The purpose of this paper is to provide an overview of the current legislative framework for mine closure within South Africa as well as the new requirements in terms of the Mineral and Petroleum Resources Development Act, 2002. The roles and responsibilities of Government, the mining industry and other stakeholders and confusion caused are also highlighted.

It is almost eight years to the day when we launched the original SAMREC Code in March 2000. Since that date I think the SA minerals industry has matured beyond recognition in its approach to reserve and resource reporting, and I believe we can be justifiably proud of that progress. Many of those companies that have led the way in reporting standards are listed on our sponsors list. We thank them for their sponsorship but even more for their considerable support in all aspects of the SAMCODE organization. Matt Mullins, my co-speaker here today, has been instrumental in the revision of the SAMREC Code over a long period of time and also took up the reigns with the SAMVAL Code after the retirement of Rob Croll. I would like to formally thank Matt for his immense contribution in producing the two Codes; he can take great pride in the final product and fully deserves the many accolades that we have already received from our international counterparts. He has done all this whilst still maintaining a very demanding day job at BHPBilliton. Matt will be the first to admit that he has received tremendous support from more than 100 people who participated in the various working groups, many of whom are employed by our sponsors. There are obviously too many to mention by name but they deserve a big vote of thanks for their personal contributions. In addition to launching the two Codes we are also launching our ?branding? initiative with our own SAMCODE logo and the SAMCODE website: www.samcode.co.za. All the slides used in the presentation today will be on the website later today as will a newsletter which will serve as a media release.

Premier of the North-West Province, Mr Molefe, foreign dignitaries and guests, ladies and gentlemen. It is a pleasure and also a special honour for me to have been invited here this morning to make this address. The xv Congress of the Council of Mining and Metallurgical Institutions is, by its very nature, an extremely important event for the international minerals industry. But I believe that this specific Congress assumes an even greater significance because of the profound and far-reaching changes that have taken place in South Africa this year. These are exhilarating times, a period when so much in our country has altered and when so much has to be done so quickly to build positively on our bold political decisions.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. This study was aimed at determining the effects of industrial action on profitability in the South African platinum mining sector. We compared companies where employees engaged in industrial action (affected companies) to strike-free companies (competing companies). Industrial action refers to strikes by rockdrillers, as these strikes typically result in the shutdown of production at the mines affected. A t-statistics analysis of significant differences in revenue and earnings of affected and non-affected platinum companies was conducted using data from platinum mining companies listed on the Johannesburg Stock Exchange from 2011 to 2015. Contrary to international studies, which suggest that the spillover effects of industrial action positively affect competing companies, our findings show that profits in the platinum sector decrease significantly during strike periods for both affected and competing companies. The results indicate industrial action is a threat to the profitability of all companies, and that employee demands should be prioritized and negotiated before they result in industrial action. Improved dialogue between management, labour unions, and employees in the platinum mining industry is recommended. The study contributes to the scanty literature on the effect of industrial action on the profitability of mining companies in a developing economy.

The stability of pillars is analysed on the assumption that pillars shed load in a stable manner if the slope the strata load-deformation relation is steeper than that of pillars in the post-peak regime. Concepts of local stiffness, mine structural stiffness, and critical stiffness are discussed. Procedures are described for the determination of strata stiffness for various pillar layouts by use of the available boundary-element computer programs. The postpeak stiffness of pillars is assessed from the available data relating to the post-peak load-deformation relationship and width-to-height ratio. Stability analyses are carried out by the contrasting of strata stiffness with post-peak pillar stiffness. It is shown that the strata stiffness becomes unacceptably small for a stable yield-pillar layout when the span exceeds about 5 times the depth. The strata stiffness is found to increase, thereby increasing the stability, as the span-to-depth ratio, number of pillars, and percentage extraction are decreased. It is also found that the stability in a yield pillar becomes difficult to achieve when al the pillars in a layout are in the descending part their post-peak load-deformation curve

Eng (Mining Engineering) degree The stability of a ferrosilicon dense medium suspension is one of the most important parameters to keep under control since it determines the density gradient of the medium in the separation zone and thus directly influences separation sharpness. The stability of ferrosilicon suspensions were characterized using settling tests employing a differential pressure method. Particles smaller than 45 µm and especially the ore fines played an important role in the settling behaviour of the solids. The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

The method used to assess the reactivity of lime was evaluated to gauge it usefulness as a quality control tool. The effect of particle sizes, different lime and water masses for a fixed s:l ratio and the same for various s:l ratios on the reactivity values obtained, were investigated. An attempt to introduce the amount of grit produced during the slaking reaction as an additional measure of limeís quality and reactivity, proved to be unsuccessful. It was also found that the relative amount of lime slaked during the different tests was independent of the reactivity value of the lime. The investigation confirmed the usefulness of the accepted test procedure as are liable method to measure the reactivity of lime, despite various reservations expressed from a theoretical point of view.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

"Artisanal and small-scale mining (ASM) in South Africa received official recognition after the change in government in 1994.The Reconstruction and Development Programme (RDP) recognized the sector as a vehicle for social and economic development for historically disadvantaged South Africans (HDSAs) who had previously been excluded from participating in the mainstream economy. Having recognized the ASM sector, government introduced several interventions and support structures to foster the development of ASM, to encourage participation of HDSAs, and to address challenges facing the sector. The objective of this paper is to assess the progress made, with particular regard to challenges in the sector. The paper focuses on the policy requirements that were deemed important for the growth of the ASM sector by the White Paper on Minerals and Mining Policy (1998). These can be collated into five categories: access to mineral rights, access to finance, access to markets, technology and skills, and institutional support. The paper provides a review of the support interventions, their intended roles and impact on the sector, and identifies existing gaps and possible ways of dealing with the challenges. There is a need for research to assess the real impact of these past and existing interventions on the ASM sector to draw lessons for future development.IntroductionThe significant rise in artisanal and smallscale mining (ASM) activities worldwide has led to many countries recognizing the sector. ASM takes place in approximately 80 countries (World Bank, 2013). It is estimated that the sector employs between 20 and 30 million people around the world (Buxton, 2013). This compares to between 3 and 3.7 million in 1999 (International Labour Organization, 1999). ASM activities are widespread, occurring mostly in developing countries in Africa, Asia, Oceania, and Central and South America (World Bank, 2013). There has been a significant increase in the number of people participating both directly and indirectly in the sector and this is expected to continue given the socio-economic realities of most developing countries. High levels of poverty and unemployment and growing inequality continue to be largest problems facing the majority of developing countries today. The ASM sector plays an important role as a source of livelihoods, particularly for those residing in rural areas with limited economic opportunities. In the majority of countries, the recognition of the ASM sector was driven by its increasing contribution to socio-economic development through job creation, poverty alleviation, and rural development. In response, a number of intervention strategies were introduced in support of the sector to address its negative impacts and to increase its potential benefits."

The economic upheaval of COVID-19 forced companies to invest in emerging technologies to aid recovery. One such technology is extended reality, which is becoming a mature and innovative tool. Early adopters are seeing significant benefits in learning, training, immersive data visualization, and remote assistance. In South Africa, the mining industry is increasingly interested in using extended reality to optimize and innovate operations. The Minerals Council of South Africa's July 2021 report highlighted the potential of extended reality's to achieve zero-harm production and modernize the industry. However, the extent of extended reality adoption in mining remains unclear due to limited information on its usage. This study addressed this gap by distributing an online survey to assess awareness, knowledge, and current uses of extended reality in South Africa’s mining sector. The results indicated that virtual and augmented reality had the highest levels of awareness and usage, primarily for learning and training. Mixed reality, however, had the lowest awareness and knowledge levels. In terms of applications, visualization and remote assistance had the least use cases. These findings highlight that the South African mining industry is deficient in its understanding and use of extended reality technologies. Without better awareness and application, the South African industry risks missing out on the full benefits of extended reality. The study underlines the need for the South African mining industry to improve its outlook on extended reality technologies to fully leverage their potential applications and benefits.

The idea of GOLD 100, an international conference on gold, was first conceived by Mr Les Haughton of Mintek in mid 1984. By the beginning of 1985, plans were well advanced to hold what was to be the most comprehensive conference on gold ever organized. Appropriately, GOLD 100 was timed to coincide with the celebration of Johannesburg's centenary. Leaching The South African Institute of Mining and Metallurgy will hold a two-day colloquium on the topic of leaching on 8th and 9th November, 1988, with the objective of bringing the latest developments in leaching technology to the attention of the mineral-processing industry.

Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimize the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focused on ore characterization and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blast ability indices, as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined, a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model; however, it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained, thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. Additionally, the initiative has benefited both brownfield and greenfield projects on the PPRust operation

In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

The structural design of large grinding mills, with reference to shell-mounted bearings by D. A. FENTON*, P. Eng. (Visitor) The paper outlines the advantages of shell-mounted grinding mills over mills having a conventional trunnionsupported shell. The growing use of larger mills in the past decade has led to a significant number of mechanical and structural failures, the most common being those at the junction of the head and the shell. Larger mill diameters favour the use of shell-mounted bearings. The elimination of castings, which have an inherent weakness to fracture, makes the shell-supported mill lighter and stronger than a conventional mill of the same shell thickness.

The surface chemistry features of spodumene and feldspar were investigated by XPS, zeta potential measurements and first principle calculation. The results indicated that the zeta potential of feldspar was more negative than that of spodumene. The most possible active sites on spodumene and feldspar were Al sites and O sites. However, the number, type and activity of these sites were different. The flotation behaviour of five new collectors (cationic collector decyloxy-propyl-amine (DPA), anionic collector α-bromododecanoic acid (α-BDDA), N-Dodecyliminodiacetic acid (DIDA), and mixed collector DPA-BDDA and DPA-DIDA) were investigated through micro flotation experiments and analysed based on the surface chemistry features of spodumene and feldspar. The results revealed that cationic collector DPA processed a high collecting capacity for both minerals. The highest recovery of spodumene and feldspar was 91.60% and 95.30% respectively. The anionic collector α-BDDA and DIDA showed poor flotation behaviour. The recovery of spodumene and feldspar when using α-BDDA as collector was less than 5% and when using DIDA as collector was less than 1%. For the mixed collector DPA-BDDA, the recovery of spodumene and feldspar was 82.27% and 32.61% respectively at pH 4.5. For mixed collector DPA-DIDA, the recovery of spodumene and feldspar was 35.69% and 9.08% respectively at pH 5.8. The results indicated that the cationic collector had high collecting capacity, but low selectivity. The collecting capacity of anionic collector for spodumene and feldspar was poor at the same concentration compared with cationic collectors. Mixed collector DPA-BDDA showed good flotation behaviour and selectivity on spodumene. The ―COO- in mixed collector might improve the selectivity. However, too much ―COO- would increase the electrostatic repulsion, which might cause low selectively and poor recovery. To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.
