This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.

The rapid production and accumulation of mineral processing wastes in the environment can present serious threats to environmental quality and human health. Phytostabilisation with native plant ecosystems is, in many cases, a preferred option for rehabilitation of mine waste storage facilities. However, much of the literature has focused on species selection in short-term experiments to test their suitability under the often extreme chemical conditions in the wastes without addressing the fundamental requirements – ie hydrogeochemical stabilisation and functional root zones. As a result, successful examples of phytostabilisation of mine wastes such as base metal tailings have been rare, especially if success is defined as meeting the completion criteria of non-polluting and sustainable land system at rehabilitated sites. Conventional capping options to isolate reactive tailings/wastes by using physical break and/or sealing layers are often not reliable in the long term (particularly under semi-arid climatic conditions) and, in many cases, they may not be feasible in the field due to the large areas to be covered and the lack of adequate suitable materials at mine sites. By using sulfidic tailings as an example, we have proposed a new paradigm for phytostabilising mine wastes – ecologically engineered pedogenesis in tailings involving accelerated physical, chemical and biological weathering of tailings minerals to achieve hydrogeochemical stabilisation and the development of soil functions, soil horizons and functional root zones.Ecologically engineering functional root zones firstly requires controlling geochemical reactivity in the wastes (ie hydrogeochemical stabilisation), which can cause polluting effects in the root zone and plant toxicity. By means of ecological engineering, in situ weathering of primary minerals (eg pyrites) in tailings may be accelerated by adding functional materials (eg functionalised biochars and organic matter) in the waste slurry during the process of deposition. This will remove or diminish key risk factors (eg potential acidity in tailings and elevated soluble heavy metals) in the solid phase, before placing growth media for reconstructing root zones and transplanting/sowing target plant species. However, much of the acidity, soluble metals/metalloids and other salts would be transported out of the solid phase into the wastewater, which can be addressed by on-site water treatment facilities during mine operation. The trajectory and state of engineered pedogenesis in the weathered tailings may be manipulated to provide specific soil horizons within future root zones that are dynamically evolved toward fully functional soil subsystem within rehabilitated plant ecosystems.CITATION:Huang, L, Baumgartl, T, Zhou, L and Mulligan, D, 2014. It involves the private sector providing transport facilities in competition with the public sector, a convergence of planning and transport imperatives, the use of the most technologically advanced engineering practices to minimise construction impacts on the community and a commercialised way of developing and maintaining railway infrastructure and services.

A comprehensive analysis of rock structures in non-oriented (axially oriented) drillcore is now available (Laing, in press). The system embodies new concepts which better equip the geologist and engineer to deal from the outset with optimising the acquisition of structural information in drillcore, logging: interpreting, and graphically presenting the results. The few existing techniques for determining orientations of structures are augmented by a wide range of new techniques, and all are brought together into two solution types by considering the underlying Euclidean geometries. Analysis of these solution types in terms of what data are required to implement each solution and what assumptions need to be made, leads to strategies which facilitate intelligent design of different drilling programs for blind and outcropping situations. Drillcore is variably structurally fertile, depending on the number of different structures present. This concept fosters the selective logging only of the more fertile core. Drillholes are also variably fertile, depending on their orientational relationship to the structures in the host rocks. Structural parameters are either vectorial or non-vectorial. Vectorial structures parameters comprise normal structural orientations plus polar vectors like vergence, younging, shear sense and so on. They can be determined by one of two solution types: external solutions, which use an external reference structure to fix the drillcore and thus permit orientation of all structures within that core, and internal solutions, which use orientational data from a selected structure at three or more different drillhole orientation to determine the unique orientation of that structure, without reference to any external structure. Both solution types rely on constant orientations (orientational stability) of the selected structure, but the internal solution actually provides its own test of orientational stability. External solutions are the norm in outcropping situations and internal solutions are invaluable in blind situations. In blind situations sequential "internal then external" solutions can be used respectively to provide a reference structure and then use this for subsequent external solutions at individual points downhole. Blind prospects can now be drilled and interpreted as easily as outcropping prospects. Each solution type has its own optimum requirements. External solutions are ambiguous for certain orientational relationships between the drillhole and the reference structure (for example, a perpendicular relationship), hence drillholes in which external solutions are planned should be designed to avoid these orientations. Internal solutions are ambiguous for straight drill paths, and are most unambiguously resolved when the drill path attains maximum drillhole dimensionality, that is, it occupies a wide variety of orientations in 3D space; hence drillholes in which internal solutions are planned should be designed as combinations of non-parallel holes or as individual strongly curved holes. For both solution types an understanding of the kind of structural fertility required leads to intelligent design of drill paths, which is termed structural drill targeting. It is distinct from spatial drill targeting, which is the process which defines and (x,y,z) point-or volume-target. Effective design of drilling programs requires both structural and spatial targeting. The external and internal solutions for vectorial parameters are implemented via (1) visual (qualitative), (2) stereographic, or (3) core orienting frame procedures. Each of these has its own advantages. Stereographic procedures have been simplified via the erection of a drillcore reference frame in which three fundamental angles are defined, and the formulation of an all-inclusive set of stereographic recipes for determining orientations from the measurement of these angles. Non- vectorial structural parameters comprise an ad hoc array of useful measures which are simply described by numbers. Examples are angles between structures, and density of structures. Such parameters (some of which provide useful vectors toward ore bodies) are invaluable in drillcore because they can be measured and recorded rapidly, without determining the orientation of the core. In a summary, non-oriented drillcore can now be structurally mapped exactly as if it were outcrop. Interpretation of the significant volume of unique structural information which is beginning to flow from this system can be optimised by using, in addition to the conventional cross section and longditudinal section, three new modes of presentation. The natural cross section is that section in space normal to a principal structure of interest. It is a section in which it is advisable to drill to obtain certain structural information, and in which the results need to be presented. A newly defined unique cross sectional orientational symbol is recommended for dramatic improvement in the quality of information presented in cross sections. Stacked level maps are a powerful adjunct to cross sections.

As part or a programme to raise lead smelter capacity from 65.000 to 140.000 tons bullion per annum. one new 1000 sq. ft. updraught area sintering machine replaced eight small downdraught machines.The metallurgical specifications were based on and laboratory tests at Mount Isa. Existing practice filtering concentrate as part of the charge preparation system and discharging wet filter cake to mixing was retained. This dictated a hot return fines circuit to maintain the required feed moisture content at low return sinter ratios.The engineering specifications provided for cenlralized control of plant and process, minimum operating labour, high plant availabi;lity and highest standardsof hygeine. Crushing and conveying capacity was set to cater for the most optimistic level of sintering capacity.On start-up a number of major engineering and hygiene problems became apparent, in addition to normal teething troubles. These problems have largely been overcome and reliable operation. at less than optimum production rate is now being achieved.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The hoisting system at the Newcrest Telfer mine is designed for a final duty of 7.35 million tonnes per annum at a hoisting distance of 1450 m. In terms of hoisting capacity (t/h) times hoisting distance it is one of the largest friction hoist installations. Initially, the hoist will be equipped for hoisting 6.5 Mtpa from 1100 m depth. This new drive technology is now well proven by ABB for mine hoist applications with the first installation in commercial operation since July 2001. To date 17 systems for medium voltage drives and another five for low voltage drives have been purchased from ABB for mine hoists. This paper will also deal with skip design and powerful data loggers with diagnostics for local and remote monitoring that are installed in the Telfer mine hoist.

The mining industry has had lengthy experience with risk management involving technological situations imposing risks to people and property. In such situations the relevant parameters can be fairly well defined, the outcomes can be broadly predicted and probabilities of these can be estimated. Accordingly quantitative risk assessment can be applied. In recent years there has been increased emphasis in risk management on a broader set of potential consequences. These include potential impacts on the flora and fauna of ecosystems. These are typically poorly understood and this is especially true in Australia where the vast size of the continent and sparse population make gathering a comprehensive data base on biological resources a difficult task. The resulting scientific uncertainty and ignorance regarding the potential for serious or irreversible harm to the environment mean not only that quantitative risk analysis techniques are not appropriate, but also that the precautionary principle (PP) needs to be applied as a complement to qualitative ecological risk analysis. The potential for significant impacts is particularly high in Australian ecosystems. These comprise one of the 12 æmegadiverseÆ regions of the world in terms of biodiversity and, hence, have global significance. Moving from risk management to application of the PP by the mining industry provides a significant challenge. Application of the PP has no clear guidelines to follow and, to-date, has been highly unpredictable. However, there is much to be gained for industry in embracing this challenge and taking a pro-active approach in exploring methods that will provide for clearer guidelines and hence more certainty in outcomes of environmental management decisions involving precaution. As well, there could be considerable other advantages for the mining industry in terms of reputation assurance, community acceptance and greater certainty in terms of access to resources.

WMC Resources Ltd nickel operations have expanded significantly over the last three years. Production capacity has increased at mine/concentrate, smelting and refinery processes to such an extent that WMC now ranks within the top three or four producers of nickel metal in all forms. The stainless steel industry remains the dominant user of nickel. WMC's forecast is for stainless steel production to grow at 2.8 per cent per annum off of the 1995 peak, with much slower growth in the short-term as the stainless steel inventory overhang unwinds, followed by a return to higher trend growth rates. WMC's forecast for the long-term growth in demand for primary nickel is three per cent per annum off the 1995 peak; again, slower growth in the short-term before a return to higher long-term trend rates. This projection is towards the optimistic end of the range of industry experts. It equates to a requirement for new primary nickel of 25 000 to 30 000 tonnes of annual capacity each year.

Intensive exploration of the Archaean ultra mafic sequence bordering the Kambalda dome has resulted in the discovery of at least ten dis- tinct areas of nickel sulphide mineralisation subsequent to the initial drill intersection in January, 1966. Sulphide ore reserves to June 30, 1972 were 19.36 million tonnes at 3.3% nickel after mining of 3.0 million tonnes at 3:7%,nickel since production commenced in March, 1967. About 75% of contained nickel metal reserves occur in sulphide concentrations located at the base of the-ultramafic sequence, in contact with underlying meta-tholeiitic basalt. The remaining reserve occurs in concentrations of sulphides within the ultramafic sequence, usually within 100 metres of the underlying contact and typically in proximity to contact mineralisation. These hanging wall orebodies are smaller, contain significantly lower con- centrations of sulphide, and generally exhibit higher Ni:S ratios than underlying contact ore- bodies. The majority of contact sulphides concentr- ations form narrow, elongate, north north-west trending bodies, closely coincident with fault bounded depressions in the contact. Detailed study of the Lunnon Shoot ore environment in- dicates that it was a locus of crustal failure during, and subsequent to, emplacement of ultra- mafic rocks. Resultant structures parallel and

The Radio Hill nickel-copper deposit is located 30 km south of Karratha. It is a new discovery in an area where similar mineralization had been previously discovered at Mt. Scholl and Ruth Well. Radio Hill is the first massive Ni-Cu sulphide deposit of economic significance to have been located in the Western Pilbara.Preliminary studies indicate that the sulphide mineralization occurs within gabbros, pyroxenites and peridotites of a basic igneous cumulate layered sequence. Primary sulphides have been subsequently remobilized and concentrated as stringer and massive mineralization. This is tentatively attributed to the intrusion of a further gabbroic body.The deposit appears to be of the gabbroic association type with a Ni:Cu ratio varying from 1:4 in the outer parts of the mineralized envelope to 1:0.9 towards the central zones. In drill core observations, chalcopyrite surrounding pyrrhotite was noted in many instances. Drilling has so far delineated a body developed over a strike length of 600 m and a horizontal width of up to 25 m. The mineralization plunges 20° to the southwest with a southerly dip varying from 75° in the west to about 20° - 30° in the east.The deposit is a leaf-shaped ore zone, plunging southwest from a vertical depth of 17 m in the north to 300 m in the south. The massive sulphides occur as lensoid masses within this zone. A geological resource of up to 2.5 million tonnes at 1.5 per cent Ni and l.4 per cent Cu is indicated.The predominant sulphides are pyrrhotite, chalcopyrite and pentlandite, with significant cobalt, platinum group metals and gold. Tellurides of Pd, Bi and Pb were detected by scanning electron microprobe within the pyrrhotite and other trace metals include Zn and native tin. Massive magnetite is sometimes associated with the massive pyrrhotite intersections.A test on one composite massive sulphide sample showed that pyrrhotite is present mainly as the non-magnetic hexagonal variety and only 10 per cent is present as magnetic monoclinic pyrrhotite.The deposit has no surface expression and its identification was based mainly Oil drilling targets generated by geophysical methods. No secondary minerals have been observed in association with the primary sulphides, even though the deposit is only 17 m below surface in the northern part.

The Nokomai Gold Mining Project commenced production in January 1992. The Project continues a history of mining in theNokomai Valley which extended from 1863 to 1942. L & M Mining Limited have held interests in the valley since 1980. In 1990 the Nokomai Joint Venture was formed with the Hore family, the owners of Nokomai Station, to mine a large alluvial gold resource in the valley. The mine is located adjacent to the Mataura Brown Trout fishery and required extensive environmental studies prior to granting of permits. The mine is budgeted to work for 20 months, processing 460 000 m3 of wash material. During this period, contract miners, Downer Mining Limited, will move in excess of seven million cubic metres of overburden from the deposit.

The Accha-Yanque zinc belt in southernPeru is a major zinc-lead rich metallogenic province. In the belt are comprised several non-sulfide-type occurrences, extending on the periphery of the Yauri-Apurfmac batholith (Oligocene-Miocene). Zinc mineralisation at Accha (almost fully oxidised) occurs in breccias of sedimentary and tectonic origin in the limestone of the Ferrobamba Fm (Middle to Upper Cretaceous). Non-sulfide association consists mainly of smithsonite and hemimorphite replacing both primary ore minerals and carbonate host rocks. Mn(hydr)oxides and Zn-clays (sauconite), can be locally very abundant. Differences in mineralogy of the ore and gangue minerals, as well as the composition of the host rock can have a profound impact on zinc recovery and reagent consumption, and therefore on the economic value of the deposit. THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. The West Coast range running north and south in a succession of bold prominences, which rise up to 4000 ft. above sea-level, forms the backbone of the district, and on its foothills the Mount Lyell mines are situated.
