This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mine operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also Investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result in reductions in both the frequency and the consequences of mine accidents.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

"Mechanical alloying is a dry, high energy ball milling process which has been used to synthesize metallic powders in the solid state. The present study use this technique to synthesize Cu-base shape memory alloy powder from commercial Cu70Zn30, Cu86Zn14 and element AI powders. The evolution and formation of shape memory alloy powder were monitored using X-ray diffraction and microscopy. It was observed that shape memory alloy powder started to form after 1.8 ks of mechanical alloying. ? phase was clearly detected after 3.6 ks of mechanical alloying. The intensity of X-ray diffraction of the y phase increased when mechanical alloying duration was prolonged indicating an increase in the amount of y phase. Microstructure observation showed different stages of formation of alloyed powders: welding between powders and formation of layered structure, deformation and fracturing of layered structure, and finally the formation of alloyed powders.IntroductionMechanical alloying (MA) is a process used for producing powders with controlled and extremely fine microstructure. It was original developed in 1966 (1) to produce aNi-based superalloy combining oxide dispersion strengthening with gamma prime precipitation hardening. In recent years this technique has been used in producing a wide range of materials including intermetallic compounds (2, 3), amorphous materials (4-6) and other materials (7-9). In MA, a blend of powders is subjected to highly energetic compressive collision. The powder panicles are welded and fractured during ball milling. Therefore, it is essential that at least one of powders should be ductile to act as combiner. It has however been found that brittle components without soft element can also be mechanically alloyed (10), even ceramic powders (11).The present work aims to study the mechanism of formation of shape memory alloy powder during MA."

THE Dawson coal-mines are owned and operated by the Stag Canon Fuel Co., of which Dr. James Douglas is President and E. L. Carpenter general manager. The property is situated in Colfax county, N. M., and the openings now in operation are in townships 28 and 29 N. R. 20 E., and township 28 N. R. 21 E., shown in Fig. 1. The mines are part of the southern end of the Raton coal-field, which extends north into Colorado and embraces many coal-camps of the Trinidad section. II. GEOLOGY. Geologically, the coal-measures, commonly known as the Laranmie series of the Cretaceous system, have a thickness of about 800 ft. in the vicinity of Dawson. The coal makes an excellent coke, and, according to some authorities, its coking properties are clue to the action of intruded sheets and sills of igneous rock, the sheets occasionally thickening into masses resembling laccoliths, at such places making nearer approach to the coal and sometimes producing small areas of natural coke. There are but few dikes through¬out the entire southern portion of the field and little or no faulting along the dikes. In some parts of this great coal-field the intrusive sheets are far removed in the green shales below the coal-measures, and are so much altered as to be difficult of identification. There is but little disturbance of the strata through¬out the Raton coal-field in as far as it extends into New Mexico. Microcomputer technology has begun to revolutionize petroleum engineering. Petroleum engineers' use of relatively inexpensive personal computers (PC's) is likely to continue expanding rapidly. Since 1982 SPE's Microcomputer Applications Committee has developed a Society-wide users group, a bi-monthly newsletter (MICROCOMP NEWS), an SPE Short Course, a hardware and software distribution program, and a world wide electronic network (SPE NET). The purpose of this paper is to share SPE's experience in creating a dynamic program for meeting the individual member's need in the application of microcomputers to petroleum engineering. My hope is that this will encourage other engineering and scientific organizations to provide similar programs for their members.

Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

This paper relates cross-border mergers and acquisitions (M&A) risk management theory to actual coal enterprises in China. The 3 phases of M&A are preparation, implementation and integration. By using the Analytic Hierarchy Process and fuzzy evaluation methods, we will try to establish a model to assess risks of the cross-border M&A of China?s coal enterprises. We then apply this model to the case of Yankuang Group acquisition of the Felix Company and receive the assessment results. There are significant reasons for quantitative research on risks of cross-border M&A of China?s coal enterprises, such as effective prevention and risk-aversion, and facilitation of cross-border M&As.

T HE APPROACH to maintenance must always be ?completely positive: there must be no question of putting off difficult problems until it is more convenient to tackle them. By this it is meant that a piece of machinery or equipment which, by experience, is known to be due for a check should not, merely because it appears to be operating satisfactorily, be left until it reaches a critical .condition and breaks down. The mentality of the Maintenance Manager must be completely orderly and methodical and he should, in fact, possess a ledger-book mind, having a debit and credit outlook. The debit side would be that applying to time out of service, cost in wages, material, personnel involved, etc., and the credit side that relating to continuous operational time of the locomotive and therefore to the ultimate benefit of the mine and the personnel who work there. The Maintenance Manager is not concerned with design problems, and although he and the personnel under his jurisdiction are not engaged in productive work, he and his staff do, nevertheless, add greatly to or detract from the overall efficiency of the organization. Provided the machinery placed in his care is good to start with, he must take the best steps he possibly can to keep it running. However, he may, on occasion, be forced to improvise and this is where the ingenuity of a clever man rises to the occasion.

Hydraulic stowing, which is being practiced in several major coal producing countries to deal with adverse mining conditions, usually permits almost 100% coal recovery from underground mines with minimal and controlled surface subsidence. Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia's underground coal mining industry has reported few new cases of pneumoconiosis for more than 20 years. Mortality from coal workers' pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in X-ray surveillance programs are also lower in Australia. The U.S. National Institute for Occupational Safety and Health (NIOSH) was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among U.S. coal miners. A number of factors, including coal dust exposure, silica exposure and coal rank were examined as potential contributors to the above noted differences. Comparison of coal rank data from each country did not illuminate the issue. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. If quartz is contributing to the greater number of cases of pneumoconiosis in the United States, more effective dust control measures, as well as an independent exposure standard for respirable quartz in coal mining, should be implemented to reduce this potentially disabling condition.

South Africa is one of the leading producers and exporters of coal globally. A significant amount of the country’s production is obtained from previously mined underground bord and pillar workings. This coal is in the form of pillars and remnants on the roof and floor of the old workings. The good quality coal pillars were left behind as primary support during underground bord and pillar mining operations. Due to the depletion of virgin coal reserves, the pillars and remnant coal are now removed using opencast mining rather than underground methods. However, the secondary extraction of pillars and remnant coal from the old workings using opencast methods entails some serious challenges that have a negative impact on the safety and productivity of the operations, affecting both personnel and machinery. If these risk factors and challenges are managed properly, then the opencast mining operations could remove the pillars safely at recoveries competitive with those of virgin coal operations. In this study we review the recurring challenges affecting opencast pillar mining by means of field investigations and consultations with experts at five opencast pillar mining operations, and evaluate the best practices used to combat these challenges. It was found that each mine has its own unique conditions and challenges.

The Otjikoto Gold Mine in the Republic of Namibia is located approximately 300 kilometers north of the capital city of Windhoek. The project features surface mining with a modern gravity/carbon-in-pulp mill for ore treatment and recovery of gold. Initial mill design capacity was 2.5 million tonne per annum but then expanded after 9 months of operation to 3.1 million tonne per annum. The technical steps to establish the Otjikoto mill design from process selection in the due diligence stage, through flowsheet development in the feasibility study followed by detailed engineering design are reviewed in this paper along with mill performance during start-up and in 2019.

THE linear thermal expansions of oriented single crystals of zinc were measured in the range from 20" to 416°C using a Leitz HTV optical lever differential dilatometer. The single crystals, supplied by Dr. J. J. Gilman, General Electric Research Laboratory, Schenectady, N.Y., were prepared from 99.999 pct-purity zinc, and were in the form of rods approximately 2 in. long by 0.15 in. in diameter having the following orientations: x = 1.5, 12, 20, 30, 37.5, 49, 60, 73, and 82 deg where x is the angle between the specimen axis and the (0001) plane of the crystal. From the family of expansion vs temperature curves, the instantaneous expansion coefficients were calculated at 100°C intervals, and Fig. 1 shows a plot of these derived coefficients for each orientation. Coefficients were obtained from the raw data using the chord-slope method. The curves in Fig. 1 indicate a positive temperature coefficient for low x, a negative temperature coefficient for high X, and an expansion coefficient invariant with temperature, amounting to about 43 x 106, for a crystal orientation of approximately 52 deg. From the available data, it is possible to arrive at the values for the axial thermal-expansion coef- ficients a, and a, by extrapolating the curve of the expansion coefficient vs orientation to zero and 90 deg orientations. More precise values for a, and a, are obtained if the instantaneous coefficients are plotted against the square of the cosine of the orientation angle, as shown in Fig. 2. The extrapolated terminal points of the best straight line through the data points of such a plot define the axial coefficients at that temperature. The theoretical justification for the linearity of this curve comes from inspection of a rearranged form of the general anisotropic equation for expansion: ax=a, + (a, -a,)cosZx [1I in which a, is the expansion coefficient in the "c" or [0001] direction and a, the expansion coefficient in the "a" or [ll50] direction. From Fig. 2, the axial coefficients at 100°C, for example, were found to be a, = 13.9 x 10'6 and a, = 62.4 x 10"6 per "C. In the same way, the coefficients were determined for 20", 200°, 300°, and 400°C. This data is summarized in Fig. 3. Ventilation is the most important safety factor in the production of coal because on it depends the safety, health, and efficiency of those who work underground. Without adequate and efficient means of supplying fresh air to the working faces, mining could not have advanced as it has. The extent of the workings, the increase in mechanization, and the increasing use of electricity are largely responsible for changes in methods of ventialtion. Ventilation in the early, days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings: Later the furnace was introduced for the purpose of increasing the quantity of air in circulation. Mines continued to become larger, their output increased, men were employed in greater numbers, and more fresh coal surfaces were exposed. Coal beds near the surface, and practically free from explosive gas became exhausted, and deeper beds that liberated methane were opened as development advanced. Mechanical ventilation became necessary and was first accomplished by disc-type steam driven fans she old-.fashioned steam driven disc fan has generally been supplanted by the powerful electrically operated centrifugal fans in use at modern coal mines. In order to be secure against gas explosions and provide ample fresh air for persons employed in large coal mines, air must be conducted through the mine to all working places and to all other unsealed parts of the mince in sufficient quantities to dilute and render harmless all dangerous and noxious gases.

Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

THREE regional meetings are planned for this summer and fall following the spring meeting held under the auspices of the Iron and Steel Committee and the Ohio Section at Cleveland in April and in lieu of a general fall meeting of the Institute. Plans for all of them are maturing rapidly. Excellent programs and. interesting visits to points of local tech¬nical interest are already assured. THE SALT LAKE CITY MEETING This meeting will be under the auspices of the Milling Committee and the Utah Section. It will be one of the features of the joint convention held the week of August 22 to 26 with the Western Division of the American Mining Congress. The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

"Dust control is an increasingly important consideration for all mining operations from a health, safety, environmental and maintenance perspective. Modern mining operations incorporate a variety of mechanical dust control techniques into design however in many cases these engineered systems are unable to meet desired fugitive dust level targets. In these cases a variety of chemical dust suppression options are available to operators to assist in meeting their targets. This paper provides an overview of available chemistries, discussion of application techniques and equipment requirements and available performance monitoring technologies. This paper will also include a number of case histories discussing the treatment approach chosen, challenges encountered, chemical feed, storage and application equipment, monitoring techniques employed and results achieved.INTRODUCTIONDust FundamentalsFugitive dust by definition is an aerosol consisting of particulate matter suspended in a gaseous medium. Aerosols can include suspensions of particulate (solids) or sprays (liquids) or a mixture of both. Of particular concern from an occupational health and safety perspective are aerosols of particulate matter due to their involvement in classical occupations lung diseases such as silicosis, poisoning through chronic exposure to compounds such as lead and beryllium and expected involvement in more modern identified conditions such as cancer, asthma, and a host of other respiratory and non-respiratory conditions which may be caused or influenced through exposure to dust.According to the ""Glossary of Atmospheric Chemistry Terms"" (IUPAC, 1990), ""Dust: Small, dry, solid particles projected into the air by natural forces, such as wind, volcanic eruption, and by mechanical or man-made processes such as crushing, grinding, milling, drilling, demolition, shoveling, conveying, screening, bagging, and sweeping. Dust particles are usually in the size range from about 1 to 100 µm in diameter, and they settle slowly under the influence of gravity."" It should be noted that the behavior of particulates with respect to settling rate in air is a function of particle mass and shape and therefore the geometric size of the particle can be misleading. Occupational hygienists utilize the concept of particle aerodynamic diameter as a more representative reflection of particle size. Particle aerodynamic diameter, is defined as ""the diameter of a hypothetical sphere of density 1 g/cm3 having the same terminal settling velocity in calm air as the particle in question, regardless of its geometric size, shape and true density."" The expression of particle size as aerodynamic diameter allows for a more consistent understanding of particle behavior both from a settling perspective as well as from the perspective of how dust particles will behave in the respiratory tract. Figure 1 illustrates settling rates for particles of various aerodynamic diameters. The relationship between particle size and settling rate is important for understanding what size of particles must be addressed by dust control strategies as well as what particle sizes represent the most danger from an exposure and occupational health perspective."

The Brunswick Mine Diesel Particulate Filter Study was one of several research projects initiated by the Diesel Emissions Evaluation Program (DEEP). The study was carried out at Noranda?s Brunswick Mine in Bathurst, New Brunswick by Noranda Technology Centre and Brunswick Mine personnel with the collaboration of Natural Resources Canada - Canada Centre for Minerals and Energy Technology (CANMET), National Institute of Occupational Safety and Health (NIOSH), Andreas Mayer of VERT, and diesel particulate filter (DPF) system suppliers. The study began in early 2000. Field evaluations continued for 20 months. The final report?authored by Sean McGinn?was submitted to DEEP in the Autumn of 2003.
