THE object in prospecting is to find ore. With the exception of certain discoveries of more or less accidental nature, intelligent prospecting as conducted today is, whether consciously or not, based upon a process of elimination. In the following discuss on it is proposed to evaluate those factors that enter into the eliminating of certain tracts of ground and, conyersely, the concentrating of attention upon others. The danger of generalizations as to the barrenness of cer.ain areas, without having due regard for all such factors, is emphasized. The fact that our conception as to what areas or rock formations are to be regarded as favourable or unfavourable is, in some measure at least, changing with new discoveries under diverse and unexpected circumstances, adds more point to the discussion. The criticism might be raised that the subject is treated largely from the standpoint of geology, but that may be met by stating that it is, and must continue to remain, precisely from this standpoint that the prospecror directs his activities. Briefly, the geologist may render the greatest service to the prospector in the early steps of selecting (a) the general territory in which to prospect; (b) the area to be intensively prospected; and, finally, (c) those parts of the claim or claims to be prospected in detail. Although certain phases of the discussion will be, in some measure, of general application, we shall here concern ourselves essentially with prospecting in the pre-Cambrian shield. Furthermore, the subject is so large that it has been decided to limit it to a consideration of that portion of the pre-Cambrian rocks in which is situated the mining district of western Quebec, of which the writer can speak with more personal knowledge. This limitation need not, however, seriously detract from whatever merit the discussion may possess, since the deposits concerned cover a fairly wide range of metallic ores, including gold, copper with associated zinc, and, lastly, molybdenum.

TWO years ago, at the annual meeting of this Society, the writer presented a paper dealing with various aspects of the water problems existing in the Cape Breton coal-mining area. Much of that paper was of a theoretical nature, in that an attempt was made to get at the fundamental principles underlying the problems, in order to establish a sort of background against which future results could be laid. Up to that time, only Central power plant in Glace Bay had been under observation, and, since the work had been in progress only a year, it was recognized that there were strong possibilities that certain variations in procedure might have to be introduced as w; became better acquainted with our problem. We were by no means certain that we had covered all the facts of the case. The present paper will therefore be of the nature of a progress report, rather than a formal contribution to the Society. Subjects of a theoretical or academic nature will be avoided as far as possible, attention being confined chiefly to the results obtained during the past two years. In looking over the work with low-pressure boilers, there are certain general conclusions that can apparently be safely drawn. Wherever possible, proper operating conditions will be expressed in terms of appropriate units. Absence of corrosion in boilers where the alkalinity has been maintained within the pH range 11.0 to 11.4 forces one to the conclusion that these are safe working limits. Previous experience had shown that corrosion would occur if the alkalinity were much reduced. Higher alkalinities are un-necessary, more expensive, and are said to introduce the possibility of pitting. We made no attempt to obtain quantitative data in respect to pitting. It is said to occur at pH 12.0. Consequently, conditions of alkalinity were main-tained well below this figure. In the above paragraph, the pH range 11.0 to 11.4 applies to boiler waters which have received the lime and soda treatment. The general practice, when this treatment is employed, is to use 1.0 lb. lime to 7.0 lb. washing soda. At Central power plant, soda-ash is at present substituted for washing soda, the equivalent proportions being kept the same. But not all the plants are on the lime and soda treatment. At Waterford Lake, a 1: 1 mixture of soda-ash and trisodium phosphate is satisfactorily employed, and in Sydney Mines and at No. 3 power plant in Sydney, good results are being obtained at a somewhat greater cost with a commercial phosphate treatment.

IN the year 1933, workings at the No. 12 colliery, New Waterford, of the Dominion Coal Company, Limited, had advanced to a point where additional ventilation would soon be required. Furthermore, development of the mine was being .made to practically double the output of coal. Consequently, authorization was given to sink a shaft to the workings. The location selected is on the west side of the mine, about one and a half miles from the slope mouth and on the Low Point shore, some 250 feet from high-water mark. The cliff at this point is 40 feet high, with the land rising on a slope of about 5 per cent to the shaft. Figure 1 shows the location with reference to the colliery workings. The strata through which the shaft was to be sunk were pretty well known from diamond-drill borings previously made, and it was believed that water would be encountered to a depth of at least 250 feet to 300 feet. It was planned, therefore, to seal-off the water by the pumping of cement grout under high pressure. This method was considered to be the most economical means of handling the water during sinking, and would also result in a permanently dry shaft. Figure 2 shows a cross-section of the strata. The permanent shaft hoist and fan were to be electrically driven, which would necessitate the construction of a transmission line between the colliery and the shaft; therefore, it was arranged that the sinking equipment would have electric drive. As all equipment, materials used in construction, and supplies were to be hauled by truck, a roadway 1,800 feet long was required from the main highway to the site, and as heavy loads would be hauled during the fall, winter, and succeeding spring, this road was ballasted with 18 inches of clinkered material obtained from a burned culm bank one and a half miles distant. Actual field work was begun by the Company's own forces early in October. Work preparatory to sinking-in addition to the roadway and trans-mission line-included the construction of the reinforced-concrete shaft collar and fan drift connection; the permanent timber headframe (which was to be used also as the sinking headframe); the permanent reinforced-concrete building to house the shaft hoist and fan drive; and the erection of temporary buildings and installation of all equipment for sinking and lining the shaft and for cementation.

THE Eustis concentrator is located about nine miles southwest of Sherbrooke, on the main line of the Quebec Central railway. The concentrator is served by a side track parallel to the main line, and all supplies for both the mine and mill are delivered at the mill yards. The concentrator treats 250 tons of copper-iron ore daily by preferential flotation, whereby, first, the copper sulphides are floated and the iron pyrite is depressed, and, second, the iron pyrite is reactivated and floated, resulting in an iron pyrite concentrate and tailing, the latter going to waste. During 1934, 71,709 tons of ore were treated, averaging 3.712 per cent copper and 32.1 percent iron, with a small amount of silver and a trace of gold. The recovery was 93.77 percent of the copper, and 70.43 percent of the iron as iron concentrate. The copper concentrate produced averaged 25.623 percent copper and the iron-pyrite concentrate averaged 42.13 percent iron and 49.173 percent sulphur. HISTORY The first mill at the Eustis mine was built in 1904 (1). For a few years previous to this rime, some jigs had been operated to concentrate the fines from the mine, the coarse ore being hand-sorted. Both the fines and sorted lump ore were shipped to acid plants. The building of the mill was based on test work carried out by Professor Robert H. Richards at the Massachusetts Institute of Technology. The method of concentration consisted in careful classification in a Richards classifier, which made six different sized products. These products went to Wilfley tables, where a concentrate, middling, and tailing were made. The middling was returned to the rolls. Crushing was done by a jaw crusher and two sets of rolls, resulting in a screen size of about five-mesh.

I.-THE HISTORY OF THE SYSTEM TO trace the history of the development of the Co-operative Committee System in The Consolidated Mining and Smelting Company of Canada, Limited, one must look backward about twenty years. In 1915 and 1916, the first years of the W ar to really affect Canadian life, there were sixteen hundred men working in the Trail plant. These men were, on the whole, a splendid body of men and pa trio tic to the core. They were almost one hundred percent organized, ninety-five percent of them be-longing to the Union of the Western Federation of Miners. Most of the tradesmen belonged to their craft unions as well. For example, there were ? local machinist, steel workers', electrician, boiler maker, bricklayer, and carpenter unions. The Company had always maintained an open-shop policy and refused to enforce membership in any union, but recognized the right of every man to belong to unions. The only exceptions have been the I.W.W. and the One Big Union. Both of these organizations have always been fought by the Company. By 1916, membership in the Western Federation being practically 100 per cent, the Company recognized this organization's authority to make agreements, and a wage and hour agreement was drawn up and signed by the Company and the local officials of the Union, and ratified and signed by the Head Office of the Union in Denver, Colorado. This agreement was for the duration of the war.

INTEREST in the mineral possibilities (gold, copper) of northern Quebec, north of the Quebec-Cochrane branch of the Canadian National railway, has centred for many years in the Chibougamau district (see Figure 1). Since 1934, however, promising gold discoveries in the Rose Lake-Florence River section, 115 miles southwest of Chibougamau lake, have widened the interest, and prospectors have examined other parts of the country between Chibougamau lake and Bell river and the surrounding districts. The object of this paper is to !resent an outline of the geology, and to describe the mineral deposits, o part of this region, or, more specifically, of the part embraced by the Opawica-Chibougamau and Waswanipi map-areas(l), which include the districts about Chibougamau lake and Rose lake-Florence river, where mineral deposits are now in course of development either by surface or underground work. Early discoveries, developments, and explorations in the Chibougamau district are well summarized in the report of the Chibougamau Commission, published in 1911(2). The Commission discredited previous optimistic accounts of mineral discoveries in the area, made initially in 1903, but at the same time they expressed the opinion that, from a geological standpoint, the district promised a reward to diligent and intelligent prospecting. Their general conclusion-that prospecting in the area was not then (1911) commercially advisable in view of its inaccessibility and other handicaps shifted interest from the district until, some years later, valuable discoveries were made in the Rouyn area, and aircraft widened the field of successful exploration. During the past ten years or so, considerable energy has been spent in promoting the development of the district. The net result has been the discovery of a number of prospects, the majority of which have been explored only by trenching and, in most cases, diamond drilling.

AUTHENTIC records show that coal mining in Cape Breton dates from the year 1720, when the French military authorities obtained coal from what is now known as the Blockhouse seam, in the Morien district, for use at Louisburg, where the fortress, now of such historic interest, was being built. Thereafter, coal was mined more or less continuously, and although, for many years, in a very haphazard way, there was, on the whole, a steady growth towards a better regulation of the industry, culminating in the year 1825 with the arrival of the General Mining Association in Nova Scotia. This Company, more generally known as the G.M.A., had acquired extensive tracts in Brazil and Colombia and had also purchased the mining rights for the whole of Nova Scotia-excepting such areas as had been previously leased-the attraction being the rich veins of copper currently reported as occurring in the Province. These fabulous copper veins, upon examination, failed to materialize, but the engineer sent out to report on them returned with such good accounts of the coalfields he had seen that steps were taken immediately to investigate them. From that rime onward, the history of coal mining in Nova Scotia is one of progress and achievement. One of the first acts of the G.M.A. was to acquire the areas already leased to other concerns and develop these in a masterly fashion, employing the best machinery and talent available at that time. Such dominant control over the minerals of the Province, although it led to orderly development in the several coalfields, also, later on, resulted in restricting operations in the various coal centres to such an extent that a determined effort was put forward by the people of Nova Scotia to end such a state of affairs. Consequently, in 1857, the original lease of the G.M.A. was abrogated, the Company, however, being allowed to retain certain areas in the districts it had already developed. This opened the way for the formation of other coal-mining companies, and numbers of these immediately sprang into existence in the various coal-mining centres. In 1893, the Dominion Coal Company, Limited, was formed by the amalgamation of seven companies operating in the neighbourhood of Glace Bay, in Cape Breton. Later, in 1910, the Dominion Iron & Steel Company, Limited, obtained control of the Cumberland Railway & Coal Company, which had been formed in 1884 to acquire the rights of the two companies working in the Cumberland County coalfield.

THE property of Tashota Goldfields, Limited, in the Lake Nipigon area, Ontario, is located about 4 miles west of Onaman lake and 16 miles by winter road south-southeast of Tashota station on the transcontinental line of the Canadian National railways. The mine, formerly developed to a limited extent under the name of Tashota Gold mine, has, since late in 1933, been under the management of Minefinders Limited, who, in 1935, brought it into production on a 60-ton per day basis. During the winter of 1934-35, the writer was geologist at the property. The geological structure in the immediate vicinity of the mine workings lends itself well to analysis on the basis of the mechanical principles of folding. Since structure is of prime importance in the localization of the ore-shoots and of the host shear-zones at the property, the correlation of all structural details and their mechanical interpretation forms a working hypothesis of structural control for the direction of exploration and development work. It is believed that the structural relations here set forth may be found applicable in part, or at least suggestive, in working out the relations of ore-shoots to structure in the Sturgeon River area to the south, and in the Little Long Lac area to the southeast (Figure 1).

THERE are, broadly speaking, three classes of refractories: acid, basic, and neutral. Fireclay, diaspore, silica, and the sillimanite group of minerals are included in the acid class, which for the most part are not very resistant to basic slags. The neutra! class includes chrome, graphite, and silicon carbide, while most important in the basic class are magnesite and dolomite. Although chrome is a neutral refractory, it has no sharp distinction from magnesitic refractoriness. The two are mineralogically (1) and chemically related, and there is available on the market a complete range of brick from straight chrome to straight magnesite. In many indus trial applications, one. type may be replaced by another. The present paper is confined entirely to such refractories. FOR forty years cyanide men have been intensively engaged on the treatment of sulpho-telluride ores. So far as we know, the processes used today were-with the important exception of the concentration plus high-lime process at the Victor mill (1915)-in use, or had been tried, in the earl y years of the century. Roasting, bromocyanide, ordinary cyanide, table and vanner concentration, floating and treating the concentrate, roasting con-centrates prior to treatment, etc., all were used at Kalgoorlie in 1904 or earlier. Flotation, followed by shipment of the concentrate to the Golden Cycle mill, was the practice at the Vindicator mine, Cripple Creek, for some years prior to 1917. Similar practice was employed in the Portland Independence mill at Victor, Colorado, and was lacer superseded by the table concentration, high-lime cyanide treatment of rails of the older Portland Victor mill. During all this time, an immense amount of research was being clone on these ores by the staffs of numberless companies. Conclusions were drawn and mills built. But if the results of one per cent of this research were ever published in sufficient detail for intelligent use by others, the Lake Shore staff has been unable to discover them, or does not recall having clone so. Government laboratories-as for instance chose of the Mines Branch, Ottawa, in or about 1927-have touched upon certain methods in their publications, but they simply have not had the time to finish the job. The paper by W. E. Johnston, Tellurides-Problem or Alibi? (E. & M.]., Aug., 1933), aroused wide interest and comment. It published conclusions, some right and some wrong, and gave the evidence adduced by the author i:n support thereof. Conclusions published without supporting evidence are to most of us worse than no conclusions at all. We suggest chat, if even one-tenth of the operators had published full, detailed results of their laboratory work, ad vance in the treatment of sulpho-telluride ores would have been very much accelerated. Therefore, we venture to inflict upon the Institute a compendium of the results of laboratory work performed during the past few years at the Lake Shore mill. It is really a summary of the more interesting results to date, prepared by the mill staff for their own use and benefit. But we hope chat the discussion under any heading is so detailed chat it will be intelligible to anyone interested in that phase of the subject.

THE cause of silicosis and its prevention have held the attention of medical men and mine operators for many years and at the present rime the study of this disease is more than ever to the fore, even though a considerable abatement in the incidence of silicosis has been noted of late. This abatement is due to individual and collective efforts. The Industry is keenly alive to the situation and much research is being carried on. Silica dust is assumed to be a contributing factor in the cause of silicosis. How it acts progressively in the early silicoric is nor fully understood. As the study advances, more effective measures of control may be evolved. At present the Industry has three known methods of reducing the incidence: 1. By thorough X-ray examination of all applicants, with special reference to chest conditions. Those who are considered to be susceptible to the disease are prevented from entering the industry. 2. Thorough ventilation of the mine. 3. Control of tuberculosis in mining centres and removal of miners when first symptoms of tuberculosis become apparent. In 1934, the Ontario Mining Association formed a Committee, known as the Technical Silicosis Research Committee, to study and supervise work on problems related to silicosis. This Committee obtained the full-rime services of a mining engineer to carry our research work at the mines in the Province of Ontario. The Ontario Mining Association has also provided funds for the purpose of carrying on research work along pathological and biological lines. This work is being done in the Department of Medical Research of the University of Toronto, in the Banting Institute, under the supervision of Sir Frederick Banting. The Silicosis Committee work in full cooperation with the doctors in the Banting Institute and provide material from the mines for the it use.

Introduction In preparing this paper on Recent Developments in Gold Milling Practice, the idea occurred to me that possibly the best way to deal with the subject would be to take you in thought on a visit to the principal gold mining camps of the Dominion, starting at the east and finishing up in the west, and noting, as we go, the outstanding improvements that have been made in the last few years in the practice of gold milling. Before beginning this tour, I desire to emphasize the debt this country, and particularly our mining industry, owes to that body of trained and experienced men, little heard of, but who, working quietly on their problems, are responsible for these improvements. The metallurgists, to whom I refer, have solved many difficult problems for the mining industry, in connection with the treatment of our complex ores; for instance, the silver-cobalt ores of the Cobalt district, the gold ores of the Porcupine district, the gold-telluride ores of the Kirkland Lake? district, the copper-gold ores of Noranda, the arsenical-gold ores of the Beattie mine, the copper-zinc ores of Flin Flon, and the lead-zinc ores of Kimberley. In doing so, they have maintained the high technical standards of the profession, and the practices thus evolved are noteworthy for their high degree of efficiency. When the price of gold increased from $20.67 to $35.00 an ounce, what had formerly been thought to be a low tailing became almost an ore, so that the metallurgists are now busily engaged upon the problem of putting this railing back in its proper place of being a tailing once more, or from its value, at the present price, of anywhere from 50 cents to a dollar or so per ton, to a few cents per ton. Owing to the changing prices of the metals in the world's markets, still greater improvements in metallurgical practices are imperative. An important contributory factor towards improvement in ore dressing is the aid furnished by the microscope in the examination of ores and mill products. By making possible the determination of the mineral constituents of the ore, their association, and grain size, it gives the investigator a knowledge of his problem, before he does any actual test work. In the Mines Branch laboratories at Ottawa, its use has enabled us to predict how an ore should respond to various methods of treatment.

Introduction The Flin Flon mine is located on the boundary line between the provinces of Manitoba and Saskatchewan at a point about four hundred miles northwest of Winnipeg. A branch of the Canadian National railway provides the town of Flin Flon with direct transportation facilities. The property was staked in 1914 and, after a considerable amount of exploration; the Hudson Bay Mining & Smelting Company was organized and brought the property into production in November, 1930 (1). Mining is carried on by open pit and underground methods at the rate of about 4,400 tons per day. Production for the year 1934 was: 99,334 ounces of gold; 1,335,319 ounces of silver; 37,486,054~pounds of copper; and 49,427,280 pounds of zinc; in addition to small amounts of cadmium and selenium. The Flin Flon deposit is one of the largest low-grade ore deposits in Canada with complete hydro-electric and metallurgical plants for the production of blister copper and electrolytic zinc. Previous Work The development of the Flin Flon mine into one of the major mining operations in Canada has created a need for a more detailed geological study of the area. Practically all of the information published to date concerns the general surface features. It is the purpose of this paper to deal more specifically with the ore-body and its relationship to the enclosing rock as revealed by studies made possible through recent underground development. The earliest published report on the area is by E. L. Bruce (2), who made a reconnaissance geological investigation of the region for the Geo-logical Survey of Canada in 1914 and established the main. petrological units. Several years later the area immediately around Flm Flon was mapped in greater detail by F. J. Alcock (3). In the summer of 1934, the area of Missi sediments to the north and east of the mine was studied by J. W. Ambrose. His report has not yet appeared in print but his findings are of importance.

Introduction Previous to 1924 the mining fields of Manitoba and adjoining territory had not been prospected in detail, and the reports of the exploration of the mineral discoveries to that date had been discouraging. As a result of the apparent failure of all the mining operations, some considered that geological conditions in the country westward from lake Superior extending across western Ontario, eastern and northern Manitoba, and northern Saskatchewan, were different from those in the northeastern part of Ontario, where large gold mines had been developed. Discoveries of importance thus were necessary to renew interest in the mining possibilities of this part of the Canadian Shield, and the successful operations at Flin Flon and Howey in large part were responsible for the beginning of the present activity in what may be described as the part of the pre-Cambrian Shield within central Canada. In Manitoba, the more important developments at present are in the Central Manitoba, Gods Lake, and Knee Lake fields. The large area from west of Flin Flon east to Herb Lake, also, is being explored carefully for gold deposits of merit. A number of properties in Red Lake, Woman Lake, and Pickle Crow areas are being drilled and explored underground. Many of the mines of the Lake of the Woods area, that were producing gold 30 years ago, are re-opened, and new prospects in this field and in the country to the east are being explored. The recent development of Little Long Lac mine in an area near the railway, and considered by some to have been thoroughly prospected years ago, has stimulated interest in the areas formerly prospected. In the autumn of 1934, the belts of greenstone and sediments in the country east of lake Nipigon were staked, and deposits in these fields will be explored in detail this year. This paper is presented to discuss the general features of the geology and gold deposits of the various prospecting fields in Manitoba and adjoining territory. Details of a number of the areas and mines will be presented at this meeting in papers by Barton on Little Long Lac, Tanton on Sturgeon River, Baker on Gods Lake, and Brownell and Kinkel on Flin Flon. Although mining was not active in most of this territory previous to 1930, geologists of the various government departments continued field studies and interesting reports were issued.

MR. R. V. NEILY stated that he had at one time operated at Goldenville. The practice and results are much the same now as in the olden days. Inside plates were then found to be a source of trouble and had been removed. At the Libbey mine, Queen's county, the sulphides carried considerable gold, and $45.00 to $60.00 per ton had been recovered from the concentrates by roasting and chlorinating. Later, concentrates were treated with bromocyanide. Following that practice, a cyanide leaching plant was installed, which did not require concentration of the tailings. Cyanidation brought a recovery of around 95 per cent, with but $300 worth of plant. In Nova Scotia, the ore of each locality presents an individual problem of its own as to treatment required. Ma. W. B. Timm stated that, in the majority of Nova Scotia gold ores, more than 75 per cent of the gold content is free-milling and, naturally, stamps are most efficient for collecting and amalgamating this gold. In Ontario and the West, they had got away from stamps, and perhaps the main reason was that the supply of battery-men, who came from Nova Scotia, had died off. Ball-mills had been installed, which required smaller space and handled large tonnage, even though, as far as amalgamation goes, the stamps were probably more efficient. If concentration is to be done, ore from stamps is usually in better shape for recovery in passing over the tables, as there is no slime. With the ball-mill, flotation is necessary. The better practice, undoubtedly, is to take out what gold is possible before it is all smashed up, as in the ball-mill, though recent developments in the ball-mill make it possible to trap and take coarse gold directly from the mill. In this way, cyanidation is speeded-up, due to saving of the time the coarse gold would take before going into solution. PROFESSOR A. E. FLYNN found it unusual in these days to read anything in favour of the stamp mill, and thanked Mr. Henderson for the excellent paper in which he upholds the stamps and backs his opinion with facts from actual operations. For the typical Nova Scotia ore, containing coarse gold, stamps are un¬excelled. It used to be said that the virtue of stamps is that they brighten the gold for amalgamation. Although this saying is almost classical, it is not true, for gold is never brighter than in the native, untouched state. Any hammering that gold gets makes it more difficult to amalgamate.

There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Introduction The property of the Britannia Mining and Smelting Company, Limited, is situated on the east side of Howe sound, about six miles from its head. It is roughly thirty miles by water from Vancouver, one of the important ports of the Pacific and the industrial and financial centre of British Columbia. Howe sound is navigable for ocean-going vessels and Britannia Beach is a daily port of call for the commodious boats of the Union Steam-ship Company, sailing from Vancouver. Few mines are so ideally situated or have so many or varied natural advantages. Copper was first found on Britannia mountain in 1888, by Forbes, but it was not until 1898 that five claims were staked here by Oliver Furry, a trapper. It is from these claims that the major production during the past thirty years has come. In 1900 the Britannia Copper Syndicate was formed and development of the property was commenced. In 1903 the late Grant B. Schley obtained control, and through his efforts the Britannia Mining and Smelting Company was organized in 1908 as a subsidiary of the Howe Sound Company. Since that time, a persistent and progressive policy has been followed, which has resulted in a prolonged and profitable operation. The country in the immediate vicinity of the mine is marked by strong relief, with mountains rising abruptly from tide-water to elevations of 5,000 feet and more. Two broad transverse valleys deeply dissect the area. These are the valleys of Britannia creek and Furry creek. The region has under-gone prolonged and relatively recent glaciation. Over much of the surface there is deep overburden and dense vegetation. The geology of the mine and vicinity has been described in reports by S. J. Schofield (1), H. T. James (2), J. G. Barry, and others (3). The present writer is in accord with much of this literature on Britannia, but during recent years, extended observations made underground have shown that the 'quartz porphyry', or 'mine porphyry', of several of the earlier writers is not the host rock to the commercial mineralization; and he contends that the mineralization occurs in highly altered phases of a complex series of ruffs, flows, and pyroclastics and their autoclastic metamorphosed products.

Early History Probably the first use of nickel by man was in the fashioning of implements, and later swords, from nickel-bearing meteorites, masses of metal that have fallen from time to time at many points on the earth's surface and which consist normally of iron carrying substantial amounts of nickel. Meteorites were perhaps the first metal known to man. The falling star, sought out with fear overborne by curiosity, was found to be a better stone than the earth-given, truly a boon from the gods. Archeologists tell us there is good evidence that the ancient oriental peoples learned at an early date to make these stones into useful implements. The invincible blades of the great warriors of old in China, Persia, and in northern Europe, were Heaven-sent, a fable which sounds significant of meteoric iron. Probably some of the ancient swords of Khorassan and of Damascus were of meteoric nickel-bearing iron (1). Fifty centuries were to pass before men learned to isolate nickel and add it to iron to produce the same alloy for much the same purpose. Meanwhile, man had found another natural alloy of nickel, known first to the Chinese as paktong, or 'white copper.' It was obtained from complex copper-nickel sulphide ores of Yunnan in southern China. This metal was brought by caravan through India into Bactria, a country north of the Hindu-Kush mountains, in what is now known as Russian Turkestan. The earliest specimen extant is a Bactrian coin attributed to 235 B.C. The rough reddish-white metal was also sent in the form of triangular rings to Canton, where zinc ores were added and the whole smelted to a more malleable alloy, also known later as paktong. This alloy was the forerunner of German-or nickel-silver. Specimens of this alloy, wrought into ornamental candlesticks and boxes, were brought from Canton to Europe by the East India Company in the early days of the China trade. Paktong was highly prized for its beauty as well as its eastern origin in far-away China. By 1760 the unwrought metal was imported into England for domestic manufacture.

The Engineering Department at Flin Flon has the following responsibilities: 1. Underground Surveying. 2. Open-Pit Surveying and Supervision of Blasting. 3. Mine Geology and Examination of Prospects. 4. Design of Plant Additions and Improvements. 5. Miscellaneous Field W ork, Reports, etc. The entire surface plant, as well as the underground workings, are located by co-ordinates based on a triangulation system covering an area approximately one mile long by one-half mile wide. The origin of this system and one end of the base-line is the southwest corner of Township 67, Range 29, west of the Principal Meridian. The bearing of the base-line was determined from the township boundary, which runs true north, so that all other bearings are almost astronomical. This is a great convenience when our surveys must be tied to mineral claims, rights-of-way, and land subdivisions. As the base-line extends across Flin Flon lake, its measurement across smooth ice was simple and accurate. The length, slightly over 1,600 feet, has been adjusted for the temperature and tension of the standard tapes used and checked sufficiently to ensure a maximum error of 1 : 15,000. Each angle was repeated ten times, but as no special refinements were used, errors of as much as four or five seconds are possible. The elevation of the origin of the triangulation system was approximately 1,050 feet above sea level. The use of this true elevation in our surveys would have resulted in negative elevations underground as soon as the mine reached a depth greater than 1,050 feet. To avoid this complication we therefore added 4,000 feet to this elevation. The collar of the Main shaft, for example, which is actually 1,072 feet above sea level, appears in our records as at elevation 5,072. Underground surveying, which follows standard practice, is done by two mine surveyors who share three helpers. The meridian is taken underground from two wires hung in either of the two vertical shafts.
