The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Some of the ?do?s? and ?don?ts? are highlighted. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. The past decade has witnessed unprecedented growth in the development and implementation of solvent extraction technology in the extractive metallurgy of nickel and cobalt. Solvent extraction is proving to be a powerful tool, opening new opportunities for simpler, more cost efficient and environmentally sound metal refining processes. These advances, however, could not have been possible without the cooperative efforts between the nickel industry and the people and organizations involved with reagents, materials and equipment development and supply as well as solvent extraction research, aided by the accumulated knowledge and practical experience from the copper and uranium solvent extraction operations. This paper provides an overview of these developments and some of the challenges ahead.

The use of Molecular Recognition Technology (MRT), a highly selective separation technology using specifically designed ligands (such as macrocycles), has been demonstrated to be an effective treatment process for removal of several ions that are commonly found in many hydrometallurgical circuits as well as in environ-mental treatment operations. Ions removed by MRT include base, heavy and transition metals, precious metals, halides, and alkali/alkaline earths. A MRT pilot plant run was conducted at Zincor to demonstrate the cobalt/nickel purification of zinc electrolyte, and to recover saleable pure cobalt/nickel sulphate solution. The MRT process holds various advantages, which include the elimination of a catalyst such as arsenic trioxide, conventionally used in cobalt and nickel cementation. SuperLig® 138 can be used to remove cobalt and nickel from120?170 g/l Zn-solutions at pH 1?2. The Zincor MRT application demonstrated its capability of concentrating large volumes o copper barren impure solution at low cobalt and nickel concentration levels in the feed, to small solution volumes at high cobalt and nickel concentrations. Around 99.5% of the cobalt was removed from solution with cobalt impurity levels in feed varying between 10 mg/l and 26 mg/l.

Publications on hard rock tunnel support design in the South African mining industry have originated primarily from the goldmines during the past 50 years. Little has been published to date on the platinum and chrome mines of the Bushveld Complex. This paper covers the search for a suitable design methodology for off-reef tunnels at Impala Platinum Mine, situated on the Western Lobe of the Bushveld Complex. The fall of ground accident statistics for off-reef excavations of the mine are presented and the available rock mass quality evaluation systems are reviewed. The Q-Tunnelling Quality Index (or Q-Index) is selected because it assesses the important driving factors behind falls of ground at Impala. Two off-reef excavations are evaluated using the Q-Index, and it is shown that minor modifications are required for implementation at Impala. It will take some time before support design throughout the mine is based on the outcome of proper geotechnical investigations based on the Q-Index. Widespread implementation of such support designs should help to solve the fall of ground problem in off-reef excavations while at the same time reducing support costs.

Testwork at Goedehoop Colliery showed that fine coal, essentially?150 microns can be successfully beneficiated using froth flotation. Both conventional and column flotation were tested. It was found that the traditional stirred tank type of flotation machines used in conventional flotation produced the best recovery of fine coal. After extensive testwork it was decided to develop a flotation machine on Goedehoop Colliery that would combine stirred tank and quiescent column technology. It was thought that this design would give the best combination of recovery and selectivity. The Multicell was developed and is producing results acceptable for Witbank coal flotation. The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

A number of countries have introduced codes governing the valuation of mineral assets and securities. The African continent will follow suit in due course considering the importance of the global minerals industry as it relates to the attraction of foreign investment. South Africa is to introduce the Petroleum and Minerals Development Bill legislating the involvement of previously disadvantaged individuals and communities in the country?s minerals industry. One of the challenges facing the successful implementation of such codes and bills lies with the abilities of independent valuators to value mineral properties and projects on a consistent basis. Certain valuation principles and methodologies are applicable in all jurisdictions in the minerals industry. These valuation tools and principles are considered and developed in this report. They have been discussed and developed to encourage minerals valuators to consider and consistently apply the most applicable valuation methodologies.

The genesis of Simrac?s technology transfer practices and future initiatives are discussed in this report. Simrac produces a relatively large volume of research-based health and safety outputs that must be communicated to its tripartite stakeholders and to other interested and affected parties. The wide spectrum and complexity of the transferables, together with the diversity of end-user needs and skills of the recipient population, necessitate customizing of technology transfer practices. In an attempt to optimize this process, a variety of practices are employed. Information is transferred by means of publication and dissemination of a variety of reports (paper, website and CD).Knowledge transfer is directed to health and safety practitioners by means of workshops, seminars, best practice booklets, handbooks and textbooks. Promotion of recently completed projects is directed at targeted recipients by means of project launches. Only isolated cases of piloting and implementation of technologies have been undertaken due to lack of resources and past organizational focus. It is anticipated that Simrac?s new organizational structure and management system, together with end-user involvement by industry champions, from project inception to implementation, will enhance the effectiveness of the technology transfer process.

In this paper, one of the human factors that affect productivity in an underground gold mine in Saudi Arabia was investigated and analysed for the purpose of improving productivity. The human factor that was investigated is labour utilization and labour productivity. In the selected mine, labourer?s performances were measured carefully. It was found that in this mine, workers spend only 65% of the shift time in a productive work, and they spend 35% of the shift time in non-productive activities. As a result, recommendations were presented to enhance productivity in the selected underground gold mine by enhancing labour utilization.

The DEEPMINE Collaborative Research Programme was established to create the technological and human resources platform that would make it possible to mine gold safely and profitably at depths of 3 to 5 km. The DEEPMINE Programme has four goals: to acquire knowledge of and develop appropriate technology for new ultra-deep level mines, to stimulate education and training, to establish a culture of innovation, and to encourage rapid technology transfer and implementation. The research programme was launched in July1998 and will be completed in March 2002, with the final year focusing on the transfer of knowledge to the industrial partners. DEEPMINE represents a new model for conducting mining research: it is driven by industry needs; emphasizes collaboration between industrial partners, research organizations and tertiary education institutions; and has a novel joint-funding mechanism. DEEPMINE has employed a range of vehicles to transfer knowledge to its industrial partners. Novel aspects include: (a) electronic publication of Summary Reports and Guideline Handbooks that seek to consolidate the huge body of knowledge comprehensively and concisely, (b) a series of DEEPMINE Schools designed to enable industry practitioners to apply the knowledge to their current work situation, and (c) Consultancy Reviews, where DEEPMINE specialists seek to apply knowledge to specific real problems on mines.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.

Now a new generation of computerized drill rigs has been launched and they are based on modern standard PC-computer technology. The rigs have been well embraced by the market and more than 100 units have left the assembly line. The new generation has taken a quantum leap forward with respect to drilling accuracy, logging capabilities, reduction of manpower in some types and serviceability compared to the previous generation of drill rigs. The Can bus technology, well proven in the automobile products, is the backbone in the new generation control system of Atlas Copco. The short-term development is now focused on establishing this new automation platform on other product lines of Atlas Copco products. The long-term objectives is to offer the mining industry Atlas Copco products with one common automation platform. Essential for Atlas Copcois to contribute to the work with the on-going Data Exchange standard between mining machines and mining computer systems (IREDES). Our belief is that an accepted standard will make mine automation programs affordable for a wider base of the mining industry, because of the possibilities to a cost effective integration of different equipment with a minimum of system integration problems and machine specific interfaces.

The realization of an Integrated Technical Resource Asset Management System (ITRAMS) has so far evaded all software developers in the mining industry. The major factors that have prevented the development of such a system are limitations on software, hardware and network systems. Several factors have come together at Venetia Mine, which has made the undertaking of such a project both possible and desirable. This has led to the formation of a strategic partnership between Venetia Mine and Gemcom Software International Inc. This partnership is dedicated to develop and provide an Integrated Technical Resource Asset Management System based on Microsoft Back Office architecture, Gemcom for Windows™ and the MinRas system. This paper will elaborate on the phased approach of the integration of systems into the core repository, mechanisms of integration, the functionality of the system, final results, techno-economic benefits and general project management issues.

Underground mining and particularly dipping narrow tabular orebodies are difficult to mechanize appropriately, given the low gold price and other external factors. Particularly in the deep level mines in South Africa, there is little choice left but to mechanize if the industry is to remain competitive and a significant global player. This paper presents a design philosophy for appropriate mechanization intended to generate solutions that can be implemented using the people currently employed in South Africa mines. The design philosophy is based on the ability of high-pressure water (hydropower technology) to deliver enhanced performance to users and on simplicity in the eyes of the user. Four examples of systems and equipment are described to illustrate the approach to Appropriate Mechanization. These include: • The Development End System, • The Monorail Raise Climber, • Automatic Pump Control Valves, and • The Energy Recovery Pump. The equipment is presented with the following critical issues foremost in mind: Safety, Working Environment, Performance, Cost effectiveness and Implementation. Although the appropriate mechanization approach is described in the context of the South African underground mining industry, much of the Appropriate Mechanization equipment has worldwide applications. The quality and the production rate for the mining operations in the Garpenberg mine has been much improved due to a new system, that presents the latest exploratory and planning data for the driller at the moment he deploys the drill rig at the face. Other components in this improvement work are better planning procedure, large-scale production system with longer rounds and introduction of new drill rigs in the mine. The new Rig Control System (RCS) for the new series Atlas Copco Boomers L2C has made it possible to develop this system for production drilling in the Garpenberg mine. The ABC Regular has been extended with map navigation and drill plan generator. The driller will have the best estimate of the orebody in front of him and the best drill plan for that orebody. The customer’s specific system will also become a standard Atlas Copco product for the Boomer ABC drill rig family.

The principal advantages of fibre optics as compared to copper wire are well known and include almost perfect electromagnetic isolation, light weight, small size, excellent transmission security and substantially better bandwidth/distance performance. The decreasing cost of the optical fibre technology (both fibre cable and equipment) has led to another generation of private networks, which provide much larger bandwidths, very high reliability and an increase of the maximum geographical coverage. The larger bandwidth allows to transport all types of information on a single network. Typical communication requirements are speech (audio), computer data, LAN info, control information, video, etc. OTN or ‘Open Transport Network’ is a transmission system based on the latest available technology in fibre optics. It is characterized by the dual ring approach, resulting in high network availability, and the integration of different types of services in one network. As such, it can fulfil almost all transmission requirements for voice, data, LAN, video and any special service required.
