"Hudson Bay Mining and Smelting Co. Ltd. (HBM&S) started up a zinc plant and smelter in late 1930, employing technology of that period. The zinc plant has since converted from a roast/leach operation to a two stage pressure leach operation to eliminate sulphur dioxide emissioms. The smelter, however, is still continuing with much of the original roaster/reverberatory furnace technology. This paper reviews the process flow of the copper smelter, with some comments on past and recent changes.Smelter FlowsheetPrior to July 1993, the HBM&S smelter operation consisted of seven areas, namely feed preparation, roasters, reverberatory furnace, converters, anode casting, fuming plant, and dust collection. A simplified smelter flowsheet is shown in Figure 1. The data for tonnage of materials moving through the circuit are presented in Tables I to 4, and are representative of the time period from July 1992 to June 1993. A change in the zinc plant technology in 1993 resulted in the elimination of a zinc-bearing sulphide leach residue from the smelter feed blend, thereby greatly reducing the zinc content of slag produced in the smelter. Consequently the fuming plant and ancillary equipment, such as the drying plant, were shut down. These areas will, however, be described. With the closure of the zinc fuming furnaces all the slag from the reverberatory furnace is now discarded to stockpile.The over-all smelter metal recoveries are 96% for Cu and rn.5010 for Au and Ag. Figures 2 and 4 indicate historical production numbers of copper, silver and gold, respectively. A review of the minor element distribution in the smelter can be found elsewhere."

The company also produces and sells copper concentrate, copper sulphate, copper arsenate, sodium antirnonate, silver, gold, cadmium, bismuth, indium, and germanium dioxide and a range of fertilizers and sulphur products.Zinc OperationsRoastingThe roasters currently treat about 1400 t/d of zinc concentrates. Over half of the total concentrate treated originates from the Red Dog Mine in Alaska. During the summer, concentrate is shipped from Alaska to Vancouver where it is loaded into rail cars and hauled inland, transferred to trucks and delivered to Trail. The remainder of the roaster feed is made up of Sullivan concentrate and various custom concentrates. These arrive either by train or by truck.There are three roasters available for roasting the concentrate. The two major roasters are Lurgi fluid bed units. Each Lurgi roaster can process concentrate at about 1:7 tonnes per hour (tlb). A smaller Cominco suspension roaster with a capacity of 10 tlb is also used. The flowsheet for the high temperature section of the fluid bed circuit is shown in Figure 1.Concentrates fed to fluid bed roasting are conditioned with 7 1/min water to give 8% moisture in feed. Two slinger belts throw the mixture into the fluidized bed. The fluid bed roasters are 10.4 m in diameter with a bed depth of 1 m. Grate area is 84 m2• Normal operating conditions include bed temperatures of 930°C to 950°C, fluidizing air at 750 Nm3/min and a wind box pressure of 2000 mm H2O."

"Stillwater Mining Company (SMC), a partnership of Chevron Resources and Manville Corporation, produces a copper-nickel, platinum-palladium flotation concentrate at its Nye, Montana mine. The concentrate is then toll processed in Europe. Recognizing the economic advantage of treating the concentrates at the mine site and of retaining this strategic resource in the United States, the Company commissioned Tolltreck International Limited and International Process Research Corporation to conduct pilot scale smelting tests with a flowsheet that would maximize metal recoveries while satisfying the environmental requirements of operations at Stillwater.Primary smelting was conducted in a single phase, 50 k W, submerged-arc, electric furnace. Refining the product mattes to copper-nickel ""white-metal""; containing approximately 2% iron, was accomplished in a Tolltreck, IV-litre, top blown rotary converter. Over-all platinum and palladium recoveries were approximately 99%; copper and nickel recoveries averaged 94%. INTRODUCTION(l-4)Stillwater Mining Company (SMC) a partnership of Chevron Resources and Manville, operates a copper-nickel, platinum palladium mine and concentrator at Nye, Montana, located in the valley of the Stillwater River, approximately, 100 km southwest of Billings. It is North America's only primary producer of these precious metals. The Stillwater area was mined for chrome ore during World War U and the Korean War, but it was not until 1961 that attention was drawn to the similarities between the Stillwater Complex and the Bushveld Complex of South Africa with its deposits of platinum group metals.A concentrated search for platinum was begun by Manville Corporation in 1967. Its presence, together with palladium, in mineable quantities was confirmed in the period 1976-1978, and the first partnership to develop the deposits was formed by Manville and Chevron in 1979. Anaconda joined the group in 1983, and in 1985 its share was purchased by Lac Minerals. In 1988 the interests of Lac Minerals were purchased by Chevron and Manville.The decision to develop the mine and build a concentrator was made in 1986. Construction began in the fall of that year, and the first concentrate was produced six months later, in March 1987. Underground mining is done in a two-shift, five day- week operation. Since startup, the concentrator has operated on a 24 hour/day, 7 day/week schedule, treating an average of 635 tonnes of ore per day and producing approximately 10 tonnes of concentrate."

In most of the smelters, the management of flue dust has a double objective: the control of minor elements in the anodes and the management of volatiles compounds that can cause contamination due to fugitive gas emissions. This is a special concern when high content of Va elements (As, Sb & Bi) are present in concentrates. We present the results of the experimental study to prove the principle of a novel process that recovers, via volatilization, the As, Sb and Bi in the flue dust as gaseous sulfides, due to a previous sulfidization. In the case of as control any further classical treatment for its stabilization is possible from the gas. The clean calcine can be returned to the smelter avoiding any concentration of these minor elements in the circuit. This process is now tested at pilot scale and shows better indices on carbon footprint than the classical hydrometallurgical process for flue dust.

Glencore’s Strathcona Mill has recently evaluated a pyrrhotite depressant combination of diethylenetriamine (DETA) and sodium metabisulfite (SMBS) to improve its overall plant pyrrhotite- pentlandite (Po-Pn) selectivity, with the aim of producing a higher quality nickel concentrate. In a previous paper, key findings from a comprehensive lab-scale program (completed at the XPS Centre) were summarized where, of the depressants tested, DETA/SMBS combination was found to be the most effective in improving the Po-Pn selectivity. The present paper describes the metallurgical program recently completed at Strathcona Mill; DETA/SMBS evaluation on select plant “grab” samples as well as the major results of three DETA/SMBS plant trials conducted on several plant ore feeds (long-term testing). Interestingly, it was found that there was variable success in using DETA/SMBS depressants on the different plant ore feeds; DETA/SMBS (dosage: 25/50 g/t milled feed) on lower Cu feeds demonstrated a ~2% Ni recovery increase at the same Ni grade. On the other hand, higher Cu feeds demonstrated virtually no benefit from DETA/SMBS at the same plant dosage, suggesting that higher DETA/SMBS dosage (at specific locations) than that tested is required to overcome the increased Cu-DETA complexation for these particular feeds. Glencore Nickel – Sudbury Integrated Nickel Operations owns and operates Strathcona Mill which has been processing Ni-Cu ores from the Sudbury Basin since 1968. The valuable sulfides are pentlandite (Pn) – (Ni,Fe)9S8 and chalcopyrite (Cp) – CuFeS2, majority of the sulfide gangue is pyrrhotite (Po) – Fe(1-x)S [0 < x ≤ 0.125] which is present in two forms: hexagonal Po (Fe9S10) and monoclinic Po (Fe7S8) (Multani & Waters, 2017; Lawson et al., 2014). Currently Strathcona Mill processes ore mined from two primary sources from the Sudbury area and produces two concentrate streams: (1) nickel-copper concentrate that is sent to the Sudbury Smelter; and (2) copper concentrate that is shipped to the Fonderie Horne (Glencore Copper, Rouyn-Noranda).

"Rejection of pyrrhotite from pentlandite is of critical importance to the economics of nickel concentrate production and the main goal of the Strathcona milling operations. A joint team of XPS, Glencore Technology and Strathcona Mill personnel executed a comprehensive program of work to develop and implement strategies for increased Po rejection with focus on challenging ores containing high feed Po/Pn ratios (> 7) and significant hexagonal Po content (> 40% of total Po). This paper describes the team results including minerology, bench-scale flotation tests, and plant validation tests and modeling that have defined the path forward to improving the metallurgical performance and economics of the mill operation. Techniques to quantify hexagonal and monoclinic pyrrhotites were developed at XPS to assess the differences in their metallurgical behavior since their flotation responses are quite different. Mineralogical tools including QEMScan were extensively used to determine mineral liberation, associations, optimum grind size, and nickel deportment into pentlandite, pyrrhotite and non-sulphide gangue. Several reagents/strategies were evaluated during bench-scale flotation testing to significantly increase Po rejection. A significant shift in the Po-Pn selectivity and grade recovery curves was achieved using several strategies including the use of DETA and sodium metabisulfite, and regrind of the rougher concentrate and rougher cleaner/rougher tails.INTRODUCTION The Strathcona Mill is owned and operated by Glencore Nickel – Sudbury Integrated Nickel Operations and has been processing Ni-Cu ores from the Sudbury Basin since 1968 (valuable sulphides: pentlandite (Pn) – (Ni,Fe)9S8 and chalcopyrite (Cp) – CuFeS2). Currently Strathcona Mill receives ore mined from two main sources in the Sudbury area and produces two concentrate streams – a nickel-copper concentrate that is shipped to the Sudbury Smelter and a copper concentrate that is sent to the Fonderie Horne (Glencore Copper, Rouyn-Noranda). The general flowsheet currently used at Strathcona is displayed in Figure 1. It is highlighted by separate feed circuits for regular grade Ni ores and high grade copper ores. The copper circuit has a preflotation stage prior to a rougher-scavenger stage, a copper-nickel separation circuit, and a pyrrhotite (Po) rejection circuit."

Most samples contain only illite and mixed layer illite/smectite.If we compare the Th (100°C) from fluid inclusions of sphalerite and dolomites associated with mineralization to the temperatures calculated from the reflectance (Ro) of the collinite (84°C to 117°C), we cannot detect a thermal anomaly in the Pine Point mining district. This result is based on the reflectance values of organoclasts from the mining district that are not higher than those reflectance values measured on organic matter (OM) away from the ore deposit. A similar conclusion is reached from the clay study: none of the parameters used allow us to identify a thermal anomaly in the samples from the mining district.The kaolinite and the altered OM showing anomalous Ro values mainly occur with sulfides and sulfur. This association suggests an authigenic origin for the kaolinite and an alteration of the OM due to the mineralization events."

The objective of Quality Assurance and Quality Control programs on advanced exploration projects is to ensure that data from sampling, assaying, and recording of geological observations are of high integrity for the purpose of obtaining reliable mineral resource and reserve estimates. National Instrument 43-101 Standards of Disclosure for Mineral Projects states that all scientific and technical reports must be prepared and certified by a Qualified Person in accordance with professional and industry standards following Mineral Exploration Best Practices Guidelines and Definitions, and Guidelines of the CIM Standards on Mineral Resources and Reserves. Additional information is given in Companion Policy 43-101CP and Technical Report Form 43-101F1. Although the Qualified Person must discuss and describe the Sampling Method and Approach; Sample Preparation, Analyses, and Security; and Data Verification; there is little specific information in the guidelines on Quality Assurance and Quality Control programs. Examples from the Oyu Tolgoi Cu-Au Project are given for optimizing sampling protocols, following proper sample preparation procedures, safeguarding sample shipments through chain of custody, ensuring quality of assaying with Round Robin monitoring programs, verifying transcribed data, and validating data with check assays to ensure high integrity for resource and reserve estimation. Oyu Tolgoi, also known as Turquoise Hill, is in the South Gobi desert, Mongolia, about 550 km south of the capital city of Ulaanbaatar, and 875 km northwest of Beijing, China. The project covers a major copper-gold system, which consists of the South West, South, Central, and Far North deposits, comprising high sulphidation and porphyry mineralization with oxide, supergene, and hypogene ore types. Exploration is done by multiple diamond drill rigs, and samples are prepared on-site and shipped to laboratories in Mongolia, Canada, and Australia for further preparation and analysis.

The need for quantitative mineralogical data to characterize ore types before they are processed is becoming increasingly necessary. Mineralogical data (modal abundances, grain size, liberation/locking characteristics, mineral textures and associations) can provide invaluable information to facilitate the identification of metallurgical issues that may arise during processing of a particular ore. This paper will discuss the use of QEMSCAN analysis in conjunction with bench scale flotation test work to determine metallurgical characteristics for several ore types that will be fed to the Morenci concentrator upon commencement.

The company operates. rock ilmenite mine near Havre St. Pierre and produces its slag and ferrous products from its metallurgical installations located in the Sorel/Tracy region. QIT. born in 1948 from a joint-venture between Kennecott Copper Corporation and New Jersey Zinc Company, was acquired from BP Minerals by RTZ Corporation PLC in 1989 and remains its wholly owned subsidiary ever since.lImenite is a mineral rich in both titanium and iron oxides. QIT&apos;s proprietary mineral enrichment and electric smelting processes permit the concentration of the ilmenite ore and the separation of its main constituents to produce a 80% TiO2, slag and a high purity molten iron which is further transformed into iron ingots (pigs), steel billets, iron and steel powders.QIT&apos;s ilmenite deposit is located in the Lake TIo-A1Iard area, 43 km inIand from Havre St. Pierre, a community on the north shore of the St. Lawrence River some 960 km from Montreal. The orebody, covering some 542 000 m2, consists primarily of coarse-grained ilmenite (FeO.TiO2) with disseminated fine lenses of hematite (Fe2O3). The worthless mineral (gangue) associated with ilmenite is mainly anorthosite, a complex silicate. QITs mining operations are carried out using conventional open pit methods in a 500 m by 600 m horse-shoe shaped mine with nine benches developed. Primary blasting is performed on a weekly basis during the mining season. Blasted ore is trucked to the crushing station to be broken down to 15 cm and 7.5 cm sizes, respectively, by means of a primary jaw crusher and a secondary cone crusher. Minus 7.S cm ilmenite is then loaded into hopper cars for the 43 km trip to the Havre St. Pierre terminal where it is stockpiled and reclaimed by under-ground conveyor chutes to a ship loading tower at the dock. The crushed ore is shipped to QIT&apos;s smelter located in Sorel in 40 000 tonne carriers from April to December."

"The continued development in engine technology is leading to an augmentation in power density which steadily elevates the requirements for thermally and thermo-mechanically highly loaded components such as cylinder heads and pistons. Due to these high performance requirements conventionally applied Al-Si alloys have reached their application limits, since their mechanical properties deteriorate quickly under the influence of heat. Improved applicability is given by Al-Cu-based casting alloys which have a superior high-temperature strength than Al-Si alloys. Since Al-Cu alloys exhibit insufficient casting characteristics, especially regarding hot tearing susceptibility and increased tendency for porosity, it is currently not possible to cast geometrically complex components in robust permanent mold casting processes. The further development of Al-Cu alloys is aimed at finding an optimum between improved castability while high-temperature strength and thermal conductivity are not deteriorated. It is known that a high amount of eutectic reduces the hot tearing susceptibility of an alloy, but it reduces thermal conductivity at the same time. In this paper it will be presented how the conflicting objectives – improved high-temperature strength, good thermal conductivity and reduced hot tearing susceptibility – can be brought together to develop an optimized Al-Cu alloy for application in permanent mold casting.INTRODUCTION At the beginning of the 21st century car, engine blocks were primarily made of gray cast iron (GJL). Less than half a decade later, the choice of material had shifted towards lightweight materials. Ever since, the car engine manufacturing is dominated by aluminum-based alloys. The weight of car engine blocks could thus be reduced by around 50% due to the lower specific weight of aluminum alloys compared to gray cast iron. Furthermore, the high thermal conductivity of aluminum alloys allowed a reduction of complex cooling channel systems and thereby promoted the advancement of this material group. The further development in engine technology leads to an augmentation in power density which elevates the requirements for thermally and thermo-mechanically highly loaded components. For example, in diesel-powered car engines the upper required limits can reach an ignition pressure as high as 230 bar and gas temperatures of up to 1000°C. Thereby, thermal loads can cause high alternating thermal stresses (Grzincic, 2003) which can effectively be reduced by providing high thermal conductivity."

Resource modelling is the basis for any economic appraisal of a mining project and includes a number of steps from data acquisition and validation to resource reporting and classification. At each step in the modelling process it is necessary to define the specific objectives, the methodology proposed to achieve those objectives and to establish a set of checks and validation tools to assess the effectiveness of the proposed methodology. The data used has to be both reliable and relevant for the purpose of the modelling. QA/QC for database validation requires verification of sample location; including correct collar location, topographic modelling and down-hole surveying. Validation is also performed on assaying information such as checks for sampling bias and accuracy of core splits, proper use of pulp duplicates and standards, handling of calculated values, explicit/implicit absent data and data entry errors. The second step involves identifying the mineralized domains resulting from the mineralization process. This step requires a geometric interpretation of all relevant geological features that have influenced the spatial distribution of the mineralization including dykes, faults and alteration. In addition, a geologic reference system rather than a standard Cartesian system is established to measure distances between samples. Once the mineralized domains are established and the database has been validated, statistical and spatial description of the mineralized samples are examined in order to establish the histogram and the variogram of all variables of interest and their correlation. Results are also used to calibrate the global resource estimate within the mineralized domain and to establish the search strategy for grade interpolation. The mineral envelope is filled with polyhedral cells representing mining blocks. The average grade of these blocks is estimated using kriging techniques in order to eliminate global bias and to minimize the local error in the block grade estimate. Visual checks are made to validate the spatial trends in grade distribution while global bias and smoothing effect are assessed from the declustered sample statistics. When required, smoothing correction may be applied using ?change of support? techniques. Simulations are used to perform sensitivity analysis and the simulation models are used if severe smoothing of spatial variability makes the interpolated model inappropriate for mine planning. The keys to successful resource estimation are an integrated team of geologists, geophysicists, geostatisticians and mine engineers using the best available technology and reviews by independent auditors. The resource team is also responsible for performing a QA/QC program in order to measure the effectiveness of the methods in meeting the specific objectives at each step of the modelling process.

One of the main outcomes of a capital project is the reliability of a new plant, system or equipment. During 20 years of experience working in various capital projects for the mining industry, the author experienced failures which have caused significant losses to Owners, in many cases amounting to millions of dollars and almost jeopardizing entire projects. Often, failures were related to faulty design, shop fabrication and/or construction. Therefore, significant opportunities exist in the Mining Industry to improve the success rate of capital projects, improve on-line time at start-up, minimize the occurrence of unplanned maintenance due to equipment failures, and all this with positive contribution to health and safety. This paper presents some examples of failures and how they could have been prevented by proper Quality Assurance methodology. "There&apos;s no such thing as quality assurance; only quality control ... by inspection. "(1) A common misunderstanding in the procurement and construction of custom designed, fabricated pressure vessels and piping systems is that quality assurance can be achieved by simply referencing codes, standards, ISO 9002, QMS or other such programs in the contract documents. In the authors&apos; experience, nothing could be further from the truth, not detrimental to the performance of the equipment than the exclusion of inspection activities and reliance upon warranties and "fit-for-purpose" clauses. Likewise, the expectation that fabricators, suppliers, or third party inspectors can provide such assurances is also unrealistic where they have limited knowledge of the process, material selection criteria, or limited technical resources. The development and successful execution of a quality assurance program is a collaborative effort by engineers, designers, material suppliers, equipment fabricators, and field inspectors with the full understanding and support of the end user.This paper presents an outline of the quality control activities undertaken by the authors for several recently completed and on-going hydrometallurgical projects. The activities include: prequalification of fabricators and sub-vendors, shop audits, material validation testing, material source control and verification, positive material identification of weld metal overlay, specialised welding inspection, contamination control for titanium and titanium-clad fabrication, eddy current and mass spectrometer (helium) leak testing of shell-and-tube heat exchangers, hot cycle testing of titanium clad equipment, tolerance verification for refractory lined equipment, final inspection and cleaning.

"Abstract-In recent years, several unsavory events in international mineral exploration, as well as several widely publicized project difficulties and failures have occurred. The report Setting New Standards has "raised the bar" and proclaimed a "commitment to continuous improvement... and change." We need to evolve from our "generally accepted" practices to more effective quality assurance policies, guidelines and standards. Several steps will be required to support the work of the "qualified persons" now wholly entrusted with technical and professional matters:• adopt a mineral development model and objectives appropriate to orient the selection of workmethods and verification procedures suitable to increase the profitability of these activities;• review the definitions and implications of the terms practice, guideline and standard;• review three quality assurance systems with emphasis on commitment of company management and complementary emphasis on systematic quality policies, plans and manuals (ISO 9000), continuous improvement through "profound knowledge" (Deming, 1986), and self-appraisal of continuous improvement and client satisfaction using the Qualimeter Guide (Québec Society for Quality);• determine, from the objectives of the mineral development model proposed and the problems often encountered, the requirements of resource/reserve estimation and the production feasibility study. To regain investors’ confidence and improve the returns from mineral development activities, an explicit commitment to quality by the board of directors and the management of every company is required.A number of mining companies have gained ISO 9002 certification for their operations but exploration companies should start by developing and implementing quality assurance guidelines and standards based on the ISO 9001 pattern, without achieving actual ISO certification in the short term. Both professional associations and industry organizations must be involved in the process of developing the required quality and continuous improvement guidelines and standards."

"Abstract - Resource modelling is a complex process involving different specialists with relevant experience using a multi-disciplinary approach and the best available technology and reviews by independent auditors. The reliability of the final resource estimate is highly dependent on the quality control exercised at each stage of the process. At each step in the resource modelling process it is necessary to define the specific objectives, the methodology proposed to achieve those objectives and to establish a set of checks and validation tools to assess the effectiveness of the proposed methodology. Designation of responsibility and authority for meeting these objectives must also be clearly identified. External audits must also be incorporated to review and validate the implementation of new procedures.Resource modelling is the basis for any economic appraisal of a mining project and includes a number of steps from data acquisition and validation to resource reporting, classification, and risk analysis."

ABSTRACT: Metals market improvements in 2005 drove the desire to increase nickel throughput and the production of nickel oxide sinter at the Vale Ltd. Copper Cliff smelter. Significant difficulties were encountered due to the unreliable quality of Bessemer matte being produced. Concentrate feed changes and the loss of technical and operational expertise during the previous market downturn contributed to the challenge of making the required improvements. Significant progress has been made in the converter aisle by focusing on employee engagement and standardizing best operating practices for a new generation of skimmers. This paper documents these initiatives and seeks to balance the art and science of converting.

"Control of analytical data quality is usually referred to in the mining industry as Quality Assurance and Quality Control (QAQC), and involves the monitoring of sample quality and quantification of analytical accuracy and precision. QAQC procedures normally involve using sample duplicates and specially prepared standards whose grade is known. Numerous case studies indicate that reliable control of sample precision is achieved by using approximately 5% to 10% of field duplicates and 3% to 5% of pulp duplicates. These duplicate samples should be prepared and analyzed in the primary laboratory.Bias in the analytical results can be identified by inclusion of 3% to 5% of the standard in each sample batch. Several different standards are used, with values spanning the practical range of grades in the actual samples. A blank (a sample in which the concentration of metal of interest is below detection limit) should also be included. Standard samples alone cannot identify biases introduced during sample preparation, and therefore approximately 5% of the duplicate samples (coarse rejects and pulp) should be processed and assayed at another, external, reputable laboratory.This paper discusses techniques used for estimation of errors in precision and accuracy, and overviews diagnostic tools. It is shown that one of the most commonly used methods, the Thompson-Howarth technique, produces consistently lower results than other methods. These results reflect the nature of this method, which relies on the assumption of a normally distributed error, and thus produces biased results when errors have a skewed distribution. This study concurs with the suggestion of Stanley and Lawie (2007: Exploration and Mining Geology, v. 16, p. 265-274) to use the average coefficient of variation (CVAVR(%)) as the universal measure of relative precision error in mine geology applications: Le contrôle de la qualité des données analytiques est habituellement désigné sous l’appellation d’Assurance et Contrôle de la Qualité (ACQ), elle implique le suivi de la qualité des échan¬tillons et la quantification de la reproductibilité et la précision analytiques. The paper deals with the general principles underlying quality control in coal preparation plants, namely, constant quality and close adherance to acceptance limits. It also describes how control of ash content is ""generally hampered by the problem of coal sampling .and the long duration of the ash analysis and how these difficulties may be overcome.Quality control can be effected in several ways. Thorough blending wll reduce variations appreciably, except those of long trend. The latter can be detected by automatic sampling and quick ash analysis. At present, under favourable conditions, a system of half-hourly ash determinations with an accuracy of 0.5 to 1.0 per cent can be realized, to the effect that trends with a 'wave length' of more than two hours cu be eliminated within the limits of accuracy of the ash figures. The general solution of the problem is a combination of blending, accurate sampling, quick ash determination, and statistical analysis of the pattern of ash distribution.The use of statistical methods of analysis, such as the t test and F test, is •discussed at some length in order to emphasize the importance of the correct evaluation of observational data if there is to be confidence in the validity of test results.General ConsiderationsCOAL, as a fuel, is too cheap for a long haul across the country. The limiting distance depends on the price of the local competitive fuels, and, as the price depends to a great extent on quality, so does quality, to the same extent, command the market."
