In recent years considerable publicity has been given to the problem of atmospheric pollution by fuel-burning equipment. Legislation has been stimulated and smoke ordinances have been enacted, the provisions of which show a definite trend toward stricter control of the emissions not only from the stacks of industrial fuel users but also from the chimneys of domestic consumers. As a result of war conditions, some slackening in the enforcement of these ordinances may be noted, but this is only a temporary expediency caused by the changes necessary in the distribution of the nation's fuel supplies and difficulties in securing the necessary equipment. Previous trends may be expected to continue in the postwar period. Largely because of the consumer demand for automatic heat, but partly because of the legislation against smoke emission, there has been a marked increase in the use of domestic underfeed stokers with the past decade. When correctly adjusted and operated, these units reduce the smoke emission materially, so that even the high-volatile bituminous coals may be burned with little or no emission of objectionable smoke. Unfortunately, however, the use of the domestic underfeed stoker introduces another problem; namely, fly-ash. Production of Fly-ash The term "fly-ash" is a misnomer, since the fly material is generally a mixture of small carbonaceous particles varying from green coal to coke, and inorganic particles ranging from fluffy ash to small particles of fused clinker. For want of a more comprehensive name, however, the term fly-ash is used throughout this paper to include all the fly material. Even with hand-fired furnaces a certain amount of fly-ash is produced, which necessitates periodic cleaning of the boiler flues or furnace radiator, the smoke pipe, and occasionally the chimney itself. With stoker operations the amount of fly-ash is increased many fold, because of the higher velocity of air travel through the fuel bed. Frequently the amount of this fly-ash attains such proportions as to constitute a definite nuisance to the householder and his neighbors and distracts very materially from the otherwise automatic or semi-automatic performance of the stoker. In connection with other investigations on the properties and characteristics of chilled-iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the trcad and inside of the flange will show white iron to a depth of from 5/8 to in. (15 to 22 mm.), the remainder of the wheel becoming graph itized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the formation of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in whitc iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfie1d.l Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gay upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below. 2. The more rapid the rate of cooling, the less is the extent of graphitization.

In a previous paper (ante, p. 411) some description was given of the occurrence of the auriferous alluvium, extensive deposits of which lie among the highlands of the province of Otago, New Zealand. The present paper will describe some of the methods by which that alluvium is exploited. The alluvial mining of New Zealand is not yet hindered by " debris legislation." The mines are for the most part situated in a country of little agricultural value, and large rivers with rapid currents act as tailings conveyors. In time, however, steps will have to be taken to restrict the discharge into the Clutha of the tailings which are slowly raising the river-bottom. The methods of California have been followed in Otago with such alterations as peculiar local conditions require. The distinctive feature of the alluvial mining of Otago is the prominence given to the hydraulic elevator. The all-important factor in this form of mining is the control of an abundant water-supply at a suitable height above the level where it is to be utilized; and in this respect the gold-fields of the south island of New Zealand are most favora-

When Hugh Lee Pattinson discovered, in 1829, that the crystals formed during the slow cooling of molten lead were poorer, and the remaining liquid richer in silver, than the original lead, an important step was made in the metallurgy of this metal. Being the first process applicable to the desilverization of low-grade lead bullion, it soon found its way into all European countries having such a product to treat, thereby effecting the saving of many ounces of silver annually which previously had been thrown away. The old hand process was expensive, as viewed from the standpoint of more modern methods; the labor was great and the tonnage was small, but on the other hand the results were fairly satisfactory. This process flourished for some time after the introduction of the cheaper Parkes process in 1852 and it is still in use in a few European smelteries. Only one notable improvement was made on the original process, that of Luce and Rozan at Marseilles, France. It consisted in the application of steam for stirring and the tapping of one-third of the liquid lead, through perforated plates covering the tap holes flush with the bottom of the kettle, thus leaving two-thirds in the form of crystals in the original kettle. This modification considerably lowered the operating costs as it permitted of much larger kettles, an increased tonnage and eliminated much of the slow, hard labor of the hand process. The Luce and Rozan process has persisted in its original form to the present day. Stephen Tredinnick, English born, spent most of his years around the Luce and Rozan plants at Marseilles and elsewhere in Europe, coming later to Eureka, Nev., in 1878, to operate the Luce and Rozan plant at that point. Mr. Tredinnick was a competent Luce and Rozan operator and being devoted to the process he firmly believed that with modifications the costs could be so lowered as eventually to supplant the Parkes process. INTRODUCTION In the second quarter of 1979, Rapid Mining Co., Inc. ("Rapid") inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ("Dry Creek") acquire the outstanding shares of the Dry Creek Coal Company ("Dry Creek") in West Virginia. Prior to approaching CNB, Rapid had sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by Rapid is shown in Table 1 compared with the actual terms on which the transaction closed. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fund of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institutions providing much of the financing. Beginning with the terms requested by Rapid and ending with the terms that closed the transaction, this article briefly describes the process we went through with Rapid Mining. The Seller and Buyer The Dry Creek Coal Company was established in 1961, after its owner acquired the coal leases from Republic Steel. Republic has mined the primary coal seam from 1948-1961. Dry Creek was owned as a subchapter S corporation (i.e., for federal income tax purposes, income is taxed at the shareholder level) and had been run on a low key basis. Since the company had virtually no debt and limited cash needs, the owner produced primarily when rail cars were available and income was required. Output was therefore erratic as is shown in the top of Table II, but the result was a profitable little company with an attractive free cash position. Because the owner wished to retire and enjoy his wealth in a more readily spendable form, he had put the mine, with stated recoverable reserves of approximately 13 million tons, up for sale. In contrast, Rapid Coal's investors consisted of a number of investors of disparate financial situations. They had agreed upon a primary objective of income maximization and planned an annual production rate of 120,000 TPA which they and the current owner believed realizable. The Formulation of a Financing Structure Figure 1 presents a simplified overview of the sequence of steps taken in the financing process which lasted approximately three months from start to finish. Since banks see many requests for funding and considerble time is required to follow up on each, an important step was determining, after a brief review of the materials provided to us, whether the basic "eonomic entity" was viable. In this case, the size and quality of the reserves, the inherent operating cost characteristics, the sales arrangements, the management/labor situation and Rapid's principles all appeared to be sound enough to warrant investing the time necessary to do a thorough analysis of the project. Once this decision was made, the evaluation and analytic process shown in Figure 2 was initiated. The first and most fundamental concern of any banker is whether the loan will be paid back as scheduled from the cash flow generated by the project. The amount of debt relative to the owner's equity is of course crucial in such a determination. DuRing the past year approximately 400 depth pressures have been recorded in the Yates field. Of these, 315 were "shut-in depth pressures," observed for the purpose of adjusting well potentials without making open-flow tests. The "shut-in depth pressures" were distributed one to each well and determined under as nearly uniform conditions as possible. Therefore, there is a scarcity of data applicable to production problems, other than the adjusting of well potentials. A few of the data obtained have been used in an attempt to solve some of the producing problems. These applications, however, merely indicate partial solutions and their review herein is to emphasize the variety of problems to which depth-pressure data can be applied, rather than to present conclusive solutions. Very little had been accomplished in the development of instruments to determine pressures within the well bore, when it was decided to obtain such information in the Yates field. Through the combined efforts of the Yates Engineering Committee and several producing companies, three methods of determining pressures in the well bore were soon developed: (1) the "compressor" method, (2) the "volume chamber" method, (3) the "depth-pressure recorder" method. "Compressor" Method.—A small volume compressor is used to inject gas into the tubing. The rate of injection is low so that the frictional losses will be reduced to a minimum. During the test, the pressures at the top of the tubing and casing are observed on recording pressure gages. .As the compressed gas depresses the fluid in the tubing, the pressure on the casing decreases while the tubing pressure increases. The tubing pressure becomes a maximum when the fluid level reaches the bottom of the tubing; and the casing pressure usually rises quickly as the gas breaks around the bottom of the tubing. The sum of the maximum pressure recorded at the top of the tubing and the pressure exerted by the weight of the compressed gas column is equal to the depth pressure at the bottom of the tubing. The oxygen pressure in equilibrium with silver and Ag2O-B2O3 melts has been measured between 800' and 900°C, to obtain the thermodynamic properties of the liquid. The compound Ag20. 4B20:1 appears to exist in the liquid, which shows marked heat content and entropy effects. A KNOWLEDGE of the thermodynamic properties of binary liquid silicates, borates, and phosphates would be of considerable assistance in the interpretation of the behavior of multi-component metallurgical slags. However, the literature contains comparatively few studies of the thermodynamics of binary slags. The system Ag20-B,O, attracted our attention as it was known to give a single liquid phase,',' in which high contents of silver could be obtained (up to 61 pct Ag according to Foex2). Further, it would be expected that the partial pressure of oxygen over melts in equilibrium with metallic silver could be used to determine the activity of Ag2O in the Ag,O-B,O, system. In many respects, it may be expected that the reaction of a basic oxide with boric oxide would be analogous to its reaction with silica. Liquid immiscibility frequently occurs in both borate and silicate systems. With B2O3 and SiO reaction with a basic oxide presumably involves a breakdown of the three-dimensional network of the acid oxide by reaction with oxygen atoms common to more than one silicon or boron atom. Ag2O-B2O3 was therefore investigated as a model of a slag system in the hope that its thermodynamic properties would assist in understanding those of other systems. Several methods for determining the activity of a component in a slag have been described in the literature. Chang and Derge" used high temperature electromotive force measurements to obtain the activity of SiO2 in CaO-SiO2 and Ca0-Al203-Si02 slags, but the cell reaction in their work is not clear. low has used rate of volatilization and vapor pressure measurements combined with phase diagrams to obtain activities in the systems KO-SiO,, Na,O-SiO, and Li,O-SiO," and PbO-SiO26 Taylor and Chipman7 extrapolated their results for the distribution of FeO between liquid iron and CaO (+Mg0)-FeO-SiOl slags to obtain the activity of FeO in the binary FeO-SiO2 system. In principle, one of the most direct methods for obtaining the activity of a metallic oxide in a phase is by comparison of the equilibrium oxygen pressure for the system metal-pure oxide with that of metal oxide-containing phase. Schenck and othersa have studied the stabilization of Ag2O on combination with other oxides (MO,) in the solid state by measurements of the oxygen pressure in systems of the type Ag-Ag,O-xM0,-MOy-0, (gas). Schuhmann and Ensio" have determined the activity of FeO in iron silicate slags in equilibrium with solid iron, using CO/CO2 mixtures to establish known partial pressure of oxygen. Although the method gives the activity of FeO without ambiguity, the slag is not a binary system, and interpretation of the results in terms of the hypothetical binary system FeO-SiO, is not possible. If a metal is solid at temperatures at which the properties of the slag containing its oxide are to be studied, this method has the considerable experimental advantage that the metal can be used as the container for the slag, and contamination by contact with refractories is avoided. In this work, crucibles for Ag2-B,O, melts were made from silver, and the liquid brought to equilibrium with definite pressures of oxygen gas. The oxygen pressure PO, thus fixes the activity of Ag20 in the liquid silver borate. For the reaction at a given temperature. is substantially constant, is directly proportional to the square root of the equilibrium oxygen pressure. Varying the oxygen pressure changed the silver oxide content of the liquid and it was possible to obtain the activity of Ag2O over a range of composition. Experimental Procedure In principle, the method consisted of bringing melts in silver crucibles or boats to equilibrium at a fixed temperature under a definite pressure of oxygen and analyzing the glass after solidification. In the anthracite fields of Pennsylvania, mine fires occur with more or less regularity and their existence is an ever-present hazard in coal mining. In all probability 90 per cent. of the mine fires can be ascribed directly or indirectly to the ordinary miner's open lamp. Other causes may be smoking, electrical installations, gas explosions, gas feeders, and the communication of fire to the outcrops from ash dumps, culm banks, timber and brush fires. Fires in pump rooms, engine rooms, and barns have been largely eliminated as a result of the Act of Assembly, approved June 15, 1911, which provides that all inside buildings, including engine rooms, pump rooms, barns, etc., shall be constructed of incombustible materials. Smoking of pipes, cigars, and cigarettes should be prohibited in the mines and too much care cannot be exercised in preventing fires by enforcing all rules designed for that purpose. Mine fires that involve underground fighting are invariably dangerous, and all fires, irrespective of the method pursued in extinguishing them, involve property loss and expense. Each fire generally presents a more or less original problem, dependent on the particular conditions. Generally mine fires may be divided into two classes: Those occurring in inaccessible workings and those occurring in accessible workings. The methods pursued in extinguishing or controlling mine fires are as follows: (I) direct attack, (2) smothering by sealing, (3) flushing with silt or other solids, (4) flooding with water, (5) cutting off, (6) surrounding with incombustible materials, (7) digging out by stripping from the surface. Most fires arc extinguished in their incipiency by direct attack and failure to extinguish by this method is due to late discovery, lack of water, and facilities for fighting, or improper procedure in the initial attack. Should the method first pursued be unsuccessful, careful consideration should be given in determining next the method to be adopted; then the work should be carried on as rapidly as possible and under the supervision of the most competent persons. Materials and supplies should be furnished without delay and in sufficient quantities for the work to be accomplished.

Many of the proposed techniques for calculating the reliability of rock slopes utilize Monte Carlo simulation. Monte Carlo approaches are attractive because they provide means of solving probabilistic problems with deterministic algorithms. One disadvantage shared by all simulation-based stability analyses is that they assume all the random variables are independently distributed. The paper focuses on the independence assumption and examines the effect of correlation on the probability of failure. In particular it considers the influence of possible (albeit hypothetical) correlation between joint attitudes [(8)] and joint friction angles [($)]. The study indicates that neglecting correlation can introduce significant errors into the reliability computations. With a modest positive correlation between [8] and [$] the error can lead to a 100% overestimate of the probability of failure.

Attempts to locate domestic supplies of sillimanite have been unsuccessful until recently. This paper describes recent discoveries of sil-limonite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized. SINCE 1917, when synthetic mullite was first used in spark plug porcelains, there has been a continued search for natural sillimanite. During the recent war this search was intensified, not only for sillimanite but also for any materials which could be used satisfactorily as a substitute for the imported kyanite from India. The Indian massive kya-nite does not decrepitate during calcination as does our domestic bladed kyanite, thus a coarse grog can be obtained from it. Some of the most promising domestic materials suited for high temperatures are limited in quantity. Massive topaz from Chesterfield County, S. C., showed promise of possessing desirable refractory properties; but the action of combined fluorine, liberated during calcination, upon equipment and surroundings, as well as a limited supply of ore and the presence of impurities discouraged its use. Residual lumps and boulders of massive kyanite, similar to the material imported from India, occur in Georgia. This material, like the massive topaz, is of limited quantity. Andalusite from California and dumortierite from Nevada are satisfactory high-temperature refractory materials. Their uses have been restricted to specialized products since the location and character of the deposits are such that large production is impractical. Sillimanite, like kyanite and andalusite, has the theoretical chemical composition of Al2SiO5. It has a hardness of 6 to 7; vitreous, silky to subadamantine luster; specific gravity of 3.2 to 3.3; and is gray to bluish gray in color. Under the binocular microscope, the crystals are transparent. The mineral may occur as dense, fibrous mats (fibrolite) composed of fibrous, sometimes radiating hair-like crystals in schist which are associated with igneous intrusions. Deposits of this type have widespread distribution, but none discovered to date appears to have commercial possibilities. Sillimanite also occurs as bundles of crystals disseminated in biotite schist, as noted in the Hart-Elbert-Madison County, Ga., area and in some of the South Carolina and North Carolina deposits. This type of material has been called prismatic sillimanite by the U. S. Bureau of Mines. Deposits of this variety appear to offer commercial possibilities. When heated above 1650°C, sillimanite expands about 6.5 pct and is converted into a mixture of mullite (3Al2O3 . SiO2) and vitreous silica. This is a stable mixture which has a specific gravity of about 3.15. General Geology: Sillimanite (fibrolite) is a mineral common to the pre-Cambrian metasedi-ments of the Southeast. It occurs throughout the crystalline schists which lie between the Fall Line on the southeast and the established Paleozoic rocks on the northwest (fig. 1). IN 1953, a method for filtering a liquid phase from solid phases while in equilibrium at elevated temperatures was devised at the Alcoa Aluminum Research Laboratories. Since then, it has been applied to the investigation of liquid-solid equilibrium in metallic systems. In application, the method simplifies the centrifuge filt.ration procedure as developed by Scheil and described by Gebhardt Fig. 1 shows a sketch of the filtering apparatus located within a thermal analysis furnace. It consists of a stainless steel filter crucible A, into the bottom of which a porous carbon filter disk B, 1 3/4 in. diam by 1/4 in. thick, is sealed to the shoulder and rim with carbonaceous cement. The base of the filter crucible, machined to an angle, fits into a tapered seat at the mouth of a stainless steel vacuum chamber C. A connecting tube from the vacuum chamber to a vacuum line also serves as a means for supporting the apparatus from the base of the furnace. An alundum crucible D of 25 ml capacity is placed with- in the vacuum chamber below the filter for collecting the filtrate. Two thermocouples E, in stainless steel protection tubes, which extend from 1/16 to in. above the center of the filter, are mounted on the rim of the filter crucible. One thermocouple is used in differential connection with the furnace control thermocouple to regulate rates of heating and cooling. The other serves as a means for recording the temperature of the alloy prior to filtering. A suitable mold coating is used on exposed surfaces of stainless steel parts to guard against attack upon these parts as well as to avoid contamination of the alloy samples. A mold wash prepared from precipitated CaCO, is suitable for aluminum alloys. The porous carbon for the filter disks and the carbonaceous cement, grade 200 (graphite base), were obtained from the National Carbon Co. Porous car-bon, grade Nos. 10 to 60, has been employed. Grade No. 40, however, appeared to give the optimum advantages in operation. In operation, an alloy sample is remelted and heated to about 50°C above its liquidus temperature. At the same time, the filter apparatus is preheated to about the same temperature. The alloy then is cast into the filter crucible.

At the MBD Business Meeting held on March 1, 1971, the General Committee of the MBD Division voted unanimously to change the name and expand the role of the Fluo-Solids Separation Committee. The new committee is called the Environmental Control Committee. Such action was taken because of the importance of environmental control and the need for a more active role in this area by our Division.

In-situ fracture toughness experiments have been performed with a scanning electron-microscope. The rock, Stripa granite, was loaded both in tension and three-point bending using the same size notched plates. Observations, which included crack extension measurements as a function of load, are presented in the form of R-curves. The data does not sup- port the proposition that R-curves can be regarded as independent of specimen configuration for this granite. Typically crack extension was seen to begin at loads of 70-80 % failure load. Tensile specimens showed considerably greater sub-critical crack growth than the bend specimens. Evaluation of the approximate fracture toughness Km for both specimen types produced as expected erroneously low estimates Of KIC, being worst in the case of the tensile specimen. Some crack extension data for Stripa granite using the indirect methods of compliance calibration, fluorescent dye penetrant and acoustic emission are compared. In a material such as Stripa granite it is considered that no single method is without its limitations.

At the SME Fall Meeting held in Phoenix, Ariz. last October, Ernest P. Hall, addressing an Air and Water Pollution session, noted that water pollution caused by acid drainage from bituminous coal measures had begun long before recorded history. "Until recently," he said, "man did not begin to understand the physical phenomena which took place to cause [it] and even today he does not know what can be done to prevent it." CAUSES "It is known from the reports of early explorers that drainage from bituminous coal measures was causing water pollution before coal mines were opened on this continent. They noted the nature of the polluted water in the runs and creeks and predicted the presence of substantial deposits of coal based on the appearance and character of the water. Even today, polluted water drains from virgin coal areas which have not been touched by mining machines," Mr. Hall said.

The application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing 'of metals have even been suggested; for example, the microscopic method of Tammann,' and the thermo-electric method of Turnera for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done. Previous Investigations of Mechanical Magnetic Properties The effect of mechanical stresses and of deformation, elastic or otherwise, oil the magnetic qualities of iron, steel, and other metals, has been studied by a number of investigators from the time of Joule (1841) to the present. It will, however, for the present purpose be sufficient to give an account only of the principal results obtained in the course of these investigations.
