APATITE, the most abundant crystalline phosphate mineral, is found in igneous rocks and probably is the primary origin of all other phosphates, whether mineral or organic. Its chemical formula may be expressed as Ca5(Cl,F) (PO4) 3. The chlorine may be replaced almost entirely by the fluorine. It is found in large or small hexagonal prisms, usually of a vitreous luster and a green or red color, but also violet, white, or yellow. It is found largely as an accessory mineral in granitoid rocks. Its hardness is 4.5 to 5 and its specific gravity is about 3.2. There are many other phosphate minerals-for instance, amblygonite, autonite, collophane, lazulite, monazite, pyromorphite, torbenite, triphylite, turquoise, vivanite, wavellite-with base elements of calcium, magnesium, iron, aluminum, manganese, lead, cerium, lanthanum, lithium, or several of these in combination and with various amounts of water of crystallization. However, these phosphate minerals have but little value save as specimens for mineral collections, the exception perhaps being turquoise. While large deposits of igneous apatite are mined today for the production of fertilizers and chemicals, more than 90 pct of the world phosphate production is derived from secondary apatites, called phosphorites. These calcium (and magnesium, aluminum, and iron) phosphates have been formed in the alteration of sediments by solutions containing phosphoric acid. Such solutions have come from the weathering or leaching of igneous rocks containing apatite, bone deposits of prehistoric animals and marine life, or guano deposits (excreta of birds). These phosphorites are mostly alterations of phosphatic limestones that took place slowly over many years. Whether it is apatite or phosphorite that is being produced, it is known in the trade as "phosphate rock." The sedimentary phosphate deposits are of marine origin. Some, as laid down, were rich in phosphate or have become so by subsequent subaqueous action and have not been further enriched since emergence from the sea. This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. THE Mining Methods Committee during the past year has spent much of its time developing the interest of members of the Institute in the work that comes under its direction. The response on the part of the membership has been most encouraging and in order to give a concrete form to the program which it hopes to develop, an "Outline for Papers on Mining Methods" has been drawn up and is herewith submitted for consideration. This outline has slowly taken shape until it now represents ideas contributed by a great many men, and it is hoped that it will be suggestive and helpful in the preparation of papers. This program can be used for the preparation of papers covering single large operations or, preferably, as the basis for a description of methods and the presentation of results obtained either in different districts or in different branches of the industry. The Committee presents this outline for the consideration of the various Sections of the Institute with the request that they will endeavor to interest the members of the Sections in covering comprehensively the mining operations with which they are connected. It is not the plan of the Committee to publish a paper on every mine, giving all the details outlined, but rather that an engineer familiar with a district prepare the general information and engineers of each important mine in the district compile the specific information of the mine with which they are connected. The general information and the specific information shall be sent to the Committee, and with this information the Committee will prepare a paper on the results obtained under the various mining methods in the different districts. The Committee requests that all papers shall be compiled under the direction of the Chief Engineer of the company and then submitted to the General Manager before acceptance for publication or compilation and tabulation with other similar data. THE increased demand for iron ore has necessitated a re-examination of ore-bearing lands on which the presence of water previously has indicated hazardous and expensive operating conditions. In view of the importance of iron ore production to the national economy and defense, the Ground Water Branch of the U. S. Geological Survey, in cooperation with the state of Michigan, began a study of mine drainage in the Iron River district in 1945, and later extended the work to the Marquette district. The purpose of these studies was to define the principles involved in the movement of surface and ground water toward the mined areas, with the hope that the information obtained in the research would lead to the development of methods of water control and to a reduction in the total mining costs.

The resistance to motion offered by mine cars is caused principally by: Rolling friction, flange friction, bending rails, bearing friction and wind resistance. With proper construction and with a fair amount of attention and care, that is, under favorable conditions, the first three items cannot be greatly improved. The wind resistance ordinarily is negligible on account of the slow speeds commonly used. The bearing friction, however, is a variable item, depending upon the design, the bearing material, the lubrication, the location (whether in wheel-hub or on car-body) and the alignment. Under the most favorable conditions the bearing friction will reach a lowest possible value. By the development of a successful anti-friction mine-car bearing this lowest value has been improved to such an extent as to affect the whole system of mine haulage. After being satisfied of their durability and certainty of operation, any investigation into the advantages of anti-friction bearings for mine cars will have to be based upon reliable information as to the saving in power of such bearings. While numerous tests have been made in this direction, the results have not always been convincing, principally because of the rather crude methods that were employed. These crude methods are the main cause of the wide variations existing in regard to the exact amount of the frictional resistance. Frequently an ordinary spring balance is used and the pull necessary to move a certain car or train of cars is obtained by a number of readings. Such spring balances necessarily have a coarse graduation and the continuous vibration and fluctuations to which they are subjected make them highly dependent upon the individual observer. Further, they must be frequently calibrated. Sometimes these tests were made without regard to acceleration, speed or even grade. The method of using an electric locomotive as a testing device is perhaps more open to criticism than the spring-balance method, because it introduces additional sources of error: The varying electrical and mechanical losses in the locomotive. Also, such a measurement always includes the power necessary to move the locomotive itself. This means a considerable amount of figuring, and the results due to the various multiplications and corrections may be of little value, for obvious reasons. The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines, support definition and slope stability at the Climax mine, and some uses of geology in cavability estimation for the Mount Emmons project.

In all, 127 producing oil wells, 8 producing gas wells and 212 dry holes were drilled during 1936 in the Central Texas area; 76 wells in Bexar County, 62 in Caldwell County, 44 in Guadalupe County, 22 in Williamson County, 20 in Navarro County and 20 in Frio County. Less than 20 were drilled in each of the other counties and none at all in Ellis, Hill, Bosque, Coryell, Lampasas, Burnet, Llano, Kennedy, Mason, Real, Kinney and Uvalde Counties. The Pearsall-Austin chalk field in Frio County and the Zoboroski field in Guadalupe County were the only new discoveries and there were no important extensions to old fields. In this report Corsicana, Mildred (Elm Ridge), Angus-Edens-Hodge, Burke, and Rice-Oil Ridge, all shallow Navarro County stripper fields, are grouped together under the name of Corsicana. This grouping follows that of the Railroad Commission of Texas, thus facilitating the gathering of production data. A map showing the location of the oil and gas fields in the Central Texas Area was published in Volume 114 of the A.I.M.E. TranBactions, page 380. New Fields Pearsall-Austin Chalk.—The Amerada Petroleum Corporation completed 13 Austin chalk wells during 1936 on the large Amerada-Rycade block in Frio County. Other companies drilled two dry holes to the Austin chalk in this vicinity. Not enough wells were drilled to give control of the structure but it appears to be a nose plunging in a west-southwest direction. A second deep test is being drilled in the Pearsall area and at this writing has cemented off a show of oil and gas in the Edwards limestone. The Humble Oil and Refining Co. is building a 6-in. pipe line from Lytle, Tex., to serve the Pearsall field. Zoboroski.—Actual discovery of the Zoboroski field was made by W. J. Walton et al. in 1931. The discovery well, Anton Zoboroski No. 1, was a small producer making but from 3 to 5 bbl. per day, which was used locally for fuel oil. IN 1949 an orebody containing some 10 billion lb of recoverable rare earth metals was discovered in the Mountain Pass district of San Bernardino County, California.1 The following year Molybdenum Corp. of America purchased a number of claims at the deposit and a mill on the property which had been constructed to process the district's gold ores. Average composition of ore from the San Bernardino deposit is less than 0.1 pct ThO2, 25 to 35 pet calcite, 10 pet rare earth oxides, 15 to 20 pet silica, and 30 to 40 pet barite.2 Rare earth content of the ore analyzes 50.7 pet CeO2, 4.2 pet Pr6O11, 11.7 pet Nd2O3, 1.3 pet Sm2O3, and 34.3 pet La2O3, and others.2

THE high affinity of molten titanium for oxygen and nitrogen has resulted in considerable difficulty in developing a satisfactory melting procedure. It has been found necessary to perform melting operations either in a vacuum or inert atmos-phere, and failure to obtain a satisfactory crucible material has necessitated the use of special melting techniques. These techniques have included cold-mold arc-melting utilizing both consumable and nonconsumable electrodes, skull-melting, drip-melting, and levitation melting.' It has been recognized generally that the melting of both titanium sponge and titanium scrap would be expedited by the use of induction-melting procedures but the lack of a crucible capable of containing molten titanium without objectionable contamination thus far has prevented the use of induction-melting procedures. An extensive investigation: which included the common refractory materials was not successful in developing a satisfactory crucible for induction-melting. Some success in induction-melting has been attained with the use of a graphite crucible material, but in all instances sufficient carbon contamination was encountered to cause an appreciable reduction in the optimum mechanical properties of the titanium or titanium alloys. These investigations"" report an increase in the carbon content from approximately 0.3 to 1.0 pct. A serious reduction in the tensile and forming properties has been observed as a result of this carbon contamination. The development of a satisfactory induction-melting procedure for titanium without undue contamination undoubtedly would have considerable economic significance. Such a process would be particularly useful in melting the large quantities of low-cost scrap now available that can only be reprocessed at considerable expense and difficulty by the more elaborate techniques referred to previously. In addition, the process could provide a satisfactory method of melting and alloying of bri-quetted sponge for forging ingots.

ThiS investigation was undertaken primarily to establish the relations existing between temperature and mechanical properties in molybdenum, nickel, and an aluminum-copper alloy. Mlolybdenutn (m.p. 2500" C.) was chosen because it is partly similar to tungsten and partly similar to the common ductile metals. Also it is known to furnish, by proper treatment, a desirable material to use in studying relation of grain size and physical properties. The molybdenum used was of the quality that is drawn into wire 0.003 in. in diameter for use as filament supports in incandescent lamps; Chemical analysis shows less than 0.1 per cent. of impurities. Nickel belongs to the same class as iron. Its melting point is 1450" C. and an allotropic change at about 370" C. results in a loss of magnetism above that temperature. This feature made nickel doubly valuable for the purposes of these tests. The nickel used was obtained from the Driver-Harris Co. as 0.090 in. (2.3-mm.) wire, annealed; analysis showed 99.8 per cent. nickel and 0.150 per ccnt. iron. Aluminum is one of the low melting-point metals. Some tensile tests at clevated temperatures have been reported by Bengough but the possibility of learning more with the low temperature and sensitive apparatus available rccommendcd this metal. The samples marked A1 arc an aluminum-copper alloy that contains 3 per cent. copper, 0.42 per cent. iron, and 0.21 per cent. silicon. The presence of the copper somewhat coniplicates the analysis of the results; but the action of copper in aluminum has been studied so that its influence might have been foretold, in part at least. The material and analyses were furnished by the Aluminum Castings Co. The nickel wire, which was deformed at 400" C., was drawn under a bath of molten lead and through a die, which also was immersed in the bath. A reconnaissance of the chrome and manganesel ore deposits of Cuba was made in the spring of 1918 by Albert Burch, representative of the U. S. Bureau of Mines, and the writer, representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a minirng engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War lndustries Board, and as soon as chemical analyses of the chrome ores could be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. The existence of phosphate of lime within the State of Florida has been known for over a decade; but until the spring of 1887, the extent and value of its deposit.;, possibly with one exception, were unsuspected. In that year Col. T. S. Moorehead, induced by a statement made by Mr. J. F. Le Baron, examined the gravels of the Peace river, recognized the importance of the deposits, acquired such tracts as were regarded as desirable, and established the pebble-phosphate industry, making his first shipment in May, 1888, to the Scott Manufacturing Company, of Atlanta, Ga. The establishment of the pebble-phosphate industry upon Peace river was followed, a year later, by the discovery in Marion county of an entirely different class of phosphate, now commonly known as hard-rock phosphate. This discovery was made early in June, 1889, by Mr. Albertus Voght, in a well which he was sinking upon his place near the site of the present town of Donnellon, about 20 miles southwest of Ocala. To it, more than to any other cause, is due the rapid and remarkable development of the present great industry of the State. It was, however, Mr. John F. Dunn, of Ocala, who turned to advantage the accidental discovery of Mr. Voght. After acquiring a knowledge as to the chemical composition and value of the material, Mr. Dunn and hid associates purchased several thousand acres of land and organized the Dunnellon Phosphate Company for active operations. From Dunnellon as a center, prospecting rapidly extended in all directions, until at the present day important mines have been opened over a well-defined tract more than 200 miles long and about 6 miles wide. FOREWORD THE problem of concentrating the disseminated lead ore of southeast Missouri is extremely simple. The economic mineral is galena and the gangue is dolomite. The ore assays from 4 to .6 per cent. lead, 80 per cent. of which is recovered in a 70 per cent. concentrate.. The ore is crushed through 10 mm. and sized on 2 mm.; the oversize is jigged, while the undersize is tabled, and the slime treated by flotation. The district is the largest lead producer in the world, the output of metallic lead for the year 1915 being 183,906 tons. Over 20,000 tons of ore a day is being treated. The management of the different properties is progressive and always open to suggestion. The fact; however, must not be lost sight of, that the problem in the district is peculiar, as the average ore contains but 80 to 120 lb. of a metal normally selling at about 4c. per lb. The low price of the metal limits the treatment system to one of low cost. An elaborate treatment is neither logical nor advisable. An engineer first visiting the district may consider that the method of treatment could be improved

A GROWING uneasiness in the oil fields indicates that doubts are arising as to the efficiency of the present technical, economic and legal arrangements affecting production. Recent documents of the federal government, debates in state legislatures, editorials in the daily press and statements of oil company executives re-echo the notion that the present methods of producing oil satisfy neither the business man nor the public. Such intimations are of utmost importance, since oil is a vital clement in modern industry and dependence upon it increases as new uses develop. SECTION I-PRESENT SCHEME OF COMPETITIVE EXPLOITATION IS WASTEFUL The oil industry has convinced itself, for very good reasons, that the present scheme of competitive exploitation results in losses, both in terms of quantities of oil and in terms of profits. The story of these losses is familiar enough, and it is necessary only to distinguish and summarize briefly certain factors that are of importance to the following argument. Oil pools are exploited under a competitive economic system based on private ownership and contract; the hope of profits attracts capital and enterprise, and competition is supposed to serve as a regulative factor. Whether such a scheme of industrial organization works is partially dependent on the ability of the producer to withhold or produce is commodity as he sees fit, in accordance with the dictates of market demand.
