C. W. GOODALE, Butte, Mont. (member of the committee)- (communication to the Secretary*).-In the discussion of papers presented at the New York meeting of the Institute in February, 1915, and at the Arizona meeting of September, 1916, I referred to the activities of the Bureau of Safety of the Anaconda Copper Mining Co., and I am now submitting a few thoughts by members of the staff of that Bureau. TORGUS H. OAAS, Safety Engineer, Butte, Mont.-The report of the Committee on Safety and Sanitation has described different organizations and methods of promoting safety work. The effectiveness of these methods would aid the beginner in his campaign for safety in choosing the kind of organization and methods best adapted for his field. This can he obtained only by a discussion by those who have long promoted this kind of work, and have met with successful results. As the field is new, the different organizations promoting safety work have not established a common basis of rating for their fatal, serious and slight accidents, so that it is now difficult to get a comparative basis from which to judge the merits of the different systems. Bureau of Mines adopted, at the beginning, as a basis for its yearly summaries, the number of accidents. per 1,000 men employed, and it is now (quoting from its report for 1915, Technical Paper 168) making the following "classification of injuries:" "Many of the States now have. compensation laws, and in order to conform with their classifications, the bureau's classification of serious and slight injuries for 1915 is on a 14-day (2-week) basis instead of 20 days, as in previous years. The following financial report of the Treasurer of the United Engineering Society is published for the information of members NEW YORK, February 15, 190S. To the Board of' Trustees, United Engineering Society I beg to submit herewith the report of the Treasurer as of December 31, 1907. Your attention is called to the fact that the resources and liabilities, receipts and disbursements statements cover all the financial transactions of the United Engineering Society from its organization up to December 31, 1907. The income and expenses of operating the building during the whole operating period from December 1 to December 31, 1907, somewhat in excess of twelve months, are given. Included in the expenses, amounting in all to $52,647.11, will be found an item entitled "Building Equipment (construction account)." The expenditures under this item were not made for the operating expenses of the building, they represent a construction account, properly speaking, covering expenditures for furnishings and equipment of the building. The Founders' Agreement specifically provides for this class of expenditure under the provision that the Founder Societies shall each be liable for a charge not to exceed $200,000 of principal, which shall include the land and building completed and ready for occupancy, together with the " furnishings, equipment and personal property therein." Certain details of equipment are yet to be supplied, and it. is proposed in the near future to call upon the Founder Societies for an assessment on their respective land and building funds to cover this item of building equipment. Such action would enable the item of $10,039.85 to be transferred to the income account and reduce correspondingly the assessment

Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

THE Committee on a Standard Gauge have been constantly engaged, since their appointment, in the duties assigned to them.§ They have corresponded with different persons interested in the manufacture and use of gauges in this country, and have received from several of them important information. They have also entered into correspondence with the governments of England, France, Germany, and Russia through their Consuls, and with Austria directly. With explosives representing over 10 pct of the cost of operating the entire company, the Maumee Collieries Co., Terre Haute, Ind., inaugurated a program to develop a low-cost blasting agent. Results of more than two years' work were announced on May 1 by Hugh B. Lee, president of the company. Utilizing a mixture of commercial-grade ammonium nitrate and carbon black packed in polyethylene bags, Maumee has been able to reduce blasting costs by 50 pct. The lower costs are brought about principally by elimination of high transportation charges on fixed explosives and use of low-cost material (commercial NH,NO, and carbon black). The Akremite blasting method incorporates a 20-lb cap-sensitive primer to detonate the stable explosive. Maumee now uses Akremite exclusively in its stripping operations producing more than 2 million tons of coal per year. The explosive is employed to break about 25 million cu yd of overburden that covers the coal

Nippissing Mines Co., Ltd., a Ventures subsidiary, has bought into the, Vermont Copper Co. Inc. which operates a copper mine in Vermont producing 700 tons daily. The Vermont Mining Co. has been in operation since 1943 under the present management. When present owners wanted to convert their holdings to cash, the Ventures people saw possibilities in the area which, has been little explored but has a sizable production record. Final approval of the Anaconda-Harvey project for a 72,000 ton aluminum reduction plant at Kalispell, Mont., has been announced by Defense Production Administration. After considerable discussion in the past few weeks regarding Anaconda's entrance into the aluminum field, the approval stated "clearly the best arrangement."

Restrictions on the use of zinc will be a thing off the past in a few months. Government allocations on the metal are also expected to go by the board. Concurrently, action is also expected in reference to lead allocations. Government stockpile goals for zinc have been reached. The International Union of Mine, Mill and Smelter Workers lent support to United Steel Worker demands and at the same time put in their own bid for a 25-cent an hour increase at a meeting held in Denver. While backing the USW, the IUMMSW charged the Steel Workers with membership raiding. Iron and steel companies producing about 92 pct of steel ingots in the United States, showed nearly a 13 pct decline in net profit during 1951, compared with the previous year, despite a 22 pct increase in their combined revenue. Federal income tax rose 61 pct, to more than 012 million. New iron ore reserves are being sought in Canada by Jones & Laughlin Steel Core, The company has acquired exploration options near Petersborough on the north shore of Lake Ontario in Durham, Northumberland and Frontenac Counties. *'A fourth property is southwest of Ottawa, in the Kingston, Ontario area..

The St. Lawrence Seaway and power project has received the support of the Canadian Parliament, with the House of Commons approving a bill that authorizes the Government to proceed with construction of the seaway, with or without U. S. cooperation. Itogan Mining Co., third largest gold mine in the Philippines, reopened in December under the management of Marsman and. Co. The 'mine was almost totally destroyed during the occupation. The International Materials Conference committee on copper, lead, and zinc has recommended against stockpiling during the: first quarter of 1952 because of the current demands for defense needs. The General Services Administration has told producers who have contracts calling for delivery of copper to the stockpile during the first quarter of 1952 that they do not need to make those deliveries.

Two Canadian mining companies, Noranda Mines, Ltd., and Wright-Hargreaves Mines, Ltd., have agreed to buy $500,000 worth of shares each in Anglo-American Exploration Ltd., controllers of thousands of acres of possible oil-rich land in southern Saskatchewan and Manitoba. Samuel Clarence Nickle, Sr., reported as possible president of the newly formed exploration company, said that $20 million in assets have been accumulated by the firm, mainly in the Williston basin in parts of the Dakotas and Montana, aid extending into Southern Manitoba and most of Saskatchewan. The M. A. Hanna Co. reported a record profit for the seventh consecutive year with total 1951 profit reaching $14,081. The company handled a record 16.8 million tons of iron ore in 1951, compared with 14.9 million tons in 1950. The company is also preparing to open four iron ore mines in the Lake Superior district which are expected to produce more than 5 million tons annually by 1954. The company built two new iron ore concentrating plants at Mesabi range mines in 1951,a with a third plant going into, operations soon.

Canadian owned Lake are carriers will be used again this year in an attempt to make up the deficit caused by the two months steel-strike. Buffalo mills need between 5 million and 6 million tons of ore before the Lakes navigation season ends. Mutual Security Program aid will help reactivate Austria's largest iron ore mine. The Erzberg development is one of the moat important in Europe. MSA announced approval of $500,000 in supplemental financing of equipment. Following the war, the Russians stripped the Erzberg and Radmar deposits of equipment. The he Carborundum Corp. is going to build a $2.44 million plant at Akron, NO.. TOP near Niagara Falls for production of rare metals used by the Atomic Energy Commission. A subsidiary, the Carborundum Metals Co., Inc.,, will produce zirconium, hafnium sponge metals. The pyrochlore rich Sukulu Hills in Eastern Uganda will be mined under a pool arrangement including Tinto Mines, Monsanto Chemicals and Frobisher Mines. The combine will be known as the Uganda Development Corp., Pyrochlore is used in the manufacture of heat-resisting. alloys for Jet engines.

The Office of Price Stabilization broke the copper price loggerhead between the U. S. and Chile when it permitted copper wire and brass mills to add to their ceiling prices 80 pct of the increase in cost of foreign copper above the 27 1/2 cents per pound specified in the agreement with Chile. Another step forward in the processing of taconite seems to have been made with the patenting of a process for the strengthening of taconite pellets. The patent was issued to Fred D. De Vaney and assigne to the Erie Mining Co., of Hibbing, Minn. Strength of the pellets is improved by adding from one to five pounds of starch or sodium silicate. A new iron ore deposit discovered on Vancouver Island will start producing soon, and is expected to yield 2 million tons of magnetite over its span of operation. A new mill will be built by the Argonaut Construction Co., of San Francisco, at the deposits of the Utah Construction Co., its parent organization. The Organization for European Economic Cooperation banned the use of nickel and nickel alloy in the manufacture of about 500 products in an attempt to conserve nonferrous metals in short supply. Some 18 members of the organization have already volunteered to restrict nickel consumption.

Manganese ore from the Black Rock, Kramer, and Black Jack mines in Tooele and Jaub Counties, Utah, are of acceptable grade, the U. S. Bureau of Mines has announced. Payment of a premium price of 252¢ per lb to the Copper Range Co., of Michigan for the output of its White Pine mine, has been agreed to by the DMPA. The contract will be limited to $28.6 million worth of copper. The agreement follows an RFC loan grant of $57 million to bring the White Pine property into production within three years. Increases of 5 to 6 cents over the Lake copper ceilings have been granted to the Calumet & Helca Consolidated Copper Co., for operation of "high cost" deposits, according to Jess Larson, DMPA administrator. Mr. Larson expects the move to add about one million lb of copper per month to the supply. The agreement can be cancelled on 60 days notice and is terminated automatically in the event copper ceilings are removed.

Manganese deposits discovered in Maine may solve one of the problems facing the steel industry today. Diamond drilling is scheduled to start in Aroostook County to determine whether the ore is of acceptable grade. The Bureau of Mines estimates the deposit contains several hundred million tons. If true, it means about a 30-year supply. The steel industry presently imports about 90 pct of its needs. Noranda Mines, Ltd., is planning a sulphur-iron plent for Ontario's Niagara Peninsula. Although contracts have not been signed, a substantial agreement has been reached with American Cyanamid, Ltd., whereby the Noranda plant would be constructed adjacent to Cyanamid's chemical plant at an estimated cost of million. The unit would treat approximately 100,000 tons of pyrite concentrate annually. San Manuel Copper Corp., wholly-owned subsidiary of Magma Copper Co., is asking the RFC for a $111.28 million loan for development of a copper orebody in Pinal County, Ariz. The property s said to be capable of producing 10 million tons of ore annually. San Manuel plans to construct facilities for processing 30,000 tons of ore and for smelting 800 tons of concentrate daily. An Aeromagnetic map covering 120 sq miles of the Wichita Mountain area in southwestern Oklahoma indicates a possibility of iron production from titaniferous magnetite deposits of the Raggedy Mountains, northwest of Lawton. The map shows an area in the north central part of the region which may prove favorable to further development.

The importance, validity, and acceptability of the Paley Report has become the great issue of the minerals industry. A 12-man panel made up of representatives of various facets of the industry sat down at the 1952 Mining Congress Show in Denver in an attempt to clarify the many opinions currently held concerning the report. Howard Young, deputy administrator of the Defense Materials Procurement Administration, noted that the report had caused more discussion and serious thinking than any other government report, He did not subscribe to the "have not" principle, however, but called it a "need more" principle. Horace M. Allbright, president of U. S. Potash Corp., believes industry should continue to develop the report. He cited the editorial appearing in the September, 1952 edition of Bining Engineering,,, "Don't Let It Die," as expressing his feelings. Edward Snyder, president of Combined Metals Reduction Corp., says the statistics used in the report were used to promote a false international policy. He sees the report as a master plan for the development of the superstate. He also stated that the-ore reserves given in the Pales, report represent only 10 pct of what is actually available.

September steel production established a new record for a 30-day month with 9,034,000 tons. It was the highest of any month since March. Output of ingots and steel for castings was 535,000 tons more than was poured in August 1952, and 373,000 tons over the total for September 1951. Prime Minister Daniel F. Malan touched a gold button to start South Africa' a first uranium plant into production on the premises of the West Rand Consolidated Gold Mine, near Krugersdorp, Transvaal, 25 miles west of Johannesburg. Uranium oxide is being extracted from mine tailing after removal of the gold. Thirteen gold mines in the region are scheduled for uranium production. Defense Materials Procurement Agency signed an agreement-with the Bagdad Copper Corp., Bagdad. Ariz., for expansion of the firm's facilities to enable delivery of at least 27 million lb of copper a year and 91,0000 lb of molybdenite. It is said that the company will spend about E million on the expansion.

Noranda Mines, of Quebec, signed a contract for construction of a $20 million copper refinery at Gaspe, P.Q. The plant is expected to have a 65500-ton daily capacity for both concentrator and smelter. Extensive drilling. around Gaspe has revealed more than 65 million tons of 1 to 2 pct copper in several deposits. Cerro de Pasco Corp. has called a special stockholders meeting for August 19 to obtain permission to engage in the oil and natural. gas business, in addition to its present production of zinc, lead, copper, silver and other metals. St. Joseph Lead Co. recently entered the oil development field. The United States, Canada and Great Britain have agreed to establish a permanent organization to work on unification of engineering standards. General accord has been reached on drafting standards and practices, screw threads, fittings for gas cylinders, and fits and tolerances. Permanent committees will study these fields. Reconstruction Finance Corn approved the largest sum in its history. for a mining enterprise when it loaned $94 million to San Manuel Copper. Corp., of Pinal County, Ariz. The loan will be used to increase production of copper and molybdenum, in what was described as-the biggest copper deposits in the country. Three large gold mining concerns operating in the Philippines told the Philippine Wage Board that they would be forced to close if they had to boost miners' wages 500 to $2 per day. The companies are Mindanao Mother Lodes, Benguet Consolidated, and Balatoc Mining Co.

Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.
