This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

The following review covers published information on pressing of metal powders at room temperature. Only those operations are considered which occur between the time the powder is filled into the cavity and the compact is ejected from the die. Thus, this review does not concern hot pressing, coining or sizing feed or flow problems, commercial presses nor designs. It was also necessary to disregard to a large extent the effect of pressing on subsequent operations and on properties after sintering. 'The pressing operation is considered independently in its function to compact loose metal powder into useful shapes which can subsequently be handled. There are some comments by the writer in connection with a few of the findings quoted in the literature in order to stimulate thought and discussion. The selection of references quoted in the text is in some cases arbitrary although an attempt was made to favor papers containing novel ideas, techniques or results which mag stimulate future research. In order to enable the reader to check further into the subjects mentioned, the original, rather extensive, bibliography is appended even though not all the references are touched on in the printed version of this review. The equipment used by various workers, for example a die design created by Bridgman,22 is very interesting. 'The die insert has a conical external surface. The vertical pressure exerted on the punch transmits itself to the die which in turn is pushed harder into its tapered retainer. Thus, the higher the pressure exerted on the punch, the higher also the pressure exerted inwards on the die inserts. Inasmuch as this pressure counteracts the internal pressure from the compact the two stresses balance each other so that it is possible to obtain tremendous pressures without breaking the die. The die collar was made from an oil hardening tool steel, heat treated to a tensile strength of some 300,000 psi. The die was closed at the bottom by a plug made from special tool steels. Bridgman found that there is no steel which will withstand a com-pressive stress of 700,000 psi without continuous slow flow or immediate fracture. Therefore, the only material suitable for use in the pressing punch was sintered carbide. In view of the ingenious design it was possible to use special tool steel as die material. Jones22 raises the question whether this method of pressing has practical application in powder metallurgy. Although these tremendous pressures cannot readily be utilized without many special precautions, the tapered die and retainer idea is believed to be useful even for lower pressures. There are rich resources of natural graphite in China. It would be a good opportunity to upgrade national graphite industry if natural graphite with modification is used in lithium ion battery. Micro-crystalline graphite in high purity was coated with a carbon film on the surface. The initial cycle efficiency was improved to be 89.9% and cycle stability was remarkably improved. The experiments proved that microcrystalline graphite with carbon coating have excellent electrochemical performances at low cost as anode materials for lithium-ion battery. In addition, H2SO4-GIC technique was used to prepare the natural flake graphite powders with mild-exfoliation. Sub-micro and nano pores were found in the graphite samples. In correspondence the reversible capacity, rate capacity and cycle life were improved, which would meet the demand of high-power lithium-ion battery. Natural graphite is the most promising anode material for large-scale lithium-ion batteries. The demand of modified graphite grows up greatly in the market. Microcrystalline graphite with surface coating and flake graphite with mild-exfoliation are the promising commercial anode materials for the industry of lithium ion battery.

Traditional practice to resist large lateral loads on foundations is the use of large diameter caissons, battered driven piles, or battered micropiles. Dense urban construction environments, however, limit the usefulness of these systems due to the close proximity of below- and above-grade obstructions. This paper presents two micropile construction projects in the United States where a complex scheme of battered micropiles and grade beams was developed to counteract large lateral loads at the foundation level. The paper also presents a procedure used to design vertical micropiles for large lateral loads, which can greatly simplify the design of foundations subject to significant lateral loads in urban environments. A design example shows a case where vertical micropiles were used to support allowable design lateral loads greater than 80 kip per micropile.

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

1, Introduction Location Kalengwa mine is located in the North Western Province of Zambia, 402 kilometre by unpaved road to the west of Kitwe, which is roughly in the centre of the Zambian Copperbelt, well known as one of the world's centres of copper mining. Its position is illustrated on the map of Africa in Figure 1 and on the map of Zambia in Figure 2. It is a mine of Roan Consolidated Mines Limited whose other properties, Mufulira, Luanshya, Chambishi and Chibuluma Mines, are all located on the Copperbelt. It is managed by the Chibuluma Division of the company. The rate of production from Kalengwa will vary from 12 000 to 17 000 tonnes of saleable copper a year over the next six years. Kalengwa did not exist as a place until the first prospecting parties and later the mine became established and the early working population was recruited entirely from small villages in the surrounding area as much as thirty miles away. The mining area consists of fourteen mining locations amounting to 3.35 square kilometres and the land may be used for any purpose connected with mining, including housing, wood cutting and other utilities. The whole area is, except for minor undulations, a fairly flat plateau with main rivers running from north to south and flood basins known as "dambos" located in a general east west direction. Vegetation is, with the exception of the grassy dambos, temperate forest with relatively light undergrowth. Game of great variety is prolific, as is the associated tsetse fly.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

Sylvite of Canada, a wholly owned subsidiary of Hudson Bay Mining and Smelting Co., operates an 8000 TPD potash mine and refinery located nine miles North East of Rocanville, Saskatchewan. Prior to Hudson Bay's entry in 1968 into potash mining and refining, it was one of the more traditional and conservative Canadian Mining Companies whose principal business had been for many years a successful copper-zinc mining and smelting operation located at Flin Flon, Manitoba. The potash reserves being mined by Sylvite were acquired through the acquisition of Francana Oil and Gas. This acquisition was at the time when several major potash mines were being developed or had recently been brought into production in the Province. These mines are owned by either very substantial Canadian Mining Companies or Multi-National Mining Companies with considerable potash mining experience. At that time, it became very apparent because of the new mines coming into production, potash mining and refining would quickly become a very competitive industry. Because of long term considerations, Hudson Bay decided to proceed with the development of its potash reserves, recognizing the Mine and Refinery would have to be the most advanced available in order to successfully operate. This report deals with the mining operation at Sylvite and the degree of success Sylvite has achieved.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

H. H. Hausner (Sylvania Electric Products Inc., Bayside, N. Y.)—I tested the 18-8 stainless steel powder described by Grobe and Roberts and the results were excellent. The powder was compacted and sintered in purified hydrogen to a very low density (approximately 20 pct and more porosity). Where the other powders show very little ductility when sintered to such a low density, the described stainless steel was surprisingly high in ductility. I would appreciate it if the authors could give us some data on a similar powder but without silicon and also data on 430 stainless steel powder. H. S. Kalish (Sylvania Electric Products lnc., Bay-side, N. Y.)—I should like to verify the excellent results obtained by Grobe and Roberts with their pre-alloyed stainless steel powder. It seems to me, however, that their data are conservative and that even better densities and higher tensile strength can be obtained with these powders by the selection of proper particle size fractions. The accompanying data were obtained by sintering compacts pressed from the powder made by Vanadium-Alloys Steel Co. to 0.8 in. in diam about % in. high in a cylindrical double action die without the use of lubricant. The compacts were sintered for 1 hr at 2370°F in hydrogen purified by passing it through a Deoxo unit (palladium catalyst) and a Lectrodryer. Even the density obtained using the as-received (—100 mesh) compacted at 40 tsi was quite high as was the hardness. This indicates that by increasing the sintering temperature slightly above 2350°F the coining and subsequent secondary sintering operation can be avoided. With the — 325 mesh fraction, however, very much higher density can be obtained and a high hardness. I have no tensile data to present, but I feel that it is not too optimistic to expect. that unusually high tensile strengths and good ductility can be obtained in this sintered material on the basis of the density and hardness data. The sintered stainless steel made by the above-described methods came out of the furnace very bright and clean. The purified hydrogen atmosphere is important in sintering stainless steel to reduce the oxide present in the powder. The result of such a sintering is good densification and good ductility of the sintered product. G. A. Roberts (authors' reply)—We are greatly indebted to Messrs. Hausner and Kalish for their discussions of our paper. Their encouraging remarks are greatly appreciated and their confirmatory data will do much to add to the value of the paper. At the present time it is impossible to provide complete data on a similar stainless steel powder without silicon, but we do know that, in general, the properties are slightly inferior. Deep hardrock mines worldwide increasingly face rockbursts as mining depths increase. These events result from the accumulation and sudden release of stress, causing rockmass damage and posing major safety and operational challenges. This paper focuses on destress blasting as a critical strategy to mitigate rockburst hazards. Although limited practical experience exists in Swedish deep hardrock mines, international case studies demonstrate that, when well implemented, destress blasting redistributes peak stresses by promoting controlled fracturing around mining excavations. The success of such techniques is highly dependent on site-specific factors such as stress regime, rockmass brittleness, structural geology, and blast layout. Although destress blasting is especially effective in massive, brittle rock under high stress, typical conditions for strainburst prone environments, its design cannot rely solely on numerical models. Simulations can offer preliminary evaluation of stress redistribution trends and guide early design assessments but their current limitations, including sensitivity to input data and simplified fracture mechanics, mean they are best used as supplementary tools rather than final decision-makers. Field trials, supported by microseismic analysis and fracture mapping, remain essential for validation. The study critically synthesises international experiences and presents a structured framework for destress blasting design, offering practical and academic perspectives aligned with Swedish geological conditions to support safer and more efficient application in deep hardrock mines.

The Bureau of Mines devoted portions of the 1987-1988 field seasons to investigate the mineral aggregate industry in Juneau, Skagway, Haines, and Gustavus, Alaska, as part of the Juneau Mining District study. Statistics compiled for current suppliers include location, activity, reserve estimates, expected mine life, and types of commodities available. Each population center, except for Gustavus, is well endowed with suitable mineral aggregate to last at least 20 years. The Bureau of Mines quantified the mineral aggregate resource in many large potential sites within each area. Sampling, engineering and soil-index testing, site descriptions, deposit dimensions, and gold recovery information is described. Refraction seismic studies performed at three localities revealed gravel thicknesses in excess of 40 to 80 feet. In the Juneau area the Herbert/Eagle Rivers outwash area, East Fork Lace River. Antler/Gilkey Rivers, and Grizzly Bar (Taku Inlet) individually contain in excess of 60 million yd3 of excellent-quality aggregate with minor accessory gold credits. Haines is also well endowed with aggregate resources; large, quality deposits occur along and at the confluences of the Chilkat, Katzehin, Klehini, Tsirku, and Kicking Horse Rivers. Large deposits of granitic aggregate exist in the Skagway River and East Fork Skagway River.

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.
