A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

A matrix analysis of the differences between the camps and communities associated with the Britannia Mine is used to develop an analytical tool. The tool is intended to assist the mining industry as it embraces the many facets of sustainable development. A case study is used to support the identification of key factors that may predict the sustainability of a new mine town. Sustainable communities, like Britannia Beach, are discussed in the context of three pillars of sustainability: value of mining products to society; creating wealth; and, environmental integrity. A sustainable mine town may be viewed as a socio-economic asset as well as an asset to the mining industry.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. Development of metallurgical flowsheets from drill core to production of finished metal involves two main domains: process mineralogy to sample the ore and develop a successful flowsheet producing saleable concentrate; and extractive metallurgy to convert that saleable concentrate to finished metal. Effective flowsheet development for a new or brown-field concentrator and processing facility is essential to project schedule and return on investment. Over the last decade in particular, the integration of geology, mineralogy, sampling, and mineral processing have empowered the development of an improved practice in flowsheet development. The use of geometallurgical units as a basis for best-practice sampling delivers representative study material to the laboratory. Modern automated mineralogy characterises the whole rock assembly and paymetal mineral hosting, to address downstream process implications. Batch scale flotation testing then uses this information to design and perform well-focused strategies. At early stages of the project, the Extractive Metallurgy team is engaged to determine processing constraints or other economic drivers in conversion of the saleable concentrate into finished metal. The team evaluates available technologies, assesses the impurities and key properties of the given concentrate. In many cases, changes to mineral processing flowsheet are required to maximize value per tonne of concentrate. Site conditions, availability of infrastructure, energy and power all play an important role. Modern metallurgical simulation tools such as FactSage™ and METSIM™ can quickly define the appropriate test program for each process. Bench scale testing and appropriate scale of piloting can confirm simulations and provide design criteria. A case study demonstrates how effective use of these tools and a multidisciplinary team can accelerate flowsheet development, while reducing costs and ensuring that the designed processing facilities maximize project value with minimum risk.

Stress has a significant effect on the stability of pillars. In order to get an accurate picture of pillar stability, one needs information not only on the primary Stress distribution but also on all the Subsequent Stress changes as time passes. Sonic methods are some of the fastest, most economical and least destructive means of stress prediction. The wave propagation velocity has long been applied to the investigation of the upper mantle and crust stress. Recently, it has also been applied to the prediction of rock bursts and to mine site investigations. Another parameter for investigating stresses in rocks is the attenuation coefficient. Attenuation has been observed to be more sensitive to stress changes than wave velocity; however, the measurement of attenuation is more difficult than that of wave velocity. In this paper, the mechanism of sonic attenuation in rock is reviewed. Both the velocity and the attenuation of sound waves in five different rock types under various stress fields were examined in the laboratory. It was found that for a specific rock type the relationship between the velocity ratio and stress, as well as that between the attenuation coefficient ratio and stress, can be expressed by simplified second order polynomial equations.Research showed the attenuation coefficient to be more sensitive to stress change than the velocity ratio. A field investigation method was proposed using a Schmidt hammer as a repeatable energy source. Initial trials appeared to show that monitoring by the wave attenuation method gave more repeatable data than monitoring wave velocity.

The objective of this study was to evaluate the potential health risk associated with exposure of dozer operators to whole-body vibration. Measurements were made on 31 dozers used in different surface mines in Turkey. Predictions of adverse health effects of vibration were based on the standards BS 6841:1987, ISO 2631–1:1997, ISO 2631–5:2004, and the EU Vibration Directive:2002. Operators experienced high and comparable levels of vibration acceleration and dose during all dozer tasks: pushing the material (DOZE), moving forward (FORWARD), moving backward (REVERSE), and ripping (RIP). Specifically, DOZE, FORWARD, REVERSE, and RIP showed high potential of adverse health effects in terms of vibration dose according to the worst-case axis and vector sum criteria and a moderate adverse health effect for acceleration according to the worst-case axis criterion. Operators of large dozers were exposed to lower levels of vibration. However, no statistically significant relationship between vibration exposure levels and the propelling mechanism and the service time of dozers, operator experience, operator age, and ground type was found.

What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semivariogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size, and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that the ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semivariogram model should take a value of zero, a value equal to the nugget effect, or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semivariogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3 ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and Web courses, the definition of the semivariogram is ambiguous as the formulae for semivariogram models is not actually specified at zero distance6,7,8.

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. "Tungsten skarn deposits on the Clea property in the Selwyn Mountains, Y. T., are related genetically to a quartz monzonite stock, about 500 metres in diameter at the surface. Lower Paleozoic sedimentary rocks are metamorphosed for a distance of 3 km from the stock. Tungsten-bearing skarn mineralization within the altered sedimentary rocks is of two types: sulphide-rich pods and calc-silicate beds. The most significant scheelite concentration is in calc-silicate beds near or adjacent to the quartz monzonite stock. Discordant K-Ar and Rb-Sr isotopic dates indicate that the stock is probably of early Late Cretaceous age, 94 Ma or slightly older, and that it cooled slowly. High initial 87Srl86Sr ratios and disequilibrium relationships between K-jeldspar phenocrysts and groundmass minerals in the porphyritic phase of the granitic rock , and between different granitic rock specimens, indicate contamination of crystallizing magma by old sialic continental crust which extends westward under the Selwyn Basin.This study is significant to regional tungsten exploration. Granitic rocks associated with tungsten deposits, in this part of the Canadian Cordillera at least, appear to have specific isotope characteristics that indicate they were generated at a specific time and in a particular way.IntroductionThe Clea tungsten skarn property (Fig. I) is owned by Canex Placer Limited, and lies in the Selwyn Mountains (Bostock, 1948) near the eastern margin of the Selwyn Basin (Wheeler and Gabrielse, 1972), Yukon Territory. The property covers a 20-square-mile area centered near latitude 62°47 ' north and longitude 129°52' west, and is accessible by helicopter. An airstrip and the terminus of a summer-use gravel road at MacMillan Pass, Yukon, are about 20 miles to the northnorthwest.This paper deals mainly with the geochronemetry of granitic rocks from a stock associated with tungsten mineralization on the Clea property. We show that these rocks have specific characteristics that not only define the genesis of this stock, but also have significance for regional tungsten exploration around plutons in the Canadian Cordillera."

A necessidade de treinamento é uma realidade nas indústrias. A qualificação de operadores é importante para garantir segurança e prevenir perdas econômicas. Nesse contexto, o objetivo desse trabalho é desenvolver e avaliar um simulador de treinamento de operador. O estudo de caso é um moinho vertical, comumente utilizado na indústria de cimento. Nessa direção, passou-se pela construção de um supervisório, pela modelagem e simulação dinâmica de um moinho vertical e, por fim, pela elaboração e execução de um treinamento. Para tal, foram construídos três cenários de situações anormais, além da consideração da operação normal. Ainda em relação à metodologia, treinaram-se dois grupos de alunos com métodos distintos de ensino: o primeiro recebeu apenas um treinamento teórico, através de uma apresentação multimídia; e o segundo, após esse treinamento teórico, recebeu um treinamento prático, ou seja, do tipo aprender fazendo, a partir do contato direto com o simulador de processos. De modo geral, percebeu-se que o contato com a prática possibilitou um maior entendimento da operação do moinho vertical, do grau de dependência entre as variáveis de entrada e de saída, e das variáveis utilizadas para a recuperação do processo à operação normal, contribuindo ainda para uma maior fixação do conhecimento teórico. Esse trabalho é resultado de uma parceria UniversidadeEmpresa, cujas atividades foram desenvolvidas por um grupo de alunos de graduação em Engenharia Química.

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

Though over 100 minerals are known to contain the rare earth (RE) or lanthanide elements, only a few provide the bulk of the world's source of these elements. The principal RE-containing mineral, monazite [(Ce,La,Th,Y)PO4], is recovered by gravity, magnetic, electrostatic and flotation concentration methods, while the other important source mineral, bastnasite [CeFC03], is concentrated by flotation. The processing of the lesser important source minerals is discussed, as is the recovery of the lanthanides from apatite [Ca5(P04)3(F,OH)] where the rare earth elements are present from trace amounts to over 10% as the mixed oxides.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

Since the last paper on mining methods was presented to the Annual Conference of the Australasian Institute of Mining and Metallurgy in 1:960, numerous advances have been made in drilling and blasting techniques at Mount Morgan. This paper describes the drilling and blasting methods being employed in the open cut. The change over to track mounted percussion drills for all types of primary drilling is almost complete and new techniques such as detergent drilling and pressure loading of ANFO are being applied successfully.

This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

A survey of selected West Coast Streams was undertaken in Summer 2001, Summer 2002 and Winter 2002 to establish the degree of arsenic (As) contamination in waters and sediments downstream of old coal and gold mine workings on the West Coast. Of the catchments studied, Soldiers/Ford Creek and Rapid Stream showed the most significant elevated As concentrations, predominantly in dissolved form, and evidence of AMD or ARD contamination (high sulfate concentrations and/or acidity). The rate and processes of removal of dissolved arsenic from the water column (attenuation) have been studied in these catchments. The Rapid Stream and Soldiers/Ford Creek catchments are directly affected by adit drainage from the Sullivan and Blackball coal mines respectively. Both catchments have high As concentrations in the sediments, with up to 770 mg/kg in Soldiers Creek and 490 mg/kg in Rapid Stream. Dissolved As concentrations are significantly elevated in the neutral pH waters of Soldiers Creek; typically as high as 100 - 200 ¦g/kg, up to 500 m downstream of the main adit discharge (800 ¦g/kg As). Adit inflows to Rapid Stream were acidic and contained 20 - 30 ¦g/kg dissolved As, with relatively high concentrations of arsenic in the stream water in winter (up to 18 ¦g/kg), but not in summer. Analysis of concentration trends and As:SO4 ratios downstream of these obvious As sources confirmed that dissolved As had been actively removed from the water column, but varied seasonally with greater removal evident in summer. Adsorption of arsenic onto iron oxide in the stream sediments is the most likely mechanism of removal. The Snowy River catchment, on the other hand, has relatively high As concentrations in both the sediments and the water column, but there was little evidence of a distinct AMD or ARD input from the Blackwater gold mining area. Preliminary investigation suggests that dilution rather than attenuation is responsible for decreasing As concentrations downstream.
