Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. International Solvent Extraction Conference 1971 ISEC '71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. Full details of the papers, together with registration forms, are contained in a detailed programme, copies of which are now available from: ISEC '71, 14 Belgrave Square, London, S.W.1, U.K. Department of Mining and Mineral Technology of the Royal School of Mines Postgraduate Courses Technical and economic challenges facing the minerals industry, together with progressive change in methods and equipment, increasingly necessitate re-training of experienced professional engineers who aim for top places. In order to meet this need, this Department has for some years run one year M.Sc. courses. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). A theory is presented providing a concise mathematical description of the performance of a percussive rockdrill in terms of its principal mechanical dimensions. The theory defines the relationships between the values of thrust required to produce optimum rates of penetration at different throttle air pressures in terms of the piston areas and derives an equation for the prediction of these rates. An analysis of drillsteel life and bit wear is also made.

Love Presented at the Colloquim on Flotation, March 1972, and published in the Journal, July, 1972. AUTHORS' REPLY TO DISCUSSION In his contribution to our paper Dr Lloyd makes two criticisms: The first criticism, as we interpret it, is that the agglomerate flotation process that we described is not really necessary because previously described processes effect almost the same results or could be made to give the same results by including sufficient paraffin in the reagent combination.

Wolhuter entitled, 'Utilisation of slags for the manufacture of cement.' Once again we are deeply indebted to you for bringing to our attention a new development in the metallurgical field, this time a technique for assessing the suitability of slags for the production of slag cement, and thereby providing a means of turning a waste material into a valuable asset. May we hope that this will lead to an end to unsightly slag dumps and, at the same time, to some conservation of our local limestone resources. Discussion within this Institute on the problems of cement manufacture, has of recent years been all too infrequent, and we thank you for bringing this interesting and important subject again to our notice. We are doubly grateful to you and your co-authors. PRESENT Minutes of the Annual General Meeting, held on Friday the 20th August, 1971, at 7.45 p.m. in the Boulevard Hotel, Witbank. Mr J. 10th COMMONWEALTH MINING AND METALLURGICAL CONGRESS-CANADA, 1974 The Commonwealth Council of Mining and Metallurgical Institutions has received and accepted an invitation from The Canadian Institute of Mining and Metallurgy for the 10th Commonwealth Mining and Metallurgical Congress to be convened in Canada in April, 1974, immediately following the Annual General Meeting of The Canadian Institute of Mining and Metallurgy. SYNOPSIS A method is described whereby finely ground glassy granulated blastfurnace slag mixed with small quantities of clay, whiting and quartz has been used for making ceramic tiles in the laboratory. The tiles were semi-dry pressed and devitrification as well as sintering occurred during firing. The properties of the resulting product compared favourably in many respects with ordinary ceramic flooring materials.

In the field of high temperature smelting processes there have been two dramatic changes in the past twenty years. These are, first, the application of tonnage oxygen for direct injection for the refining of molten iron and other metals and to provide the means of enriching air used for the combustion of fuel. Second, the application of electric power for the generation of high temperatures in place of the combustion of fossil fuels. Of these two developments the application of tonnage oxygen for the refining of molten iron has virtually revolutionised the steel industry throughout the world. The magnitude of this development is exemplified by the fact that less than 5 per cent of the world's steel production in 1960 was made by this process or 16 million tons out of a total of 350 million tons of steel produced, while in 1970 over 40 per cent of the world steel production was made by this process, ie, 251 million tons out of 628 million tons total. In the same period the proportion of steel produced by the old-established open-hearth process has shrunk from 75 per cent to 38 per cent. In the whole history of the development of high temperature metallurgical smelting processes there has never been anything remotely approaching this. The other development, the application of electric power for the generation of high temperatures has not had the impact of the oxygen injection process but I believe that what we should call the electric smelting revolution in metallurgical processes has very far-reaching ramifications for steel production and other pyrometallurgical processes. This may seem a bold and brash statement but it must be remembered that the oxygen injection process constitutes a link in the chain critically dependent upon the production of vast tonnages of molten iron from very large modern blast furnaces. The Achilles heel of this chain of processes, upon which such a large percentage of the world's supply of steel depends, is the availability of metallurgical coke in turn dependent on natural resources of coking coal. Without any exception each industrial country in the world faces a shortage of resources of coking coal and in some cases a critical shortage. Certainly within the present century the major iron and steel producing countries of the world will face this critical shortage of coking coal and major modifications to steel making processes will become inevitable. W. F. Cartwright (Deputy Chairman of B.S.C) said recently that there are considerable doubts as to whether the world will be able to provide enough coking coal to meet world steel demands from the late 1970's onwards if the B.F.remains the main means for making iron from ore. This is one of the supreme ironies of the world metallurgical situation to-day when the technology of iron and steel production has reached an extremely high peak of technical efficiency. The newest modern iron blast furnace capable of producing 6 000 to 8 000 tons per day of molten iron represents probably the most efficient piece of high temperature metallurgical plant and operation known to man. The conversion of this molten iron into steel by the oxygen injection process has made available to the engineering industry steel of a quality and at a price which is quite remarkable. Yet this vast metallurgical pyramid rests on the completely insecure and uncertain foundation of inadequate world resources of coking coal. The shortage of reserves of coking coal in this country is acute and it is possible that these resources will be exhausted within the next twenty years. Yet unless some completely unexpected catastrophe occurs the demand for steel in this country will probably rise at a faster rate than in the Western world due to the expansion of the Bantu population and the increased standard of living. To offset the inevitable shortage of coking coal are our much greater resources of bituminous coal which although of low grade provide a suitable fuel for electric power generation. The geographical disposition of the coal fields in relation to the great industrial areas of the Transvaal makes it inevitable that the development of the pyrometallurgical industries must depend heavily on electric power. The position in this country with regard to electrical power generation and consumption is rather anomalous. Per capita consumption of electric power is high - in 1964 almost twice the world average of 870 KWH and twenty-five times the average of 34 KWH for the Continent of Africa. In 1964 fifty-four per cent of the total world electric power was used in industry - the ratio being approximately 1/9 mining to manufacturing uses. As shown in Table I in 1969 67.2 per cent of the total output of electric power from ESCOM was used for mining and other industrial uses but almost in the ratio 6/4 mining to industrial uses. These figures emphasise the enormous importance of the mining industry to the economy of this country and underline the major contribution made by the gold mining industry. What is of very significant importance is that although the mining industry remains by far the largest single consumer of electrical power the consumption of power for industrial uses is rising rapidly as shown in Table II.

Recommendations are given for the design of vertical cooling towers for use underground in mines and a method is given for predicting the entering and leaving water temperatures when a given amount of heat has to be dissipated.

Measurements of the rates of penetration at various throttle air pressures are presented as a function of thrust for three different rockdrills when drilling quartzites with strengths of 45 000 lb/in2 and 39 000 lb/in2, The rate of penetration at optimum thrust is shown to agree well with the predictions of theory and curves of air consumption as a function of throttle air pressure are presented. Man-held machines are shown to be under-thrusted at throttle air pressures above 40 lb/in2g. Measurements of bit wear as a function of distance drilled are presented graphically and discussed in terms of the theory developed in Part 1.

Discussion: M. D. G. Salamon* (Fellow): The theoretical principles behind the techniques of calculation used by the authors was formulated and published during the period 1962- 65. These principles, together with their practical implications, were summarized in a review paper in 1966.1 Now, in February, 1970, we have this long and comprehensive paper discussing the practical application of the theory. I think this is good progress. The large number of practical examples treated in the paper clearly demonstrates not only the skill and knowledge of the authors, but also the versatility of the techniques of analysis. I feel that the techniques described by the authors, and their improved versions, will revolutionize mine planning. I suggest that no shaft system or stoping layout should be planned in future without an adequate rock mechanics analysis. It seems that it will be progressively more difficult to white wash mistakes in rock mechanics and attribute their costly outcome to normal mining risk. We should not, however, become complacent. There is still a lot to learn and do in the future. I do not want to discuss tonight the question of further research but instead, I will raise two other problems which may hinder the future progress of practical rock mechanics. To carry out work similar to that described in the paper, mine managements require men who are capable of doing the work and who have the most efficient techniques of analysis at their disposal. As a research engineer I have been associated with the development of techniques of analysis. I can assure you that these have undergone an amazingly rapid development during the last six years. We have seen the change from the use of the electrolytic tank analogue and manual integration to the method described by the authors, that is, to the employment of the automatic network analogue and computer integration. But this is not the end. In a recent paper Prof R. P. Plewman2 and his co-authors described a completely digital technique. Here the process of calculating on- and off-reef quantities is integrated into one computer run. But these sophisticated methods of computation are useless without men to make intelligent use of them. During the last few years a new breed of mining engineers has appeared on the scene - the Rock Mechanics Engineer. I feel it is timely to call the attention of the senior members of this Institute to the fact that this new breed will succeed in carrying out its duties in a valuable manner only if we manage to attract to its ranks young engineers of the right quality. The requirements are high. The top rock mechanics engineers have to be good mine planners and they have to understand the essence of sophisticated theories. Without these attributes they will not succeed in the long term and the industry will not gain the benefit of available knowledge. To attract this quality of engineers the industry will have to ensure that rock mechanics is accepted by all concerned as a career which could lead to the top echelons of our profession. Finally, I would like to make one or two remarks concerning Part I of the paper. In Sections 3.1 and 3.2 the authors describe methods of determining the normal stress on the reef plane and the convergence distribution in the excavations. The description as given applies only to a horizontal reef. When the reef is inclined the situation is more complex since a shear component of stress on the intact reef and a ride component in the excavations must then also be determined. These can be calculated by methods similar to that described in the paper.3 The practical application of the method of calculating the released energy (Section 3.4) is in the comparison of various stoping layouts to establish an order of preference in terms of decreasing rates of energy release. To carry out these comparisons effectively, the calculations must be carried out in a manner by which the values of energy per unit area obtained are comparable. I would like to note in this respect that the method of calculation given in the paper is valid without reservation only if there is no elastic contact between the hanging and foot walls in the mined-out area. If there is contact then the calculated energy values are correct only if the mined out area is increased in small steps during the analysis. My second point in this regard is concerned with the practical method of calculation as described in Sections 3.4 (ii)-(iii). Firstly, I would like to suggest that the energy calculation should be carried out, as far as possible, by using always the same scale on the analogue. Secondly, the reading of current on a pin should be followed by the removal of that pin to obtain the corresponding reading of potential. The product of these two values will be proportional to the energy released during the mining of the small area corresponding to that pin. The method suggested by the authors tends to mask possible danger points in the layouts, since they obtain an average value for a time period, say, for six months.

Strydom, M.Sc., Ph.D. Alloys in the composition range of chromium, 20 to 50 per cent, iron, 10 to 30 per cent, and silicon, 25 to 55 per cent, were subjected to both differential thermal analysis and the classical quench method so that the liquidus temperatures of ferrochromium-silicide alloys could be determined. The results are presented as liquidus curves on pseudo-binary sections at various ratios of chromium to iron and as liquidus isotherms in the ternary section.

Groups of up to twelve new recruits to the industry were subjected to climatic room acclimatization for either five, seven, eight or nine days prior to being tested for the degree to which they had been acclimatized. These tests were done at 32,2 0C (wet bulb) at a wind velocity of about 0,4 m/sec and the men worked for four hours at a rate of 215,6 kg m/min on one day and at a rate of 431,2 kg m/min on the second day. The results indicated that there is no significant difference between the degrees of acclimatization obtained by the eight- and nineday procedures which confirms the conculsions drawn in a previous report1. The eight-day procedure can thus be claimed to be perfectly adequate and safe. Decreasing the period of exposure to five or seven days would however, not be justified because of the significant differences in physiological responses that were observed on both test days between men acclimatized for these periods and those acclimatized for nine days. It is concluded that it would be unsafe to employ these shorter periods of acclimatization when underground environmental temperatures at which the men are to work, exceed 31 0C (wet bulb).

SYNOPSIS Certain disadvantages associated with the use of Anfex have been raised on previous occasions. This interim investigation shows that by loading at lower pressures the sensitivity to initiation of Anfex can be improved. Associated with this is a reduction in velocity of detonation and charge density which should lead to more desirable fragmentation. The effect of lower loading pressure on other factors is also considered. INTRODUCTION Discussion at the Symposium on the use of Anfex in Underground Mining, conducted by the South African Institute of Mining and Metallurgy during May 1968 showed that there was considerable uncertainty and diversity of opinion on the characteristics of Anfex and its method of application. Some of the disadvantages associated with the use of Anfex were: Inadequate sensitivity to initiation; Excessive fragmentation of the rock and damage to the hanging and footwalls; Wastage as a result of blow-back; Poor water resistance. As a result of this, further investigations on the properties of Anfex have been carried out and, although these have not reached finality, it is considered that a progress review may be of interest and assistance to the mining industry. EXPERIMENTAL TECHNIQUE The work was carried out on a laboratory-scale where, for test purposes, the explosive was loaded into 1 in. (nominal) internal diameter steel pipes unless otherwise stated. Charging was conducted with a 1 in. (nominal) Schutte-Koerting eductor having a 0.2 in. internal diameter venturi nozzle, the Anfex being fed into the eductor from a conical hopper fitted directly above it. A 5 ft long copper loading tube with outside and internal diameters of 3/4 in. and 5/8 in., respectively, was fitted to the discharge end of the eductor. The remote end of the loading tube was inserted into the test pipe so that it was about 6 to 8 in. from the closed end of the pipe. The loading apparatus was withdrawn as the pipe filled, maintaining approximately the same stand-off distance throughout the operation. REVIEW Sensitivity to initiation Sensitivity of Anfex to initiation was found to deteriorate when the dynamic pressure of the air to the eductor was increased. This symposium, being held at The President Hotel, Johannesburg on 9th-11th September, 1969, is being jointly sponsored by The South African Institute of Mining and Metallurgy, The South African Corrosion Council and the Southern Africa Stainless Steel Development Association, and supported by the C.S.I.R. The three days of technical sessions, at which 350 delegates are expected, will include introductory films on the properties and uses of stainless steels, papers on corrosion problems and prevention, design and economics, welding and applications in industries of particular importance to South Africa. The programme includes four overseas guest speakers who are acknowledged leaders in their respective fields. OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. Obituary RICHARD AUSTIN COOPER On the 31st March 1972, a once very active member of the Institute, R. A. Cooper, died at the age of 82. He had served on the Council for many years and was Vice-President in 1933/34. ALEXANDER JEREMIAH ORENSTEIN CB., CM.G., C.B.E., LLD., D.Se., M.D., M.R.C.S., F.R.CP., F.R.S.H. Dr Orenstein, who died on the 7th July 1972 at the age of 92, was so well known and so widely acclaimed during his lifetime that it is difficult to add to the tributes which have already been paid to him.
