The basic mining law of Esthonia is the law that was passed by the Parliament (Riigikogu), or State Assembly, on March 17, 1927 (effective Avril 1, 1927), superseding the Russian Mining Law Book VII of the Code) issued in 1912. References in this digest are only to articles of the Law of Merch 17, 1927. However, the law concerning all industrial enterprises (Riigi Teataja No. 28, 1920, Law No. 106) governs not only mills and refineries but also mining operations themselves (arts. 2 and 3). No access was ad to that law. Esthonia is not well supplied with minerals; its industries are primari- ly agriculture and dairy farming. Natural gas, prites, lead, zinc, iron ore, salt, and mineral waters have been found but never as yet in deposits of commer cial size. The production of oil shale is of some importance; and peat, which covers as much as 5 per cent of the total area of the country, is mined in sub- stantial quantities. Cement rock, gypsum, fire clay, and phosphate rock likewise are produced, though only on a small scale.

Operating engineers and mining executives are interested in the science of applied geophysics, but are looking for a simple and understandable exposition of its problems, instead of dissertations which are becoming more and more involved and increasingly difficult to comprehend. It may be well to discuss the goal, the attempted methods of reaching it and the psychological motive, if any, tack of the science. Where does the subject of applied geophysics stand from the viewpoint of (1) the physicist, (2) the mathematician, and (3) the geologist? Fundamentally, the science aims at a differentiation of subterranean geology with the object of finding useful mineral products by the study of gravitational, magnetic, seismic, electric, and other fields which may be associated with the materials naturally or which may be applied to them. The more skillfully these fields are recognized, applied, and analyzed the greater will be the possibility of interpreting results in a way that will be remunerative both economically and scientifically.

The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. The revised code has been brought together in one volume.3 All citations in this abstract refer to the coordinating Royal Decree of September 15, 1919, unless it is otherwise specifically indicated.

These tests are designed to insure t hat equipments hav,e the minimum requirements for safety in use. The only object of the :Bureau in making such tests and publishing lists of permissible equipment is to help decrease the hazards of mining.

The practice of using two or more main ventilating fans is common at large coal mines throughout the coal-mining industry. To assure adequate and efficient ventilation at may mines, such multiple-fan systems are necessary. The hazards associated with interrelated ventilating currents if a fan fails are controversial, and to date little effort has been made to study this specific problem and to determine corrective measures. The obvious questions are: 1. Is there a hazard? 2. Under what circumtances does it exist? 3. How serious is it? 4. What are corrective measures? Most members of the mining fraternity agree that reduced quantities of air and changed airflow patterns introduce potential hazards, especially where gaseous conditions exist when mechanized methods are used in concentrated mining 0 The seriousness of the hazard depends on the ease with which methane accumlates in face areas or haulage roads, the quantity of methane in workedout areas, and the extent to which reversed air currents interfere with escape and recovery operations after mine fires or explosions. These studies cover three mines and give the distribution of air for the specific conditions show. Each mine probably has somewhat different airflowpressure relationships between fans. The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. The injury-frequency rate of 42.155 for each million man-hours of exposure to mine hazards in 1947 marks a favorable trend downward from the rate of 50.577 in 1946, which was the

This publication contains routine analyses and related source data for 295 natural gas samples from 18 States collected during calendar year 1963 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Five previous publications have been made to present the results of 5,998 gas analyses made by the Bureau of Mines Helium Activity , prior to 1963. The first three , Bulletin 486,5 Bulletin 576,6 and Bulletin 617,7/ contain analyses and source data on 5,214 gas samples collected from 1917 to January 1 , 1961. The fourth and fifth publications , which are published as Information Circulars , supplement the three Bulletins and contain 784 analyses of samples collected during 1961 and 1962. The present Information Circular is the third annual publication supplementing the three Bulletins .

Brown iron ore deposits in Quitman County , Ga . , were investigated by the Federal Bureau of Mines in cooperation with the State of Georgia , Department of Commerce , and the University of Alabama . Ninety- one holes were drilled , having an aggregate footage of 2,188 feet ; seventy- one holes penetrated 248 feet of iron mineralization . Average thickness of the ore zone was 3.5 feet under an average thickness of 14.7 feet of overburden . The drilling developed inferred reserves containing nearly 30 million long tons of crude ore with an average analysis of 28 percent iron plus minor quantities of manganese . Test work done by the Bureau on the crude ore samples indicated that they would upgrade by current log washer practice , with the use of a 1 /8 - inch screen , and yield 4.4 million dry long tons of concentrate with an average analysis of 52.1 percent iron plus manganese . The weight recovery obtained was 14.7 percent . Research studies made by the Bureau showed that the weight recovery would be increased by changing the screen size without any appreciable sacrifice of grade . The average weight recovery was increased to 18 percent with a 10 - mesh screen and 22.8 percent with a 20 - mesh screen . Screen tests studies indicated that there was no appreciable interlocking of the iron and manganese minerals and the clay and silica waste particles of the materials retained on a 200- mesh screen . Clay was prominent in micron - size slimes . Silica was deleterious in the minus 20 - mesh size .

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. As a prerequisite to submitting a device for approval, the Bureau requires a statement that the device is completely developed and of the design and material that the manufacturer believes suitable for a finished marketable device; that the device has been

This paper summarizes precent knowledge of the ignition qualities of pure hydrocarbons likely to be present in modern Diesel engine fuels, as shown by an extensive search of the technical literature. The report also discusses the possible significance of cetane number and hydrocarbon struc- ture. Cetane or cetene numbers, and other physical properties, are tabu- lated for about 100 hydrocarbons, and a bibliography is appended. In recent years the Diesel engine has enjoyed increasing popularity due to its dependability, inherent characteristics of fuel economy, and the fact that it operates on a fuel that hitherto has been available in comparatively large quantities at a low price. These qualities have en- abled the compression-ignition engine to compete very favorably with other types of prime movers in many fields and have led to predictions of fur- ther rapid expansion in the application of Diesel power. In a survey of the field of all petroleum fuels for combustion engines, Holaday et al (9) have predicted that by 1948 railroads will be using 10 times as much Diesel fuel as was used in 1939 and that over-all consumption will have doubled that of 1939. Other estimates of the yearly demand for Diesel fuels five years hence vary from 2,6 to 5 times the amount used in 1944. Into this picture has come the question of whether the greatly in- creased production to meet this estimated demand is compatible with the maintenance and possible improvement in quality of fuels necessary to satisfy future engines. Unfortunately perhaps for the Diesel engine, factors other than those of simple arithmetical multiplication must be considered. For example, the consumption of oil in central heating plants doubled from 1935 to 1943, and a further increase of 57 percent of the 1943 demand is expected by 1950. Jet propulsion has been developed to the stage where it is entirely practical for military aircraft. Catalytic cracking plants, many of which were constructed to meet the war- time accelerated demand for high-octane gasoline, are taking their place in the refining industry. All these developments, as well as the Diesel engine, require material of approximately the same boiling range. Virgin gas oils make excellent burner fuels, perform most satisfactorily in the gas-turbine units for aircraft according to present information, and are at a premium as catalytic cracking stock.

Potash is one of the essential chemicals used in fertilizing soil deficient in natural minerals . Europe uses a large tonnage of potash in the form of easily soluble salts , and this is particularly true of those countries where the natural minerals in the soil have been exhausted owing to intensive cropping of the land . The application of potash to the soil in these countries is essential if normal crops are to be obtained ; during the war , some European countries were unable to obtain sufficient potash , and productivity of the farming areas declined seriously . • The largest -known deposits of potash in the world ; with the possible. exception of Russia , occur in Germany , and the German output of processed salts constituted about 65 percent of world production prior to the war . The German potash-plant installations are large , modern , brick and steel construction and apparently built for a planned operation of many years . Two districts produced approximately 80 percent of the German potash; the Werra -Fulda district , near Vacha , had the largest production , and the Sudharz district , near Nordhausen and Sonderhausen , was second . (Fig . 1. ) Hannover and Stassfurt were two smaller producers . Potash fertilizers are rated in terms of potassium oxide (K20 ) . The usual basis for calculation of production or application of the salt is to reduce the potash content to 40 percent K₂0 .

In view of the developments and recent interest in recovering heavy oil , this report was prepared to present general information on more than 2,000 heavy oil reservoirs in more than 1,500 fields in 26 states . Information given on each heavy - oil deposit includes the following items : Field and formation , location , average or range of depth , average API gravity of oil , average thickness of formation , areal extent of field , total productive wells drilled in field , discovery date of field , field status in 1963 , cumulative production to Jan. 1 , 1964 , and all known types of secondary - recovery operations initiated ( active and terminated ) in the reservoirs . The geographical location of heavy oil accumulations in the United States is shown by a map , and a brief discussion of 14 different areas is given in the text . As of Jan. 1 , 1964 , 75 percent of the heavy oil reservoirs in the United States had produced more than 10 billion barrels of oil and are estimated to contain over 90 billion barrels of oil in place . It is also estimated that if the deposits which have had little or no production history , such as the one in Missouri , were included , the total remaining heavy oil in place would be in excess of 150 billion barrels . To find economical ways of recovering this vast reserve of heavy oil , industry is developing technology in several types of thermal - recovery methods . Some of the general considerations and more suitable limitations in selecting a prospect to study for thermal - recovery techniques are : Lithology , depth , viscosity of reservoir fluids , gravity of oil , reservoir thickness , oil in place , and permeability and porosity .

Forty years have elapsed since the Bureau of Mines was established on July 1, 1910, by Act of Congress. The convocation of this Sixth International Conference of Safety in Mines Research Directors, 24 days after our 40th birthday, seems to be an appropriate time for reviewing our contributions to mine safety research and the problems yet to be solved from the American point of view. Actually research on safety in coal mines was started by the United States Government in the Technologic Branch of the U. S. Geological Survey of the Department of the Interior in 1908, as a result of a succession of disastrous coal mine explosions in which many lives were lost. In 1910 this work was transferred to the newly created Bureau of Mines. 394 lives were lost annually per 100,000 men employed in the coal mines of the United States in the 5-year period ended in 1910, as compared to 203 lives lost annually in the 5-year period ended with 1949. In 1908 no safe, permissible types of explosives and no certified permissible equipment of any kind were used in American coal mines. Black powder was in universal use and open oil or acetylene lights were common in all but mines known to be gassy. Rock dusting was not practiced to limit propagation of explosions, nor was ventilation in many mines adequate, Our safety practice lagged behind that of foreign coal- mining countries and therefore one of the first steps in carrying out the Congressional Authorization of 1908 to investigate the causes of mine explosions was to obtain assistance from the leaders of mine safety research in foreign countries. At the request of Dr. Joseph H. Holmes, director of the Technologic Branch of the Geological Survey, James R. Garfield, Secretary of the Interior, obtained the cooperation of the Governments of England, Belgium and Germany in sending Captain Arthur Desborough, Inspector of Explosives in England, Mr. Victor Watteyne, Inspector-General of Mines in Belgium, and Mr. Carl Meissner, Counselor for Mines in Germany, to visit American mines and make recommendations for increasing safety and efficiency in mining coal in the United States.

This report is based on data collected in and about the Liberty mine of the Liberty Fuel Co. by D. J. Parker and W. W. Kessler on December 13 and 14, 1933. An important phase of an examination to determine the general condition of a mine with respect to safety is the collection of dust samples from rock- dusted areas. Definite conclusions, based on intelligent interpretation of the analyses of such samples, can be reached only when the general condition of the mine is known. A similar examination and report were made on this property in January 1930 by D. J. Parker and R. I. C. Manning. Since that time much has been done by the management to improve safety conditions in this mine. The changes made will be noted in the course of this report. The mine is in Spring Canyon at Latuda, Carbon County, Utah, and is served by a branch line of the Denver & Rio Grande Western Railroad about 7 miles long and connecting to the main line near Helper, Utah. The writer desires to express his sincere appreciation for the many courtesies and helpful cooperation extended by Superintendent George Schultz and Mine Foreman F. W. Koelling.

A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to January 1, 1925, was published in Bureau of Mines Technical Paper 3761. The present list includes all equipment tested and approved by the Bureau, up to and including January 1, 1926, and supersedes the list issued as Serial 27202 in November, 1925. It covers electric air compressors, coal drills, mining machines, mine pumps, room hoists, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamp, methane indicators and detectors, blasting units, storage battery loco- motives, power trucks, self-contained oxygen breathing apparatus and gas masks. The system under which these devices were tested permits the manu- facturer, after his equipment has passed certain tests prescribed by the bureau, to mark his equipment with a seal showing that it has been "approv- ed" by the Bureau of Mines. The tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the bureau in making such tests and publishing lists of permissible equipment is to safeguard the lives of workers and to help lessen the hazards of mining.

This paper describes the mineral deposits and discusses mining and milling methods and related operating conditions in an important gold , silver , lead , and zinc producing area in Ouray , San Juan , and San Miguel Counties , Colo . , embracing 250 square miles . The area is extremely rigged , ranging in altitude from 8,000 to 14,000 feet . White men first penetrated the area in 1860 , when a group known as "Baker's party " reached the Animas River at the present site of Silverton . Difficulty with the Ute Indians and severe winter conditions forced the group to leave and discouraged prospecting until 1870 when a second party reached the area and succeeded in producing 27 tons of ore yielding $ 150 a ton in gold . In 1874 , a treaty with the Indians opened the way for settlement , and mining was established . The total production of recovered gold , silver , copper , lead , and zinc from 1873 to 1947 in the three counties is valued at $347,057,047 . The greatest amount of the total production of metals has come from quartz veins in a series of volcanic flows and tuffs covering the area and comprising a blanket 4,000 to 6,000 feet thick . The igneous rocks were laid down upon an old , erosion surface and are underlain by Paleozoic and Mesozoic sedimentary rocks and pre - Cambrian metamorphic rocks . The entire series has been intruded in late Tertiary time by volcanic dikes and larger intrusive masses . Because of the great differences in relief generally , mining is con-" ducted through long adits to a depth of nearly 3,000 feet below surface in places . Walls of the veins generally stand well , and shrinkage stoping is the most common method of mining . As virtually all of the ore is sulfide below the zone of oxidation , flotation is the common method of milling . Generally , where gold is important , provision is made for its removal by jigs . Bulk concentration of the sulfides is practiced at smaller mills , but the larger operations make a selective lead and zinc concentrate or a lead , zinc , and copper . concentrate . ·
