Mr. Chairman and Gentlemen: I accepted your Chairman's invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

THE recrystallization and grain-growth phenomena of cold-worked metals have considerable industrial importance because of their role in the fabrication of metals. For this reason, and because of the general academic interest in the subject, these processes have received considerable attention since the time of J. E. Stead's paper1 on The Crystalline Structure of Iron and Steel. There are considerable differences of opinion regarding the theory of recrystallization and grain growth and also differences in the observation of the modus operandi of the processes themselves. The value of many of the existing quantitative data on grain growth is decreased by the failure to distinguish between the grain sizes just after complete recrystallization and those resulting from coalescence. For this reason also, the value of the diagrams of stable grain sizes, like those produced by . Bass and Glocker2 and Czochralski3, is lessened in so far as an interpretation of the facts of recrystallization is concerned. It is hoped that the data presented in this paper will help to clarify and to simplify the facts relating to recrystallization, and at the same time will show that some of the present-day conceptions are untenable. A paper on the theory of recrystallization with additional data will be completed in the near future by the writers.

IT has long been common knowledge that workers in anthracite are prone to develop a disabling disease of the lungs. Some of the earliest scientific contributors dealing with anthracosis were: Pearson1, in his report in 1813, on the coloring matter of the bronchial glands and black spots in the lungs; Stratton2, in 1838, who first termed the condition anthracosis; Greenhow3, who reported to the pathological society in 1865, on the Black Lung of the Collier, and Pick4 in 1870, who reported on the chemical composition of the ash of a collier's lungs. Visconti5, in 1870, is accredited with being the first to use the term "silicosis" to denote the pathological condition of the lungs resulting from the inhalation of silica. Rovida6 confirmed the reports of Pick and Visconti in 1871, in his report on a case of silicosis and chemical examination of the lungs for silica content. The relationship of pulmonary infection, as associated with disabling pneumoconiosis affecting the coal miner, has frequently been discussed. While most reports have emphasized the role of infection, there has been some disagreement regarding the prevalence of tuberculosis among those suffering from anthracosis. The report by Wainwright and Nichols7 in 1905 has frequently been cited to show that the incidence of pulmonary tuberculosis among coal miners was -less than that among the general population. It was their opinion that pulmonary tuberculosis was more prevalent among the miners' families than among the miners themselves.. Collis and Gil-christ8, in 1928 in their study of the Effects of Dust upon Coal Trimmers, concluded that among such workers there was an excess of deaths from bronchitis and pneumonia but not from pulmonary tuberculosis. Basic electric-are furnace steel production mainly involves the use of two separate types of slags. The first, known as the "melt down" or oxidizing slag, which is in most cases removed from the furnace mechanically, and the heat finished under the second or deoxidizing slag, which is commonly known as the "finishing slag.'' The melt down slag is formed by the addition of lime or limestone to the charge, which combines with the oxides formed during the melting period and the product of any bottom erosion that may take place.

The Peruvian production increased over 3 million barrels from 1933 to 1934—from approximately 13¼ million barrels to over 16¼ million barrels—bringing the cumulative production of the country up to 171 million barrels. Most of this production, as well as most of the increase in 1934, came from La Brea-Parinas Estate, the property of the International Petroleum Co., Limited. In 1932 Peru stood eleventh among the oil-producing countries of the world, but in 1933 her production exceeded that of Trinidad, Argentine and Colombia, which placed her in eighth position. In 1934 Peru's production was exceeded by that of Colombia by about one million barrels, and by that of the Argentine by about 1½ million barrels, thus placing her in tenth position. After several years of relative inactivity in drilling and exploration there was a noticeable increase during 1934 in both of these lines of activity. Oil Fields La Brea-Parinas Estate.—Production on the La Brea-Parinas Estate. reached a significant total of 85,080 bbl. as early as 1891. It increased to over one million barrels in 1912, and to over 10 million barrels in 1929, and in 1934 it reached an all-time high of over 14 million barrels. The total production from 1890 to 1934 was 133,784,609 barrels. Practically all the drilling on the property has been done with cable tools, but during 1934 three strings of rotary tools were introduced. One was a heavy outfit for drilling a deep test and the other two were lighter outfits for deepening wells in the newer section of the field, where the gas pressure was too high to permit safe drilling with standard tools. During 1934 a total of 28,127 ft. was drilled, 66 wells were deepened, and 6 new wells were completed. At the end of the year 2844 wells had been drilled on the Estate, of which 1814 were still productive. The remaining 1030 wells represent abandoned producers or dry holes. The total area that has been productive up to the present time is estimated at 13,369 acres. An interesting article on the various phases of operations of the International Petroleum Co. was written by Arthur Iddings and published in The Oil and Gas Journal (Dec. 27, 1934).

CINNABAR was discovered in southwestern Arkansas on Little Missouri River in sec. 1, T.7S., R.26W., in April, 1930, and near Antoine Creek in sec. 28, T.6S., R.23W., some 15 miles farther east in May of the same year. It was not, however, until June, 1931, that cinnabar was identified as such in a specimen from the original discovery area sent to W. M. Weigel1 by Walter F. Hintze of Murfreesboro. Almost simultaneously2, in July, 1931, Moritz Norden of Hot Springs identified specimens from the Antoine Creek area as cinnabar. Immediate interest in the district followed the identification of cinnabar and by January, 1932, the district was known to extend as a mineralized belt about one mile wide trending east-northeast from sec. 13, T.7S., R.27W., in Howard County-across central Pike County and into Clark County to sec. 19, T.6S., R.23W., thence extending southeast into sections 33 and 34 of the same township. Since then, cinnabar has been found in sec. 6, T.7S., R.22W., thus giving a total east-west length to the district of approximately 30 miles. Interest focused mainly on the two discovery areas, with the result that mining development has progressed most rapidly in those localities. In the Antoine Creek area the Arkansas Quicksilver Co. has done con-siderable exploration work and has retorted the high-grade ore so .obtained. In the Little Missouri area the Southwestern Quicksilver Co. has had a 12-ton rotary furnace in more or less continuous operation since April, 1932, and has been the largest producer in the district.

Advance in the art of slag control has been very rapid in the past few years. The viscosimeter method for slag-reaction rate and composition, together with the phosphorus and other methods mentioned by Dr. Herty, allow the steelmaker to rectify and control the slag in the finish period of the heat with much greater precision that ever before. However, the steelmaker's problem is more complex, and in order to make steel of proper analysis in the most economical manner the constitution of the initial slag that has formed immediately after the lime is up in the furnace is of prime importance, as it is one of the factors that determine the carbon content of the charge as melted. Many heats melt with high carbon and some with carbon much lower than is expected so that, on the average, increased furnace time is necessary before reaching the finishing period. The problem, therefore, is to so regulate the slag-making additions that a suitable initial slag will be formed at once. Where all cold metal charges are involved, particularly where the iron and scrap are selected, this may be done with a fair degree of regularity. This regularity results not only in better conditions at the beginning of the heat and during the carbon drop, but also the need for smaller slag-modifying additions toward the end of the heat. The above has been well demonstrated by the work reported by Reagan in the past few years. Where large amounts of cold pig or hot metal are used, the problem becomes more involved. It is much more difficult for the steelmaker to be sure that for any given furnace the heat will form the desired initial slag. Observations of many heats indicate that the pig iron is a dominating factor in the constitution of the slag formed. The scrap is also a factor but in general could be roughly classified and a correction made therefor. The necessity, therefore, arises for a method of correlating the pig-iron charge and type of slag formed for any particular furnace, which resolves itself into a measure of those qualities of the pig iron which affect the slag. The amount of silicon, manganese, phosphorus and sulfur in the pig iron will probably have some effect on the type of slag formed, but

The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. WITH numerous plans under consideration for coal classification, and with the advent of the Bituminous Coal Code, the intelligent sam-pling of coal has become increasingly important. To us it is rather significant that there have been very few fundamental studies of coal sampling in American technical literature since those of E. G. Bailey, which appeared in the Journal of Industrial and Engineering Chemistry in March, 1909. He covered the subject up to that time so thoroughly and in such an excellent manner that perhaps many other later students have felt that they could add very little to his findings. The recent studies of the British Engineering Standards Association have indicated the possibility of a somewhat different interpretation of Bailey's results, permitting the taking of smaller samples, and perhaps it will now be helpful to reopen this question. C. W. H. Holmes, in an informative series of articles on coal sampling recently published in Colliery Engineering, makes two rather interesting statements, as follows: It is scarcely surprising to find a lack of interest and knowledge regarding the sampling of coal not only in the mining industry itself but also among consumers of industrial fuel: at its best coal sampling is a dirty business, regarded as a nuisance and an expense by the commercial man, and usually as a nuisance and nothing else by the chemist. The writer can conceive only two classes of people who have never experienced any difficulty in obtaining representative samples of coal from wagons; those who have never tried to, and those who have never had the necessity or desire to check the accuracy of their work. The primary purpose of this paper is to present some tabulated data of the more significant results of a sampling investigation undertaken during the last four years to obtain certain fundamental data on the variables connected with coal sampling and to point out that often assumptions have been made that are not in accordance with the facts. Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935. THE present paper is a continuation of the work on the relationship between the magnetic and the phase transformations in carbon steels during quenching. An account was given by the author in a previous paper1 of an investigation of this relationship during a continuous quench. The experimental difficulties then encountered prevented a conclusive proof of the existence or absence of such a relationship. The conclusions of the previous paper were derived indirectly. The present paper deals with the same problem, but the method of attack is modified. The technique developed by Davenport and Bain2 in their well-known study of austenite transformation at subcritical temperature was adopted in the present investigation.. They have shown that the austenite to martensite transformation can be caused to proceed at a relatively slow rate by quenching steels into a hot metal bath. Slowing down of the rate of transformation, together with an observation by Lewis3 that a eutectoid steel can be preserved in the nonmagnetic state by such quenching, pointed out a possibility of a study of both transformations .under more favorable conditions than previously described. The preliminary steps were connected with the technique of the hot bath quench. To study this phase of the present work a modification of the apparatus previously described1 was used. The modification consisted in the use of a hot quenching bath instead of brine, and in fixing the secondary and the primary coils of the apparatus in a stationary position in and around the bath. The Pechelbronn (Alsace) field is the only important French producing field. During 1934, development was carried on as in previous years. The total output of this field reached 553,575 bbl. in 1934, showing a slight decrease from the 1933 figures. Of the total, 315,000 bbl. (56 per cent) was extracted by drilling, while 238,875 bbl. (46 per cent) was obtained by means of shafts and galleries. Exploration of deep Jurassic and Triassic horizons was still in progress at the end of 1934. A deep well reached the Upper Triassic at a depth of 34 m. (2736 ft.). (Information kindly supplied by M. S. Mena, Directeur Technique.) As mentioned before, the small Gabian field (Herault) is gradually being exhausted. No drilling operations were undertaken in 1934, the small production being restricted to the pumping of old wells. Two exploration wells, noted as "drilling" at the end of 1933, were completed in 1934; viz., Lavelanet (Ariége) at 3785 ft. and Santenay (Niévre) at 2578 feet. French Possessions Algeria.—No drilling at Tliouanet. Out of a total of 100 wells drilled in the area, only 8 are still producing. No exploration work is reported during 1934 in Algeria. Tunisia.—Two wells completed; one well drilling at the end of 1934. A total of 11 wells is reported to have been drilled before the beginning of 1935; out of these, 8 were completed before the present program was begun. Morocco.—Exploration work progressed actively last year. The outstanding event was the coming in of Ts. 26 well at 1243 ft. This well took fire, therefore great difficulties were encountered in the accurate measurement of initial production; the figure of 1500 bbl. of oil given here is a near estimate. Oil flowed accompanied by a great amount of water. The apparent decrease of drilling operations in 1934 is explained by the increase in field activities after the results of Ts. 26 were known;

The deepening of the General Crude Oil Company's No. 1 Meyers, NE. NE. SE. of sec. 22, 24S., 36E., in the Cooper area of Lea County, in April, 1934, resulted in the discovery of an oil field of major importance. The discovery well is an old well drilled by Cranfill $ Reynolds and completed in July, 1929, in limestone at 3438 ft. for an initial production of 90,000,000 cu. ft. (estimated) of 'gas. Deepening operations were started early in April, 1934, and cores were taken from the old total depth of 3438 to 3508 ft. A Haliburton test taken through the drill stem at 3439 to 3460 ft. showed 50,000,000 cu. ft. of gas with an increase of 5,000,000 cu. ft. between 3461 and 3474 ft. When completed the well tested 12,000,000 cu. ft. of gas and 5000 bbl. of oil at 3474-3508 feet. The new oil field—the result of this discovery—is between the Eunice and the Jal fields, closer to the productive area of Jal than to that of Eunice but far enough away from both to be considered a separate area. Eventually, all of these pools may be joined together by productive oil wells to form a single unit of large size. They lie in a general northwest-southeast alignment and the intervening areas have not been condemned by dry holes. The value of all minerals produced in the United States for the years 1930 to 1932 averaged $3,460,000,000 annually, according to Bureau of Mines reports. Of this amount, approximately $1,280,000,000 represents nonmetallic substances, such as petroleum, gas, sulfur and salt produced as fluids. Thus, about.37 per cent of the country's mineral wealth is procured through wells drilled in the earth, which require casing to keep them open throughout their life. Deep well drilling has increased greatly in the last few years. Several strings of casing have been set deeper than 9000 ft.—one, a string of 7?-in. O.D. casing, 10,301 ft. long, run in a well drilled by the Gulf Production Co. in West Texas, holds the record up to this time. These are longer strings than were contemplated when the American Petroleum Institute Specifications were adopted 10 years ago, therefore it is necessary to consider whether the present joint standards are adequate for such strings, or for even longer strings that may be called for in the future. Petroleum engineers are asking: Is there a possibility that stronger joints can be designed without going to stronger and more costly steels than offered in present specifications? Without sacrificing too greatly the tensile properties of the joint, can its design be changed to allow more clearance in the open hole below the next larger string of casing, and thus avoid costly underreaming? What can manufacturers offer for drilling through heaving shale? Fundamentals of the Problem During the last few years considerable study has been given to casing joints and their limitations, and since attention must be given to this subject by those who will be required to drill deeper holes, it is timely to review the fundamentals of the problem. A previous publication1§ has described the effect of quenching stresses on the lattice parameter values of high-purity aluminum-copper alloys particularly with reference to the solution and precipitation of CuAl². A similar study has been made of the aluminum-rich aluminum-magnesium alloys. Attention has been directed in the present investigation to the magnitude of the quenching stresses as affected by the specimen size and shape, the number of solute atoms and the quenching rate. The effect of cooling stresses in causing plastic defomation or cracking has been considered in relation to the physical properties of the alloy On reheating alloys in the two-phase field, the time required for precipitation to occur has been observed in connection with the degrec of supersaturation, the rate of diffusion of the solute atoms as a function of the comparative atomic radii, degree of strain, temperature of reheating and grain size. A few qualitative comparisons on the relative effect of these factors have been drawn between the aluminum-copper alloys and the aluminum-magnesium alloys. Strain in Solid-solution Alloys A 10 per cent magnesium alloy ill the form of chill-cast bars was furnished by the Aluminum Company of America through the courtesy of L. W. Kempf. Additional alloys were prepared using alllminum (99.95 per cent Al) and high-grade magnesium. The alloys listed in Table 1 were melted in an Acheson graphite crucible under a flux of fused MgCl², CaC12, NaCI. Chill-cast rods were sealed under vacuum in Pyrex glass, homogenized several days at 450' C., air-cooled and machined to rods of from 1/8 to ¾-in. dia.
