Discussion of the paper of Prof. Albert Sauveur and, G. A. Reinhardt, presented at the Cleveland meeting, October, 1912, and printed in Bulletin No. 71, November, 1912, pp. 1335 to 1341. ROBERT R. ABBOTT, Cleveland, Ohio :-The possibilities of the commercial application of the facts brought out in this paper have been the subject of many experiments by me during the past four years. It will be well to call attention to several facts having a commercial bearing upon the problem: (1) The lower critical temperature (Ac) of a 3.5 per cent. nickel-steel of low carbon (say 0.20 per cent.) content is about 710° C. This is not lowered to any extent by increasing its carbon content by carbonizing,. By this I mean that a steel with Act occurring at 710°, must, after carbonizing, be heated above this temperature before quenching in order to make it hard. This is not contrary to Guillet's diagram, although at first thought it may seem so, due to a confusion of the Act and the Ar1, points. His diagram merely gives the physical condition of the steel upon slow cooling. Now a steel of 1.20 per cent. of carbon and 3 per cent. of nickel (point " B " of the diagram) may be martensitic upon slow cooling from three causes: (a) Its Ar1 point is below the normal atmospheric temperatures. (b) The time element is so important that the change from martensite to pearlite and cementite does not have time to occur even with this slower rate of cooling. We of course know that nickel has the tendency of retarding this change. (c) A combination of the above two causes. (2) With increasing nickel content the ability of steel to absorb carbon decreases. (3) Many carbonized nickel-steels show a martensitic. structure upon air-cooling, and yet ire so soft that they are of no commercial value.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

(New Haven Meeting, February, 1909.) THE Hammond Mining and Metallurgical Laboratory is the gift of Prof. John Hays Hammond to the Sheffield Scientific School of Yale University. Professor Hammond was graduated from this school in the class of 1876, and has always shown great interest in its welfare and progress. In 1903, he offered to build and equip for it a mining and metallurgical laboratory. This offer was gratefully accepted by the trustees; and in October of the same year the architect, W. Gedney Beatty, and the writer were employed to draw up plans for the building, which is the largest of its kind in this country. The Treasurer's report shows the total gift of Professor Hammond, including land, building, and equipment, to have been $128,741.53. This does not include $5,000 given by Professor Hammond to defray incidental expenses. I AM very much impressed by this manifestation of international brotherhood; the mining engineers on both sides of the ocean have similar subjects to deal with, meet with the same difficulties, expose themselves sometimes to similar dangers; they are like companions in arms in the battle fought by mankind in order to subjugate the natural forces and to draw profit therefrom. There is no other field where this fraternity must manifest itself more actively than in the studies pursued with a view to improving the safety of mines and to rendering impossible in the future these mining disasters, which every year claim hundreds of victims. These are very difficult problems, the solution of which requires numerous and laborious experiments accompanied by very arduous scientific investigations; it is extremely desirable that the various mining countries, which have undertaken to solve these difficult problems, should unite their efforts in order to succeed as soon as possible and as well as possible. This idea has been fully grasped by your Bureau of Mines, which has brought me to Pittsburg; the daily exchange of views with the distinguished chief of-the mine investigation division, George S. Rice, and with his excellent collaborators, the comparison of the results obtained at Lievin and Bruceton, the checking of these results by means of new tests, the profound study of the measurements, diagrams, measuring and laboratory apparatus, the cooperative investigation of new apparatus, or the preparation of new investigations, are, I hope, of such a nature as to bring about great progress. I think that it will be interesting to you to know what has been done in France along this line.

Writing the Technical Report, third edition, by J. Raleigh Nelson. McGraw-Hill Book Co. $4.50, 356 pp., 1952.-The aim of the book is to inspire a greater interest in report writing. Basis for the increased interest is a development of a keener understanding of the writer's own mental processes and the practical procedures involved in writing a report. The book is concerned with basic principles and procedures, rather than incidentals. It emphasizes the importance of correct attitudes and suggests a method of approach and organization. In the first part of the book, design and composition are considered. Next, the text gives directions for setting up both the long and short term report. The third part of, the book gives a systematic procecure for critical examination of the report. The fourth section presents a 16 week course in report writing. The Rocks of the Sekondi Series of the Gold Coast, by A T. Crow. Gold Coast Geological Survey. 7s. 6d, 73 pp., 1952.-The book describes the results of careful and detailed mapping of the Sekondi Series. The Sekondi-Takoradi area is undergoing intensive development, including extensions to Takoradi Harbor and to the railways. Details are given on the nature, extent, and structure of the Series and many faults which cut into them. The book is aimed at those with a practical interest in the area. It is illustrated with geological maps and drawings of horizontal sections. In the back, the terrain of the series is illustrated in a group of plates.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

NAME AND OBJECT. SEc. 1. This Institute is incorporated under the Membership Corporations law of the State of New York ; its corporate name is American Institute of Mining Engineers; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely 1. Members ; 2. Honorary Members ; 3. Associates ; 4. Junior Members. All members shall be equally entitled to the privileges of membership, except¬ing that Honorary Members, Junior Members, and Members and Associates whose residences shall be outside of the United States, Mexico, and Canada shall not be entitled to vote. Members and Associates residing within the United States of America, Mexico, and Canada, and not in arrears for dues, shall be entitled to vote in person at the meetings of the Institute, or, as hereinafter provided for, by letter ballot. The following classes of persons shall be eligible for membership in the Institute, namely : as Members, all professional mining . engineers, geologists, metallurgists, or chemists, and all persons actively engaged in mining and metal¬lurgical engineering, geology, or chemistry ; as Associates, all persons desirous of being connected with the Institute who in the opinion of the Board of Directors are suitable.

During the year 1945, the total number of wells drilled in Ohio, including the. non¬productive wells, was 1034. For the 10-year period ending with 1945, the average completions per year were 1125, the least number being 910 in 1938, and the maximum 1561 in 1941. The proportion of dry holes in 1945 was 37 per cent?about the same as for the year 1944 but exceeding the 10-year average, which was 34 per cent. The number of oil wells completed exceeded the number drilled in 1944 by about 30 per cent, the average initial per well being the same in both years. Gas-well completions were approximately 10 per Cent less than in 1944, with the average initial per well about 5 per cent greater. The difference in number of oil and gas wells in the two years was in Berea and Clinton completions, as the number of oil wells increased about 30 per cent, owing to greater activity in the two sands named, while the number of gas wells decreased because of fewer completions therein.

IF one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. It is not the purpose of this paper to reiterate in extenso any of the material already published. The contributions of the Survey officials to the Commission's report have been published in a separate document as Bulletin No. 394. This docunient is for free distribution and may be obtained upon application to the Director of the Survey. In the preparation of this paper I desire merely to make a few suggestions regarding the possible necessity of some restraint upon or control of one branch of the mining industry with which I have been somewhat closely associated for the past 20 years-that of coal. Most of the members of the Institute are cognizant of the suits brought by the government against the anthracite-operators in Pennsylvania, or the combination of interests commonly known as the ? hard-coal trust." (Canal zone meeting, November, 1910.) A DISTINGUISHED engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men-the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data ; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom does a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left o$; and to be able to carry it forward without retracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. The demand for crude oil on the Pacific Coast during the year 1945. was so acute that the California crude supply had to be augmented by tank-car imports from the Texas and Rocky Mountain fields. Crude imports reached a high of 64,800 bbl. per day during June, with a total of 14,259,000 bbl. imported during the first 11 .months. The U. S. Navy also implemented the crude output from California pools by drilling and completing approximately 300 wells in the Naval Petroleum Reserve No. 1 (Elk Hills), from which an established production of 65,000. bbl. per day was reached in late February and maintained until Aug. 17, 1945, when it was reduced to its preprogram level of 15,000 bbl. per day. Even with the conclusion of the Pacific war on V-J day (Aug. 14), the military petroleum product requirements have permitted little material reduction in output of California crude to prewar rates. During the year, a total of 327-760,000 bbl. of crude was produced, or 19 per cent of the total crude production within the United States during the same period, as compared with 310,996,000 bbl. or 18.4 per cent of the nation's crude production in 1944.
