Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

Zincor experienced significant losses of metallic zinc to dross during the melting of zinc cathode plates. In this study five factors affecting the formation of dross are identified from literature. Dross from both the plant and that produced in the laboratory is characterized using XRD. An empirical model, based on laboratory-scale investigations, was developed to quantify the effect these factors on their own or in combination with each other has on the amount of zinc loss to dross. The predictive capability of the model is evaluated based on the laboratory-scale investigations. Predictions are made on the effects that heat treating the cathode plates prior to melting, increasing the cathode plate thickness, washing and drying prior to melting, and loading the furnace in a controlled manner have on the amount of zinc loss to dross. Solids suspension influences the quality of mixing and energy requirement in a solid-liquid system, both of which determine the efficiency of industrial processes such as nickel precipitation. Nickel solids concentration distribution in a stirred tank was investigated using computational fluid dynamics (CFD) and experimental methods. The concentration distribution of the nickel solids was compared with that of sand and glass. The laser Doppler velocimetry (LDV) method was used to measure the velocity field for the liquid-only system and an optical technique was employed to determine the axial solids concentration distribution. Regions of in homogeneity in the tank were identified. It was found that, for a given solids loading, the solids concentration distribution depended on both particle size and particle size distribution. High solids loadings were investigated and a difference in the concentration distribution pattern was obtained with nickel, flint glass and sand particles. The CFD simulation results highlighted problems that could be associated with some conventional experimental methods of determining solids concentration distribution in a stirred tank. Rock fall accidents continue to be the main cause of fatal and serious injuries in the mining industry. Although there has been an improvement in the FOG (falls of ground) related fatal and serious injuries over the past few years, the rate is still too high. New technology has made it possible to reduce this rate significantly. FOG accidents imply failure of the support system or the design of the support system in use. In this paper we deal with the latest technology available to assist the mines to reduce the rates of FOG related injuries and fatalities.

Until 2000, pricing involved profit taking and cost covering combined with limited global published information. Market information was mostly subjective in nature and large resource companies benefited exclusively from aggregated company information and data. The market constituted producers and consumers only. The nineties saw massive cost cutting drives and re-engineering initiatives and this underwrote the structural changes evident in the late 1990s? economy. This supported South African producers on the international FOB cash cost curve, and ensured profitable coal mining operations. As the debate on relative scarcity of fossil fuels ensued, producers and buyers looked to the developing terminal coal market for direction. The much needed direction was provided when the API coal indices were developed and derivative trading was embraced to include financial institutions, trading houses and hedge funds. The liquidity of coal trades increased rapidly and vastly and market information became obtainable on a daily basis. Interpretation of current and future coal prices became available to all market players and contributed to the sophistication of the market that is now able to participate in risk management of prices, capital expenditure and brownfield developments.

Dual energy X-ray transmission (DE-XRT) sorting is a recent development in the range of sensor-based sorting technologies available today. DE-XRT is particularly suitable for dry coarse coal beneficiation in the size range -120 mm +12 mm. In this paper, we describe the technology and show the results of a number of test runs conducted on different types of coal from the USA and South Africa. The results have shown that DE-XRT is an effective technology not only for deshaling of coal and removing pyritic sulphur but also for separating coal and torbanite. The use of dry deshaling methods will be more important as water availability becomes a greater concern. DE-XRT is one such technology which will be incorporated in future dry coal processing plants.

The AK6 kimberlite is situated 25 km south of the Debswana Orapa Mine in Botswana and was discovered by De Beers geologists in 1969 during the follow-up of geophysical targets in the Orapa area. The kimberlite was not extensively pursued at the time as the initial bulk sampling indicated it to be of limited size and low grade, factors largely contributed to by the basalt breccia capping. Completion of high resolution integrated geophysical techniques and drill bulk sampling to depth recovered 97 tons of kimberlite during 2003 and 2004, which led to the increased size and grade estimates. Bulk sampling by Large Diameter Drilling (LDD, 23 inch diameter) commenced in 2005; 13 holes were drilled to a cumulative depth of 3,699 m and 689 carats of diamonds were recovered. In July 2006 the De Beers Mineral Resource Classification Committee classified these Phase I LOO results at a High Inferred level with an average grade of 24 carats per hundred tonnes (cpht) at a bottom cut-off of +1 mm, and a modeled average diamond value of 150 dollars per carat. A second phase of LDO drilling was initiated in 2006, and bulk sampling by trenching commenced in 2007 in order to deliver a resource estimate at indicated level. An Indicated Resource of 11.1 million carats at an average grade of 22 cpht was declared for the deposit mining lease application lodged in 2007.

Finsch Mine is a Kimberlite diamond mine located at Lime Acres in the Northern Cape of South Africa. The mine was founded in 1961 and started surface-mining in 1964. Underground production commenced in 1990 using a Modified Blast Hole Open Stoping method for the mining of Blocks 1,2 and 3. Block 4 is currently being mined as a Block Cave. The process of identifying and optimizing a mining method to mine the Block 5 ore body started in 1991 and in 2006 Inclined Caving was identified as being a technically feasible method. This report aims to document the process employed in developing this method by the Block 5 Pre-Feasibility Team as well as discussing the technical challenges encountered during this process.

Commencing with the Pre-Feasibility Study (PFS) conclusions, the Orapa 3 process design evolved through a phase of value-engineering studies. An overall re-evaluation of the originally proposed process design was necessary both in order to address the interim increase in target throughput from 9.8 Mtpa to 12 Mtpa as well as to increase capital efficiency. In the interests of clarity, the PFS process design for Orapa 3 has been omitted from this paper, as it is no longer relevant. Recognition is however due to those engaged in earlier phases of the Orapa 3 project with respect to fundamental mass-balancing modelling; and ore and diamond characterization, which fanned the basis for the process design that has evolved from feasibility study activities.

Heavy mineral deposits are becoming more complex in terms of their compositional variation, particle mineralogy and size distributions, and present challenges for the operation of separation equipment to achieve the required grades and recoveries. Changes in equipment design and concepts potentially provide new opportunities for the beneficiation of heavy mineral sands deposits. The development of a framework for the fundamental understanding of separator performance issues is a first step to develop new machines. This paper will present a first step analysis of electro-static and magnetic separation machines with their application to real separation scenarios.

There have been several high-profile accidents in the South African mining industry where fatigue was identified as either causal or contributory. The risk of fatigue is inherent in any work-time arrangement involving shift work and work that is physically or mentally demanding, repetitive, or requires high vigilance. The management of fatigue is not simply a matter of correct shift scheduling. Amore comprehensive approach is needed. In order to be successful, a fatigue management programme should address the unique needs of the operation in which it will be implemented and should be integrated into normal operations. Fatigue management is a shared responsibility between the organization and its employees, and all stakeholders should participate in order to provide the safest and healthiest working environment possible.

Mixed integer programming (MIP) has been used for optimizing production schedules of mines since the 1960s and is recognized a shaving significant potential for optimizing production scheduling problems for both surface and underground mining. The major problem in long-term production scheduling for underground orebodies generally relate to the large number of variables needed to formulate a MIP model, which makes it too complex to solve. As the number of variables in the model increase, solution times are known to increase at an exponential rate. In many instances the more extensive use of MIP models has been limited due to excessive solution times.

This paper describes the development and implementation of amine-wide continuous stability monitoring system at the Declines Section, Anglo Platinum Union JV. The Declines Section at Union JV experienced a number of large panel collapses during 2005 and 2006. As well as posing a major safety risk, the panel collapses had a major effect on production since the Declines Section is a semi-mechanized operation. The collapses would often extend into the mechanized strike roadways, resulting in a loss of access to both current and future production faces. The collapses have been largely overcome owing to a change in support design and the implementation of a mine-wide stability monitoring programme. This paper describes the precursors to collapses, which were identified using continuous closure measurements and the remedial measures taken. It also outlines the design and introduction of a robust and reliable monitoring tool, which is now used on a mine-wide basis to provide early warning of large-scale collapses.

This paper briefly reviews the adequacy of existing management theories and practices and the managerial proficiency or competency in the South African mining industry. The investigation revealed that existing management practices are totally inadequate to enable all employees on all the levels of the mining industry to achieve the results required from them, in all aspects, at all times. As a result, the South African mining industry is gradually losing its long standing reputation as a relative cheap, competitive, and reliable supplier of minerals to the local and global markets. According to some prominent management authors and theorists, an all-inclusive unified management theory does not exist at present. In this paper the authors summarize the main aspects of a newly developed comprehensive, practical, and integrated management method. It is believed that the application of this method would significantly improve the future performance and competitiveness of the South African mining industry

Various models of near-surface kimberlite pipe emplacement have been proposed over the years. These include a top-down, phreatomagmatic model, a bottom-up, embryonic pipe model and three top-down explosive dyke models. AU of these models consider kimberlites as essentially the same rock type. However, different kimberlites have different pipe shapes and contain different rock types with very specific mineral assemblages and textures and therefore are likely to have been emplaced by different processes. Some authors have considered local geological differences as the principal reason for the contrasting geology but others argue that, while geological differences might contribute locally the petrographic peculiarities of particular kimberlites may be due mainly to inherent compositional differences specifically in the ratios of juvenile CO2 and H2O.

The Bushveld Complex is economically significant and strategically important to South Africa, thus it is imperative that optimal extraction of platinum group metal (PGM) resources on the Bushveld Complex is achieved. Optimal extraction broadly requires that the maximum amount of ore is extracted by excavating and hauling the minimum amount of waste in the shortest possible time, at the least cost, and in the safest and most environmentally acceptable manner. In open-pit mine planning this entails among other things, minimizing the waste stripping ratio, whereas in underground mine planning it includes minimizing the metres of waste development. In conventional mining, the main development that is in waste or partly in waste and defines the mining grid pattern includes levels and raises. It was prudent to consider optimizing level and raise spacing in conventional mining because the method is a prevalent mining method on the Bushveld Complex accounting for nearly 70% of platinum production.

Oebswana's Jwaneng Mine (south-central Botswana) is the richest diamond mine? in the world and has been contributing substantial revenue to Botswana since the mine started operating in 1982. The resource consists of 3 separate volcanic pipes/vents namely North, South and Centre pipes (2 additional small kimberlite bodies have also been intersected within the mining pit) which erupted through Transvaal strata and the overlying Karoo sediments -245 million years ago. Although earlier drilling and geophysical surveys suggest that the 3 pipes extend to depths greater than 1 km below the surface, the resource is only at an indicated level of confidence to a depth of 400m, and mining activities will start exploiting the inferred resource material below 400m in 2014.

Artificial neural networks (ANNs) have found their applications in the modelling of unit operations of mineral processing plants. In this research, laboratory-scale tests were conducted, using a three-inch diameter Mozley hydrocyclone. Main parameters included pressure drop at inlet, solid per cent, vortex and apex diameter were adjusted. The corrected cut size (d50c) and the flow rates of underflow and overflow were determined. Multi layers perceptron (MLP) feed forward network architectures were designed to predict the responses. The results showed a good correlation between experimental and network output, for corrected cut size and flow rates. Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

Mechel, a large, integrated steel, stainless steel, and ferroalloy producer in Russia is committed to upgrading its facilities to world class pyrometallurgical process and environmental practice. Yuzhural Nickel currently uses shaft furnaces to produce a matte containing iron, nickel and traces of cobalt. This rather old technology is thermally inefficient and is characterized by high operating costs. Mechel has investigated suitable equipment and processes to upgrade the plant, and awarded a contract for the construction of a 12 MW DC smelter, located near the town of Orsk, to Bateman Engineering Projects in June 2008. The selection of DC furnace technology for laterite smelting can be considered as a strategic highlight for the pyrometallurgical treatment of low-grade lateritic ores, and could be the first industrial-scale implementation of this technology. This project has been designed to achieve multiple goals including the demonstration of the process and associated equipment technology at commercial scale, to confirm the scale-up design parameters of the forthcoming 2 x90 MW, twin electrode DC furnaces, and to prove the environmental emission superiority of closed furnaces. It also provides a valuable operator training platform. This paper deals with the process design, key technology building blocks and design features which have been incorporated to produce a pyrometallurgical vessel capable of (i) resisting slag superheat and chemical aggressiveness, (ii) process fine material without pre-agglomeration, (iii) achieve high nickel recoveries and(iv) being tolerant to the variations in chemical composition of laterite ore. The approach to increasing campaign lives between partial and complete rebuilds, through the use of composite furnace module (CFM) technology originally developed and patented by the University of Melbourne, is also followed in more detail. Unfortunately, results from hot commissioning and lessons learned from initial operation are not available because the project completion has been delayed due to the worldwide downturn in demand for commodities.
