IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

This part of the symposium deals with the problems encountered by the consumer of nonferrous scrap, that is, the smelter and refiner who melts the selected scrap items and produces foundry ingots of specified compositions or billets for rolling or extrusion in nonferrous mills. The fundamental problems are quite similar for all secondary' nonferrous metals. A century ago, Thomas Carlyle sketched the Emblem of the Wasting Candle in one of his papers. "Terar Dum Prosim" he wrote under the candle-" May I be wasted so that I be of use." The application of his reasoning is an excellent guide for a discussion of the scrap problems of today. The General Electric Co. has addressed itself to the need of proper and careful preparation of scrap metals for many years. A supervisor of salvage directs this work in each of the works. Generally he is an engineer and has had broad factory training. He gives general direction to the collection, preparation and disposition of scrap materials. He operates the extensive facilities which each works has provided for the centralization and control of scrap accumulations, and also initiates studies leading to the reduction of scrap accruing from machining and assembly operations. r We recognize that each industry, each factory, each locality faces a different set of conditions. Irrespective of size, in a plant employing 20 men or a large works with 15,00 employees-certain fundamental principles can be applied for organization and the collection of scrap. The manufacture of electrical apparatus is a highly complicated intricate business. In one area we make electronic tube and adjacent buildings house the manufacture of steam turbines. Both are instruments for power-different in size and in many cases serving different fields of application. Unlike the great industries that build automobiles, trucks, or engines where repetitive operations, once solved, set the stage, electrical manufacturers' plants are large jobbing shops. Therefore, we must carefully plan every step in handling the scrap that "in so wasting to produce the finished motor or locomotive-we can return this product to reprocessing and ultimate use." ESSENTIALS FOR SALVAGE EFFICIENCY The essential steps for an efficient salvage department are: I. Selection of Personnel.-An able foreman would be a man of broad experience and understanding-one who commands the respect of the entire foreman group as well as that of his own men. In the interest of clean scrap, it is necessary to acquaint the foremen in the separate manufacturing units with the need of careful segregation in the shop and the best methods of obtaining it. At least 40 per cent contact time should be devoted for this purpose. 2. The physical equipment of the salvage department should be devised and selected to handle complete, at one point, all scrap operations. THE term "total operation" is meant to include problems that cannot be answered from the standpoint of either the blast furnace or the open hearth separately but must be studied by considering the interrelations of these two processes. There are other ways of expressing this idea, such as reference to the blast furnace and the open hearth as an integrated process or by emphasizing the interrelation and interaction of the two processes. Much progress has been made in metallurgy and other fields by breaking complicated processes and reactions into simpler parts and studying each of these intensively. This intensive study frequently is done under the controlled conditions of the laboratory experiment. The entire process is understood better by this specialized study of each of its parts. This procedure is so satisfactory that an understanding of unit operations is a fundamental requirement of chemical engineering. Much discussion of the open-hearth process is in terms of one heat or one furnace. By this is meant that the conclusions apply to one furnace, wherever it may be. Furnaces seldom occur singly; they are located in groups and these groups are located in steel plants having characteristic blast-furnace equipment. Problems that are affected by the number of furnaces operating, by the number of blast furnaces in the plant and by the fact that the open hearth shop is dependent on the blast-furnace capacity rather than on its own needs for the amount of iron available are among those which, in contrast to "unit operations," we have chosen to call "total operations," Many of these problems, such as charging delays and the general mechanical problem of material handling, are so familiar that merely to define "total operations" brings them to mind. These problems are of such importance that already they have received careful thought and study and probably will merit further study. As will be shown later, these mechanical problems are so intimately related to metallurgical problems of total operations that the effect of certain changes cannot be ascribed with certainty to either a mechanical or a metallurgical cause entirely. Although the problems coming under the general term of "railroading" are included in the problems of total operations, two others are selected for the discussion of this paper. One of these is strictly a problem of composition; the other is strictly a problem of tonnage production. The problem of phosphorus is present whenever basic open-hearth slag is used in the blast-furnace burden. This practice has not secured universal acceptance chiefly because of difference in preference for high-manganese or low-manganese pig iron. Problems involved in putting the gob back underground in modern deep mines we dealt with. In particular, the problems associated with haulage of the gob back to the mine, the blown gob method of dispersion underground, and handling the refuse as slurry are discussed. Some alternative methods of disposal are presented.

Disseminated epithermal gold metallization occurs within a breccia unit interpreted to be a submarine debris flow. Gold is associated with oxidized pyrite, fluorite, and jasperoidal silica. A minimum of 8 Mt (9 million st) of open-pittable mining reserves will be cyanide heap leached as run-of-mine ore at a rate of 0.9 Mt (1.0 million stpy 1. Careful evaluation of the combined results of successive sampling projects has established the pit plan, minable reserves, and process metallurgy of the operation. The sampling procedure utilized for a given test depended upon geological interpretation as well as the procedures, successes, and failures of previous tests. This paper summarizes the sampling and testing procedures of the development effort in light of the project goals and attendant problems in achieving them.

THE PETROLEUM DIVISION of the A.I.M.E. continued with its diversified activities during 1.935. Sessions at the New York meeting in February were devoted to production engineering, domestic and foreign oil production, and petroleum economics. The symposiums on domestic and foreign production proved their increased usefulness. The data accumulated for 1935 were added to those published during prior years in "Petroleum Development and Technology." A joint session on the use of metals in the petroleum industry was held by the Institute of Metals, Iron and Steel, and Petroleum Divisions. W. S. Farish, chairman of the board of the Standard Oil Co. (N. J.), was the principal speaker at the annual dinner. The October meeting, held in Hous¬ton, was characterized by an excellent program and large attendance. Four sessions were devoted to problems in estimating reserves, reservoir energy, properties of drilling muds, electrical logging, water flooding, and other subsurface studies. Foreign representatives of the Anglo-Persian Oil Co. presented a paper on surface tension and specific gravity of crude oil under reservoir conditions. AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. The rules which were ap-proved by the Board at its meeting on March 30, 1928, are as follows: Signed by C. S. Witherell, Chairman. (A) The authority of. the Committee on Papers and Pub-lications, hereinafter called the Committee, is defined in Art. VIII, Sec. 4 of the By-laws of the Institute, which reads as follows: "Papers and Publications: The Committee on Papers and Publications shall consist of the Secretary of the Institute, and at least twelve members of the Institute, to assist in passing on all papers offered for publication. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

The one hundred and twentieth meeting of the Institute was held at Chicago, Sept. 22 to 26, inclusive, and was in every way success although the steel strike against the United States Steel Corpn. prevented many engineers from attending the steel session and made necessary the annulment of the trip to the steel works at Gary on Tuesday. All of the meetings were held at the Congress Hotel, with the excep-tion of the session on Non-ferrous Metallurgy which was held at the Coliseum where the Fifth National Exposition of Chemical Industries was in progress. This session was a joint one with the American Electro-chemical Society. The total attendance, as shown by the registration, was 850.

THE 143d* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 19-22, 1934. It consisted of the annual business meeting, 45 technical sessions at which 217 papers were presented (more than ever before), two sessions of the Board of Directors, two meetings of Section delegates, three formal lectures, luncheon Monday, Tuesday and Wednesday for members and guests, three group dinners and five group luncheons, eight committee meetings, the annual reception and dinner dance, an informal dance, a smoke-dinner and the annual meeting of the Woman's Auxiliary. Attendance showed an improvement over the previous year, as follows: Total, 1534 in 1934, and 1475 in 1933; dinner dance, 543 and 426; smoker-dinner, 425 and 394; informal dance, 295 and 250; women's registration, 160 and 133; luncheons, 1034 and 734. The Coal Division held a general session and three sessions on Coal classification. It also met jointly with the Committee on Ground Movement and Subsidence. At the general session, John B. Dilworth presented a report of the Committtee on Methods of Valuing Coal Proper- ties and R. H. Sweetser a report of the Committee on Evaluation of Coal for Blast-furnace Coke. C. B Huntress, Executive Secretary of the National Coal Association, was the principal speaker at a luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided H. N. Eavenson, newly elected President of the Institute, and Edward W Parker, Secretary-Treasurer, of the Anthracite Institute, also spoke. The Executive Committee of the Division met Tuesday afternoon. The Sectional Committee on Classification of Coal met on Thursday morning and the Technical Committees on Scientific and Use Classification of Coal on Thursday afternoon. The Committee on Mining Methods held two general sessions, one for presentation of a half-dozen interesting papers on strictly mining subjects, the other on Aerial Transportation. T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

Plans for the program of the Arizona Meeting were presented and were approved with the exception of a few details which purposely had been left in abeyance until the return of President Ricketts. The following Committee on Transportation to the Arizona Meeting was appointed: WALTER DOUGLAS, Chairman, CLEVELAND E. DODGE, Secretary, ARTHUR S. DWIGHT, JOHN C. GREEN WAY, JULIUS KRUTTSCHNITT, JR. Report was made by the Committee of National Engineering Societies on the Reserve Corps of Engineers and it was voted that a committee of - three be formed-consisting of the President of the Institute, Dr. Henry -S. Drinker and the Secretary of the Institute-to select members in different parts of the country to-advise with the local U. S. Engineer Officers as to qualifications of applicants for the Reserve Corps of Engineers.
