Toronto delivered the opening address to the Symposium entitled 'Geochemistry-the link between ore genesis and exploration'. Dr Derry considered the various hypotheses on the origin of economic mineral deposits and expressed his belief that the next ten years will show evidence of an increased proportion of ore bodies that owe their origin, at some stage in time, to supergene agencies. He stressed that 'there are no sharp divisions between processes that form and destroy ore bodies at or near surface and those that form or destroy them at a depth of 20 kilometres in the earth's crust. The more we understand about the migration and concentration of metals the more accurately we can apply this knowledge to searching for unknown concentrations, whether at rock surface or at depth. To learn more about these processes of ore genesis we must rely on geochemical studies co-ordinated with field observations'. The five general sessions included accounts of progress in geochemical prospecting in different countries of the world, case histories describing the application of soil, stream sediment, geobotanical and biogeochemical techniques, papers on the behaviour of different elements under varied environmental conditions, discussions on analytical methods and the use of stable isotopes in mineral exploration. It is anticipated that the proceedings of the Symposium will be published late in 1970 or early in 1971 as a Special Volume of The Canadian Institute of Mining and Metallurgy. All registrants at the Symposium will receive a copy of this publication and copies will be available for purchase. At a special meeting called during the Symposium, charter members of the Association of Exploration Geochemists approved a constitution and elected an interim Council which will organize procedure and formulate policy during the coming year. The interim president of the Association is J. Alan Coope, Newmont Mining Corporation of Canada Limited, Toronto, Canada. More information on the constitution and membership in the Association will be distributed to learned societies and technical magazines in the near future. Membership will be open to exploration geochemists in all countries of the world. SOUTH AFRICAN COUNCIL FOR PROFESSIONAL ENGINEERS Report on Registration The Professional Engineers Act (Act 81 of 1968) came into force on the 14th February, 1969. At the time it was recognised that the success of the Act would depend in large measure on the extent to which engineers in South Africa would become registered professional engineers in terms of the provisions of the Act. The promulgation of the Act and its provisions relevant to registration were the subject of considerable publicity during 1969. This has resulted in a rate of application for registration far beyond the capacity of the very active committees set up for this purpose by the South African Council for Professional Engineers (SACPE). To give some idea of the task before these committees and before SACPE itself, which must ratify each case,

SYNOPSIS As a result of a test programme over a period of approximately ten years and a decision to extend the uranium plant, it was decided to design and erect the first full-scale Purlex Plant in the Republic of South Africa. The plant at Buffelsfontein G.M. Co. Ltd. was commissioned in August, 1968, and to date has produced results superior to those predicted in the original estimates. The capital expenditure was R678 000 for a plant capable of treating 1 600 gallons per minute of pregnant solution. Compared with the conventional resin ion exchange process, it has been found that the saving in production costs is 21 cents per pound U3O8 produced. The amine loss is 10 parts per million, which is equivalent to a total organic loss of 250 parts per million. The uranium loss in the raffinate is less than 0.001 g/l U3O8. The final product is of a high quality and it is probable that it is pure enough to convert to the fluoride directly.

VISIT TO HENDRINA POWER STATION AND OPTIMUM COLLIERY A visit to Hendrina Power Station and the Optimum Colliery, contractually committed to supply the coal for the power station, took place on the 20th September, 1972. INTERNATIONAL IRON AND STEEL CONGRESS This congress will be held in Dlisseldorf from May 23rd to 30th, 1974. The main theme is "Metallurgical Technology of Iron and Steplml1king".

A brief review of Computational Thermodynamics software concerning the modeling and prediction of reactions involving metals, slags and fluxes is presented. Their application for various steelmaking treatments is discussed. Examples concern phosphorus removal in BOF and EAF, ladle steel desulfurization, and specific treatments for inclusions control in semi-killed or Al-killed carbon and stainless steels.

Visit to the Modderfontein factory of A. E. & C. I. Ltd 23rd November, 1972 A full programme was arranged to suit both the mining and metallurgical sections of the Institute. After refreshments were taken and visitors welcomed by the factory management we were split into two groups, viz metallurgical and mining. Book review Stress-relief Heat Treatment of Vanadium Steels by Or G. O. Joy and Or A. M. Sage (21 pp, 77 references).

The problem of providing adequate thrust to manually operated rockdrills operating at air pressures of 70 lb/in2g to 80 lb/in2g with the aid of an air-leg is analyzed. It is shown that adequate thrust is provided by an air-leg or the stiff-leg if it is inclined at an angle to the floor of about 25°. However, this requires that the leg react against some support or protuberance, as the friction force between the leg and the floor is inadequate to contain the thrust. Conclusions summarizing optimum thrusts, blow frequencies, penetration rates, drill steel life and bit wear are presented.

A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

Edward Frank Jud Bulman, Life Member, who joined the Institute in 1931 and passed away on 7th November, 1968. Elmar Fenton Chapin, Member, who joined the Institute in 1941 and passed away on 17th November, 1968. Solly Rabinowitz Rabson, Member, who joined the Institute in 1944 and passed away on 13th February, 1969. Mr. Rabson was the holder of two certificates of merit for papers presented to the Institute.

2nd CONGRESS OF THE INTERNATIONAL SOCIETY FOR ROCK MECHANICS The 2nd Congress of the International Society for Rock Mechanics will be held in Belgrade, 21-26 September, 1970. The purpose of the Symposium is to define the role of decision making techniques within the mineral industry and to stimulate the development of specific applications. The subject of the Symposium-mathematics, operations research and computers as applied to the mineral industry-allows a complete picture of the mineral industry in its public policy, corporate, financial and technological environment to emerge. This is another of the series of symposia on this and related subjects started in the early 1960's at the University of Arizona. Sponsorship has included a number of Universities and the Society of Mining Engineers of the American Institute of Mining. This 1970 symposium is the first to be held outside of America, and is being sponsored by the Canadian Institute of Mining, McGill University and Ecole Polytechnique. Optimizing the public gains from the exploitation of mineral resources By Dr A. AZIS and Dr J. ZWARTENDYK Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived.from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit. The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits. Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels. Computer simulations can be run of discounted cash flow models at various taxation levels to showthe impact of taxation changes on future tax revenues.

There is an ample supply of all the raw materials required for the future development of the industry, with the possible exception of coking coal. Improved methods of coke production are being developed. It is anticipated that steel production will reach eight million tons per annum by 1980. New techniques and equipment for refining steel will be installed, together with new processing equipment. The most serious problem now facing the industry is the acute shortage of labour.
