HE who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be entered under such authorization are thereby segregated from the reservation, and the Indian title is extinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royalties from such mines, and provided that all coal within the nation should remain the common property of the tribes. Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient.

The significant chromite producers listed in Table I11 are not major steel producers, with the exception of the USSR. After manganese, chromium is the most important alloying metal in steel. It would not be surprising to find a direct relationship between steel production and chromite imports. The precise connection is concealed by the other uses of chromite and the grades of steel produced by the various countries involved. In addition, the amount of ferrochromium made for export must figure in any calculation. Norway, a producer of considerable amounts of ferromanganese, imports significant quantities of chromite for ferrochromium manufacture. Most of the ferrochromium is exported to European steel- producing nations. Sweden imports only half as much chromite as Norway but makes far more chromium-bearing steel. Thus Sweden has far less ferro-chromium for export, although it supplies about 2000 tons per year to the U.S. and probably some- what more to such chromite-poor steel producers as Germany and Belgium-Luxemburg.

US 4,183,794 - Electrowinning zinc from a zinc sulfate solution produced by leaching zinc ore with sulfuric acid. The leach liquor is subjected to electrolysis in a first cell having an insoluble anode to deposit primary zinc on the common electrode. The coated electrode is transferred to a second cell having an alkaline electrolyte, and electrolysis is effected in the second cell to transfer zinc from the common electrode to the second cell cathode in a spongelike form which is readily stripped. The coarsening of cementite particles in a ferrite matrix has been studied in a series of steels with 0.15 pct C only and 0.15 pct C plus 1 pct Ni, Mn, and Cr, respectively. Two initial states were employed: quenched nartensite, and quenched and cold-rolled martensite. A series of tempering temperatures between 500' and 700" and tempering times of up to 190 hr were used. The structures were studied by replica and transmission electron microscopy. Particle size distribution curves were determined. From the average size value coarsening curves were obtained. These were plotted in accordance with the Wagner analysis assuming diffusion control. A discussion of the significance of the results is given. L HE reactions occuring upon the tempering of martensite have long engaged the attention of metallurgists. The latter stages, when cementite particles coarsen in a ferrite matrix, have been studied both qualitatively and quantitatively. Studies of such coarsening processes have recently been spurred by the publication of the Lifshitz-Wagner theory1, and the extension of this to the a Fe-Fe3C system by Oriani3 and by Li, Blakely, and einold. Following Wagner the coarsening process is often designated as "Ostwald Ripening". The only quantitative data on the rate of coarsening, except for the work of Hyam and uttin,' in the a Fe-Fe3C system are those of Bannyh, Modin, and odin' for a commercial eutectoid steel and those of Heckel and ereorio" using a pure eutectoid steel. The data of Bannyh, Modin, and Modin have been employed by 0riani3 to derive the a Fe-FeE interface energy. The reaction is one of the most important ones in steel and is worthy of detailed study. This is the purpose of the present study. Laboratory heats were prepared; these were steels with approximately 0.15 pct C, selected so that the num ber of carbide particles would be relatively small and thus so that the overlapping diffusion fluxes would be minimized, presumably a desirable circumstance.'-3 In addition to Fe-C alloys, comparable heats containing 1 pct of Ni, Mn, and Cr, respectively, were included with a view of appraising the effect of alloying elements. This report includes an account of the micro-structures observed, primarily with the electron microscope, and of kinetic data and their interpretation. MATERIALS AND TREATMENT The alloys were prepared from electrolytic iron ("Plastiron") and high-purity graphite; these were melted in a zirconia crucible using a vacuum furnace. The alloy steels were made by adding electrolytic nickel, electrolytic manganese, and "vacuum grade" chromium, respectively, under a partial pressure of argon. Each melt was poured into a mold within the vacuum furnace and cooled in the mold. The ingots were 2 in. in diam. and 8 to 10 in. long. The analysis of the alloys is given in Table I. These ingots were hot-rolled to strip 0.1 in. thick, then cold-rolled to 0.05 in. and each alloy split into two batches. One batch was austenitized at 1200 for 1 min, quenched in cold brine, then cold-rolled to 0.02 in.; samples given this treatment are hereinafter designated as "worked". The other batch was cold-rolled to 0.025 in., austenitized at 1200" for 1 min, and quenched in cold brine; such samples are hereinafter designated as "quenched". These two batches were then tempered, as below. The purpose of the treatment given the first batch was to provide an initial structure of cold-worked martensite, with the expectation that the additional defect structure created by cold work would encourage a higher rate of nucleation of cementite on tempering and hence a more uniform distribution of cementite particles. Individual specimens were sealed in evacuated quartz or Pyrex tubes, then tempered in a muffle furnace. The temperature control was better than 3'C at 700. Tempering treatments wer: performed at 400°, 500°, 550°, 600°, 65o°, and 700C for time periods between 15 min and 190 hr. PREPARATION OF SPECIMENS Specimens for optical and replicalelectron microscopy were mounted, polished conventionally, and etched with 2 pct nital. For electron microscopy, single-stage "formvar" replicas were made, dry-stripped and rotary-shadowed with chromium at an angle of 30 deg. Carbide extraction replicas were prepared from electropolished specimens usirig the method described by Smith and uttin.' Thin foils for electron transmission microscopy were prepared by chemical thinning in an H202-HF bath prior to electropolishing in a chromium trioxide-acetic acid solution. The most

THE subject of my talk is, "What 'the college, student expects when he gets out of college." Since all of us, here tonight are engineers, I think it will be proper to limit the discussion to "What the engineering student expects when he emerges from college." It might be well to con-sider just why we chose engineering rather than some other of the many courses open to us. We certainly did not choose it because it is easy nor because we thought it would be a very pleasurable way to spend four years of our lives. The majority of students who choose this profession have a pretty well-formed idea of what an engineering course requires. They at least know that they must work to re-ceive their credits. The minority, which is no small num-ber, are soon disillusioned and as a result they either quit college entirely or they join the' Commerce School. I asked a number of my fellow students just what it was that induced them to join the engineering profession, but it was hard to obtain a clear cut statement from any of them. Some said it was due to environment; others said, they took it because they liked it, and still others said they took it because their folks wanted them to. These state-ments are rather vague and incomplete, but underlying them all is something that the fellows found hard to ex-press. I think it is this: To the layman there is something of romance and adventure about the engineering profes-sion, and this fact coupled with the reputed high salaries and high commands of certain noted engineers no doubt fired our imaginations and consequently led us to join the ranks of the engineers. No doubt many engineers have gone out into the world and have found little romance or adventure .attached to their work, but nevertheless it is an occupation of a wide diversity of interest, of constant change of scene, and of vivid and human relations.

One of the most vital problems in the manufacture of steel at present is the occurrence of the defects that have been popularly termed "snow flakes," "flakes," or "scabs." Particularly is this the problem of many manufacturers who, during the past 2 yr., have undertaken large-scale production for the first time. A study of the microstructure of such defective material throws considerable light upon the nature of these defects and is essential before measurcs may be taken for the elimination of the defects. Flakes do not appear to be found in the plain carbon steels; they have been found. however, in abundance in some of the simple alloy steels that are being used in such vast quantities; vie., nickel steel of the approximate composition, 0.40 carbon and 3.5 per cent. nickel, and in the chrome-nickel type. The present article summarizes the characteristic features of defective steel of the flaky type as they have been found by laboratory study of numerous specimens, and it aims to show the conditions within the metal that are favorable to the occurrence of this type of defect without entering into the details of mill practice (size of ingot, design of molds, rate of cooling, distribution of cooling stresses, etc.), all of which conditions appear to play a role in the production of these defects. MacrostrUctURe To one familar with flaky steel, the appearance of "snow-flakes" is unmistakable and is not to be confused with other types of defects. Figs. 1 to 6 show the appearance of fractures of steel showing this type of defect; the white silvery area, which always has the appearance of being of a very coarsely crystalline structure, in the specimen stands out in bold contrast to the darker background and readily justifies the use of the term "snow-flakes." In 1957 research was initiated in the U.S. Bureau of Mines experimental coal mine near Pittsburgh, Pa., to study factors affecting foam generation and transport, to evaluate the effectiveness of high-expansion foam for controlling mine fires, and to develop techniques for applying the method under U.S. mining conditions. These investigations showed that high-expansion foam containing at least 0.2 oz of water per cu ft of foam is effective in controlling experimental underground fires burning coal, wood, and oil. Sometimes the fire was completely extinguished, but more often, it was brought under sufficient control to permit either a direct attack on the fire with a stream of water or loading of the hot material into cars. A progress report prepared in July 1958 summarized the initial achievements of the USBM experiments. Since then other phases of the foam-plug method for attacking fires have been studied in the laboratory and in the mine. Previous studies by British engineers of the foam-plug method for fighting mine fires indicated that high-expansion foam was effective in controlling experimental timber fires in an underground passageway. Their subsequent work pertained to the practical aspects of fighting large fires within a mining area with a foam-plug.

Every mining engineer who has engaged in prospecting for coal in flat-lying rocks understands the importance of constructing geological sections across the territory which he has to prospect. If the area is small and the time and means at his command are unlimited, he can construct such sections with the transit and level; but if the area is great and the examination hurried, as it frequently is, he will doubtless be puzzled how to proceed. Under this pressure of time and means, his work will probably be, to a great extent, devoid of any system, being simply a hap-hazard opening of such seams as show in outcrop at some point on the territory, without any determination of geologic structure or stratigraphic succession. Prospecting carried on in this manner is never satisfactory to the intelligent mining engineer, for he must realize that the information which he is able to furnish to his employer is totally inadequate to determine the economic value of the property. To the owner of the land such a report is no more satisfactory than to the engineer. Unless the latter can show both

Such a meeting was not unprecedented, but it seeemed to us that our president was overzealous in arranging for inspections of each exploration site. One was a problem. Jacques, our president, had concocted the idea that we should lead this learned, mature (not exactly aged) group into the desert to see newly found anomaly. It was in virgin country and had been marked by dropping a flour sack on it from the air.

Discussion of the paper of Reno H. Sales, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1524 to 1626. L. C. GRATON, Cambridge, Mass.:-It has been my privilege to read with some care Mr. Sales's paper, and I feel it a sense of duty and a pleasure to discuss it briefly. After two months spent underground in the Butte mines by my associates-Messrs. Augustus Locke, A. M. Bateman, and E. H. Perry-and myself, it seems only fair to record our appreciation of the almost baffling structural complexity of the Butte veins, of the remarkable accuracy with which their mechanical details have been worked out, and of the unusually effective and intelligent use of geologic conceptions in interpreting their subtler characters and significance. During this period, under the courteous and helpful guidance of either Mr. Sales, the members of his staff, or the geologists of other companies, we have been afforded opportunity to test many of the conclusions embodied in the present paper, and it is but just to state that as our observations have accumulated sufficiently the great majority of these conclusions have received unquestioned confirmation in our minds. The pleasure consists in realization that the science of mining geology, to which so many of us have devoted ourselves, actually embraces the possibilities that this paper exhibits. The science of geology has been favored by many brilliant contributions of general nature, and by a smaller number of studies remarkable because of their detail and precision. I know, however, of no other piece of work like this, which, including Mr. Winchell's administration, virtually represents the combined results of over 15 years of work by a staff of trained geologists in a district which measures not much more from end to end than it now does from top to bottom. That this concentration of effort and observation has been required, and that it has been repaid by the results attained, are plentifully evident in Mr. Sales's paper. If one were inclined to doubt this after perusal of the text, surely he would be convinced by the maps and sections, several of which, I venture to say, are unapproached in detail and accuracy by anything attempted before.

IT is well known that under appropriate conditions of chill casting, many metals and alloys develop a columnar grain structure having a high degree of preferred orientation.' In cubic materials, this principle has been employed to produce shaped castings with a unidirectional cube oriented columnar grain structure as well as shaped single crystals with a cube axis parallel to the growth ais.' "he purpose of this note is to describe how this same principle can be enlployed to produce wires, rods, or more complex crystal Shapes with a variety of conlpositions in cube or random orientations by a single casting operation. The procedure for directional solidification of in Fig. 2. Examination under crossed polarizers indicated that the striations were a second phase (presumably the B19 phase) which frequently forms initially at primary grain boundaries and then grows toward the interior as thin ribbons. X-ray studies on filings of this alloy reannealed at 1300°C for 15 min indicated a strong pattern of the fcc phase together with a substantial pattern of the B19 phase. The un-annealed filings, however, showed only the pattern of a cold-worked, fcc structure. In these two-phase alloys it appears, therefore, that the B19 phase is transformed into a disordered fcc structure by cold-working. The mechanical properties of these alloys would be of some interest since a fcc structure might be expected to possess greater ductility than the or-thorhombic B19 structure from which it forms. The author wishes to thank Mr. Harvey Yakowitz and Mr. Richard Manuszewski for obtaining the photomicrograph in Fig. 2. This research was partially supported by Research Grant DE-02455 from the National Institute of Dental Research. columnar grained ingots involves pouring a melt into a preheated mold having a water-cooled copper chill at its base? and controlling the temperature gradient in the mold so as to maintain columnar grain growth from end to end of the ingot.4 This is illustrated schematically in Fig. l(a). It should be noted that the longitudinal temperature gradient promoting unidirectional columnar grain growth is maintained by heat loss primarily through the solidifying ingot to the chill, so that both the temperature gradient and the growth rate diminish with increasing distance from the chill. As the distance from the chill increases? the columnar structure coarsens, and the perfection in preferred orientation tends to increase progressively. Using this same procedure of gradient solidification, Fig. l(b) shows a simple scheme for producing a batch of crystals having the same cube orientation rather than an assemblage of columnar grains. Wires and rods are produced by cementing ceramic tubes to the wall of the mold. The steep temperature gradient produced in the central chamber is controlled by the mold heater to produce favorable conditions for crystal growth. Clearly the success of the operation lies in the selection of individual growing columnar grains by some kind of orifice at the base of each channel in the mold. Using simple constrictions, experience with nickel-base alloys has shown that 4 -in.-diam holes at a distance of -1 in. from the chill yield crystals within 7 deg of (100); closer control of orientation is possible by placing the crystal selector farther away from the chill.

THE mechanical behavior of metals and alloys is presumably conditioned by two factors; namely, the crystalline symmetry and the interatomic forces. Considerable attention has been given to the first of these factors through the recent advances in X-ray technique. It is the purpose of the present paper to call attention to the importance of the second of these factors, to point out promising methods of investigation, and to present some pertinent data. Plastic deformation takes place by slip along atomic planes.1 This slip may be inhibited in a number of ways: by the interatomic forces of cohesion which bind the atoms rigidly in a lattice structure, which in pure metals is usually of high symmetry; by lattice distortion caused by solid solution formation or by mechanical strain; by the intercrystalline boundaries where slip is restrained, probably by the non-registration of the atom planes in adjacent crystallites;2 and by the presence of small hard particles which serve to "key" the slip along the atom planes.3 In pure metals, and perhaps also in solid solutions, the atom planes of easiest slip are those exhibiting the greatest density of atomic population and the greatest interplanar distance4 and apparently can now be predicted from the analysis of the lattices. Concerning the interatomic forces, which resist this slip by holding the atoms firmly together, little is known. Most textbooks on physical metallurgy, following the work of Bottone,5 correlate the hardness of the pure metals with the atomic volume,

I. INTRODUCTION IT is safe to say that of all the different materials that go to make up electrical machinery, iron is the most important. Upon its -magnetic and electrical quality depends not only the efficiency of the machine but, to a very large extent, the cost. Aside from the mechanical strength, there are three characteristics of iron that are of importance in this connection, viz., magnetic hysteresis, electrical resistance, and magnetic permeability. In the homopolar machine, where the magnetic flux is unidirectional, permeability is the only important factor, but in all other machines the flux is reversed in one or more parts and causes losses due to hysteresis and eddy currents. The eddy-current loss depends largely upon the electrical resistance of the iron; the higher the resistance the lower the loss, under otherwise identical conditions. These hysteresis and eddy-current losses cause heating of the machine, and as they depend upon the magnetic density in the iron, this density must be regulated so that the heating shall not be excessive. If the hysteresis and eddy-current Josses and the permeability of the magnetic circuit will permit an increase in the magnetic density, or, in other words, a decrease in the amount of iron, this in turn will mean a decrease in the amount of copper needed, with a consequent decrease in the copper loss. It is thus seen that; indirectly as well as directly, the above characteristics have an important bearing on both the efficiency and the cost of electrical machinery. In general, it may be said that iron for electrical machinery should have the following characteristics: (1) low hysteresis loss, (2) high electrical resistance, and (3) high permeability. These are the characteristics that investigators have been striving to attain since electrical machinery first came into use.

COAL blending, in the preparation of coal before coke making, is so commonly practiced as to be almost universal. But the reasons underlying this practice, the benefits resulting from it, and the materials used in blending vary widely. This paper will outline the various phases of the subject and present information which may be correlated with work that has been done elsewhere. It will deal entirely with work done on the high-volatile coking coals of the western part of the United States, special emphasis being given to the coals of Colorado and Utah.

Speech advocating a new law of the sea-the "common heritage of mankind." The 3rd Law of the Sea (L0S) Conference was held in Caracas in mid-1974, and a fourth UN conference, scheduled for mid-March in Geneva, will once again attempt to produce a cohesive LOS Convention to take up where the 1958 Geneva Convention left off. The 1958 Convention specified coastal state resource rights on a continental shelf out to a water depth of 200 m-a supposed technological limitation at the time. But the surge of offshore petroleum drilling and the advent of the nodule resource have long since exploded beyond the 200-m limit.

During the period between 1970 and 1974 the Iron Ore Company of Canada had embarked on a detailed program to evaluate all aspects of mine design work for its open pit mines around Schefferville, located both in Quebec and Labrador, Newfoundland, Canada. One of the main conclusions was that the majority of the slope angles for the ultimate pit walls could be steeped. During the period 1975 and 1976,five (5) open pit iron ore mines were redesigned using the steeper slope angles up to 55 degrees. Initially these pits were designed at slope angles varying between 37 degrees and 45 degrees due to the generally fractured and leached nature of rocks in the area. During the active mining phase between 1976 and 1979, the stability of the steeper ultimate pit walls was monitored. The mining of ore was successfully completed in 1978 and 1979 in three pits. This of course, resulted in a significant savings due to a reduction in the quantity of waste that had to be removed. The successful pit slope redesign project was a co-operative effort between the Federal Government, Universities and the Iron Ore Company of Canada.

High gradient magnetic separations (HGMS) is a recently developed technique in which magnetic micron-size particles contained in a flowing fluid medium can be extracted from that medium. HGMS is presently utilized on a commercial scale in the kaolin processing and steel industries, and is being investigated for solid-liquid separations in numerous other processes. The performance characteristics of HGMS in the kaolin and steel industries are briefly summarized. A discussion of HGMS performance with respect to solids removal in a coal liquefaction process is presented to illustrate its applicability to difficult solid-liquid separations. Here, the properties of the solids suspended in the liquified coal are such that the HGMS separator achieves over 90% solids removal. The optimization of the HGMS operating parameters to yield these results will be discussed. To further illustrate the potential of HGMS, its performance with respect to the removal of oil and solids (over 98% removal) from a petroleum refinery process water effluent stream will be briefly considered.

ROTARY kilns, varying in construction, are used in a variety of processes. Products differ and operating conditions vary according to economic requirements. All of these variables influence the degree of instrumentation and type of control necessary or profitable to install. Products fired in rotary kilns are the results of combined temperature and time treatment and the interrelation of these two factors should be kept constantly in mind in the perusal of this paper. MEASUREMENTS OF KILN TEMPERATURE The securing of proper temperatures within the rotary kiln, either of the charge or of the kiln lining in the high fire zone, are basic objectives of kiln operation; therefore the measurement of these high-temperature conditions merits first consideration.. For these measurements, radiation pyrometers, properly designed and protected, have proved adequate, particularly where records or automatic control are desired, while optical pyrometers may serve as portable indicators. Light-sensitive devices or photoelectric cells in this service are capable of producing records as well as certain forms of automatic control. High-temperature measuring devices for rotary-kiln work should have the measuring unit protected from dust, as a continued accumulation of deposit would lower the readings. Fig. I shows a typical application of radiation equipment to a rotary kiln, mounted far enough away from the sighting hole through the kiln hood to be protected from puffs or stingouts and with a sighting tube having a series of settling chambers, to prevent dust from reaching the lens. Although dust conditions inside the kiln itself usually fluctuate considerably and have their effect upon the readings at that moment, such effects are not cumulative and show as a continuous fluctuation in the temperature indicated, provided the radiation unit and recorder are responsive to such slight and rapid temperature fluctuations. The ambient temperature to which a measuring unit is subjected fluctuates from possibly o° to over 200°F., therefore these changes should have no effect upon the final reading or upon the life of the measuring unit. A very narrow sighting angle is desirable, so that measurement of temperature may be made as far as possible into the high fire zone without. effect of the flame temperature. There should be some sighting means on the measuring unit, so that the proper field may be viewed. Measurement of wall temperature taken at a point where the charge has just left the wall is less affected by dusting conditions than when taken elsewhere. Factors Influencing Temperature Table I gives an outline of the factors that produce kiln temperatures and com¬ments on the possibility of measurement and control. The Camaguey brown iron-ore deposit covers the top of Sari Felipe hill, the nearest point of which lies 14 miles NW. of the city of Camaguey. While there are several low flat-topped hills in the vicinity covered with a more or less continuous mantle of brown iron-ore, the deposit of San Felipe hill is the only one of any size and importance, and the name " San Belipe district" is proposed for the region. The deposit extends in a NW-SE. direction for a distance of about 10 miles, with an average width of 5 miles. The location is shown in Fig. 1, a sketch-map of the eastern part of Cuba. Fig. 2 is a map of the San Felipe district. 2. Description. The district is mentioned by Spencer,' who says: " The Cubitas iron-ore fields are situated from 12 to 15 miles north of Camagueg City, in the province of Camagueg.....Within an area measuring roughly 10 miles east and west and 4 miles north and south, there are several flat-topped mesas rising 300 to 400 ft. above the level of an almost featureless plain which extends for many miles in all directions except toward the north." With the exception of the discrepancy in his statements .as to the distance from Camaguey and the area of the hill, which is over 50 sq. miles, his description is a very good one.
