A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the U.S. Bureau of Mines Twin Cities Mining Research Center. The simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting, is described in this paper. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of systems with a number of stopes or faces. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence, total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. Use of the model to determine methods for improving the efficiency of the system is discussed.

Probability theory is a broad field of study in itself, and can only be touched on here in order to provide the necessary back- ground for a more complete understanding of statistical analysis. It had its beginnings in the theory of games of chance which were of great interest to European mathematicians during the last half of the 17th century. A SHORT time ago, one of the large steel companies courteously furnished the author with detailed records of the operations of a considerable number of iron blast furnaces over a period of two months. These will be made the basis of a subsequent study, but in beginning this study one of -the first points requiring consideration was the probable error of the records, for what otherwise might be regarded as significant differences of performance under different conditions were perhaps really due to errors of observation, or failure to observe and record variations. If it is assumed, in blast-furnace records and calculations, that known quantities or factors are constant, when as a matter of fact they are variable, the effects of these variations may erroneously be ascribed to some other cause. This is quite clearly expressed in the following quotation from E. Buckingham:1 Theory always operates on an ideally simplified picture of reality because real phenomena are unmanageably complicated. The results obtained are not exactly true for any, real phenomenon, though they may be for an ideal one; and the approxi¬mation with which a theoretical equation, however obtained, represents the actual facts, always depends on the approximation in essentials between the ideal picture and its real prototype. The purpose of dimensional reasoning is to find out how some quantity which is involved in the phenomenon under consideration is related to certain others; or to find the relation connecting two or more quantities which vary, or may vary, simulta-neously during the course of the phenomenon. Since we know that we must have a complete equation to start with, we begin by thinking the matter over, to see whether the quantities we have in mind are the only ones involved. Usually it is evident that they are not; so we next make a list of all the quantities we can think of which might under any circumstances be important. Upon considering this list, which is often a long one, it is usually evident that under the actual circumstances a number of these quantities may safely be ignored; so we cross them off the list and thus pass from our most general conception of the phenomenon to an ideal simpler one, in which these quantities are not involved at all.

GOD the Almighty has all things well ordered; in G particular, the effects and attributes of the seven planets whose reign and course (by the grace of God) determine for the most part not only our own life and death but also the growth and decay of vegetable and mineral life, so that the aforesaid planets generate and develop in a wondrous way the ores of gold and other metals in minerals, rocks, and earths. Specifically, the Sun develops the ores of gold, the Moon the ores of silver, Venus the ores of copper, Saturn the ores of lead, Jupiter the ores of tin and bismuth, Mars the ores of steel and iron, and so on. Since, however, no ore is made alone but each is made and wrought so that it is associated with other ores, it is necessary to know the art of separating the thus-made ores after they have become metals; as for instance, silver from lead and copper; gold from silver, and so on. [2]* If this is to be done usefully, you must be able to assay and must understand everything that is needed in connection therewith. It is obviously true and clear as light of day that some kinds of copper contain silver and some kinds of silver contain gold. In order that you may be able to separate them, so that each is obtained by itself and can be worked with profit and re ward you need first of all a true assay for the values of such metal. The assay, by revealing how great they are, whether the pure has been obtained separate from the worthless matter, and what the admixture is, advises you whether it would be worth the expense and the effort to start mining operations. THIS paper discusses elementary laws pertaining to seismic reflection methods and presents a general and simple criterion for determining the direction of dipping of a reflection horizon from observational data of distance and time. The important development of practical geophysics and the successful results obtained in America, Germany, and other countries, caused introduction of geophysical methods of prospecting in Poland. Of all methods, seismic prospecting has proved most successful in the area of the Carpathian foreland, where new oil reserves are to be expected. Because of the great depth of the sedimentary column in that area, rang-ing sometimes over 2000 meters, it was obvious that only the seismic reflection method could give reliable information regarding the structural features of these strata at such a depth. During the experimental surveys it appeared that the complicated geological conditions of that area do not always allow prediction of the depth and the angle of dipping of reflecting horizons, and for that reason information about the inclination of a given horizon has great importance in the determination of subsurface structure. Therefore the problem arises of obtaining from seismic reflection data reliable information as to the direction of dipping of reflecting strata, without any previous knowledge of the average velocity and depth of geologic horizons under consideration.

ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

MINING engineers in the United States understand that mining conditions in the British coalfields are much more difficult than in most of the mines now being operated in the United States. We realize also that in the near future we must face some of these same difficult problems. Early Mechanization The progress made in mechanical loading in the United States is the result of a long struggle in many coalfields to mine with power tools safely and to increase output per man-shift. Attempts to use power to loosen coal and to transport broken coal in the U. S. may be said to date from the Stanly Header, or Entry-Driver brought from England in 1888. The principle of this boring machine was used in the McKinlay Entry-Driver, almost continuously used in the U. S. since 1920. Since 1888 experimental loaders, scrapers, and conveyors were installed with more or less success. Beginning in 1918, considerable progress was made with mobile loaders, and in 1920 the first wage agreement for the operation of mechanical loaders was made in Indiana. In 1923 the Pocahontas Fuel Co. loaded nearly 1 million tons of coal using 23 Coloders. Labor Policy The United Mine Workers of America have never officially opposed the Mechanization movement. On December 10, 1945, in a statement before the House of Representatives Labor Committee, John L. Lewis said, regarding the policy of the United Mine Workers of America: "We have welcomed progress; we have welcomed machines. We have told our people that they had to accept that condition; that it was the process of progress, and that they would have to take their chances." Recent Development In 1951 about 71 pct of the tonnage mined underground was mechanically loaded. Over 4000 shuttle cars are in service and it is estimated that much more than half of the tonnage loaded underground is produced by trackless mining. In 1947 roof-bolting was introduced extensively and it is estimated that more than 2 ½ million bolts are now being used per month in about 600 mines. The use of roof bolts has permitted the more effective and safer use of loaders and shuttle-cars. Continuous Mining The McKinlay Entry-Driver could have been used for continuous mining, but for many years it was used only .for entry driving. In 1946 the Silver machine was developed in Colorado, and in 1947 this was acquired by the Joy Mfg. Co. and called the Joy Continuous Miner. Other types of combination mining-loading machines which eliminate drilling and blasting operations are the Marietta Miner, the Colmol, the Lee-Norse Miner, the Junior Miner, the Goodman and the Konnerth machines. There are several other types in the process of development. Probably by January 1953 there will be about 250 continuous miners in operation in the U. S. Payment of Mine Labor One of the most important problems in mechanizing was the establishing of rates of pay that would be attractive to the best men. Prior to the installation of mobile loaders the hand loaders and cutters have been paid by the ton. It was felt that a system of a day's pay should be established and that piece and tonnage rates should be abolished completely. Without exception, all coal loaded in mines equipped with mobile loaders is prepared and loaded by men paid an hourly rate. Trends in Mining Research There are two diverse approaches in coal production research; to try to design a mining machine to fit current methods, or to adapt mining practice to take advantage of proven machines. A great deal of credit must go to the mine operators who have been enterprising and dynamic enough to use available equipment intensively and to discard it as soon as an improved or new machine is available. Effect of Changing Markets Formerly there was an important demand for lump and prepared coal in the larger sizes for domestic use. The use of bituminous coal for house heating has decreased so that not more than 19 pct of the annual tonnage goes to retail trade, only 12 pct is used by the railroads, and much of the retail and most of the railroad coal is in stoker size. As a result of this decline in the market for coarse coal most of the large mining operations have crushers installed in the tipples or preparation plants. Mass production at the face requires increased preparation facilities. Another important trend is in connection with complete seam mining with mechanical loading. IN plants casting electric-furnace ingots and converting them immediately into blooms, billets, slabs, bars or forgings, the criterion of quality performance is the soundness of the semifinished or finished product. When rejections are necessary, it is not always obvious whether the defects were caused by an unsound ingot or by improper treatment during the heating and forming operations. To evaluate the effects of the numerous factors involved, it is necessary to accumulate a large number of detailed observations and to analyze and interpret these data properly. Even after a thorough investigation has been conducted, it is impossible, in some cases, to isolate the cause of the defect and say that it is definitely the result of an unsound condition in the ingot or mistreatment of the ingot during further processing. Two factors that are extremely difficult to evaluate are the chemical composition of the steel and time from finish pour to charge in the soaking pits or "track time," and it is necessary to evaluate their combined effects before many other factors can be studied. Plain carbon, fine-grained steel in the range of 0.18 to 0.23 pct carbon, is very susceptible to cracking and the longer the elapsed time between the pouring of the ingots and stripping for charging into the soaking pits, the higher the billet rejections for cracks are found to be. I. INTRODUCTION THE word recovery as used in this paper is applied in its broader sense and not limited to wells producing from horizons of unconsolidated sands. Certain problems connected with the winning of petroleum from such horizons present themselves while drilling is in progress and should be considered before drilling is commenced wherever unconsolidated sands are expected. Maximum recovery depends not alone upon efficient pumping methods but also upon the selection of a proper drilling system and the completion of a well especially adapted to the extraction of these oil-bearing sands. II. DRILLING DETERMINING FACTORS IN SELECTION OF METHOD The selection of a drilling method for the development of a region in which the oil reservoir consists of unconsolidated sands is based on the following considerations: (1) Character of the formations overlying the reservoir; (2) thickness of the oil-bearing stratum or strata; (3) thickness and character of water or gas sands; (4) gas pressure to be encountered or expected; (5) total depth of well.

WILLIAM H. KOBBÉ (communication to the Secretary*).-I have read with much interest the discussion of my paper by Arthur Knapp and I. N. Knapp published in the March Bulletin. These discussions apparently assume that my paper advances a. number of ideas that are not intended: 1. That the total sandbody or pay is to be removed. 2. That upon bringing this sand and oil to the surface 100 per cent., or perfect separation, can take place. 3. That this tremendous quantity of sand is then hauled away in wagons and distributed as road material. The paper raider discussion is not a theoretical treatment of the subject but is the result of actual experience in oil production under the conditions mentioned.. That wells that produce sand produce in ore oil, and the best operating methods to bring this about are fully treated. It is, of course, impossible to remove all the oil sand underlying a property, but the greater the amount removed the greater becomes the production of oil. As stated in my paper, the surface disposal of this large volume of sand is a problem and the only use to which it can be put is road surfacing; but I did not intend to convey the idea that all this sand was thus used. Only a very small quantity was required on the company's roads, and two wagons only were employed for this purpose. The remaining sand accumulated in the numerous "washes" and sumps. Although this sand contained sufficient oil to stain the hands, it was, surprisingly dry and could be easily shoveled. As stated in the paper, "the piles of sand are gradually freed of their oil content and a crust forms on their surface which will bear the weight of a man." I consider this a high degree of separation. A small amount of oil necessarily remains in the sand and is held there by capillarity. Otherwise it would be useless as a road binder, and, furthermore, to recover such oil special processes of treating are required. Arthur Knapp says, "of the total volume produced by pumping, not more than 4 or 5 per cent. can possibly be sand." I cannot agree with this statement as I have managed many properties where the wells were so operated that the amount of sand produced was five times this figure.

ARTHUR KNAPP, Ardmore, Pa. (communication to the Secretary*).¬On p. 2275 I find a quotation from Mr. Thompson regarding the fountains of the Baku field. I have seen a large number of these gushers or fountains. In every case where unusual amounts of sand were produced the wells caved in and shut off in a few clays and were an absolute loss Very often the formation had caved so far up as to allow the water to enter the oil strata, and not only was the well lost but the ground for many acres around the well was useless for drilling purposes because the disturbed ground had allowed the gas and oil to dissipate and the water to enter. On p. 2268, Mr. Thompson is again quoted regarding the Balakhany field. If the text is consulted further, it will be found that the oil at Balakhany is heavy only in contradistinction to the Bibi Eibat, field. The gravity of the oil at Balakhany is from 28 to 32. Also, it must be noted that the illustration is taken from the conditions in the older part of the field. This field was first chilled 40 years ago, and was a worn-out field 15 years ago. The wells which produce sand are wells in which the casings are practically gone and the formations are full of water. The sand must be bailed from these wells because the clays from the upper stratum have caved into the wells and are obstructing the passage of oil. On p. 2262 is the statement that the Russian wells cannot be pumped on account of the large amounts of free sand produced. They have never tried pumping in the Baku field to any extent. Wherever tried, it has proven a great success. If we take the author's theories as correct and wish to put them into practice, it would first be necessary to consider a few figures. Let us assume that we produce oil and sand together in the proportion in which they exist in the productive strata. It is not uncommon to have wells in the California field which are not gushers, but which, by pumping, produce 1,000 bbl. per clay the first 100 clays.

THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-We have had in California a great deal of trouble from the breaking. off and collapsing of well casings from shifting sand, and it is quite true with us as indicated in the paper, that no casing has been found sufficiently strong to withstand that. I know of wells in which casing that has not been in the hole over 2 or 3 days has collapsed and when that casing has, been pulled out it has been just as flat as your hand. I am also familiar with swelling bed rock in the gold drift mining ground of California. It does swell and keeps on swelling and never seems to stop. Just as long as tunnels are kept open in that kind of material there has to be a gang going through the tunnel constantly cutting out and easing up. They have put in timbers 24 in. in diameter in an effort to hold that kind of ground and it has always filled. The only way to succeed is to keep a gang of men busy all the time cutting out and easing down as it squeezes in. C. NARAMORE, Washington, D. C.-My experience has been very similar to yours in, the same field in the matter of breaking off of casing. I had charge of one well, in which I put in reënforced casing, anchored it in place and got 1 day's production, 150 bbl., out of it. The following morning my lease foreman telephoned that it had broken off. I thought at that time we would have more evidence, so I drove out to the well without ordering a new shoe joint. It had been customary to merely start from town with a new shoe joint, pull the pipe, take off the crooked bottom joint, start the casing back and sometimes never touch any iron (lost casing)- when redrilling the well. Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. THE loading of bituminous coal mechan¬ically was recognized about the year 1900, but during the following 28 years less than 5 per cent of the bituminous pro¬duction in the United States was loaded by mechanical means. During the past i6 years, however, the usage of some form of mechanical loader has had a very rapid and accelerated growth, until at present production of bituminous coal by mechanical means has reached an all¬time high of approximately 46 per cent, and is still increasing. This rapid growth in the use of the mechanical loader has been supplemented by an increase in mechanical cleaning. The importance of mechanical cleaning of coal was recognized many years before the mechanical loader was introduced, because of the impossibility of cleaning manually the sizes below 2 in., and the increasing competition from other fuels. Utilization of mechanical loaders without mechanical cleaning on the surface for at least one or more sizes is the exception, rather than the rule. One exception is a mine that employs caterpillar-mounted mobile loaders exclusively, and mines the entire seam without any selectivity, and yet loads and ships six grades of coal of the very highest quality without mechanical cleaning. Such a fortunate situation can exist only where mining conditions are ideal, where top and bottom are exceptional and there are no impurity partings, and where there is loader height. The conversion from hand loading to mechanical loading has definitely intro¬duced many problems in the preparation plant of yesterday and in the modern streamline plant as well. Many of these problems have been solved by good, sound, conscientious initiative on the part of the plant personnel, with minor expendi¬tures; the solution taking the pattern of rearranging and improving the equipment at hand. Other problems have caused, and are causing, considerable concern and difficulty. LARGE IMPURITIES The removal of large quantities of large impurities from the lump coal, and their handling and disposal, is definitely a troublesome and costly problem. The cost of manually removing the impurities from the picking table alone, based on the actual recovered lump coal, can reach a cost of 42 cents per ton or more. In the design of future plants it would be wise to give this phase of preparation considerably more time and thought, particularly if the seam of coal contains one or more heavy partings and the mining procedure is all seam. This same caution applies to seams that may not contain heavy partings but have poor and heavy draw-slate top, which falls with the coal during the mining cycle. One of the more recent of the modern preparation plants has answered this problem by installing a rock crusher under the picking table in such a manner that the impurities can be diverted by gravity directly to the crusher. Most of what has been written during the past few years on marine mineral resources has emphasized the vast potential of the ocean, and its floor, as a source of the vital mineral raw materials upon which our modern technological society depends. Computations have been made to demonstrate that the sea contains sufficient minerals to support any reasonable world population indefinitely. The importance of these resources from the standpoint of strengthening the national mineral resource base has been pointed out. And though the information upon which these conclusions are based is sketchy, essentially qualitative, and often conflicting, there can be no doubt that the mineral potential of the sea is tremendous and that there are compelling reasons for working toward its exploitation. Unfortunately, there has been little emphasis on the problems that must be overcome, from the perspective of the economics of mineral production. Some of these problems have been noted, and some authors have appraised them realistically. However, many proposed solutions have been more romantic than practical, from the standpoint of both technology and economics. As a result the general impression has been given, particularly to those uninitiated in the realities of mineral production, that the mineral wealth of the sea is there for the taking-requiring only a good modicum of courage and technologic innovation to place it within easy grasp. But developing the capability necessary for substantial, profitable production of sea bottom minerals will be far from easy. It will be accomplished much more quickly if the problems are faced squarely, defined properly, and attacked in an orderly, logical sequence. While this approach may lack glamour, it offers the highest probability for success.

ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

CRITICAL analyses of the work expended in producing oil by the utilization of gas energy have appeared in the publications of Shaw,1 Pierce and Lewis,2 and Herold,3 authors who have ably discussed the factors which must be taken into consideration in comparing energy consumed per barrel in various wells which are flowed by means of gas-lift. However, two distinct phases of oil production are concerned with the ratio of gas energy consumed to oil produced. One of these phases is the gas-lift, which utilizes the differential gas pressures for the purpose of flowing oil, whether these pressures be natural reservoir pressures or be induced by artificial compression of gas or air. The other phase has to do with prorating oil production in pools which are operated either as units, or are subject to such restrictions as those imposed at Oklahoma City by the Corporation Commission, or, by similar controlling groups in other fields. An abundance of literature is available relative to the problems of flowing wells by gas-lift, but the first suggestion that the energy of the gas within the oil and gas pool might serve as a basis for proration, appeared in the timely article by McWilliams.4 Much of the. dissatisfaction with proration in certain fields is because some operators feel that besides the hazard to the wells which accompanies the test, the method of allocating production on the basis of the "potential" gage is inequitable and gives some operators a distinct advantage over others.5 The most severe penalty may be exacted from the most progressive operators or those who attempt to produce their oil with a minimum quantity of reservoir gas.
