The need of protecting mines from the danger of inflow of natural gas from neighboring wells has become more apparent each year since it was found that oil and gas underlie the productive coal measures of Pennsylvania, West Virginia, Ohio, Indiana, Illinois, Kansas, Oklahoma, Colorado, and Wyoming, and, to some extent, the coal measures of other States. The proximity of the known gas and oil areas in the United States to the coal fields and the manner in which the fields overlap in certain States are shown in the map comprising the frontispiece (Pl. I). As the result of many requests received from various sources a conference to consider the protective measures necessary to insure the safety of mining operations in gas and oil fields was called by the Director of the Bureau of Mines to assemble in Pittsburgh, Pa., Feb- ruary 7 and 8, 1913. To this conference were invited a considerable number of gas-well, oil-well, and coal-mine operators within conven- ient distance from Pittsburgh, as well as State geologists and State mine inspectors from a distance. Gas and oil wells are also found near other kinds of mines, such as shale and limestone mines in western Pennsylvania, but these cases are so few that for this and other reasons it was deemed best to con- fine the present inquiry to the consideration of the questions involved in connection with coal mines. It was also not thought advisable to consider the protection of mines from other kinds of bore holes than those for gas and oil, such as coal-prospecting holes, drilled either with churn or diamond drills, or salt wells and artesian wells, because little trouble has been ex- perienced in mining operations from these classes of wells. There- fore the following papers and discussions concern almost entirely the following relations between coal mines and gas and oil wells: (1) Protection of coal mines froin gas and oil wells penetrating -through: (a) Open workings; (b) inaccessible spaces or goaves; (c) pillars, or coal which may be left as pillars. (2) The manner of drilling gas and oil wells passing through workable coal beds so as to provide protection for future mining. The preliminary inquiries of the engineers of the bureau had dis- closed that there was no uniformity in the methods of protecting mines against the leakage of gas from wells, that thousands of wells in coal fields are abandoned yearly without adequate plugging, and without surveys or records being kept to show the location of the holes, from which the casings are generally pulled. According to the State geologist of Pennsylvania, as many as 3,000 wells are being drilled annually in Pennsylvania, 2,000 of these holes being aban- doned within a single year. It is such unplugged, uncharted wells that are the greatest menace in mining. The quantity of gas that the wells produce, although not sufficient to be commercially avail-

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

Under the terms of the act establishing the Bureau of Mines, this bureau was authorized to carryon the work of testing and analyzing fuels which had been conducted by the technologic branch of the United States Geological Survey. That work included in its scope an investigation of the availability and uses ofliquid as well as solid fuels, for the original outline of the fuel-testing investigations contemplated, as soon as the funds would be available, a study of the liquid-fuel resources of the country and the making of related researches to determine how these resources could be utilized with greatest efficiency. Owing to the fact that many difficulties were being encountered in the adaptation of the heavier fuel oils for convenient use in internalcombustion engines, it was deemed best to begin the investigation of liquid fuels with tests of gasoline, a fuel in more or less general use. When this investigation began, the extensive introduction, especially by foreign powers, of liquid fuels for small naval craft had awakened much interest. However, the quality of gasoline was reported to vary materially in different countries and the quantity available was said to be rapidly decreasing, with the probability of a prohibitive increase in price. At the same time the claim was made that denatured alcohol, of fairly uniform quality, could be procured in all parts of the world, that unlimited quantities could be readily produced at a low cost, and that this fuel could be used much more efficiently than gasoline in internal-combustion engines. Such statements naturally led to a widespread belief that the time was near at hand when denatured alcohol would entirely displace gasoline as engine fuel. Therefore, the first investigations of the liquid mineral fuels logically embraced a careful series of comparative tests of gasoline and denatured alcohol in engines. A series of over 2,000 such tests was conducted at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va., details of which are given in the following pages. The report is published by the Bureau of Mines because of the transfer of the fuel-testing investigations to this bureau.

The Bureau of Mines is endeavoring to ascertain how mineral fuels in which the Government has a direct interest, by ownership or use, can be utilized with highest efficiency. For this reason the bureau has been, and is, carrying on investigations to ascertain the condi- tions of furnace construction and management that are necessary to insure the smokeless combustion of the different coals that are found in public lands or are purchased for Government ships and power plants. Another reason for the bureau undertaking these investigations is the need of better furnace management and a more careful selec- tion of fuel at many Government plants. There are Federal build- ings in hundreds of cities. The coals available at many of these cities differ greatly in quality, and the furnaces in some of the Fed- eral buildings were not designed for efficient utilization of the cheap- est available coal. Hence, some of the boiler plants smoke badly unless fed with low-volatile coal and have caused repeated com- plaints not only from neighboring property owners who have suffered damage, but from persons endeavoring to create a civic pride in clear air. In the course of its fuel investigations the bureau has noted the conditions governing fuel consumption in different cities and has studied the attempts made by these cities to abate smoke through the passage of ordinances imposing penalties on smoky stacks. Some results of that study are presented in this report. The most im- portant conclusion reached is that smoke abatement by ordinance can not hope to succeed unless supported by public sentiment and that a smoke ordinance should look to future prevention rather than to immediate prohibition. In other words, strict control of furnace construction offers much greater hope for smoke abatement than desultory imposition of severe penalties on the escape of "dense" or "black" smoke.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

During the past year, in producing 500,000,000 tons of coal we wasted or left underground, in such condition that it probably will not be recovered in the future, 250,000,000 tons of coal; we turned loose into the atmosphere a quantity of natural gas larger than the total output of artificial gas during the same period in all the towns and cities of the United States; we also wasted or lost in the mining, preparation, and treatment of other important metalliferous and non- metalliferous minerals from 10 to 50 per cent of the year's produc- tion of such minerals. These losses serve to indicate the importance of inquiries and investigations by the Federal Government for the purpose of lessening the waste of essential resources-investigations on the same general lines as those looking to a reduction in the loss of life in the mining operations of the country and the far more exten- sive investigations looking to the more efficient production and use of agricultural products, both of which are being conducted by the Federal Government. In a consideration of the possible activities of the individual, the State, and the Federal Government in behalf of a less wasteful use of our mineral resources certain facts and principles should be kept clearly in mind, namely: That the present generation has the power, and it will exercise the right, to use as much of the country's resources as it actually needs; there can and there will be no such thing as stinting the present gen- eration by bottling up resources for the use of the future. That the Nation's needs are not likely to be curtailed; these needs will increase with the extent and diversity of the Nation's industries, and they will increase more rapidly than population increases, for the reason that the per capita consumption of mineral products is rapidly increasing; and That the men of this generation will not mine, extract, or use these resources at continuous financial loss to themselves in order that some- thing may be left for the use of future generations; there can be no such thing as a mineral industry without profits.

The investigations of fuels conducted by the technologic branch of the United States Geological Survey had their inception at the Louisiana Purchase Exposition in 1904. By an act approved Febru- ary 18, 1904, Congress authorized the work of analyzing and testing at the Louisiana Purchase Exposition the coals and lignites of the United States, under the supervision of the Director of the United States Geological Survey. An appropriation of $30,000 was made for this purpose. In the general deficiency bill dated April 27, 1904, the sum of $30,000 was added to the appropriation. To carry out these investigations the Director of the Geological Survey appointed a committee consisting of E. W. Parker, statistician of the Geological Survey; Joseph A. Holmes, State geologist of North Carolina; and Marius R. Campbell, a geologist of the Geological Survey. Under the first act authorizing this work all of the machinery and coal for the tests was to be furnished the Government free of charge. The buildings containing the testing apparatus were all paid for out of the first appropriation. After the close of the Louisiana Purchase Exposition every Congress made an appropriation for continuing these fuel tests. These subsequent appropriations permitted the purchase of appliances better adapted for the testing work.

Several years ago investigations were begun by the United States Government to determine the most efficient methods of utilizing the coals of the United States. These investigations, which were continued along several different lines, are now being carried on by the Bureau of Mines, in accordance with the provisions of the act creating this bureau . . It was because of the need for more complete information concerning the conditions under which coal could be economically burned in boiler furnaces without objectionable smoke that tests were made at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va. In addition to this experimental work a number of commercial plants in the larger cities were inspected to ascertain what were the best methods then in use for abating smoke. The results of these investigations were reported in Bulletins 334 and 373 of the United States Geological Survey. Because of the continued demand for the information contained in these bulletins, the original editions of which are exhausted, they are reprinted by the Bureau of Mines. The text of this bulletin, particularly the information relating to smoke ordinances, was revised in the latter part of 1910 and the early part of 1911 by S. B. Flagg, engineer, who has charge of the steaming tests being conducted by this bureau.

The national mine-safety demonstration at Pittsburgh, Pa., was projected and undertaken in the hope that it would aid the increase of safety in the mining industry. That the national mine-safety demonstration was warranted and has served a useful purpose was evidenced by the attendance, not only at the public demonstration in Forbes Field, but also at the more special exhibit of the work of the Bureau of Mines at the arsenal grounds and at the experimsntal. mine. Nearly 2,000 persons witnessed the demonstrations and exhibits of the Bureau of Mines at the arsenal grounds on the morning of October 30, 1911. The spectators were all mine operators, miners, or persons interested in mining, and represented operations in all parts of the United States. Nearly 1,200 of these persons visited the bureau's experimental mine at Bruceton to witness ~th~explosion of coal dust. Had the weather, which was exceptionally inclement, been more favorable, there would doubtless have been a much larger attendance. At the public demonstration in Forbes Field, which· was witnessed by President Taft, from 12,000 to 15,000 persons, chiefly mining men, were present and attested their interest and enthusiasm in the minesafety exhibits by remaining throughout the proceedings, regardless of the rain which fell all the morning .. Sincethis demonstration, the organization of first-aid corps and of rescue corps has been undertaken at mines where there had previously been no such organizations. The bureau has received letters of commendation attesting the value of the demonstration in drawing· attention to the dangers and to possible means of greater safety in mining. Many of these letters have urged that the results of the demonstration be published for the guidance and instruction of those who were present. In response to these reauests the following account of the mine- BlIIeLY demonstration lias been prepared. IIi its preparation various division and section chiefs of the Bureau of Mines have cooperated. The authors acknowledge the assistance they have received from those section chiefs and other members of the bureau who contributed detailed descriptions of apparatus exhibited at the demonstration or of investigations represented.

This bulletin is the fourth of a series a showing the results of the purchase of coal by the Government under specifications. The work of inspecting and analyzing coal delivered on Government contracts was transferred to the Bureau of Mines by an act of Congress effective July 1, 1910. It had been carried on for several years before that date by the technologic branch of the United States Geological Survey. The purchase of coal on the dealer's statement as to quality or on the reputation of the mine or district producing the coal is gradually being discontinued. At present most coal-purchasing contracts make definite provision regarding the desired heating value of a coal and the composition as shown by analysis. The heating value is usually expressed in British thermal units" and the composition specified is that shown by proximate" analysis. The price to be paid for delivered coal is made to depend on whether the analyses and heating-value tests of samples representing the delivery show the quality to be above or below the quality set forth in the contract. Large coal consumers are beginning to appreciate more and more the importance of the cost of power as a factor in the cost of producing a finished article. The endeavor to increase the efficiency and the economical operation of a power plant calls for an intimate knowledge of the quality of the coal being used. The purchase of coal under specifications insures the purchaser getting what he pays for and the coal being of the quality guaranteed. In addition, the analyses and tests of the delivered coal furnish data whereby the power-plant results can be comprehensively studied and a continuous check maintained on the conditions of operation.

The term "explosion-proof," as applied by the Bureau of Mines to an electric motor, refers to a motor inclosed by a casing so constructed that an explosion of a mixture of mine gas (methane) and air within the casing will not ignite a mixture of the same gas surrounding the motor. There are two classes of motors so constructed: First, a totally inclosed class built strong enough to withstand high internal pressures and so designed that the efficiency of all inclosing covers can be satisfactorily maintained; second, a class provided with relief openings or valves designed to relieve the pressure of an explosion within the motor casing and to cool any products of combustion dis- charged through the valves. A satisfactory motor of the first class is much more expensive to build than an equally safe motor of the second class. For this rea- son, attempts to make motors explosion-proof have been confined chiefly to motors of the second class.

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

Many of the fatal accidents in coal mines have resulted from the Explosives used in Use of explosives for breaking down the coal. These accidents have resulted both from the use of explo- sives that were not suitable and from the careless or improper use of suitable explosives. Investigation has shown that one of the commonest causes of dis- astrous explosions in the coal mines in this country has been a blown- out shot of black blasting powder or dynamite. The dangers that attend the use of these explosives were perceived several years ago, and in consequence the attention of powder manufacturers was directed to the production of explosives that would be less liable to ignite inflammable gas or dust. The manufacturers have been so successful in their efforts that it is now possible to obtain explosives which yield much shorter and quicker flames than black blasting powder or dynamite, and hence are much less dangerous to use in fiery or dusty coal mines. of explosives. To find out which of the many grades of short-flame explosives Government tests have the qualities that render an explosive most effective and least dangerous for mining coal, the United States Government established a testing station at Pitts- burgh, Pa., in 1908. This station is now under the charge of the Federal Bureau of Mines. Before the station was opened a state- ment of the requirements that the explosives in question would have to satisfy was drawn up and sent to manufacturers. A number of these sent explosives to be tested, and on May 15, 1909, a list of the explosives that had passed the tests was published. Since that date other brands of explosives have been tested and three more lists have been issued. The latest list, published in Miners' Cir- cular 2, Bureau of Mines, contained the names of no less than 71 explosives that had passed the tests prior to January 1, 1911.

The explosives used in coal mines not only occasion accidents such as occur in the use of explosives elsewhere, but they frequently cause widespread disasters by igniting explosive mixtures of mine gas and air and of coal dust and air, or both. In addition, the firing of ex- plosives so shakes the walls and roofs of the mines as to cause falls, with their attendant casualities. Considering the large number of explosives and their wide range in composition and properties, it is obvious that certain of them should prove more suitable for use in coal mines than others. The problem is to determine which explosives are the most suitable for this purpose and the precise conditions under which they may be used with the greatest safety. Of course this problem could be worked out in actual mining, but experimental investigations when accompanying commercial opera- tions are hazardous and slow. To obtain the information sought, in the speediest and most economical manner, laboratory methods must be resorted to. The adoption of such methods began about 30 years ago with experiments in an iron gallery mounted on wheels, at Zwickau, Germany. This laboratory method of attacking the prob- lem has so commended itself that it has not only been repeated else- where in Germany but has at intervals been officially adopted, with many modifications and additions, by the Governments of Belgium, Austria, France, and Great Britain. Such was the status of coal-mine investigations in Europe when in 1904, an organization in the Geological Survey, which in 1907 be- came the technologic branch, was created to investigate the mineral- fuel resources of this country. At that time no division of the Na- tional Government had official cognizance of conditions existing in our mines, but through its system of collecting fuels for tests the technologic branch was forced to recognize that coal-mine accidents are a factor that must be reckoned with in determining the extent and availability of our mineral-fuel resources. This became so apparent, and it was so obviously a function of this branch to make a systematic research as to the cause and prevention of such acci- dents, that in July, 1907, experts were appointed especially to deal with this problem. As a result, not only was Bulletin 333, on Coal- Mine Accidents: Their Causes and Prevention, prepared and pub- lished, but through personal inspection of foreign testing stations, and a study of their reports and the critiques of their methods and operations, definite plans for the establishment of such a testing station in this country were formulated. In the latter part of 1907, four grave disasters occurred in close succession consequent on explosions in the Monongah mines in West Virginia, where 368 men were killed, the Darr mine in Pennsyl- vania, where 160 were killed, the Naomi mine in Pennsylvania, where 34 were killed, and the Yolande mine in Alabama, where 61 were killed. These frightful disasters so quickened the public con- science, and so plainly demonstrated that both humanitarian and economic needs demanded that steps be taken to prevent the re- currence of such accidents, that in 1908 Congress made a special appropriation for an investigation as to the "causes of mine ex- plosions." A similar appropriation was made in the following year. By act of May 16, 1910, the Bureau of Mines was created "to make diligent investigation of the methods of mining, especially in relation to the safety of miners, the use of explosives, the prevention of accidents," and other matters relating to mining. Therefore, these investigations are at present conducted in obedience to an organic act instead of being dependent solely upon special appropriations. The first appropriation became available July 1, 1908. Through the courtesy of the War Department a portion of the grounds and buildings of the arsenal at Pittsburgh was granted for the use of the technologic branch of the United States Geological Survey. Work was immediately begun in procuring and erecting the necessary instru- ments and appliances for carrying out the desired tests and inves- tigations and in adapting the existing buildings or in erecting new structures to contain the apparatus. The Pittsburgh testing station was officially opened and regular work was commenced on December 3, 1908, the apparatus and appliances having been tested, the force drilled in their use, and the equipment and methods inspected and passed upon by foreign experts.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimination of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To determine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with reference to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope.

This preliminary bulletin was written as the first of a series of several on the significance of drafts in steam-boiler practice, the succeeding bulletins to be along the same lines but of a more advanced character. The conclusions arrived at are tentative, and are the result of a study of one of the many problems growing out of a general plan of the United States Government to increase the efficiency with which the coals of the country are being used. Greater efficiency requires better boiler and furnace design. The experimental study of drafts on which the conclusions presented in this bulletin are based formed part of the fuel-testing investigations that were carried on by the technologic branch of the United States Geological Survey and have been transferred to the Bureau of Mines. The experiments made seem to indicate that it is possible to double or treble the capacity of a plant without making any radical changes the furnaces and boilers. These increases require about double and treble the quantities of air to be put through the fuel beds and boilers. It also seems probable that rebafHing the boilers will often permit the capacity to be doubled or trebled, while still getting more steam than formerly per pound of coal for uses outside the boiler room. These experiments were undertaken with the object of clarifying ideas concerning the passage of air through fuel beds and boilers. Measured weights of air were passed through two beds of lead shot, series, one of which remained always the same and represented a boiler; the other being varied as to size of shot and depth of bed, and representing a fuel bed. Careful observations were made of the weight of air passing through the beds per minute. All data were plotted in many charts, so as to permit the study of them from several points of view. A number of laws were deduced bearing on the relative amounts of power required to force air through fuel beds of various thicknesses, composed of various sizes of coal, and through boilers of various lengths and areas of gas passages. An important part of the discussion relates to an increase in the capacity of boilers by increasing the amount of power applied to pressure and exhausting fans and thus forcing several times as much air through the fuel beds and boilers. may be possible, as a result of these investigations, to raise the rate of working the boiler heating surface to three or even four times its present value. Such an increase would undoubtedly mean new designs of grates, stokers, furnaces, and boilers, especially fitted for high rates of working. Fan equipments designed to supply three or four times as much air under several times the pressure would be provided with more efficient engines, thus giving an additional factor favoring high-capacity working. It must be borne in mind, as stated above, that the results are tentative. It will cost money to force gases at high speeds through fuel beds and boilers, and there will soon be pressing need of such quantitative data as will enable the largest possible part of the energy imparted by the fans to be advantageously utilized. The following report is a summary of the commercial results which 'Were obtained from 2,000 tests conducted by the technologic branch of the United States Geological Survey at St. Louis, Mo., and Norfolk, Va., in 1907 and 1908, under the technical supervision of R. H. Fernald, engineer in charge of the producer-gas section. The tests dealt primarily with gasoline, forming part of the investigation of mineral fuels provided for by acts of Congress. To determine the relative economy and efficiency of gasoline it was compared with denatured alcohol. The tests, many of which were undertaken in connection with work for the Navy Department, supplemented, to a certain extent, the work of previous investigations, but only so far as was necessary to emphasize some of the more important points and to lead up to the defining of conditions required for the economical use of gasoline and alcohol. In order to determine and eliminate the affecting engine conditions as far as possible, the investigation was commenced by making comparative gasoline and alcohol tests on the same engines. These tests were repeated on other engines of approxiElately the same size and speed, having different degrees of comFression, different methods of governing, and different carburetors. The final report will include much material that may be of use in engine design, but that side of the investigation was not pursued any further than was necessary to obtain the best possible results, for alcohol and for gasoline with the engines at hand, and to prove that the minimum fu·el-consumption rate for each could be obtained in approximately the same manner. The effects of engine and of operating conditions both have a bearing on the commercial deductions but will be discussed only in a general way at this time.

The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.

In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.
