This Information Circular brings together for consideration recommendations from U.S. Bureau of Mines research in the area of surface mine mobile equipment maintenance for the period 1982 through 1991. It updates the 1982 contract report by Baker and Alves that formed the basis for much of the work described in the present report. Recommendations for hazard abatement during work on mobile one equipment are presented and stem from the results and recommendations of the research in two areas: (1) equipment and workplace hazard reduction, and (2) management of maintenance information. Recommendations included in this report apply to both the operators and maintainers of mobile mining equipment as well as to the manufacturers of that equipment.

Bureau of Mines researchers have collected and evaluated rollover protective structures (ROPS) f or more than 10 yr. ROPS and falling object protective structures (FOPS) are required on specified mining machines under regulations of the Mine Health and Safety Administration (MSHA). Both ROPS and FOPS are required on mining machines used in surface coal mines and surface areas of underground coal mines (30 CFR 77.403 and 7 7.4 13a), and ROPS are required on mining machines used in metal and nonmetal mining operations (30 CFR 55, 56, and 57.9-88). This illustrated manual provides mine safety personnel, MSHA inspectors, and original-equipment manufacturers with guidelines and a check- list for inspecting ROPS being used in the field. The manual discusses specific requirements of the MSHA regulations and minimum inspection and maintenance checks for ensuring compliance with those regulations. An easily reproducible checklist is provided as an aid to the inspection of ROPS.

This report summarizes studies of 55 Idaho national forest roadless areas completed by the U.S. Bureau of Mines (USBM) in the period 1966-1992. These roadless areas have been recommended for addition to the National Wilderness Preservation System, proposed as special management areas, or otherwise recommended for study by the U.S. Forest Service or the Idaho congressional delegation. The Bureau of Mines' studies indicate which parts of the roadless areas contain mineral resources. They also show where mining and prospecting are likely to occur in the future, where mineral production has occurred in the past, and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character.

"Statistics show3 that in 1927 the United States consumed 60 per cent of the world's production of chromite and produced none. The uses of chromium are rapidly expanding, and a dependable supply is essential to our industries. Since the political and commercial control of our supply of chromite is now in foreign hands it is prudent to determine how this nation can best prepare to supply its need for chromium if the imports were cut off or restricted and whether it is now possible and desirable to stimulate production of chromium from domestic deposits. We have only small amounts of chrome ore of high enough grade to meet present trade requirements. Therefore the Bureau of Mines is making a study of methods for beneficiating our low-grade ores.Chromite (Cr203.Fe0), is the only commercial source of chromium. For refractories, a minimum of 40 per cent Cr203 and a low silica content (5 to 8 per cent) is usually specified. In most instances bricks or lumps having a physical structure that will not crack when heated are required. The only way an inferior ore could be adapted to this use world be to concentrate it and develop a satisfactory binder to make bricks out of the concentrates.For making ferrochrome the requirements are a minimum of 45 per cent Cr203 and an iron content not exceeding one-third of the chromic oxide. On some low-grade ores gravity concentration will give a product meeting these requirements; other ores yield concentrates containing too much iron or other impurities to be saleable."

This is the third in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. S. Bureau of Mines in cooperation with R. M. Lambie, chief of the Mining Department of the State of West Virginia who assigned L. W. This paper describing the mining practices at the Park Utah mine in the Park City district is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Park Utah mine is situated at Keetly, Utah, about 5 miles east of Park City. The Park City district lies on the eastern slope of the Wasatch Mountains, 25 miles southeast of Salt Lake City. The district embraces a tract located between the crest of the main range on the west and the mountain meadows along the eastern foothills. The elevation of the Union Pacific Railroad station at Park City is 7,000 feet above sea level. The town and mines are served by two railroads; one 28 miles long is a branch of the Union Pacific Railroad and connects with the main line at Echo Junction, east of Ogden; the other is 35 miles long and joins the Denver & Rio Grande Western Railroad at Salt Lake City. The district and mines are also accessible by excellent automobile roads from Salt Lake City and surrounding points (fig. 1).

Table 55 and figure 19 show the number of fires and fire injuries for stone mills by state during 1990-2001. Table 55 also shows the injury risk rates, employees' working hours, and lost workdays. In all, 118 fires occurred in 33 states. Seventy-six of the fires caused 82 injuries (including 8 fires and 6 injuries involving contractors). The yearly average was 9.8 fires and 6.8 injuries. The Ewhr value was 873 x 106 hr (In = 0.019), and the LWD value was 1,911. Missouri had the most fires (16 fires and 9 injuries), followed by Pennsylvania (15 fires and 14 injuries), Michigan (9 fires and 5 injuries), and Virginia (7 fires and 5 injuries). Of these states, Virginia had the highest injury risk rate value (In = 0.09 1). Table 56, partly illustrated in figure 20, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires and fire injuries decreased during most of the periods, with a sharp increase during the last period. The number of employees' working hours increased throughout the periods. The In values follow patterns similar to those shown by the injury values. Tables 57-63 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 21 shows the major variables related to fires for 1990-2001. Table 63 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

To have the capability to predict the development of localized spontaneous heating within a porous coalbed that is subjected to forced air ventilation or in an otherwise quiescent environment in which buoyancy develops, the Bureau of Mines developed three time-dependent mathematical models, which were used to calculate the temperature increase associated with chemisorption of oxygen by the coal. In each model, spontaneous heating is driven by an Arrhenius first-order reaction between the oxygen and coal. Two models are two-dimensional, and one is one-dimensional. In the first two-dimensional model, a constant-velocity forced convection airflow is specified; and in the other, buoyant flow is allowed to develop in the absence of forced convection. The third model evaluates the airflow from Darcy's law and a specification of the pressure at the surface of a one-dimensional porous coalbed. Numerical computations demonstrated how each model could be used to predict the onset of spontaneous heating when the porous coalbed was subjected to constraints of an imposed internal heat source or a high- temperature airflow. The effects of particle size and coalbed compaction upon spontaneous heating were examined with the third model.

Preliminary safe distances for blasting wiring from typical electromagnetic sources are presented. The distances are for underground coal mines and electromagnetic sources in the frequency range below 10 MHz. The distances are based on measurements performed at 3 locations in each of 3 coal mines. The measurement apparatus, measurement procedure, measurement results and the rationale used in the calculation of the safe distances are all described. The safe distances presented are dependent on the measurement results and their interpretation. More measurements are clearly necessary to establish the validity of the suggested distances.

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

A laboratory mineral-dressing investigation of manganese ore from the Martin mine, Independence County, Ark., succeeded in recovering ferrograde manganese products. Sintered flotation concentrates analyzing 40.7 and 41.4 percent manganese at overall recoveries of 54.6 and 47.7 percent, respectively, were produced from preconcentrated feed, Preconcentration of the ore for flotation included treatment by magnetic separation and by a combination of magnetic separation and heavy-medium processing. The mineral-dressing study of the Martin mine rhodochrosite ore was part of a general program of the Bureau of Mines to develop domestic sources of strategic minerals, including manganese. Several such potential sources of manganese exist in the Batesville, Ark., district, one of which is represented by the Martin mine. Although the Martin mine area has not been delimited with respect to total reserve tonnage, it is considered to be one of the more important occurrences of manganese in the district. It is estimated that several 100,000 tons of manganese carbonate ore are present in this and similar properties.

Recent research conducted by NIOSH, Pittsburgh Research Laboratory showed that electrical current levels permitted under parent regulations may not limit cable temperatures to less than 90 °C in reeled trailing cables. Reeled cables, tightly wrapped with many turns, ell carrying current in an enclosed space, can become overheated due to poor heat transfer. This overheating can cause the cable insulation to soften and become easily damaged. The damaged insulation reduces the life of the cable and can lead to shock, electrocution, and mine foes. This paper describes a method of measuring the conductor temperature of untie trailing cables during no anal operation. The temperature is measured using a 50/175 micrometer Graded Index Multimode Optical Fiber located in the center of the metallic conductors. Distributed temperature measurements arc made using an Optical Time Domain Reflectometer (OTDR). This system is capable of measuring temperature with an accuracy of plus or minus one degree centigrade over a length of 4 km at 1-m intervals. With this unique way of measuring temperature, tests can be conducted simulating actual mine conditions and provide important data to allow MSHA's Approval and Certification Center to develop approval criteria for cyclically rated reeled machines.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The Bureau of Mines sponsored research studies of variables in rotary drilling, done in the Department of Mineral Engineering, University of Minnesota. By studying carefully controlled drilling with good instrumentation, it was hoped to obtain a better understanding of rock failure during drilling and of the stresses in drill bits during drilling. Experimental procedures and equipment are described. From these studies it was concluded that 1. Thrust requirements, other things being equal, are proportional to the total length of cutting edge in the bit. 2. Data from penetrating a wedge into rock under thrust only are not directly applicable to rotary drilling. 3, In rotary drilling the initial wear on a bit greatly decreases penetration rate under any given set of conditions; however, after initial wear the effect of wear on penetration rate is reduced. 4. An increase in rotary speed increases the overall penetration rate but decreases the penetration per revolution. 5. An increase in thrust increases the overall penetration rate and the penetration per revolution. 6, Torque on a drill bit is proportional to both penetration rate and bit diameter. 7. For small-diameter holes full-hole drilling will save both drilling time and energy compared with pilot drilling followed by reaming; for large-diameter holes pilot drilling-reaming is advantageous in both respects,

The Bureau of Mines conducted laboratory batch and continuous flotation processing tests on waste granite fines from South Carolina to determine the possibility of recovering high-quality feldspar and glass sand. Three flotation systems were used for removal of the iron-bearing biotite: Two employed an alkaline anionic-cationic circuit and the third employed an acid cationic circuit. Commercial-grade products were obtained when the remaining biotite was magnetically removed from the feldspar and quartz concentrates. Continuous flotation processing yielded a feldspar concentrate containing, in percent, 3.60 Na20, 5.60 K20, and 2.25 Ca0, with recoveries of 75.3, 66.6, and 72.6 percent, respectively. The feldspar tailing was high quality glass sand containing 98.0 percent Si02 and 0.025 percent Fe203; about 60 percent of the quartz was recovered.
