Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

This material, although avail- able in the initial reports, has never been consolidated, so that it may not have come to the attention of many readers. The blast -hole method for drilling and breaking ground is not new to the mining industry . For several years it has been used rather extensively in Canada , particularly in the gold mines , where it was first developed and where the major advances in the technique as applied to present - day mining problems have been made . At present , 40 mines in Canada and the United States are using the method in one form or another , and from all indications its use will increase in the future . In two California mines , blast -hole diamond drilling is now used for a part of or for all stoping operations , and in one of these it is used to some extent in development work . At the Mountain Copper Co.'s Hornet mine in Shasta County, about 50 percent of the pyritic sulfide ore produced is mined by the blast - hole method , and the U. S. Vanadium Corp. mines 80 percent of the ore produced at its Pine Creek tungsten mine in Inyo County by this method . At Pine Creek , long -hole drilling and blasting is used for mining pillars also , and in pre - stoping development . The blast -hole diamond - drilling method is not applicable to all types of ore bodies . A third property in California , the El Dorado Limestone Company , El Dorado County, tried the method for several months in 1943 and 1944 , but , owing to certain factors that greatly increased mining cost , the company soon returned to conventional mining methods .

Iceland spar is a variety of calcite ( calcium carbonate ) characterized by its purity , transparency , and perfection of crystalline structure . It takes its name from the country in which it was discovered . The actual demand for it is small , but the supplies of high - grade optical spar are so meager that the search for it has become international in its scope . Iceland spar is a scientific necessity , for without it research precision and technology would be hampered considerably . The earliest students of mineralogy were familiar with calcite , but the transparent variety was not discovered until early in the seventeenth century , when crystals of it were found in the bed of a stream in Iceland . It received little attention until 1669 , when Erasmus Bartholinus first recognized its powers of double refraction . The results of his investigation were published in a book , " Experimenta Crystalli Islandici , " which appeared in 1670. The law governing the action of the rerracted rays was discovered by Christian Huygens eight years later . The polarization of light rays in passing through Iceland spar was discovered in 1809 by Etienne Louis Malus , a French physicist , who published a paper describing the phenomenon . His work was closely followed by that of William Nicol , who in 1828 designed the Nicol prism which is still used as the source of polarized light in most optical instruments .

The mining law of Chosen, which was made effective April 1, 1916, was promulgated as ordinance 8, December 24, 1915, in accordance with the provisions of articles 1 and 2 of law No. 30 of 1911. The new le repealed the mining law, Fo. 3 of 1906, and the placer mining law, No. of 1906, and in effect annulled all prior mining legislation. An amendment to the mining law of 1916 (by virtue of law No. 30 of 1911) vas. passed December 16, 1918, as ordinence o. 17. The detailed regulations, which were to supplement the law proper, and rich in all probability follow closely the regulations in force in the Empire, were not available. Unless otherwise indicated, references in this paper are to the mining law of 1916.

This interpretation of the laws of Nicaragua has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State .

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since In most fields gas under pressure is the main source of the energy causing the oil to move throug the sands into the wells and thence to the surface, this coincident production of natural gas will contime as long as present day producing methods are used. Generally the use of this gas is restricted, and markets are not readily available Consequently, a large portion of the gas produced at such times is often wasted by being blown into the air.

Certain gas-making processes are in use in Europe, particularly in Germany, which differ radically from those in common use in America. A number of them are of particular interest because they are different. The questions naturally arise: Are any of them applicable to the making of gas in this country and, if so, with what particular type of solid fuel? It is a fact that some of them were developed with consideration of a particular set of conditions and for the utilization of solid fuels available in Germany. The latter fuels, in certain characteristics, are unlike the high-rank fuels commonly used for making gas in the United States; therefore, in attempting to evaluate the various foreign- developed processes with regard to usefulness here, one must give attention to the particular conditions that will prevail in any specified case and also the characteristics and requirements of the process and generator under considera- tion. Three of the processes that were developed and put into commercial operation in Germany, and which have some characteristics in common, are con- sidered in particular in this publication; they are: 1. Lurgi pressure gasification process. 2. Winkler process. 3. The Leuna slagging-type producer-gas process. Each of these processes requires steam and oxygen as gas-maiding fluids. For a number of years, oxygen, has been used in a relatively pure state,. along with steam, in making gas in Germany, and many of the difficulties initi-. ally encountered have been overcome. Although it appears that oxygen recovered from air was first used in this manner as a method of utilizing a byproduct in a plant that used the nitrogen complement in the manufacture of ammonia; more recently, the oxygen was made particularly for the purpose. The fuels - brown coal or lignite used in processes 1 and 2 were not suitable for use in the older and commonly used intermittent-type water-gas generators, and it was necessary, therefore, to devise a different process for gasifying them. A gas of higher heating value than producer gas, was desired, and the use of oxygen (not air) along with steam made possible the production of the desired gas without nitrogen dilution, which characterizes producer gas. Operating data presented herein are based upon observations by, members of the Technical Oil Mission at plants in Germany, on records, and on information vocally given to members of the lässion, including the author, while visiting those plants, and they are believed to be reasonably correct; however, certain hasic observations, comparisons, and conclusions are. made by the author.

Thallium is one of the rare metals that has come into commercial use within recent years . Its comparative scarcity , combined with a resemblance to the common metal lead , have retarded the development of uses for thallium . Although production is still measured in pounds rather than in tons , it is now finding application in a number of fields . Perhaps the earliest commercial use of thallium was as a constituent of optical glass of higher refractive power than similar glasses containing lead . One of the later applications to attract attention was the use of the oxysulphide in a sensitive electrical device similar to the selenium cell . The " Thalofide " cell , which was patented in 1919 , constituted for a time the most important outlet for thallium. During the next few years the limited use of thallium and its salts in other fields was insufficient to absorb an annual production of a few hundred pounds , and the price dropped from $ 16 or $18 per pound in 1922 to $ 5 per pound in 1924 . Beginning in 1925 several new uses were developed , especially as a poison for rodents and ants , and as a result the demand for thallium increased sufficiently to cause a recovery in price to the present level of from $12 to $15 per pound .

Soapstone commonly is associated with talc , and reports on either commodity usually contain a discussion of the other . From a geological or mineralogical standpoint the combination is justifiable , for soapstone essentially is impure talc . Commercially , however , the relation between them is remote . About 95 per cent of all talc sold in the United States is in ground form, whereas practically all soapstone is sold as furnace blocks or as fabricated structural slabs for many and diverse applications .

The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

One phase of Bureau of Mines work in health and safety, is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks, supplied-air respirators (hose masks, air-line respirators, and abrasive blasting helmets, hoods, or masks),2 dispersoid (dust, fume, and mist) respirators, and nonemergency gas respirators (chemical cartridge respirators). Approval tests of self-contained breathing apparatus are conducted by the Safety Branch, approval tests of other types of respira- tory protective equipment are conducted by the Health Branch, These branches are in the Health and Safety Division.

Tremendous interest has been evidenced in the subject of dewatering and drying ooal for the past 10 years, and yet little effort has been made to summarize the literature, at least so far as this country is concerned. Only a few published articles have dealt solely with dewatering and drying coal. In most cases the subject has been discussed briefly, either in general terms or as to specific installations. It is desirable that a compendium be prepared collecting in one place information on the dewatering and drying of coal, the needs for this process in various fields, the available equipment, and the current American practice in regard to it. This work was underta..lten by the :Bureau of Mines in cooperation with the University of Alabama. New coal-washing plants in which various types of dewatering and drying equipment were in operation were visited in-Pennsylvania; Ohio, India...~a~ and Illinois. The dewatering·and drying of coel has .been studied in this coimtry by the Surface Preparation ·Committee of the ·coal Operato~s• Committee of the .American Mining ·Oongress. The inherent heating value or the amount of heat that will be produced when a coal is completely burned is measured in British thermal units (B. t. u.) per pound of coal . This standard heat unit is the quantity of heat required to raise the temperature of 1 pound of water 1 °F . at about 60 °F . The amount of inherent heat is determined by burning a small quantity of the coal in a heat meter or calorimeter , which gives results in British thermal units . The exact manner of making this test is standardized by the American Society for Testing Materials.4/ The value so determined is the total heat developed by complete burning, with all the products of combustion cooled down to the temperature of the calorimeter . The calorimeter is kept at about room temperature . This total heat is sometimes called the " high" or gross heat value , because it includes the latent heat given up by the water vapor in the products of combustion when the vapor condenses to water in the calorimeter . The heat as measured is reported as the heat of combustion at constant volume , since the burning is carried out in a tightly closed calorimeter chamber whose volume does not change . In actual use , coal is usually burned in an open - end chamber at constant pressure , generally somewhere near atmospheric . As the heat of combustion of coal at constant pressure is very slightly higher than the heat of combustion at constant volume , it might be considered that the heat at constant pressure should be used as the standard reference base . For an ordinary eastern coal the heat at constant pressure is about 16 B. t . u. per pound higher than the heat at constant volume . Calorimeter corrections , ordinarily not considered , that could have been subtracted from the heating value before reporting , may amount to about as much . Hence , the value reported is apt to be more nearly the true heating value at constant pressure than at constant volume .

According to reports as of January 1, 1931, the total daily charging capacity of the cracking plants, hoth completed and under construction, in the United States amounted to 1,950,781 "barrels, an increase over the previous year of 14 per cent. The total daily capacity of the operating plants amounted to 1,594,990 "barrels, or 82 per cent of the grand total, the capacity of the in¬ operative plants was 244,661 "barrels, or 12 per cent of the total, while the capacity of the plants under construction amounted to 111,130 "barrels, or 6 per cent. In comparison with a year ago, these data indicate a decline in the total capacity of the plants "being "built "but show material increases in the capacity of "both the other two classes. The increase in total inoperative capacity and the decline in construction in 1930 undoubtedly resulted from un¬ satisfactory economic conditions. The total number of cracking units completed or under construction on January 1, 1931, totaled 1,863 as compared with 2,002 the previous year and with a high of 2,559 on June 1, 1926. During the period between June 1, 1926, and January 1, 1931, the total charging capacity of the cracking plants has more than doubled, but the number of units has shown a material decline. This condi¬ tion has been brought about largely through the dismantling of many Burton still of small capacity and through the tendency to increase the size of the new units The "largest unit that can be identified in this survey has a daily charging capacity of 10,000 barrels, but undoubtedly there are some that would exceed this in size. Texas, with a total of 575,300 barrels, ranked far ahead of the other States in charging capacity, and was followed in order by California, Indiana, Oklahoma, and Pennsylvania. Indiana, with only five refineries, ranked third in cracking capacity, which illustrates the importance of the Chicago district as a gasoline-producing center. Not all of the States showed a gain in capacity during the year; in fact, four of them, namely Illinois, Louisiana, New York, and Oklahoma, reported a decline.

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .

Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .
